1. WILL the Minister for Water Resources be pleased to state:

(a) the affidavits filed by Goa, Karnataka and Central Government;

furnish copies of all affidavits;

(b) the current quantity of water consumed by the industries in the

regions of Karnataka where the Mhadei water is proposed to be

consumed; the efforts Karnataka has done to save water from

evaporation in this region;

(c) furnish details of ground water consumption in these regions of

Karnataka during the past 5 years till date; and

(d) the usage-wise breakup of water in these regions of Karnataka?


PERMISSION FOR EXTRACTION OF GROUND WATER


(a) the permissions for ground water extraction & transportation and

renewals granted for last three years till date; furnish details;

(b) furnish details of documents required to be submitted by applicants

while applying for permission for extraction of ground water;

(c) whether Ground Water Officers conduct inspections to check

quality of water at its source and in water tankers;

RESERVATION OF SEATS IN MUNICIPAL COUNCIL ELECTIONS

3. WILL the Minister for Urban Development be pleased to state:

(a) whether elections to some Municipal Councils are due this year;

(b) if so, furnish details;

(c) furnish details of reservation of seats for women and backward

classes in elections to Municipal Councils;

(d) whether Government has framed or proposes to frame guidelines

for reservation of wards in Municipal Councils for the forthcoming

elections so that public is aware of which ward is reserved for

which category etc. in advance;

(e) if so, furnish details thereof; and

(f) whether reservation of seats for economically backward classes in

the forthcoming Municipal Council elections is under

consideration?


REVISED APPLICATION UNDER SECTION 184-D OF

MUNICIPALITIES ACT


(a) whether Government has revisional powers under Section 184-D of

Municipalities Act;

(b) if so, furnish details of the authority that has been exercising these

powers in last 5 years till date;

NAMES OF PUBLIC STREETS IN MORMUGAO AREA


(a) furnish details of names of all public streets with their locations

within Mormugao Municipal area;

(b) whether Mormugao Municipal Council has proposed naming or

TOILETS IN MUNICIPAL AREAS


(a) the number of toilets provided by various Municipalities in public

areas like market areas, bus terminals, office areas etc. for public

use; furnish details;

(b) whether there are paid or free of charges toilet; furnish details;

(c) the name of the agency who cleans and maintains these public

toilets; furnish details like total amount spent on maintaining and

cleaning the toilets;

(d) whether these toilets have visible sign boards stating about the

gender for the use of toilets;

8. WILL the Minister for Public Health be pleased to state:

(a) the facilities provided to the persons with disabilities who approach

in Government run hospitals/health centres in Goa and Goa

Medical College;

(b) whether reserved parking are made available to persons with

disabilities in Government run Hospitals/Health Centres in Goa and

Goa Medical College; if not, the reasons thereof;

(c) whether all toilets in Government run Hospitals/health centres and

Goa Medical College are accessible to the Persons with disabilities;

if not the reasons thereof;

(d) whether priority is given to the persons with disabilities at

registration counters and appointment with doctors at Government

Hospitals/Health Centres and Goa Medical College; if not, the

reasons thereof; and

(e) whether the doctors at Government Hospitals /Health Centres and

Goa Medical College are trained to issue certificate to the persons

with disabilities?


IMPLEMENTATION OF NEW MENTAL HEALTH CARE ACT 2017 IN

IPHB


(a) the total strength of staff in IPHB Bambolim including their

designation, date of appointment, number of years working in

IPHB including doctors, nurses and administrative staff; furnish

details;

(b) whether special Psychiatrist has been appointed as the Dean of the

Hospital to take care of Mental Health of the patients; if so, give his

name, designation, date of appointment, qualification etc.; if not,

the reasons thereof;

(c) whether the New Mental Health Care Act 2017 has been

implemented at IPHB, Bambolim; if so, furnish copy of

notification and the order of implementation of the Act; furnish

details; if not the reasons thereof; and

(d) the time frame by which the Government will implement the

aforesaid Act; provide details like correct date of implementation

of the Act?


LED FISHING AND GOAN FISHING TRAWLER

10. WILL the Minister for Fisheries be pleased to state:

(a) whether it is a fact that Goan fishing trawlers do LED fishing; if

not, the mechanism Fisheries Department have to check if LED

fishing is done;

(b) whether the Government of Goa have any law against LED fishing

and the punishment and the number of cases registered till date;

(c) the number of new fishing vessels licenses where applied for and

the number of them issued during 01-01-2019 till date; furnish

details; and

(d) the maximum possible size of fishing vessel in Goa and whether all

fishing vessels registered in Goa are within permissible limits?


ILLEGAL CONSTRUCTION OF STRUCTURES IN JURISDICTION OF

CCP


(a) whether there are cases reported or unreported related to illegal

construction of structures under the jurisdiction of Corporation of

City of Panaji during the financial year 2018-19 and 2019-20 and

their present status; furnish details;

(b) the number of them considered to be illegal and ordered to be

demolished, furnish details;

(c) the number of cases in which CCP has actually demolished the

structures of such illegal construction, furnish details;

(d) the action proposed or taken so far against such cases of repeated

illegal construction, number thereof, furnish details; and

(e) whether there is any Law/Rule or Administrative instructions

issued under which CCP authorities can propose penal/criminal

action against such person and authorities can conduct periodical

inspection of such cases as Suo Moto action, so as to prevent such

illegalities, if so, furnish details?

GRIHA AADHAR APPLICATIONS

12. WILL the Minister for Women and Child Development be pleased to

state:

(a) the verification survey of all approved Griha Aadhar applications

and also applications referred to Committee pending with the

Women and Child Department is presently in process; the time

frame by which the Government will complete this verification

survey, sanction and release the financial assistance to all the

genuine cases under Griha Aadhar Schemes;

(b) whether the Government has taken any decision to increase the

financial assistance to Griha Aadhar beneficiaries due to further

inflation of price of essential food commodities; if so, furnish the

details thereof;

(c) whether the Government has taken any decision to restart Griha

Aadhar Scheme for new eligible applicants and whether the

Government will print new forms for distribution; if so, furnish the

details thereof;

(d) whether the Government facilitates a system for beneficiaries of

Griha Aadhar Scheme wherein they can change their addresses

after purchasing a new accommodation within the same taluka; if

so furnish details; and

(e) whether the Government facilitates a system for beneficiaries of

Griha Aadhar Scheme wherein they can change their address to any

other taluka after purchasing a new accommodation; if so, give

details?

APPLICATIONS

13. WILL the Minister for Women and Child Development be pleased to state:

(a) the number of pending Laadli Laxmi applications for the last 1 and

a half year (since April 2018; if so, the time frame by which the

Government will sanction such pending applications, furnish

details;

(b) there are 817 verified Laadli Laxmi application pending before the

Committee awaiting sanction, the reason for forcing applicants to

produce further documents in form of check list when they have

already submitted necessary documents which were verified by

GEL and pending before the Committee awaiting sanction for the

last three years, furnish details thereof;

(c) whether there has been any change in the system for the applicants

of Laadli Laxmi born outside Goa but educated in Goa from std 1

provide details thereof;

(d) whether applications of Laadli Laxmi is for applicants born outside

Goa but educated in Goa from std 1 onwards and are referred to the

Committee for not completing 15 years of domicile in Goa inspite

of their documents being correct in all respect provide details

thereof;

(e) whether there are many verified Laadli Laxmi applications pending

before the Committee for sanction because both their parents have

expired; the reason for not sanctioning such application inspite of

the applicant attaching death certificate of the both their parents,

mother as well father; the reason thereof;

(f) whether during the inspection of Laadli Laxmi Scheme, there was

no mention of parents income slab, then what forced the

Government to fix income slab of below Rs. 8 Lakhs per annum of

application;

(g) whether the new rule of income slab below Rs. 8 Lakhs per annum

of Laadli Laxmi applicants parent makes the scheme

discriminatory to girls especially to the original girl of the soil of

Goa with reasons thereof; and

(h) para 9 (a) of Self declaration reads as how many years the

applicant has studied in Goa and para 9 (b) reads to know if the

applicant is working/self-employed/unemployed in Goa for how

many years; the reasons this para 9 (a) and (b) is included in the

Self Declaration of the Laadli Laxmi Scheme, provide the reasons

thereof?

along with noting, Government direction and action taken report;

(c) the measures the Government has taken to recover the transfer fee

if it is illegal transfer of land and how it will regularize the case

instead of taking action of canceling the allotment and taking strict

action against the officials involved with copy of legal opinion

obtained from Advocate General of Goa if any along with file

noting and Government Directions;

(d) the details of the open spaces that were part of the land permitted

from Meta Copper to Varama Sir India Logistic and Warehousing

Pvt. Ltd;

the persons who had participated in the tender, final tender amount

and the name of the person who wins the tender project ;

(b) furnish details of dumping site for the excavated mud of the

with the current status;

and the various steps taken by the Government to ensure the

(g) the status of the proposal for scientific capping as proposed by

MMC and accepted by the Government on the floor of the House;

under the Jurisdiction of which Ministry is the decision on

Scientific capping;

Margao Municipal Council Jurisdiction;
