1A. *WILL the Minister for Finance be pleased to state:

(a) the quantum of funds received by the State Government from the

Central Government since April 2012 till date;

(b) the scheme-wise and date-wise details of the funds received by the

Government under various Centrally Sponsored Schemes (CSS)

including amount utilized and amount left unutilized from the

Financial Year 2016-17 till date;

(c) the Scheme-wise details of the names and addresses of the

beneficiaries along with the amount sanctioned;

(d) the actual total public debt on Goa’s treasury as on date;

(e) the interest paid per annum on the above debt;

(f) the amount diverted towards repayment of the public debt per

fiscal year for the last 3 financial years;

(g) the year-wise details of the total revenue collected from the

financial year 2016-2017 till date by the State Government; and

(h) whether the Government has implemented the 7th Pay

Commission recommendations for State Government employees;

if so, the date of implementation and the quantum of total

in the State;

(b) whether the Hon’ble Supreme Court has also directed the State to

grant fresh licenses through an auction; if so, the steps the

Government has taken in this regard with details thereof;

(c) the steps the Government is taking to restart mining in the State;

(d) whether any policy has been finalized by the Government on

mining dumps; if so, the details thereof;

(e) the options that are being explored to restart mining in the State

with details thereof;

(f) the time frame by which mining will be restarted in the State;

(g) whether the Government is contemplating the formation of Mining

Corporation to start mining operations in the State; if so, the details

thereof;

(h) whether the Government is contemplating restarting mining by

auction; if so, whether any discussions/meeting have been held

2C. *WILL the Minister for Animal Husbandry and Veterinary Services be

pleased to state:

(a) the details of the production and daily requirement of milk in the

State;

(b) the shortfall of milk in the State;

(d) the various schemes available to dairy farmers with details of each

NEW POLICE STATION AT ZUARINAGAR

3A. *WILL the Minister for Home be pleased to state:

(a) the present status of the proposed new Police Station at Zuarinagar

which was approved by the Government in the year 2017; and

(b) whether any premises has been identified to shift the existing

Police Outpost in order to start its functioning as a full-fledged

Police Station at Zuarinagar till the new building is constructed?

WORKS ON NEW ZUARI BRIDGE AT CORTALIM

3B. *WILL the Minister for Public Works be pleased to state:

(a) the time frame by which the work of the New Zuari Bridge and

roads on either side of the bridge will be completed in all aspects;

(b) the frequency with which water is sprinkled by the contractor M/s

Dilip Buildcon Ltd. on the roads adjacent to the bridge on daily

basis to control dust pollution;

(c) the present status of the temporary road to be constructed parallel

to the Konkan Railway track for traffic diversion in Cortalim;

(d) whether the traffic movement plan from Cortalim junction to

Toyota Showroom at Verna, to be followed during installation of

the side spans of the Zuari bridge is ready for execution; and

(e) whether the mud filling done in the Zuari River in the Cortalim

Section on the left hand side of the Zuari bridge towards Panaji will

be dredged on completion of the work?

Elections;

RESTARTING MINING OPERATIONS IN THE STATE

6A. *WILL the Minister for Mines and Geology be pleased to state:

(a) whether expert/legal advice has been taken in this matter details of

opinion given by the concerned persons;

(b) the number of mining leases operational in the State;

(c) whether the Government is in dialogue with the Mining Industry in

this regard with details thereof;

(d) whether there are any clearances/permissions that the mining lease-

holders have to obtain for the resumption of mining other than

Environmental Clearances;

(e) whether the Government has had any formal meeting with the

representatives of the mining industry; if so, the details thereof;

(f) the preparations made by the Government to monitor the

extraction, storage and transportation of ore to avoid violations and

illegalities;

(g) the various parameters the Government will monitor and the limits

within which mining will be permitted;

(h) the various schemes of assistance to mining dependents currently

in force and the month-wise disbursement through these schemes

since inception till date; and

(i) the period till which the Government will propose to extend these

schemes with details thereof?

DRUG MENACE IN THE STATE


(a) the details of the various types of drugs available in the market;

(b) the constituency-wise number of cases that have been

registered/detected for the last three years with details such as

names, address, nationality of person arrested, age and local

address;

(c) whether the Government has formed any Anti-Narcotic Task Force

till date; if so,the names and designations of the members of the

Task Force;

(d) whether the Government is aware that latest drugs have been

launched in the State and advertised on the internet;

(e) whether the drug mafia, drug dealers are operating in the State; if

so, the details thereof and if not, the details of the origination/

source of drugs and the measures adopted to arrest the drug

dealers;

(f) whether there have been any cases of death due to overdose of

drugs in the State from the year 2016 till date with details of all

such cases;

(g) the details such as the method used to ascertain that these deaths

were due to drug overdose, the time taken to ascertain the same and

methods adopted to confirm the same along with report of the post-

mortem etc.

(h) whether Goa is considered to be a drug/contraband free State and

efforts made in this regard;

(i) whether there were any cases of death at the Sunburn festival held

in North Goa in the year 2019;

(j) whether the above cases/ deaths were due to intake and overdose of

drugs; if so, the details thereof;

(k) whether the post mortem reports have been obtained by the

Department and cause of death ascertained; and

(l) if so, the details thereof with copies of the reports?

6C. *WILL the Minister for Finance be pleased to state:

(a) the list of outstanding loans/borrowings of the State Government as

on 31.3.2012, with details of purpose for which loan was taken,

date of loan, total amount of loan, period/term for which loan was

taken, interest paid till 31.3.2012 and date of redemption of

principal;

(b) the total amount of loans/borrowings by the State Government

from various Institutions, Central Agencies, Banks and other

sources since 1.4.2012 till date, with details of purpose for which

loan was taken, date of loan, period/term of loan, amount spent so

far and date of redemption of principal;

(c) the year-wise interest liability, year-wise interest paid and year-

wise redemption of principal, if any, since 1.4.2012 till date, of all

the loans/borrowings of the State Government;

(d) whether any loans/borrowings of the State Government taken since

1.4.2012 have been utilised to repay or service old loans by way of

interest payments or redemption of principal; if so, the details

thereof and reasons therefor;

(e) the total revenue receipts of the State Government, Department-

wise and year-wise, from 1.4.2012 till date, including the current

year;

(f) the total revenue expenditure of the State Government,

the current year; and

(c) the details of additional land acquired for Western By-pass;

(d) whether provision for funds have been made for acquiring

(b) the details of vacant posts/shortage of staff in Verna, Maina-

Curtorim and Colva Police Stations;

(c) the number of patrolling vehicles stationed and available in each

Police Station;

(d) the category-wise details of the requisition for vehicles in each

Police Station; and

leases during the last 20 years;

(e) the royalty paid to the Government annually during the last 20

years;

(f) whether the Government has renewed the mining leases during the

last five years;

(g) if so, the details of leases auctioned with award of auction

document; if not, the reasons therefor;

(h) whether the Government has set a permanent fund for the revenue

from these bauxite leases; if so, the details thereof and if not, the

AT AGASSAIM POLICE STATION


(a) the sanctioned staff strength of police personnel at Agassaim Police

Station in St. Andre Constituency with the date of sanction;

(b) whether the Government is aware of the urgent requirement of

additional staff, jeeps and motorbikes by Agassaim Police Station;

(c) if so, whether the Government will sanction the additional

requirements at an early date;

(d) whether night patrolling is made compulsory for Agassaim Police

Station to patrol the sensitive areas in St. Andre Constituency; and

(e) if so, the details of the number of house breaking cases registered,

solved with the Agassaim Police Station and reasons for low

detection rate of cases?


IMPROVEMENT OF ROADS IN ST. ANDRE CONSTITUENCY

(a) the number of estimates prepared for plan works in St. Andre

Constituency;

(b) whether financial sanction has been accorded for the estimates of

works prepared for improvement of roads in St. Andre

Constituency;

(c) the details of roads to be taken up under Plan work in St. Andre

Constituency; and

(d) whether the Government will take up the road works on priority?


IMPROVEMENT OF WATER SUPPLY IN ST. ANDRE

CONSTITUENCY

8C. *WILL the Minister for Public Works be pleased to state:

(a) whether the Government is aware of the acute shortage of drinking

water in some villages of St. Andre Constituency;

(b) if so, the names of the places in the villages of St. Andre

Constituency that are facing acute shortage of drinking water;

(c) whether the Government initiated action to improve the supply of

drinking water to these villages; and

(d) whether the Government proposes to construct additional Water

Reservoirs in St. Andre Constituency to improve the water supply

with details thereof?

and Building Division projects;

(b) the details of budget estimated and revised estimates for the

financial years 2017-2018, 2018-2019 and 2019-2020 with actual

cost of work that has been already completed; the Constituency-

wise details of the projects of Road Division, Water Division and

Buildings Division completed and still to be completed;

(c) whether the roads in the State are in a dilapidated condition; if so,

the constituency wise details of the condition of roads and the steps

taken to make the roads motorable and safe;

(d) the details such as estimated cost of Capital Work (plan) and

Revenue work (Non planned), type of work, tenders floated, names

of the bidders participated, expenditure sanction , the present status,

work order if issued, work commenced/completed etc;

(e) the details of status of work orders issued, the projects completed,

finance cleared, payment made, payments pending with

constituency wise and year wise details since the year 2017; and

(f) whether the Government is aware of the Contractors of the road

and water works are suffering due to non-payment of work bills; if

Narcotic Cell or the Police Department since 2015 with details

ratio of acquittals and convictions in such cases with details of

each case;

(c) whether the Government is having details of the Drug Traders/

Informers with the Police Department; if so, whether the

Government compiled such information;

(d) whether the drug traders/peddlers arrested earlier have been re-

arrested for repeated offences; if so the details thereof; and

(e) the status of the confiscated drugs, whether the same is

(a) whether the Public Works Department received any complaint with

regards to illegal construction of a wall on the existing Public Road

behind Xeldem Panchayat office under Survey Number 18/12(Part)

of village Sirvoi;

(b) if so, the details of date of complaint and copy of the complaint;

(c) the details of the steps the Executive Engineer Div- XXV has taken

to remove this illegal encroachment on this public road, with action

taken report;

(d) whether the Executive Engineer is aware of the powers they posess

to remove any illegal encroachment on the public road without

giving any notice; and

the flow of drugs with the Goan drug addicts in the drug

rehabilitation centres of Goa and the neighbouring States;

(f) whether the Government is aware that the State has become a

haven of narcotic drugs; if so, the steps taken to curb this menace;

(g) whether in October 2019, a Nigerian national was nabbed for the

third time in past few years for supplying drugs to Candolim and
