Introduction
In this contribution, We proposed a new 3 phased steps compare to the previous2 Phased Steps in order for more smoother migration to All IP network from LegacyNetwork.
For each phase, we give the characteristics of each phase and benefit . and, gives an detailed architecture for the 3G All IP Network system.
The Name,Functions, and Protocol stack of the network entities shown in the figure are the same as the last LGIC’s Contribution.
In order to support easy comprehension of the function, we included the name of the network entities which is shown in other proposals, when the network entity functions are similar or equal to.
The IP RAN and IP Core Network are divided in the architecture diagram only to show the classification without functional change of the network entities.

Migration Toward an All-IP Network
Migration of existing users and networks toward an all-IP network is a strong
requirement of many operators. The issues associated with such a migration
include: Protection of investment in existing infrastructure; Continued support of existing users and mobile terminals; Ability of operators to migrate portions of their network functionality at a
pace and in a manner that best meets their operational and economic goals; Ability of a user to carry forward the E.164 number assigned to a legacy
mobile terminal to an all-IP mobile terminal.
