4.2 SCHEDULED ACTIVITIES

Eight sessions of scheduled activities will be held during the event. Each Scout will participate in the following

activities:

− 1 Patrol Choice (MAC) activity: high ropes, tunnels, flying fox, abseiling or search and rescue

− 1 Patrol Choice (self-facilitated) activity: cooking, ballista wars or canoeing

− 1 Whole Troop activity (service): picnic table construction or orienteering upgrade

− 1 Whole Troop activity: colour run

− 1 Troop Time: market day

− 1 Troop Time: troop code

− 1 Troop Time: set up

− 1 Troop Time: pack up.

4.2.1 WHOLE TROOP ACTIVITIES

The purpose of the whole Troop activity is to provide an opportunity for Jamboree Troops to get to know one another

in a structured activity. It also provides line leaders with a valuable opportunity to witness the social dynamic of the

Jamboree Troop so that necessary arrangements can be put in place for the Jamboree.

Colour Run

All Scouts will have the opportunity to participate in a colour run as a Troop bonding activity. Scouts should wear old

clothing for this activity – clothing they wear will get dirty. Line leaders have the option to join in – we strongly

encourage you to do so!

Service Activity

All Scouts will get involved in a service activity to help spruce up various elements of Manjedal Activity Centre. The

purpose of this activity is not to provide slave labour to MAC, but to provide line leaders with another opportunity to

witness the social dynamic of the Troop and to provide Patrol Leaders an opportunity to develop their skills with their

Jamboree Patrol. Scouts could also use this as an opportunity to earn service hours towards their Citizenship Badge.

Service A is picnic table construction located at the Q store and Service B is the orienteering upgrade located at the

outdoor shelter at the Youth Activity Centre.

4.2.2 PATROL CHOICE ACTIVITIES

Patrol choice activities are scheduled for Sunday and Monday (session 3 thru session 8) to provide an opportunity for

Troops to identify Patrol Leaders on Saturday.

Patrol Leaders will book two Patrol Choice activities during Contingent Council at Contingent HQ at 6:30pm on

Saturday 22-9-18.

Each Patrol will complete:

• 1 Patrol Choice (Mac) activity: high ropes OR tunnels OR flying fox OR abseiling OR search and rescue.

• 1 Patrol Choice activity: cooking OR ballista war OR canoeing.

Please ensure Patrol leaders are aware of their patrol number prior to booking in Patrol Choice activities on Saturday

evening at 1830. Each Troop should have 6 patrols numbered as follows; troop number/1-6. For example: A430/5.

Scouts should bring their dilly bag to the cooking base.

4.5 ON-SITE SHOP

A very basic on-site shop will be offering a limited selection of tasty treats. The shop will be located in the Mall on site

TET4. Scouts may like to bring a small amount of cash ($5-$10) to purchase items at the shop.

The purpose of the on-site shop is to mimic the retail options available at the Jamboree, providing Scouts an

opportunity to develop money management skills that are important to learn before Jamboree attendance.

4.6 PARENT BRIEFING SESSIONS

Some Jamboree Troops have opted to host a parent briefing session on-site at Manjedal Activities Centre following

conclusion of the Pre-Jamboree Camp.

Details of times and locations for parent briefing sessions are available in section [9.1].

There are three sessions: 1230, 1500 and 1700. To minimise congestion in the campsite area and to ensure safety of

all involved, these parent briefings will take place in the following locations: Youth Centre Dining Hall, Gilwell Dining

Hall, Gilwell Meeting Hall, and Gilwell Q-store.

Jamboree Troop Leaders scheduled to deliver a briefing at 1500 should be aware that another briefing is scheduled at

1700. As such, briefings commencing at 1500 should conclude by 1615 at the latest to allow time for the parking area

to clear before the next briefing session.

The arrangements for these sessions are:

• Parents are to arrive at Manjedal Activity Centre between 15 and 30 minutes prior to the briefing sessions.

Sessions commence at 1500 (parents should arrive between 1430 and 1445) or 1700 (parents should arrive

between 1630 and 1645). Please ensure parents stick to these arrival times.

• Parents should drive straight to the parking location stipulated in section [9.1]. Traffic marshals will be onsite

at the gate to direct traffic to the correct parking location.

• Parents attend briefing session.

• Upon conclusion of briefing session, parents can drive to the campsite to collect Scouts’ personal equipment.

5 OPERATIONS CENTRE

An operations centre will be established at Contingent Headquarters on site TET4 and be attended by a member of

the Event Team from 0600 till 2230 during the entire event. The centre will provide the following:

− First aid

− Administration

− Security and emergency response coordination

− Communications with event organisers, staff and volunteers

− Map of the site showing the location of activities

− Detailed information about the event and its activities.

6 EVENT MANAGEMENT AND STAFF

The Event Manger will brief all Troop Leaders, line leaders and event staff on their duties and responsibilities at the

Jamboree Orientation Day on Sunday 26 August 2018 at Rossmoyne Senior High School.

Troop Leader meetings will be held to keep leaders apprised of any issues and actions to be taken. These meetings

will take place at Contingent HQ at the following times:

− Saturday 5:00pm

− Sunday 5:00pm.

Event Team meetings should be attended by all Directors, Assistant Contingent Leaders and members of the

Contingent Welfare Team. Event Team meetings will be held at the following times at Contingent HQ:

− Saturday 8:00am

− Sunday 8:00am

− Monday 8:00am.

7 COMMUNICATIONS SYSTEM

A two-way communications system is to be provided to all event staff, activity leaders and Troop Leaders.

A public address system will be provided for the main arena.

The Manjedal 1 channel is only for use by Manjedal Activities Centre staff.

Further details will be provided regarding arrangements for radio communications.

9 TRAFFIC MANAGEMENT PLAN

The Transport Director will coordinate traffic Management for the event.

No vehicles are to be parked on campsites. Only securely stationed trailers are permitted to remain on campsites.

All vehicles remaining onsite for the duration of the event are to be safely parked on site KT1/KT2 no later than 11:00

Saturday 22-9-18. Onsite vehicle movements along Tap Road, Kim’s Track, Governor’s Drive, North Walk, Top End

Track and Blackboy Way after that time will be restricted to vehicles displaying a permit issued by the Transport

Director by prior arrangement.

Vehicles moving within the restricted area during the event should travel with flashing hazard lights.

Vehicle movements can only commence after 1430 Monday 24-9-18.

General Rules

• All vehicles shall be road worthy under Western Australian State Law

• All vehicles shall be currently registered through a state or federal licensing authority

• All Western Australian traffic rules shall apply

• This includes the wearing of seatbelts whiles vehicles are operational

• This also prohibits riding in the back of an open tray utility or trailer etc

• Speed limits set by any state or federal government authority, or the Event Team or Manjedal Staff shall be

observed at all times

• All additional road rules set by the Event Team should be observed at all times

• If circumstances arise where it becomes necessary to drive vehicles during the event, adults must seek

approval from the Event Manager, Manjedal Centre Manger, Activities Director, or Admin Director.

• Vehicles moving shall have the headlights and hazard lights switched on at all times

• Only vehicles with AJ2019 PreCamp permits will be permitted to move around the site.

• Vehicles associated with the AJ2019 Contingent team shall be required to obey the above policies and display

a vehicle pass.

Any person found to be in breach of any of the above rules, will have their vehicle stopped and depending on severity,

the driver may be warned about their driving prowess or they may be told to remove the vehicle from Manjedal and

walk. Traffic charges have been preferred against drivers in the past and court convictions obtained for offences

committed within the Manjedal site. This will be at the discretion of the AJ2019 Contingent Transport Team.

These rules have been established to maintain the safety of all people on the site. The fact that you have your

vehicle on site is a clear understanding that you have accepted these rules and agree to comply with them.

Additional Rules during an Evacuation

• Vehicle Movement Policy still applies in the occurrence of a site evacuation. The following rules are added to

the policy for and evacuation.

• Only vehicles containing a compatible 2-Way Radio and having direct permission from Evacuation Co-

Ordinator are permitted to move around the site during an evacuation. Emergency Service Vehicles are

except to this.

• Do not exceed the capability of the vehicle or driver and risk potentially getting the vehicle stuck

• Headlights and Hazard lights must be on [day and night]

• Place all air vents on recirculate and close windows in the event of a fire.

• Park lights are to be left on and keys left in all parked, unattended vehicles fitted with a 2 Way Radio

• Do not exceed the 20km/hr speed limit

• During a day time evacuation, sound horn every 10 to 15 seconds to allow any participant in the bush to know

that an evacuation has been called

• Drivers must pick up participants they come across on any track and then return immediately to the

evacuation point. If this is not possible, their location must be radioed in where the Emergency Coordinator

will mobilise a vehicle to pick them up. The driver who came across the participants will remain with those

participants until another vehicle arrives to pick them up.

• Do not overload vehicles or allow staff or participants to ride in open load spaces such as ute trays, trailers or

rear of wagons.

Security

Event Team members will be carrying out the security duties for the camp.

Speed limits in the AJ2019 PreCamp are will be strictly enforced. If we say you are speeding, you are and any

arguments will only cause and increase in the penalty. If you don’t wish to travel at the required speed limit, please

don’t bring your vehicle in.

Traffic Control

Leaders who bring their vehicle on site for the duration of the camp, may park in the allocated parking areas. For

Safety reasons, we require vehicles to be reversed into the parking positions so that when we bump out, these

vehicles can drive forward out of the area.

In the event of an emergency evacuation, all parked vehicles will remain parked until all scouts, scouters and

other personnel are safe and the controlling authority gives the ALL CLEAR and approval for vehicles to be

removed.

Bump in and Bump Out

For traffic entering Manjedal on Friday 21 September, Saturday 22 September and Monday 24 September, the Event

Team will be controlling the traffic. 45 minute time periods have been allocated and must be adhered to for the safety

of all and to minimise site congestion. It is recommended that all scout families are familiar with the site map and their

troop number and campsite prior to arrival.

CAR POOLING BETWEEN TROOPS IS A MUST

Each troop will be allocated 12 carpooling passes, please distribute these within your scout groups to

minimise vehicle movement during bump in and bump out. Leaders leaving vehicles on site are exempt.

Traffic will be directed in a one way, clockwise circuit and we require that all parents and others dropping scouts off at

their respective troop sites, park their vehicle for a minimum amount of time to unload. Please ensure that vehicles are

parked off the main track as much as possible to ensure passing traffic can continue to flow. Please review and

adhere to the bump in and out times per troop to reduce traffic congestion.

Traffic Directions: Traffic will enter the Camp Grounds by travelling along Manjedal Drive, then turning right into

Governors drive, then right into Top End Track, travelling down the hill to Manjedal drive and depart by turning left and

out of the Gate. Traffic Flow is a clockwise direction; however Manjedal drive between the Gate and Governors Drive

will allow 2 way traffic with care.

Camp Ground Access

Governors Drive and Top End Track: Use the One-way circuit as mentioned above

North Walk: Use the One-way circuit as mentioned above; however when you arrive at the intersection of Governors

Drive and Top End Track, can you please have scouts disembark at the intersection and limit the movement up North

Walk as minimal room to turn around on this track. For those on NW3 a vehicle and trailer will be located at the

intersection of GD and TET to take all scout gear to the NW 3 Campsite due to the extra distance from the drop off.

NW3 scouts are to be dropped off at the corner of Kim’s track and Tap road to minimise congestion on Governor’s

Drive. A trailer will be provided at this corner to transport the scout’s baggage to the camp site, however they will walk

with their daypacks. See Kim’s Track traffic instructions below for more details.

Kim’s Track: Traffic will enter the Camp Grounds by travelling along Manjedal Drive, then turning right into Governors

drive, left into Kim’s Track, drop off scouts at their site, then exit by continuing up Kim’s track, left onto Tap Rd, Left at

Chris’s Corner onto Manjedal Drive, then travel East on Manjedal drive back to the Gate. Take care on Manjedal drive

as there will be heavy traffic west bound.

10 LATE ARRIVAL / EARLY DEPARTURE

All Contingent members arriving late or departing early must sign in / out at Contingent HQ.

Parents dropping Scouts off later or collecting Scouts early should follow this process:

• Park at the main gate.

• Walk to Contingent HQ – campsite TET4.

• Contingent HQ will contact Troop Leader via radio that parent is dropping Scout off or is here to collect Scout.

11 SITE EVACUATION

If a site evacuation is deemed necessary the Event Team will coordinate.

12 FIRST AID AND PUBLIC HEALTH

Most adult leaders have received training in basic first aid and a number carry basic first aid supplies. Minor injuries

are treated at the site with no disruption to the event program.

Each Troop should have a comprehensive first aid kit. A defibrillator will be available from outside the Manjedal

Activities Centre office and at Gilwell for emergency use.

The Contingent Welfare Team under the guidance of the Welfare Director will provide welfare and first aid services.

This team consists of 10 adult leaders who will form the Contingent Welfare Team at AJ2019. The Welfare Director

will establish a roster to ensure suitably qualified first aiders are available throughout the event.

Advanced first aid will be provided by competent adult leaders and first aiders located at Contingent HQ. They will be

contactable on the event radio system in an emergency.

A first aid post will be established at Contingent HQ. Cases will be triaged by competent adult leaders and first aiders.

Cases requiring emergency treatment will be evacuated to Armadale Kelmscott Memorial Hospital.

Cases requiring continued observation and rest who are deemed unable to return to their campsite will be transferred

to the Welfare Centre at the Youth Centre.

All Troops should maintain an I3 form for daily collection by Contingent Welfare Leaders. Series incidents should be

recorded on an I2 form. All Troops will be provided with adequate supplies of each form.

13 FOOD HANDLING

Food handling in campsites will be managed by warranted leaders who will ensure a high standard of camp hygiene is

maintained at all times.

The Contingent Welfare Team will monitor all food handling and safe practices.

14 CATERING

Troops will arrange their own catering for the event. Troops have a budget of $40 per person for the duration of the

event. This is to cover consumable items such as gas, ice and cleaning materials.

A kitchen catering for all non-line participants will be established at the Youth Centre. This facility will cater for

approximately 80 people.

Meal times will be as follows:

− Breakfast: 7:00am till 8:00am

− Lunch: 12:30pm till 1:30pm

− Dinner: 6:00pm till 7:00pm.

Tea, coffee, fruit and snacks will be available in the Youth Centre Dining Hall throughout the day for morning tea,

afternoon tea and supper.

To assist the kitchen team, please ensure you are at the Youth Centre Dining Hall at the times above. If your role

requires you to be elsewhere at the stipulated meal time, please ensure you make appropriate alternative

arrangements in advance with the Catering Manager. The Catering Manager can be contacted via the onsite two-way

communication system.

All necessary dietary requirements will be catered for as noted on the Jamboree online application system.

15 INFRASTRUCTURE FACILITIES

Two freestanding toilet blocks are located in the designated camping area. These are located on Governor’s Drive

and Top End Track. The Top End Track facility includes a disability accessible toilet.

Portable toilets will be provided as additional facilities within the camping area in the following locations:

Showering facilities for youth will be available at Gilwell (as another non-Scouting group consisting of adults will be

sharing the Youth Centre facilities). Troops sending youth to use the showering facilities at Gilwell should send a line

leader from their Troop to supervise Scouts to ensure facilities are used appropriately.

17 WATER

It is normal protocol for leaders of youth to warn of the effects of dehydration. As the event is in September, weather

conditions are anticipated to be mild.

Potable water is supplied to every campsite and water will be supplied at every activity site.

18 REGIONAL SCOUTS

18.1 FRIDAY 21 SEPTEMBER

The first batch of regional Scouts from Boulder, Newman and Woorree will arrive at MAC at approximately 12.30pm

on Friday 21 September. A second batch of regional Scouts from Albany, Denmark and Karratha will arrive at MAC at

approximately 6:00pm. Scouts from Jamboree Troops moving in on Saturday 22 September will be accommodated in

the Youth Centre.

18.2 MONDAY 24 SEPTEMBER

A bus transporting Scouts from Albany, Boulder, Denmark, Karratha and Woorree will depart MAC at 10.30am to

ensure Scouts connect with their returning flights.

18.3 TUESDAY 25 SEPTEMBER

Scouts from Esperance and Newman will stay in the Youth Centre on Monday 24 September. A bus driven by

Esperance Group Leader (Carmel Hall) will return to Esperance on morning of Tuesday 25 September. Newman

Scouts will be transferred to the airport for their return flight by the Director Transport (Matt Siddell), departing MAC by

10.30am.
