Issuing OpSpecs for SAOs can be complex. Principal Inspectors (PIs) should, and in many cases must, contact a Regional NextGen SAO Specialist.

For example, there are increasing numbers of U.S. operators requesting a Data Link authorization using CPDLC and ADS-C. These capabilities are being used in a number of geographic areas and the ASI should consult the Regional NextGen SAO Specialist when an operator requests this authorization.

Basic Area Navigation/Precision Area Navigation BRNAV/PRNAV BRNAV (RNP-5) - Issued for operations in Europe, the Yankee routes in the Caribbean and the Quebec routes in the Gulf of Mexico

Russia and China - RVSM altitude assignments are based on the metric system. China does not follow the ICAO Flight Level Allocation Scheme (FLAS), but Russia intends to follow ICAO guidance

Oceanic Required Navigation Performance (RNP) (4/10) - RNP-4 and RNP-10 are currently the only Class II navigation RNPs that can be authorized. This is aThere is also a recent new initiative to allow a single LRNS that meets a RNP-10 requirement to be used in the Gulf of Mexico for conducting 50NM lateral separation. OpSpec B054 (single LRNS) was modified to allow this authorization.

FAA guidance has been updated to reflect this LRNS exception.

RNP-10/RNP-4 meet specific requirements.

B036 is also issued as an LOA for multiple LRNS.There are currently no LOAs issued for any other SAOs. The LOAs used to have a 2-year expiration date, which was eliminated several years ago.There is also a short-term LOA (D098), such as to ferry aircraft.

D. COMMON OPSPECS ERRORSSL-11-SPEC

The handbook still has references stating to contact the NAV specialist when operators are seeking SAO authorization. 8900.1 is being updated to replace the NAV specialist term with Regional NextGen SAO Specialist.

Numerous national reviews of OpSpecs have noted a number of SAOs that were issued contrary to Order 8900.1 guidance and without consulting a Regional NextGen SAO Specialist.

High number of OpSpec errors indicates POI did not contact Regional NextGen SAO Specialist.

For example, a number of B054 (Single LRNS) OpSpecs have been issued for part 135 operators without validation flights in the relevant Class II airspace. If this B054 OpSpec is the operator’s initial request for Class II operations, validation flights are required.In addition, OpSpec B050 (Authorized Areas) reviews have noted numerous omissions or incorrect reference paragraphs.

Another area of concern is OpSpecs B040 (AMU) or B055 (North Polar Operations) with only GNSS navigation equipment.

B040 and B055 require two inertial systems as a minimum.

In these cases the appropriate specialists have rarely been consulted, as required by FAA Order 8900.1.

SL-12-SPEC

It’s also been noted that range-limited aircraft have been authorized for remote oceanic operations without adequate fuel reserves.For example, an LR-35 aircraft with B037 (CEP) authorization to fly to Hawaii from the mainland does not have sufficient range to complete the flight without going swimming.

OpSpec/MSpec requires identification of aircraft make, model and series. An LOA also requires aircraft registration.

Stress “also”

Specific identification of aircraft special equipment for the OpSpec is required to meet the SAO airspace requirements.Any limitations or special conditions should also be identified for the aircraft or equipment.

This is a part 121 supplemental operator with FAA authorizations to fly a B-727 and a B-767 type aircraft throughout most of the world. Please note that this operator has not been issued OpSpecs B039 (NAT-MNPS Airspace) or B342 (ETOPS).

1. In B036, what is unique about the B-767 LRNS?Answer: The model block gives a part number only. It should contain the model of the LRNS.

6. In B050, where is the operator approved to fly in RVSM airspace since the OpSpec B046 has been issued?Answer: In U.S. lower 48 States only.

7. In B050, how does this operator get to Africa or New Zealand, legally?Answer: To Africa, only by flying below NAT MNPS airspace or across the South Atlantic. To New Zealand, it is not possible due to aircraft range.

8. In the Near East, why is Libya excluded in B050?Answer: Because it is not in the Near East. It is in North Africa.
