WHEREAS, the City Council of the City of Issaquah, Washington, has properly

given notice of the public hearng held November 3, 2008, to consider the City of Issaquah's

proposed 2009 revenue sources in the General Fund budget, pursuant to RCW 84.55.120; and

WHEREAS, the City Council, after hearng and after duly considering all relevant

evidence and testimony presented, has determined that the City of Issaquah shall maintain the

propery tax revenues from the prior year, in addition to the increases resulting from anexations,

the addition of new constrction, and improvements to property, and any increase in the value of

state-assessed property, in order to discharge the expected expenses and obligations of the City

ofIssaquah; NOW, THEREFORE,

THE CITY COUNCIL OF THE CITY OF ISSAQUAH, WASHINGTON, DO

ORDAIN AS FOLLOWS:

Section i. Property taxes for 2009 shall increase from the prior year levy amount,

due to increases resulting from anexations, the addition of new constrction, and improvements

to property, refunds, any increase in the value of state-assessed property, and other adjustments,

which are hereby authorized for the 2009 levy. Initiative 747 allowing tax levy increases up to

the lower of i % or the Implicit Price Deflator on the prior year tax levy, without a vote, are not

e eincluded in the 2009 tax levy. The City Council has directed that a zero percent increase (0%) be

factored into the 2009 tax levy calculations.

Section 2. There shall be and hereby is levied on all real, personal, and utilty

property, whose estimated assessed valuation is $6,845,612,576 current taxes for the ensuing

year commencing Januar 1, 2009, in the amount of and at the rate of as follows:

Section 3. This ordinance shall be certified to the proper County Offcials, as

provided by law, and taxes here levied shall be collected to pay to the Finance Director of the

City of Issaquah at the time and in the maner provided by the laws of the State of Washington

for the collection of taxes for non-charered code cities.

Section 4. The effective date of property tax levy shall be Januar. 1, 2009.

Section 5. This Ordinance or a summar thereof consisting of the title shall be

published in the offcial newspaper of the City, and shall take effect and be in full force five (5)

days after publication.

Section 6. If any section, sentence, clause or phrase of this ordinance should be

held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or

unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,

clause or phrase of this ordinance.

RE: Submission of District Property Tax Levies for 2009 to the County Council

To the Board of Commissioners:

The County Council is required by RCW 84.52.070 to certify annually the amount of property taxes levied inKing County. In order to make this certification, we must know the amount of taxes to be levied for eachtaxing district. .

THE DEADLINE FOR SUBMITTING 2009 PROPERTY TAX LEVIES ISNOVEMBER 28, 2008

In order for your district to receive propert taxes in an amount greater than that received in 2008, if permittedby law, we must receive your resolution by November 28, 2008. This applies to basic levies provided for byState law as well as any excess levies approved by a vote of the people. Please remember that the Assessoris required to review levy requests to ensure that they do not exceed the allowable levy.

If you cannot finalize your levy request by November 28, please submit an estimate. If your estimate is higherthan the allowable levy, the Assessor will reduce the amount requested for your jurisdiction to an amount no

. greater than the allowable levy. However, if your estimate is less than the allowable levy, the amountrequested can only be .increased from the amount certified in your ordinance or resolution to the level of theaiiowable levy with formal written notification from your Board of Commissioners. This written notificationmust be filed with the Assessor and the Clerk of the Council by December 5, 2008 for inclusion in thecertification ordinance.

Forms are enclosed for you to use in submitting your levy request. Please submit copies of the form and anyresolution or ordinance that may be required by RCW 84.55.120 to both the King County Council and theKing County Assessor's Office at the following addresses:
