The certificate holder is responsible for the flight planning process to ensure the flight planning data is accurate.2. Flight Planning Vendor
The flight planning vendor is not under regulatory oversight, but is responsible to the certificate holder.Third parties can provide flight-planning tools, but they are not authorized to dispatch flights.

2. State Aeronautical Information Publications (AIPs)State Aeronautical Information Publications (AIPs) are often reviewed by vendors and the summary of the material is provided to industry. Operators do not routinely access AIPs for each country or geographic area where they conduct operations. The operator however is responsible for relevant information in those AIPs.AIPs are often available online at no cost. It is not uncommon for an AIP to have a combined geographic area for example: one AIP can cover a group of islands or a group of small countries.3. Aeronautical Information Manual (AIM)
AIMs are not available in all countries. The U.S. and Canada publish an AIM that has more detail than the AIP.

FAA Inspectors can sign up for access to the European AIPs.
For example, an operator requesting Area of Magnetic Unreliability (AMU) must review the Canadian AIM and the Designated Airspace Handbook.

FAA Form 7233-4 can be used by any US operator flying either in the NAS or conducting an International Flight. In addition, a US operator only flying in the NAS and not using or requesting RNAV has the option of either using 7233-4 or 7233-1. When filing 7233-1 (aka domestic flight plan form or NAS flight plan form), then you provide a single-letter suffix as described in the AIM Table 5-1-2.
FAA ATC is also working on a simplified flight plan form that is consistent with ICAO but much easier to fill out so that we can retire 7233-1 and the NAS FP. The approach will be to eliminate a lot of the data that we do not need for domestic operations, so the equipment list and "other information" codes will all be shorter and simpler.

Let’s review some of the new qualifiers.ICAO 2012 was implemented to provide a universal flight Plan format and to provide greater detail for equipment codes in Block 10 and Block 18. For example, block 10 and block 18 have greater detail of the CNS capabilities and authorizations.

The ICAO Wake Turbulence Code for a Heavy aircraft is 300,000 lbs.

For example, currently ICAO defines a heavy as 300,000 lbs or more, but the FAA uses more than 255,000 lbs for a heavy.
2. Block 10
Block 10 – The equipment codes must reflect the operator’s current CNS capabilities as well as any SAO authorizations.
3. Block 18Block 18 – Additional information includes specific details on C/N/S capabilities and authorizations, such as the specific Data Link approval and RNP authorization.

Purpose: This activity requires participants to work in pairs to complete the Wake Turbulence indicator in Block 9, Equipment Codes and Authorizations in Block 10 and Remarks in Block 18 areas on an ICAO Flight Plan (FPL).
Directions: Use Handout HO-01-FPL to write their answers from PE-01-FPL.
You have planned a flight between ORD (Chicago O'Hare) and LHR (London Heathrow) using a B767-300 aircraft, registration number N345AN. The aircraft weight is 305,000 pounds. The flight planning system information is provided below. Using this information and a blank FAA Form 7233-4, complete Blocks 9, 10 and 18 in the FAA flight plan.
Debrief: Instructor will use a completed FAA Form 7233-4 to verify answers. Point out items in the HO-02-FPL.
