Re: Post-Excavation Groundwater Monitoring Results for Bennett's Dump,Monroe County, Indiana
This letter summarizes the results of the August 7,2001 groundwater sampling event performedby Viacom, Inc. at the Bennett's Dump site. In accordance with post-excavation interimmonitoring requirements outlined in the Bennett's Dump Statement of Work (SOW),groundwater and surface water sampling was performed at the following locations: MiddleSpring, Stout's Creek Upstream, Stout's Creek Downstream and Stout's Creek West Branch.Mound Spring was not flowing and could not be sampled. The general locations of thesesampling points are shown on Figure 1 (attached).
At spring and stream locations the samples were collected by carefully filling a new disposablebeaker. The water was transferred from the beaker into a pre-cleaned amber glass 1-liter bottlesupplied by the analytical laboratory. Routine sampling parameters including temperature andconductivity were measured and recorded.
For quality assurance purposes a duplicate sample and a field blank were collected. All sampleswere labeled and logged onto a chain-of-custody form. The samples were stored and transportedin insulated coolers. Custody of the water samples was maintained by Viacom until shipment tothe analytical laboratory. Samples were analyzed by Heritage Lab of Indianapolis, Indiana. Thesamples were analyzed to a detection limit of 0.1 parts per billion (ppb) for all PCB parameters(except Aroclor 1221; detection limit 0.5 ppb) by EPA Method 608/SW-846 Method 8082.
Field measurements, PCB analytical results, and QA/QC results for the August 2001groundwater monitoring event are presented in Table 1 (attached). Historical PCB results forindividual monitoring locations are presented in Tables 2 through 6.

Validation Results for the August 2001 Bennett's Dump Spring and Stream Water Samples
1. Validation of the following samples has been completed:
• BD9213-BD9218
2. Validation was performed per the requirements for level 4 data in the project QAPjP. This includes acheck for: Holding Time, Calibration, Blank Contamination, Precision, Accuracy, and Accuracy ofNominal Reporting Limits against method requirements. Based on this review, all methodrequirements were met and no data qualification flags are recommended.
3. The QAPjP requires an assessment of the overall data quality with respect to Precision, Accuracy,Representativeness, Completeness and Comparability (PARCC).
o Precision and accuracy: Precision and accuracy were assessed by reviewing the labperformance on lab spiked samples, lab spike duplicates and field duplicates. Allrequirements were met.
o Representativeness: The representativeness requirement involves an assessment of thefield sampling and lab analytical techniques. The field sampling locations and techniquesas well as lab procedures were in accordance with the approved sampling plan and QAPjP.There was one deviation from the sampling plan requirements. The lab noted the sample
temperature at receipt was 8 degrees C. The sampling requirement is to cool the samplesto 4 degrees C. The samples were delivered to the lab within one day of the sample date.This minor deviation should not affect the quality of this data and overall therepresentativeness requirement was met.
o Completeness: The completeness goal for the project was for all project data to be 90%accepted. Completeness is calculated by dividing the total number of acceptable analysesby the total performed. An acceptable analysis is defined as one that conformed to QCprotocols and is not rejected. All the noted sample analyses in this batch were accepted sothe completeness goal was met.
o Comparability: All the samples taken, analyzed and validated by Viacom were taken byViacom or its contractor's sampling crews using the same procedures as previous samplesat this location. Care should be observed when attempting to trend these results with thehistorical data from a different lab. These samples were analyzed by Heritage Labs.Heritage Labs has analyzed most of the previous samples from this site.
Overall, the main objective of the sampling event was to determine if PCBs are present at a concentrationof. 1 ppb or more. This data is of sufficient quality to satisfy this goal.
