Mrs. Laura Stiegelmaier introduced Megan Overton who was being recognized for her achievement in Long Island's Best Young Artists Competition. Mrs. Stiegelmaier also announced that Megan was the first Hauppauge student to be awarded the Renzo S. Bianchi Scholarship.

SUPERINTENDENT'S UPDATE / COMMENTS:

Mrs. Kriss shared that ELA testing occurred today. She provided a chart to the Board indicating the number of students who refused to take the test. Out of 1760 students in grades 3-8 scheduled to take the tests, 1116 students did not take the test. This was 63%. Mrs. Kriss was happy to report that the testing environment for students was incredibly positive, very well done, and that the principals were very pleased with how everything transpired.

Mrs. Kriss shared that the District received notification about administering field tests. As she did last year, the Superintendent wrote a letter to Ira Schwartz at the State Education Department indicating that because of the over testing our students, Hauppauge will not be participating in field testing.

The Superintendent also mentioned a conflict on 5/11/15 with Mee~ the Candidates Night and "Stage the Change". Tom Kirdahy, 1981 graduate of Hauppauge High School and Broadway Producer, will be addressing issues of importance to our students and community that evening. We will be inviting other schools and theater groups to come and observe as well.

Mrs. Kriss congratulated the Robotic Team for winning an 'Excellence in Engineering Award". She congratulated Nick Fanti, for pitching a no hitter at Duck's stadium on their opening night. Congratulations were offered to Luke Farrell and Sara Jacobs, who were second in the Long Island Science and Engineering competition. Their project was recognized by I-SWEEP, which is another national competition in which they participate. Congratulations were offered to all winter athletes and coaches as Hauppauge was recognized by Section IX with the "Sportsmanship Award".

Mrs. Kriss congratulated Mr. Noel Gish. Mr. Gish was a long-time teacher in the district and the Suffolk County Historical Society building in Riverhead is opening a gallery in his name.

Mrs. Kriss shared that Mr. Michael Kearns, the District Treasurer, was present this evening to answer any questions from the Board.

Mrs. Kriss advised the community that there would be an addition to the this evening's agenda, adding 7.1 Fin Administrative Matters, authorization to cross appeal an independent hearing officer decision in case #85167. She then read the resolution to the Board and provided it to the District Clerk.

Mrs. Kriss announced that Marie Dacey and Kathy Hill are in attendance this evening. Their resignations for retirement are on the agenda - they will be missed.

BE IT RESOL VED that the Board approves the expenditure for the Class of 20 15 Valedictorian, his or her parents, and the High School Principal, along with the Superintendent of Schools to attend the Suffolk County School Superintendents' Association Luncheon for Valedictorians to be held on May 27. 2015. There is no charge for the Valedictorian or Superintendent. The cost to be paid by the District for each parent and the Principal is not to exceed $50.00 per person. The total expense will not exceed $150.00.

WHEREAS, the Impartial Hearing Officer rendered decision in Case Number 85167 finding that: (I) the District would have offered the student a free appropriate public education but for the parent's refusal to cooperate in the placement process; (2) the parent's unilateral placement was appropriate; and (3) no reimbursement would be awarded because the equities favored the District, and

WHEREAS, the parent has served upon the District a Notice of Intention to Seek Review,

NOW BE IT RESOLVED, that if the parent perfects the appeal, the Board authorizes the appeal of that portion of the Impartial Hearing Officer's decision finding the unilateral placement to have been appropriate.

MEMORANDUM OF AGREEMENT made and entered into this ~ day of April 2015 by and between the negotiators for the HAUPPAUGE UNION FREE SCHOOL DISTRICT (hereinafter referred to as the "DISTRICT") and the HAUPPAUGE SCHOOLS OFFICE STAFF ASSOCIATION (the "ASSOCIATION").

WHEREAS, the parties have engaged in negotiations in good faith in an effort to arrive at

a successor agreement to a contract which expired on June 30, 20 I 4; and

WHEREAS, the parties have arrived at a tentative agreement.

NOW THEREFORE, in consideration of the mutual covenants contained herein, the

parties hereby stipulate and agree as follows:

I. The provisions of the Memorandum of Agreement are subject to ratification by

the respective parties to the contract.

2. The signatories below agree to recommend the Memorandum for rati fication.

3. A copy of the original document has been furnished to representatives of the

DISTRICT and the ASSOCIATION.

4. All proposals not covered herein made by either party during the course of the

negotiations shall be deemed dropped.

S. The provisions of the prior Agreement shall be carried forward except as modified

below.

6. Term. The term of the Agreement shall be from July 1,2014 to June 30, 2017.

7. Salary. The annual salaries of members of the unit shall be increased as follows:

schedule where they shall remain for two years. At Step C and thereafter the employee shall

move to the consecutive steps of the salary schedule on an annual basis.

9. Administrative Assistant Stipend: In addition to their annual salary,

administrative assistants shall receive an annual stipend of$I,OOO in the first year of the contract,

SI,200 in the second year of the contract and $1,400 in the third year of the contract. Said

stipends shall not be cumulative.

10. Head Clerk Stipend: In addition to their annual salary, the Head Clerk shall

receive an annual stipend of$I,200 in the first year of the contract, $1,400 in the second year of

the contract, and $1,600 in the third year of the contract. Said stipends shall not be cumulative.

II. Longevity: Article XXVI shall be amended to provide for the following

longevity payment for permanent full-time employees.

12. Health Insurance: Article XIV (C) shall be amended to provide as follows:

"Permanent full-time employees hired on or before October 24,

1995 shall receive fully paid individual or family health insurance through

December 31, 2015. Effective January I, 2016 they shall contribute two

percent (2%) of the premium for said health insurance, and effective

January 1,2017 they shall contribute four percent (4%) of the premium for

said health insurance.

Permanent full-time employees hired after October 24, 1995 and

prior to February 4, 2009 shall contribute ten percent (10%) of the

premium for individual or family health insurance through December 31,

2015. Effective January I, 2016 said employees shall contribute twelve

percent (12%) of the premium for said health insurance and effective

January 1,2017 said employees shall contribute fourteen percent (14%) of

the premium for said health insurance.

Permanent full-time employees hired on or after February 4, 2009

and prior to July I, 2015 shall contribute twelve percent (12%) of the

premium for individual or family health insurance through December 31,

2015. Effective January I, 2016 said employees shall contribute fourteen

percent (14%) of the premium for said health insurance and effective

January 1,2017 said employees shall contribute sixteen percent (16%) of

the premium for said health insurance.

Permanent full-time employees hired on or after July I, 20 I 5 shall

contribute sixteen percent (16%) of the premium for individual or family

health insurance

Any adjustments in benefits, improvements or reduction under the

District insurance plan shall continue to automatically accrue to the unit.

The District shall establish a Section 125 flex plan per the Rules of the

I RS for contribution.

Employees who retire from the District shall have sixty percent

(60%) of family or individual health insurance paid by the District until

they reach age 65. The District will pay the minimum required by the

state for individual or family health insurance after age 65.

Unit members working less than the minimum number of hours for

a full-time employee as defined by the Affordable Care Act shall be given

the opportunity to purchase individual or family health coverage under the

District's health insurance plan at the maximum rate of contribution as

permitted under the applicable NYSHIP Regulations. Such health

insurance shall be made available for purchase by the employee solely

during the term of his or her employment with the District and will

terminate at such time as the employee retires, resigns or is terminated.

This benefit may not be construed to include any other health insurance

benefit provided to full-time employees."

13. Health Insurance Declination: Article XV shall be amended to provide as

follows:

A. Subject to the provision of Section B, an employee may decline health

insurance coverage, either family or individual. Ifhe or she does so for a full year, the employee

shall receive forty-four (44%) percent of the District's contribution toward the costs of health

insurance premiums for the unit member. The forty-four (44%) shall be computed upon the

NYSHIP premium in place in January 2008, and carried forward as such for all future contract

years. The employee has the option of declining or not but does not get the bonus unless the

declination is in effect for a full year.

B. The New York State Civil Service Department promulgated Policy

Memorandum 122r3 on May 15, 2012, which governs eligibility for health insurance declination

payments. The District shall comply with this Rule Change for as long as it remains valid. In

the event the Rule Change is revoked or there is a final determination by the Appellate Division,

Second Department (which is not subject to appeal) that the Rule Change is illegal or invalid,

those members who had previously been denied the declination payment shall once again be

eligible for the declination payment, in the amount and manner as provided for herein on the date

established by the court or determining body. In such instance, the parties shall meet in order to

implement any rule change or modification.

Beginning January I, 2016 and continuing for as long as Rule 122r3 remains

valid, any unit member who is ineligible for the declination payment as provided for herein due

to the District's compliance with Rule 122r3 may elect health insurance through the District,

subject to NYSHIP rules and regulations. If such unit member does not elect coverage and the

payment for declination of coverage for such unit member is determined to have been

permissible by the Appellate Division, the District will grant the employee the declination

payment that the employee would have been eligible to receive but for the foregoing cessation of

such declination election.

14. Holidays: Article XII, A.I shall be amended to provide:

"All full-time employees shall be granted two (2) floating holidays during the

2015-2016 school year and one (I) floating holiday during the 2016-2017 school year. Said

floating holidays shall be used only during the recess periods, and on such days as are approved

by their supervisor. This floating holiday provision shall sunset effective June 30, 2017 at which

time it will have no further force and effect."

15. Deferred Compensation Plan: Article II shall be amended to add a new subpart C

to read as follows:

"Unit members shall be entitled to defer compensation in accordance with New

York State Deferred Compensation Plan, Code Section 457 Plan, established by the District."
