Fantastic presence for the September civic league meeting as we had 216 attend our meeting. With the last count there were approximately 194 members in attendance. Thanks for all the support!

At the September civic league meeting, Karen Lasley, the City of Virginia Beach Planning Division and Zoning Administrator in the Planning Department, was well versed on the current codes the city has in place, none of which deal with Event Homes. The department will continue to work on what the majority of our community would like to see for the future. The Event Homes will soon have a definition. Stay tuned for updates.

Virginia Beach Police Department First Precinct Captain David Squires was entertaining as well as informative. He answered questions posed to him and told the membership he is always available for questions. Remember, you might not always want what you ask for….

Just like the beginning of our summer months, fall brings oodles of Sandbridge events. The Sandbridge Volunteer Rescue Squad Pig Picking was once again a marvelous way to end the season. This event supplies the rescue squad with needed funds to purchase equipment to supply residents and visitors with a volunteer service. Kudos to Mike Maloney, Fred Greene and the boosters for all their support. Our Sandbridge garage sale was a huge success as well, with over 40 participants and lots of good stuff for sale. The SBCL Meeting was called to order at 7PM by President Joan Davis. Charles Learned led the membership in prayer and the Pledge of Allegiance.

The Captain of Lifeguard Services and The Chief from the Rescue Squad came to thank us for our support. They were able to report we had no drownings this past summer. The Rescue Squad was kept busy with 911 calls during the summer. They also make every effort to keep our beachgoers safe by posting red flags warning of dangerous surf conditions. We also thanked them for their efforts in making Sandbridge a safer place for all of us. .Junior lifeguard camp was very successful this summer. They had eight 15-year-olds attend, and hopefully they will apply to be a lifeguard next summer. A question concerning snake bites was asked, and we were told that the Aquarium has a hematologist who has access to a database where the antidote for that bite is located and will get it to the facility to which you went for treatment.

GUEST SPEAKERS: Vice President Cheryl Caloras introduced guest speaker Karen Lasley, Planning and Zoning Administrator.

Most of Sandbridge is zoned for residential use. Planning and Zoning are looking into special event homes, but at the moment the only restriction they have are limiting them to three events a year. However, even that is difficult to enforce because usually these events are held on weekends when their offices are closed. They have talked with the police who said most complaints from Sandbridge are nuisance complaints, but the complaints have been down this past year. The City has looked at Cape May City to see how it handles its special event houses and to see if any of their regulations could apply to the special event homes in Sandbridge. Nothing is going to be resolved overnight. Ms Lasley said our city attorneys are doing a lot of research on legal issues; the City Attorney is working on drafting several options to present to the City Council, and after that there will be open forums to discuss the impact these changes could have on our community, both good and bad! They want input from all of us. Ms Lasley emphasized they are trying to work with us and are hoping they can make most of the owners happy with the outcome. She then opened the meeting up for questions.

Next, Captain David Squires from the Virginia Beach Police Department spoke to us. He brought up a successful arrest of two young men after alert neighbors called the police after noticing an attempted break-in of an unoccupied neighbor’s home. He stressed the importance for all of us to be vigilant of our surroundings. He also pointed out sometimes the police officers have to use good judgement when it comes to dealing with our situations. Sometimes the police get criticism for not doing their job by our standards, but yet we can all be guilty of small infractions of the law. One of his examples was illegal parking, and most of us are probably thinking, “That’s right,” until he pointed out lots of our cars were illegally parked around the Chapel while we were attending tonight’s meeting! He had a good point! He said his officers could strictly enforce all the laws, but he didn’t think any of us would be happy with that outcome. He said he and his officers would definitely be there for us when other persons thoughtlessly blocked our driveways, so we could not leave home. Another issue was problems with speeders on Sandpiper Road or any of our streets, but in order for him to help us, he needs information such as time of day and the day of week when this usually occurs. He said they do keep track of complaints called in, but they don’t have houses listed separately as event homes.

BUSINESS MEETING: Minutes--A motion was presented to change the minutes that were printed in the September newsletter on event homes that was presented by Fred Greene to state that the Event Homes Committee was to cease and desist any discussion until the end of the meeting. After some discussion and a challenge of Roberts Rules of Order, a vote was taken, and the Motion on the floor to change the written minutes was voted down by a vote of seven to change the minutes and 187 to keep the minutes as written.

TrEaSUrEr: Tim Ferramosca presented August’s treasurer’s report. On July 31st the beginning balance was $32,700.19, and on August 31st the ending balance was $30,484.32. A motion was passed to accept the Treasurer’s report as presented. The budget for the year will be in October’s newsletter, and at the next Civic League meeting it will be presented to the membership for a vote to make it official.

CoMMITTEE rEporTS:aCCESSwayS froM SaNdfIddlEr To SaNdpIpEr: Frank Meyer said that if we see any problems with any of the access ways between Sandfiddler and Sandpiper, give him a call, and he will have a work order written up for it.

ENvIroNMENTal: Cheryl Petticrew indicated that the City plans on treating or re treating 8 11 properties in October for the invasive plant, Beach Vitex. Bids go out next week for treatment specialists, and the actual eradication should begin in late October. INfraSTrUCTUrE/pUBlIC aCCESS way: Bill Price informed us that three new access ways were completed this year--one each across from the Dunes Condos, Chubb, and Whiting. Only two new access ways--Porter's Island and Bass--are scheduled for next year due to funding issues . They are scheduled to be started earlier and hopefully will be completed by Memorial Day. After that if you live by an access way and feel it needs improvement, let Bill know, and that access way will get priority treatment.

MEMBErShIp: Charlie Ellin stated that the current SBCL household membership is 816. New 2015- 2016 Civic League Directories were mailed September 4th. Those who missed the cut off date for the new Directory and have since joined or renewed their membership will be included in a ‘Directory Supplement’ that will be included in the

SaNdpIpEr road SIdEwalkS: Tom Haser and Cheryl Caloras are looking for volunteers to help get petitions signed by owners on Sandpiper between Porpoise and Tuna Lane. They will be starting this week to gather signatures.

road pavING aNd rEpaIr/waTEr TowEr: Susan Sadowski indicated that Public Works did repairs on Sandfiddler and Sandpiper on the North End last fall, ending years of problems with flooding on their streets. This year, Shad Lane and Whiting are on the schedule to start repairs in October!

BaCk Bay rESToraTIoN foUNdaTIoN: Cordially invites everyone to the Flyaway Fest on October 24th for their fundraiser. More details can be found on their web site www.bbrf.org.

ChrISTMaS ToUr of hoMES: This event will be held December 5. Proceeds will go to the Food Bank of Southeastern Virginia and the SPCA. Tickets will go on sale in October.

SaNdBrIdGE Golf ToUrNaMENT: It is sponsored by Sandbridge Realty and is scheduled to be played on September 26 (but has since been postponed until early November). Proceeds are given to local charities and to the Sandbridge Beach Civic League.

Crosswalk CodesCode of Virginia 46.2-924. A. The driver of any vehicle on a highway shall yield the right-of-way to any pedestrian crossing such highway:

1. At any clearly marked crosswalk, whether at mid-block or at the end of any block;2. At any regular pedestrian crossing included in the prolongation of the lateral boundary lines of the adjacent sidewalk at the end of a block;3. At any intersection when the driver is approaching on a highway or street where the legal maximum speed does not exceed 35 miles per hour.

Shark Fishing in Virginia BeachSec. 6-31. Shark fishing prohibited.(a) No person shall:

(1) Place in the marginal adjacent ocean or bay within five hundred (500) yards of the mean low water line any chum, blood or free floating bait for the purpose of attracting sharks, or(2) Fish for sharks within the city limits and the marginal adjacent waters within five hundred (500) yards of the mean low water line.

These prohibitions shall include fishing or chumming from any beach, structure, jetty or boat, utilizing tackle, bait or chum intended for or commonly used to catch or attract sharks.

(b) Any person who shall violate any provision of this section shall be guilty of a Class 3 misdemeanor.

But we really can’t prevent fishing generally because the code is very specific about where fishing is restricted… Sec. 6-30. Fishing from sand beaches.It shall be unlawful to fish from the sand beaches of the city from 42nd Street to Rudee Inlet between the hours of 10:00 a.m. and 4:00 p.m. weekdays and 10:00 a.m. and 6:00 p.m. weekends and holidays during the resort season.

CroSSwalkS aT TUNa: A work order has been issued to improve the advance warning signs of pedestrian crossings at Tuna Lane and another work order to construct pedestrian landing areas at the corners of Tuna and Sandpiper.

SaNd rEMoval froM roadS: Crews on Sandfiddler are removing sand and undergrowth from bike paths, and they want the Civic League to help get owners to remove rocks and debris from bike paths in front of their properties to help the city workers from doing accidental damage to owners’ properties that could lead to additional cost to the City.

Councilwoman Barbara Henley was at our meeting and also spoke on the topic of event houses. She said that the City does not like to have items in zoning that they can’t enforce, and enforcement is going to be a problem. It’s complicated because it is something we don’t have in our zoning ordinance and now trying to come up with ways to deal with these issues fairly and acceptably to our community will be a real challenge. They want to make sure they are not impeding on anybody’s personal property rights. There are a lot of legal issues involved, and our City attorneys are looking at all of this very closely to try to anticipate all of these problems. The idea of permits has come up, but they don’t want it to lead that everyone would need a permit to have a party at their house. Many had hoped to hear a proposal from the City tonight, but any zoning issue impacts all of Virginia Beach, not just Sandbridge. The City doesn’t want to cure a problem in one part of the city that results in a problem for another part of the city. Councilwoman Henley pointed out that our sidewalk initiative has to come from us. We will need signatures of 75% of the homeowners whose property will be affected by the sidewalks before we can approach the City about installing the sidewalks. Nimmo Parkway 7A: 30% of the design is close to being done, but permits have not been applied for yet. After they apply for permits, they will hold a public meeting to show the design, get feedback from residents, and if all goes well, they may be able to get some construction money from the upcoming CIP.

Jim Reeves, owner of the Baja Restaurant, thanked all who came out to support the Baja Surf Classic. This year they had over 100 contestants from Sandbridge! They chose to donate all proceeds from this event to two of our community friends who both have serious medical conditions: Richie Smith and Jim Borum.

Mike Maloney deserved much praise for a wonderful Pig Pickin’ this year!

Prayers go out from all of us to Fred Greene, and we look forward to seeing him healthy again at next month’s SBCL.

The Community Garage Sale was a great success.

Many thanks to Andrea Colvin for all her time and the work she puts into setting up the refreshments for us and for cleaning up afterwards!

Shhhhh, It’s The Best Kept Secret in Virginia Beach!

It’s a natural treasure and it’s right here in our own backyard: the Back Bay and its entire watershed. A pristine fresh water ecosystem within the City of Virginia Beach where waterfowl, fish and wildlife abound, and where we now safely enjoy recreational activities with our children and grandchildren that include swimming, boating, fishing and kayaking. Back Bay is now a very different place then it was in the 1980s and there is much about the Bay to celebrate!

Another cause for celebration is the Back Bay Restoration Foundation (BBRF) which turned 30 this year! Collaborating with other like-minded organizations and agencies, BBRF has long been an advocate for restoration, preservation, stewardship, education and outreach programs that have directly benefited the Back Bay watershed system. The Bay’s dramatic transformation has come slowly. That transformation is the direct result of these efforts that include:

• Advocating for FOBB and BBNWR’s acquisition of watershed land surrounding Back Bay nearly doubling Refuge acreage helping preserve this fragile ecosystem • Water quality sampling, testing and monitoring• Elimination of hog farm lagoons that drained into Back Bay and its watershed • Supporting installation of city sewer systems in Sandbridge • Installation of the weir at Lake Tecumseh (also known as Brinson Inlet)• Creation and implementation of the Virginia Beach Watersheds Forum• Support of BBNWR’s Junior Refuge Biologist Program

Join us at our 30th Annual Flyway Feast October 24th from 12 to 5 pm at the historic Flyway Hunt Club just off Princes Anne Road to celebrate BBRF’s 30th anniversary and a healthier Back Bay ecosystem. Barry Privett (right), lead singer for national recording artist Carbon Leaf, sings the lyrics to “What About Everything?”, one of the band’s signature songs, on the Sister Hazel Rock Boat. Privett, shown here with guitarist Terry Clarke, has numerous ties to Sandbridge. His father Vaughan is a long-time north end resident, and Barry, an avid surfer, has spent significant time here, gaining experience and inspiration to write nearly all of the band’s songs. Carbon Leaf kicked off the latest leg of its North American tour with a rollicking show in early September at Neptune’s Park on 31st Street at the oceanfront.

Early fall nor'EastEr wrEaks havocThe nor’easter that plagued our shores in mid-September brought with it many problems. The lingering storm that blasted our shores--and dissipated our sand--also wreaked havoc on many events. The Sandbridge Paddle Fest had to be cancelled, the Sandbridge Realty 10th Annual Charity Golf Tournament was postponed, forcing us to switch directions with pictures that we had planned to include in this issue. Farther up the coast, much of the annual Neptune Festival also had to be cancelled or moved inside. In addition, the nor’easter also caused many other problems such as beaches becoming deserted, people breaking out large umbrellas, fishermen scurrying for drier and warmer climes, and the water being pushed out of Back Bay, leaving many boats sitting high and dry. Expect detailed coverage of the Sandbridge Realty golf event in the next issue.

As I got out of bed this morning, in the still darkness of the room, a bright light over the ocean caught my attention. At first I thought it must be the waning moon, soon to be new, but as I looked directly at it, I saw it was a planet…Venus, no doubt. I went to the window and bathed in the beauty of that predawn sky. No moon in sight, but Venus cast a river of light across the vast Atlantic, mimicking the moon and its reflection. Above me to my left, the Big Dipper stood out clearly and to my right, up higher, was Orion surrounded by dozens…or thousands…of bright and shining stars. It was the most beautiful predawn sky I’ve ever seen. Breathtaking, really. I stood alone at my window and stared, taking in the moment, memorizing details.

Beach weather, this summer, has been the best, but autumn is a favorite time for those of us who live here. Sandbridge locals are busy celebrating everything! Pete Galanides and family gathered for a joy-filled reunion. Up the street from Pete, Valerie and Mike Sanson hosted an end-of-summer cocktail party at their beautiful northend home. With a pot of white chili on the stove and a table laden with food (Mike said Valerie used every dish in the house!), no one left hungry. Neighbor Cynthia Roye, a prize winning baker, added bikini clad cookies to the festive table fare. Enjoying themselves were Wade and Heather Malaby, Parker and Anna Cross, Parker and Jennifer, (currently of N.Y.C.), Jean Oast and daughters Carolyn and Elizabeth, Fran and Dave Dennis, Janet and Frank Meyer, Courtney and James Barton, Molly and Bill Brown, Jerry and Karen Thomas, Mike and True Caprio, and Joan and Walter Parsick. Noticeably absent were Chandler Dennis, who screwed up and regrets not being there, and Gene Hansen who was dutifully babysitting grandkids in town.

Another great party was the surprise “going away” pot luck given to honor and “roast” Cindy and Bill Graf who are heading to Guam for two years. Held at the Dunes, the party in the party room was crowded with friendly faces sharing smiles and some heartfelt tears. Among those present in the crowd were Jean Siebert, Cary and Carolyn Shreve, Donna and Paul Russell, Jeff Sheats (down from Bethesda), Bill and Carolyn Paulette (minus snakes), Martha Gaione, Jane and Tom Stilley, Linda

and Dave Hooks, Ann and Bill Gassett (minus coffee), Chris and Meyon Burns, Marilyn (happy birthday!) and Marshall Meredith, Judy and Richard Donahue, Mike and Ginny Maloney, Fred Greene, Tim and Cathy, Tim and Kelsey, Tom Shell, Sallie Kerr, Joan, Walter, and so many others. I guess we should get ready for some tantalizing photographs on Facebook as our sunset becomes Cindy’s sunrise.

In the same party room, a few weeks later, Greta Stallings, Karen Waterval and the Mah Jongg Mavens dressed in Asian attire, shared pot stickers and fortune cookies…much more…and competed at four tables for the high-stakes-winnings lucky tile combinations can bring. Emilie Palmer, Trish Poirrier, Virginia Pope, Bev Kwiatkowski, Nancy Saxman, Jennifer Estes, Kathi Davis, Ann Bohannon, Mary Sue Carter, Barbara Kappa, Mary Ann Schmidt, Donna Sullivan, and Laurie Evans played late into the night! The very next night, again at the Dunes, Cathy Ferramosca entertained the SB book club. Following an excellent book review by Shaunna Robey and Carol Miller, longtime resident Karen Moyer was honored with a champagne toast and good wishes for her move to Pennsylvania. She and son John will be more than missed!

The Baja Surf Contest, now a classic, was great. The Pig Pickin’ was great and it was so good to see Joan Belcher! The Octoberfest ought to be fun and then…there’s Halloween! Happy birthday Mary Rodgers, Harry Bybee, Ed Palmer, and Sandy Beach. Welcome to the world Porter McNulty and baby girl Lexan Seibert. Welcome back from Italy, Dick and Sibyl (Happy birthday!) Dunleavy. Healing wishes go to Jimbo Borum, Donna Earp, Kathy Gause, and Harvey Lindsay, Jr. May we all enjoy this fall season, but what in the world are we going to do without our favorite band? Good luck Hotcakes! You will be missed!
