Sir,1 Your kind attention is drawn to the various news items relating to thedeposition of Mr. Gordhan Zadaphia before the Honourable Commissionthat have appeared today in the all the major English as well as GujaratiDailies published from Ahmedabad. All these news reports inter aliasuggest that:a. Mr. Zadaphia was not informed of the fact that the dead bodies ofthe Kar-Seva ks and other victims of the Godhra Tragedy were beingbrought t o Ahmedabad.

b Mr. Zadaphia was not informed about the on-going violence atGulberg Society and Naroda Patiya.c. The Call Details provided by Mr. Rahul Sharma IPS are incorrect.2. As you are aware, ad personally handed over to the HonourableCommission, copies of several documents which would belie the claimsmentioned at l and b above. However for the sake of yourconvenience, am once again annexing copies of some of thesedocuments which would illustrate that both the Chief MinisterIHomeMinister Mr. Narendra Modi and the MoS (Home) Mr. Zadaphia were keptcontemporaneously informed about the decision of bringing dead bodiesto Ahmedabad and the likely repercussions of the said administrativedecision; as well as the on-going violence at Gulberg Society and otherplaces in Ahmedabad. Copies are appended and marked as nnexure to

As informed to the Honourable Commission in person, during my tenureas Deputy Commissioner in the State Intelligence Bureau ad obtainedthe relevant call records for Godhra as well as AhmedabadIGandhinagar.As conveyed to you earlier, these call records have already been handedover along with a lot of other documentary evidence to the SIT headed by

Mr. R K. Raghavan. ave also had the occasion to study, analyse andcompare the call records procured by the State Intelligence Bureau withthe call records collected by Mr. Rahul Sharma IPS. ad found both theindependently procured call records for Ahmedabad to be exactly similar.I n view of the said facts, the claim mentioned at l appears to be false.

I t is reiterated that documents submitted by me to the SIT as well asother documents which would be available with the State IntelligenceBureau would clearly reveal the dubious role and criminal conduct of thethen Chief Minister and/or other Ministers in his council of Ministers, PoliceOfficers and other individuals and organizations with respect to thereferences a) to e) of the widened Terms of Reference. m aware ofthe said fact as many such highly incriminating documents were eitherauthored by me or had come to my notice during my tenure as DeputyCommissioner of Intelligence in-charge of Internal Security in the year2002.

5 The Honourable Commission is once again requested to ensure thatrelevant records are not destroyed by the administrative machinery of aState Government that is headed by a Chief Minister who himself happensto be one of the most leading and most culpable dr m tis person e of theGujarat Carnage of 2002 and the subsequent on-going cover-upoperations aimed at shielding the persons accused of heinous crimes andblatant acts of constitutional subversion. You are once again requested toexpeditiously grant the prayers contained in my letterIVo.SRB/JN~IM/110516/01 dated 16/05/2011 and reiterated in mysubsequent two letters bearing No.SRB/COI/111215/01 dated 15/12/2011and No.SRB/COI/111223/Ol dated 23/12/2011, so as to enable me to filea comprehensive affidavit and bring relevant documentary evidence onthe record of the Honourable Commission.
