The following changes shall become a part of the Bid Documents and shall be as binding as if contained therein:
1. Proposal Form:1.1 A new Proposal Form (Form 1a) has been provided herein to
replace that provided on page 23 of the bid package.
You MUST use the new Proposal Form when submitting your bid. The new Proposal Form is attached and made part of this addendum.
Failure to utilize the new Proposal Form will result in your firm being deemed Non-Responsive and therefore ineligible for award.
2. Bill of Materials:2.1. A bill of materials/quotation is attached and made part of this
addendum to provide more detailed information on what Square D services is providing and what is included in their scope. Contractor must provide all items and services as listed within this bill of materials and may not modify list in any way. Equipment listed on bill of materials provides for gear only and is not inclusive of all materials required to completed full removal and replacement. Contractor is required to furnish and install any additional materials required to completed scope of work (IE: conduits, wiring, etc…).
2.2 Square D contact is Mr. Al Cason, Project Order Manager for Square D services at 239-936-5627.
2.3 REMINDER: All equipment shall be Square D. No substitutions, equals, or remanufactured/reconditioned products are permitted for this project.
3. Questions:
3.1 Is new Switchgear sales tax exempt, See Invitation to Bid item 9 on
page 7?
Answer As the Contractor is expected to furnish and install materials,
Contractor is responsible for any applicable sales tax.

3.2 Is detailed information available, such as the original equipment
drawings to obtain the required lay-out & measurements?
Answer
The original gear has been modified many times, so no, there
are no accurate drawings. We would suggest that the pre-bid
walk-through after the pre-bid meeting be used to gather
information.
3.3
Per the requirements in Bid Item 2 on page 4, Bidder Examination/
Investigation of Site, will the existing gear be opened for us to
review the conditions?
Answer A site visit will be held following the pre-bid meeting; however
the switchgear itself will not be opened.
3.4
Drawing E3, existing single line, indicates circuit 3E is a 400amp
3pole space. Drawing E1 & E4, Proposed switchgear, indicate a
600amp 3pole. Which is correct?
Answer
The existing single line on E3 shows what exists now, E2 and E4
show what is desired of the new gear by the owner. To be more
specific, both are correct. E3 shows what they have and E2 and
E4 show what is desired.
3.5 Will the Switchgear be purchased from a State Contract Vendor,
Invitation to Bid page 9 Item 17a?
Answer
Purchase of switchgear is not anticipated to be completed
through a State Contract Vendor. This is a boilerplate clause
that reserves the County’s right to purchase off the State
Contract if parameters are met as listed within this provision.
3.6 Please confirm no Permits are required per the N/A as stated in the
Invitation to Bid page 14 Item 36.
Answer
Permits are required to complete this work; however the
Contractor is not expected to pay for any permits associated
with this project. This clause is only to list any permits the
Contractor is required to pay for.
3.7
Please provide the name & phone number of the FPL contact to
obtain the required Utility Company Charges, Invitation to Bid page
14 Item 36.
Answer The FP&L contact TLC worked with during design was
Shameed Hamid. Ph: 239-332-9187
3.8 Will factory start-up, testing and inspection be required prior to FPL
re-energizing their transformer?
Answer
Inspection will be required by the City of Fort Myers and Lee
County D+C before re-energizing the transformer. As noted on
the documents all bus duct modifications will be by the
manufacturer (Square D). Testing and infrared scanning is by
the contractor. Any work performed by Square D, would be
tested and checked by them.

3.9
Will the facility operate under its own emergency power for this
shutdown or is the Contractor to provide and maintain emergency
power for the entire facility including the existing 1600amp bus to
the courthouse & chiller feeders?
Answer
As it states in the documents, all shutdowns are to be
coordinated through the owner/Jail and FP&L. The Jail and
the LCJC Proper have sufficient emergency power. However, if
scheduled properly during a long weekend to minimize the
outage for the legal community, only the jail may require
emergency power. No shutdown of the system, will be
considered without full knowledge and consent of the
stakeholders and a coordinated plan for the shutdown shall be
documented for all to approve
3.10
Existing One Line drawing E3 shows 5 Buss termination points.
The new proposed switchgear on Drawing E4 shows 3 Buss
connections. Please clarify.
Answer
The project is to replace existing switchgear which does not
have a main disconnect. The proposed switchgear has a main
disconnect and consolidates all breakers and accessories into a
consolidated, manageable footprint. It really doesn’t matter
that the existing gear has five (5) terminations, the new
proposed gear only requires three (3) bus terminations, so three
(3) are shown.
3.11 What is the spec for the switchgear for this project?
Answer The plans and specifications provided within the solicitation
package are complete and sufficient to provide a proposal for
the requested scope of work. All equipment shall be Square D
and as such plans have been based on use of Square D
equipment.
3.12 Is the existing gear is Westing House?
Answer Yes, the existing gear is Westing House with Square D housing.
3.13 Have we received FP&L specific startup criteria?
Answer See question 3.8. More detailed information can be determined
when Contractor meets with FP&L. Sufficient information has
been provided for bidding purposes.
3.14 Will the connection be a bolted or cable connection?
Answer Connections are to be bolted. Connections to equipment and
interface with or modification of existing Bus Duct must be and
will be completed by the manufacturer. Contractor is
responsible for coordination and scheduling with manufacturer
in addition to payment of any fees associated with services
provided manufacturer.

3.15 What if equipment cannot fit pad?
Answer The gear selected is a custom design and made to fit the existing
pad. Due to size restrictions and underground pipes coming in
the design of the gear was made to fit the existing pad and to
accommodate the existing conduits and wire.
3.16 What is the location of the door to be removed?
Answer Contractor is responsible for removal and replacement of the
exterior entry door. Interior door to storage area will be
replaced by Lee County prior to work commencing.
3.17 What is to be done with the existing gear that is removed?
Answer Gear removed becomes property of the Contractor.
3.18 Is a GC (General Contractor) required to complete this work or pull
the permit?
Answer No, a GC is not required to complete this work and the permits
have been pulled already. A change of contractor will be
needed.
3.19 Bus duct is aluminum and plans call for reuse of existing. Has
existing been checked thoroughly? We cannot guarantee reuse or
quality of connection if condition is not known or bus is in poor
condition.
Answer Contractors shall work from plans as stated and plan to reuse
existing bus duct. Replacement is not expected to be necessary.
See question 3.20 for continuation to response.
3.20 Who is completing the bus duct connection? Is item 2.4 page 17
correct?
Answer As noted in the provided Bill of Materials and through item 2.4
on page 17 of the bid package, the work related to the bus duct
shall be performed by Square D services, so that the warranty is
retained on the new switchgear. Since all work is custom, the
field changes must be performed by the manufacturer.
3.21 There is not an area to store materials, correct?
Answer Correct. There is no area for storing of materials for this job.
3.22 Are there any security measures we need to be processed through?
Answer No security measures as we are at the exterior of the building.
Access through exterior door is via key only.
3.23 Can we use a Polaris connection?
Answer Plans clearly state, that the extension of the cabling shall be
performed by using double crimp, hy-press fittings with heat
shrink covering. See sheet E4.

3.24 Could you please provide a contact for Facilities and the Inspection
Dept. so we can initiate conversations regarding their respective
involvement on the project?
We are primarily concerned with the requirements for temporary
when the System is down and the associated fees for the inspections
and permits.
Answer Specific questions regarding this project should be directed to
the Procurement Management office only. See bid package
cover page for contact information.

3.25 Please provide specific requirements regarding which loads need to
be keep operational during the shutdown by providing a one line
diagram of the Emergency System or Systems that will be affected /
utilized by this shutdown. Who specifically, and a contact number,
should this be addressed with at this time for preparation of our
proposal?
Answer The specific requirements will be determined, when the
shutdown date has been coordinated and set with the downtown
Jail, Lee County D+C and the owner. As all critical systems in
the jail and the LCJC Proper are on Emergency and can be
isolated from the switchgear being removed, a one-line is not
required. The names of the County personnel that need to be
contacted will be provided after the project has been awarded.
As noted on the documents, the work is to occur over a long or
holiday weekend. Which weekend will be determined by when
all parties can agree on a date and when the gear can be on-site.
Please refer to shutdown scheduling notes on Drawings E1 – E4
and Addendum #1 responses 3.9 – 3.24. Pay specific attention to
response 3.24 which instructs the bidders to only communicate
with procurement unless specifically directed otherwise.
3.26 Will there be fuel requirements to run the emergency system?
Answer Lee County and the Jail will take care of the fueling
requirements over a long weekend.

3.27 We are not able to see inside the switchgear until the shutdown.
Please provide a single line riser diagrams of the existing loads /
connections for the Existing Switchboard. We need to have wire
sizes and quantities to have the proper material available to
spice existing cables. Is THHN acceptable for splicing?
Answer You will have to estimate wire sizes and quantities based upon
NEC tables for the purpose of bidding. If you read the Square
D bill of material, you will see that it calls for a shutdown ahead
of the gear replacement to verify connections and modifications
to the bus for the purpose of being prepared for the shutdown
and gear replacement. At the point when the shutdown for
Square D is done, the contactor could then open the gear and
confirm cable quantity and sizes within the switchgear and also
confirm cable lengths and insulation types.
3.28 Are there any control circuits that are connected to this switchgear
that will be affected by this replacement? Please detail.
Answer There is a shunt trip circuit that goes to the exterior shown on
Drawing E4.
3.29 Drawing E1 – Existing Switchgear Elevation shows 3 buss
connections. Drawing E3 - Existing One Line appears to indicates 5
buss connections. What is correct?
Answer See question 3.10.
3.30 Drawing E3 - Existing One Line indicates (14) 4” conduits entering
the top of the Switchboard. We only were able to see 8. Where are
the other conduits and what are they for?
Answer As stated previously, There have been many changes overtime,
the conduits as shown on the one line, indicate that the (6) 4”
feed the JC Proper and the (8) 4” feed the CEP. There has been
some work that converts some of the conduits to busduct, and J-
boxes which should have been observed during the pre-bid
walkthrough.
3.31 Is new or additional grounding required or just a reconnection of the
existing system?
Answer That will depend on what the ground connection measures, once
the new gear is in place and everything is re-connected. If the
re-connected grounding meets the requirements of Specification
Section 260526 then no additional grounding is required.
3.32 Does the exterior door need to be replaced by the end of the
shutdown or can it be replaced the next day during normal working
hours?
Answer The room cannot be left unsecured. Once the shutdown is
completed and the equipment is re-energized, the room must be
secured.

with procurement unless specifically directed otherwise. Also
see response to 3.27.
3.35 Please provide the Lee County Holiday Schedule, or the days
available over the next 9 months to schedule the shutdown.
Answer Lee County holiday scheduled is attached and made part of this
addendum.

From Notice to Proceed or Purchase Order date, whichever applies: 180 calendar days to substantial completion, 210 calendar days to final
completion. Installation of equipment must be completed over the course of one (1) weekend which may include holidays. The County’s
performance and obligation to pay under this contract and any applicable renewal options is contingent upon appropriation of funds.
Pricing
Pricing shall be inclusive of all labor, equipment, supplies, overhead, profit, material, and any other incidental costs required to perform and

Warranty
All materials and equipment furnished and work performed is guaranteed for a period of one (1) year from the date of installation and shall

required manpower to take delivery of existing gear such as disconnect all

of a new 4000 Amp main disconnect and switchgear with reconnection of all
conduits, cables, grounding, and bus ducts. Scope additionally includes:
removal of the existing door(s) and frame(s) where applicable along with re-
installation of existing door(s) with furnish and supply of new panic bar
style hardware. Work shall be a complete “Turn Key” package inclusive of
all: switchgear, miscellaneous material, and labor (including nights,
