Public health departments and local governments work hard to serve their communities, often with limited resources and competing priorities. Cross-jurisdictional sharing (CJS) is one model that can maximize public health efforts. CJS occurs when two or more jurisdictions collaborate to share programs, functions, staff, expertise, resources and more.

Cross-jurisdictional sharing may seem like a complex concept at first, and it may feel overwhelming to know where to start. COMPASS was designed to show the way. It includes self-guided tours through the three main phases of the CJS Roadmap, and it provides probing questions to help users identify key considerations. Packed with online resources and interactive multimedia elements, COMPASS provides a wealth of material from sample legal agreements to communications techniques, all of which can be adapted to the unique situations facing each health department or jurisdiction.

CENTER FOR SHARING PUBLIC HEALTH SERVICESThe Center for Sharing Public Health Services helps communities learn how to work across jurisdictional boundaries to deliver public health services. The Center serves as a national resource on cross-jurisdictional sharing (CJS), building the evidence and producing and disseminating tools, methods and models to assist public health agencies and policymakers as they consider and adopt CJS approaches. The Center is funded by the Robert Wood Johnson Foundation and is managed by the Kansas Health Institute. Copyright© Center for Sharing Public Health Services, 2018. GETTING STARTED Here is one way to use COMPASS.STEP 1: Select a PhaseCOMPASS can guide you through the three phases of cross-jurisdictional sharing (CJS). It follows the CJS Roadmap, which was developed by the Center for Sharing Public Health Services to assist public health agencies and policymakers as they consider and adopt CJS approaches. Select the phase that best describes your work. • If the concept of a cross-jurisdictional sharing (CJS)

arrangement is new to you, you’ll want to Explore whether CJS is a good fit for the issues you are facing, and think about who should be involved in your CJS initiative.

• If you are confident a CJS arrangement is good for your goals, you’ll be ready to Prepare and Plan for how the CJS arrangement will work.

• If your CJS plan has been completed, you are ready to Implement and Improve it.

STEP 2: Key Considerations After selecting a phase, you can take a Key Considerations survey, which includes a series of statements aligned with the critical components of that CJS phase. Once you’ve indicating your level of agreement or disagreement with each statement, you’ll be provided with results that indicate your progression towards the next phase and/or potential areas that may need more attention. You’ll be guided along the way with field-tested and evidence-based strategies to help you succeed. STEP 3: Delve DeeperVisit the Resource Center to find additional information about a specific topic or phase. Or visit the Introduction to CJS section to learn about the potential benefits of CJS and the four types of CJS arrangements. QUESTIONS?Email the Center at [email protected] if you have questions about the COMPASS or CJS.
