RELATING TO THE NAABIK'IyATI' COMMITTEE; CONFIRMING THE APPOINTMENT

OF MR. FRANK BRADLEY III TO THE NAVAJO NATION HUMAN RIGHTS

COMMISSION.

BE IT ENACTED:

1. The Navajo Nation finds that Mr. Frank Bradley III meets the qualifications required of

Navajo Nation Human Rights Commission as set forth in 2 N.N.C. §922(A). Mr. Frank

Bradley Ill's Letter of Interest and Resume are attached hereto as Exhibit No.1.

2. The Navajo Nation confirms the appointment ofMr. Frank Bradley III to the Navajo

Nation Human Rights Commission for a four year term beginning upon confirmation by

the Naabik'iyai' Committee.

This letter is serving as my letter of interest in participating in the Navajo Nation Human Rights commission, in the Law enforcement position. I am a retired police officer of 24 years total, who has served with various agencies, the Navajo police, Salt River police, Hualapai police, and finally the Apache County Sheriff Office. I had served as a sergeant or a lead / senor police officer for all of those agencies. I am a specialty instructor with the Arizona Peace Officer Standards and Training (AZPOST) with specialties in high risk, high force training which consisted of; Firearms training, use of force (lethal and less than lethal), law enforcement use of chemical agents, the training of new officers just out of the police academy (field training officer, FTO) and basic SWAT training. The balk of my law enforcement career had been the first line supervision of police officers which consisted not only in assuring the day to day operations of each department in answering all calls for service. It also required me to monitor and advise the police officers and citizens of the department's policy requirements and monitoring and the adherence to the constitutional and statutory rights of all citizens within the jurisdictions I had worked. I feel that my tenure and maturity in the field of law enforcement, particularly in the specific area of "Indian country" law enforcement offers the commission an experience that will be tremendously beneficial to the Navajo Nation and its citizens. This memorandum serves as a request to draft a proposed resolution to confirm the appointments of three new and two returning commissioners to the Navajo Nation Human Rights Commission pursuant to 2 N.N.C. §992(A).

In addition, pursuant to 2 N.N.C. §9?2(A) (l), (2), (3), (4) and (5), each member shall have an extensive employment background in education, business, law enforcement, social services and one at-large. The following individuals will serve in the best interest of the Navajo Nation as human rights commissioners:
