    Sec. 1. Section 44-3 is amended as follows:44-3. Interagency Coordinating Board.

    * * *(b) Membership. The Board consists ofvoting members and nonvoting, ex

    officio members..(1) The voting members are:

    (A) the Chief Administrative Officer;(B) [The] the Superintendent of Schools;(C) the President ofMontgomery College;(D) a member of the Maryland-National Capital Park and

    Planning Commission designated by the MontgomeryCounty members of the Commission;

    (E) a Councilmember or the staff director or a senior staffmember of the County Council' who represents theCouncil;

    (F) one citizen appointed by the Superintendent andconfirmed by the Board ofEducation; and(G) three citizens appointed by the Executive and confirmedby the Council.

    The Advisory Committee may recommend individuals to theExecutive and the Superintendent for appointment as citizenmembers of the Board.

    (2) The nonvoting, ex officio members of the board are:(A) a member of the Board of Education designated by the

    Board ofEducation;(B) a person designated by the [Montgomery County

    Association of Secondary School Principals]Montgomery County Association of Administrators and

    Bill 36-11 would allow certain members of the InteragencyCoordinating Board (ICB) to designate alternates; and updatereferences to the Montgomery County Association of SecondarySchool Principals (MCASSP) and the Elementary SchoolAdministrators Association (ESAA).As a result of scheduling conflicts and unforeseen emergencies, somemembers of the Interagency Coordinating Board are not available toattend all meetings.     TO:FROM:SUBJECT: Two Modifications to Section 44-3 ofMontgomery CountyCode

    On behalfof the Interagency Coordinating Board for the CommunityUse of PublicFacilities, I am requesting that you introduce a bill to modify two parts of Section 44-3 ofMontgomeryCounty Code (Schools and Camps):44-3(b) 2 (B) and (C) - Non Voting Members - Language Update

    The language modification would remove references to the Montgomery County Associationof Secondary School Principals and Elementary School Administrators Association, bothofwhich weresubsumed by the Montgomery County AssociationofAdministrators and Principals (MCAAP) as partof areorganization. MCAAP is the organization that represents aU administrators and principals inMontgomeryCounty Public Schools and has the responsibilityof nominating two of the non-voting memberson theInteragency Coordinatipg Board.

    44-3(b) 3 - Voting Membership Ability to designate alternatesThis Bill authorizes certain members of he ICB (the Chief Administrative Officer, theSuperintendent of Schools, the PresidentofMontgomery College, and Maryland-National Capital Parkand Planning Commission) to each appoint a person to serve in that member's absence as an alternatemember of the Board.After extended discussion and approval ofResolution No. 11-00 I, the ICB has requested theability to designate alternates for the members listed above. As a result of scheduling conflicts andunforeseen emergencies, some members of the ICB are not available to attend all meetings. This change willensure a quorum at all meetings in order to effectively conduct businessand decide policy matters withinteragency representation. This modification is consistent with how WASA addresses board attendance.Thank you for your consideration.
