Introduction In 2009, the Texas Legislature passed House Bill (HB) 3 mandating the
creation of entirely new assessment and accountability systems focused on
the achievement of postsecondary readiness for all Texas public school
students. The new accountability system allows for a large number of
measures to be evaluated within a performance index framework,
eliminating the limitations of a single indicator determining the rating.
For 2014 and beyond, an accountability framework of four performance
indexes will continue to provide a comprehensive evaluation of public
education at campuses and districts across Texas. The accountability
framework offers four measures of campus and district performance that
communicate strengths and areas in need of improvement.
Forty six percent of campuses that received a rating of Improvement
Required (IR) across the state did not meet Index 2. Therefore, Index 2
(which measures year-to-year student progress and performance
expectations) presents new and unique challenges for schools throughout
Texas.
Addressing the Challenge Region One Education Service Center has developed a series of
critically important customized reports that will assist and guide
district and campus planning to ensure that all students make
progress towards satisfactory academic performance and advanced
academic performance.
Using STAAR, the performance index framework measures progress
as a student’s gain score or a met progress expectation.
A gain score is the difference between the score a student achieved
in the prior year and the score a student achieved in the current
year. Students receive credit for making progress on the STAAR
assessment if they meet or exceed their year-to-year expectation.
Individual student progress is then categorized as Did Not Meet,
Met, or Exceeded. ELL progress measure is based upon year-to-year
target cut score expectations established by the Texas Education
Agency (TEA) on each STAAR content area assessment.

Training/Support
Region One ESC will offer a free-of-charge workshop to assist participants in the interpretation of the reports. Technical assistance will also be provided by personnel from the Office of School Improvement, Accountability and Compliance. Timeline Reports Phase I
There are two phases of report development (please refer to attached Phase I and Phase II order forms).
The following graphic details the actions that are required before reports are disseminated to the school
district:
