    Dear Mr. Fruit s:Thank you again fo r you r time on the phone, and fo r your inv itation to the Laurelhurst Neighbo rhoodAssociation Board Meeting on December 22"d. I look forwa rd to meeting w it h you and you r Board toreview and discu ss the draft Good Neighbor Plan which I emailed to you earlier.In addition to our in formal discussions and meetings, the City of Port land requires formal documentedprocedu res as a part of th e application and review process. Therefore, in accordance wit h Port landPlanning and Zoning Code, Chapte r 33.219, please accept this le tte r and enclosed documents asrequired by t he City.Enclosed is an add itional copy of ou r draft Good Neighbor Ptan.The proposed new sto re locat ion is th e exist ing retail leased space at 3318 - 3320 NESandy Blvd.There w il l be no st ructural changes to the building, and no changes in the existing designated parkingareas or driveways. Attached is an aerial photo of t he site depicting the current configurat ion of th eproperty, which constitutes the "site plan" for our intended use.One of the pu rposes of this letter is t o request a fo rmal mee ting with th e l aurelhurst NeighborhoodAssociation. According to City Code, t he Neighborhood Associatio n is required to schedule a meetingdate within 45 days of this notice. If such a meeting is no t schedu led, then Plaid is allowed to proceedw ith the application process wi th a "Record of Good Faith" statement that we attemp t ed to schedule ameeting. But as we discussed on the phone, we welcome the oppo rtunity to meet wit h ou r futu reneighbors, and request that you do schedule this meeting. I wo uld appreciate it if you could give us asmuch advance notice of the date as possible, because we also are requ ired to not ify nearby propertyowners, oth er "recognized organizations", and th e Port land Bureau of Development Services of t hedat e and t ime of t he scheduled meeti ng.

    The zoningfor this property isStorefron t Commercial with the Des ign and Main St reet Node overlays(CSdj). Assuch, our proposed use is allowed out right in such designated areas, subject to designreview and the "Convenience Store Review", of wh ich t his letter and enclosed documents are a part .Because our proposed use is allowed without a zoning change or conditional-use process, and sincethere will be no structural changesto the building and no changes in parking or driveway access, theapplicat ion processwill require a Type II design review. This procedure provides for our applicat ion tobe reviewed and approved by Plannin g Departm ent Staff.Assuming the applicat ion is approved, we would then need to apply fo r and be granted variousconstruction and building permit s for internal plumbing, electr ical, and non-st ructural construction toinstall our trade fixtures and signage.Regarding licensing and other permits, Plaid Pantries, Inc. has already applied fo r OLCC and City ofPortl and licenses to sell beer and wine.     Good Neighbor PlanLaurelhurst Neighborhood Association

    Plaid Pantries, Inc. is pleased to address issues pertaining to our involvement in the development,construction, and operation of a proposed Convenience Food Store within the Laurelhurstneighborhood area. We expect to support and fully cooperate with the community and theAssociation in achieving their goals, and intend to comply with the guidelines as set forth in thefollowing "Good Neighbor Plan".Crime Prevention and Awareness:Plaid Pantries, Inc. has developed a comprehensive crime prevention and awareness program, usingas a base the training system developed by the National Association ofConvenience Stores. Thisprogram includes training on proper alcohol and tobacco sales procedures, safety, and robberydeterrence. The training includes video presentations and classroom instruction, and requiresemployees to successfully pass a final test on all subject matter. All retail personnel are required tocomplete this training before working in a Plaid Pantry store.The crime prevention plan we intend to implement includes, but is not limited to, the following:

    I. Training program as referenced above2. Quarterly store-level reviews ofkey training program topics3. Ongoing written tests in conjunction with employee performance/payreviews4. Premises surveillance with digital color video monitoring systemS. Electronic time-release change safes6. Electronic bill acceptor drop safes, accessible only by armored car personnel7. Brinks armored car service for safe access and bank deposits8. Well-lighted parking lot and elimination ofdark areas around the store9. Clear unobstructed views in and out of the store10. Clearly defined emergency policy and response contactsII. Roving security patrols12. Additional security measures if circumstances warrant

    Alcohol and Tobacco Awareness and Employee Training:Plaid Pantries, Inc. was the first retailer in Oregon to qualify for the Oregon Liquor ControlCommission's "Responsible Vendor Program". Plaid conducts extensive initial and ongoingemployee training in proper procedures for selling alcohol and tobacco. Employees are trained inpreventing sales tominors and visibly intoxicatedpersons. PlaidManagement also conducts internalcompliance checks ("stings") to ensure that training and procedures arebeing followed in each store.All stores are equipped with computerized Point of Sale ["cash register"] systems whichautomatically identify age-restricted products, and scan authorized J.D. for age verification into thetransaction. In addition, employees receive significant cash bonuses for acceptable performance oncompliance checks.

    LoiteringControl:Plaid Pantries, Inc. discourages loitering andwill take steps necessary to enforce a No LoiteringPolicy. Thispolicywill includethe following:

    1. Well-lighted parkinglot andthe eliminationof dark areasaroundthe building2. Payphonesoutgoingcallsonly3. No video games4. Posting the buildingand immediate areawith UNo Loitering" signs5. Rovingsecuritypatrol

    LandscapeMaintenance:PlaidPantries, Inc. will be responsible formaintaining the landscaping for this site. Wewill alsoestablisha comprehensivemaintenanceplanto ensurethatour investmentwillcontinuetoenhancethe aesthetics ofour site and the neighborhood.Neighborhood Communication:As an activememberof the community, Plaid Pantries, Inc. recognizes its obligation for opencommunication withcitizens. Ifnotified ofproblemsthat theAssociations or neighbors mayhavewithour operation, the companywill respond to eachcomplaint immediately. Issuesthat requireaformal responsewill be addressed in writingwithin thirty days of receiving written notice of aproblem.
