2.4.4 STRATEGIC ISSUES2.4.4.1 HISTORIC AND HISTORICAL PARK

The City Park established in the 1810s was the first urban public park in the world thatwas specifically created or public use on its own territory o the city, managed and

financed by the city. The area has an important and valuable historical plant popu-lation the preservation and restoration o which is a main priority o the Liget Buda-pest project. During the 19th-20th centuries the historical park structure was all butdestroyed in several phases as a result o the creation o the greater part o the park. Itspartial restoration within the ramework o the project is a task or the near uture. Asa result o the ideas competition preceding this design competition and announced in2013 or the ormation o the environment, location and urban development it can bestated that the City Park is a special urban public park that comprises a certain histor-ical coverage. The Liget Budapest project will continue this tradition and will restorethe historical area o the Park with the transormation o tvenhatosok Square andwith the restoration o the whole green area while preserving its values.

    2.4.4.2 HISTORICAL IMPORTANCE,WORLD HERITAGE RANK

The City Park is a site o symbolic importance in Hungarian national history, and it isa significant recreational and programme venue or modern Budapest. The Nation-

al Exhibition organized here in 1885 and the Millennium Exhibition held in 1896 con-stitute outstanding events in the modern history o Hungary. Heroes Square, built atthe end o the 19th century, also bore witness to significant events, while the adjoiningtvenhatosok Square was the scene o one o the most important events o the 1956revolution; the pulling down o Stalins statue. Until the 1970s the Budapest Interna-tional Fair was organized in the City Park and was regarded as a window to the worldor the countries belonging to the socialist bloc. Today the City Park and its squaresprovide venues or several programmes and events o national importance while itsinstitutions communicate the remarkable values o Hungary not only to Hungarian citi-zens but also to the oreign guests visiting Hungary.

Since 1965 the whole territory o the City Park has been a protected site o historicalmonumental significance.Since 2002 Andrssy Road and Heroes Square (together with the buildings o the Hallo Arts and the Museum o Fine Arts) have been World Heritage sites, the whole terri-tory o the City Park is regarded as a protective zone o the World Heritage site.Since 2012 Heroes Square has been a National Memorial Site having decisive impor-tance in the nations history, playing an outstanding role in the sel-image o the nationdue to its ability to strengthen the sense o belonging together and identity o the Hun-garians, as well as o the Hungarian and other nationalities living on the territory o the

country, and can be the scene o commemorations o national importance organizedby the state and declared by the orce o law a national memorial site by the Parliament

2.4.4.3 URBAN GREEN SURFACEThe City Park is one o the dominant green areas o Budapest and has vital importanceas a venue or the spending o leisure time and recreational activities o the capitalsresidents. The continuous green area o the City Park plays an important role in the processing ocarbon dioxide, in the oxygen supply, in the binding down o flying dust and the adher-ent harmul materials, and in the enrichment o the humidity o the air. From this pointo view the older trees with bigger crowns play an especially significant role.Afer Margaret Island this is the second most requently visited park in the capital, andevery year approximately 4 million people come to visit the institutions and the greenareas. However, the circle o people using the park as a venue or everyday recreationdemonstrates a declining tendency in parallel with the deterioration o the park. Com-pared to the ormer data the share o passive recreation is increasing and the timespent in the park is decreasing these tendencies are mainly due to the aoremen-

tioned deteriorating condition o the park.

    2.4.4.4 ALLTHEYEAR ROUNDRECREATION DESTINATION

The City Park is an important leisure time destination or the residents living in theneighbourhood and in Budapest. Primarily owing to the lack o other opportunitiesthree quarters o the people who come here choose passive recreation: they walk, walktheir dogs, have picnics or enjoy the sun. 10% o the visitors use the playground (school-age children, children with amilies). The rest o the visitors actively use the inra-structure o the park, which, however, is only partially developed: while a ground orextreme sports and a ootball field can be ound in the park there is no running trackor joggers. The green area o the park provides opportunities or recreation and sports,or individuals and teams, but the physical conditions are only partly or not at all pro-vided. In winter the 15 thousand square-metre ice surace o the City Park Skating Rinkis an important option, the most important target or the capitals skaters.

2.4.4.5 PROGRAMMESThe City Park is traditionally a central programme venue. O the political and cultur-al events with historical importance the National Exhibition in 1885, the Millenni-um Exhibition held in 1896, as well as the Budapest International Fair organized herebetween 1925-1972 were outstanding. O the important one-time or regular eventsmention must be made o the Eucharistic World Congress held in 1938 and the mass oPope John Paul II in Heroes Square in 1991, as well as the popular estivities and pro-cessions organized in the tvenhatosok Square between 1951 and 1989.Nowadays the park also provides the venue or a number o cultural events and esti-vals. In this respect, the outstanding

venues are the Museum o Fine Arts, the Szchnyi Bath and the Vajdahunyad Castle. The Jki Chapel, the most popular venue or weddings in Budapest, is located in thelast o these buildings.Several special programme sites can be ound in the City Park. For example the Gar-den o the Blind to be visited only by the visually impaired, or the traffic park built spe-cifically or children in ront o the Hungarian Technical and Transport Museum.

2.4.4.6 TOURIST DESTINATIONThe City Park is still the number one destination point o oreign and domestic tour-ism in Budapest. Tourists rom abroad mainly come here to visit Heroes Square, theMuseum o Fine Arts and the Szchenyi Bath, while the Hungarian visitors are most-ly attracted by the Museum o Fine Arts, by the Municipal Zoological and BotanicalGarden mainly visited by school groups and amilies, and by the Hungarian Technicaland Transport Museum. Besides this, the other cultural and museum institutions othe area, the historical and artistic memories, as well as the natural and recreationalendowments also add to the attraction o the Park. However, as ar as tourism is concerned the City Park has a lot o shortcomings. Thetouristic inrastructure is underdeveloped and deficient; there are significant hiatusesboth in the field o transport, services and retail trade. On top o this there is a lack oprivate accommodation in the area. The Liget Budapest project will compensate or most o these deficiencies and willstimulate major private investment.

2.4.4.7 TRANSPORTToday the territory o the City Park is bordered by transport routes conducting greattransit traffic (Dzsa Gyrgy Street, Ajtsi Drer alle) and by roads mainly o localimportance carrying a smaller traffic volume (Hermina Street). O the routes cross-ing the territory o the park public traffic is allowed on the llatkerti ring road, on theVrosligeti ring road and on Ks Kroly promenade. Ks Kroly promenade is also animportant axis in the East-West direction traffic o Budapest since it is the junctionpoint o Andrssy Road leading to the Downtown and o Hungria boulevard, i.e. o theouter ring road, as well as o the M3 motorway leading to the Eastern part o the coun-try. The other roads o the inner part o the City Park mainly serve pedestrian and bicy-cle traffic and public transport. In cooperation with the Centre or Budapest Transport the whole automobile trafficand public transport concept o the City Park will be completely revised within theramework o the Liget Budapest project in the near uture. The most important pointto be studied is how the traffic can be reduced, or eventually completely closed on Ks

Kroly promenade, which cuts the City Park into two parts, and on the multi-lane roadsseparating Heroes Square rom the surrounding buildings. The plans also envisage thereplacement by electric buses o the current illogical and out-dated trolley bus pub-lic transport system o the City Park. The plans also contain the reconsideration o theother public transport links (millennium underground, buses) and the establishmento a possible new underground stop. The envisaged moving walkway could provide apublic transport connection to the new museum buildings planned in Dzsa GyrgyStreet and to the deep garages to be built here.Within the ramework o the Liget Budapest project the number o the excessively

wide and densely built asphalt paved traffic routes currently leading through the CityPark will be rationalized in order to expand the green area.Besides the above the City Park is affected by two important elements o the transportdevelopment plan o Budapest. Several stations o the BuBi public bicycle network tobe implemented in 2014 will be established in streets leading to the City Park, there-ore the growth o bicycle traffic can be expected. According to the medium term plansthe whole area o the City Park will be included in the entrance ee zone to be intro-duced afer 2016 the border line o which will be Hermina Street.

2.5 KEY DEVELOPMENT POINTSOF LIGET BUDAPEST PROJECT2.5.1 CULTURAL POLICY

In the two centuries since the oundation o the Hungarian National Museum in 1802the museums have become the top institutions o Hungarian cultural lie.In recent decades, however, the visitor has become more and more important in themuseum world and through this the knowledge-transerring, inormative role o themuseums has come to the ore. Today a well-run museum presents many aces. Besidesmaintaining its scientific integrity, candour and depth, it gives over in ull and enrich-es the collection entrusted to it but in the meantime is also open to the changes inthe world, reacts flexibly to the requirements o its visitors and initiates cooperationwith other institutions, social groups and business partners when thinking responsiblyabout its own uture. The Liget Budapest project will create the first truly 21st century

museums o Hungary in Budapest with a pioneering role in Hungarian cultural policy.

The Zoo and the Szche-nyi Bath provide high quality leisure activities or all age groups while children arewelcome by the Children and Youth Knowledge and Adventure Centre specificallydesigned or them. 2.5.5 URBAN REHABILITATIONThe City Park, the oldest public park in Budapest now shows signs o negligence. Mosto the visitors who come to the park are dissatisfied with the services, with the every-day maintenance, with the quality o green areas; most o them think that a completeor partial rehabilitation is needed. The majority o residential quarters surrounding theCity Park are o high prestige yet very run down areas, partly densely built-up and withmore and more popular emerging residential zones. The development o the City Parkbased on cultural activities is a long-term target that may attract significant private cap-ital in the nearby areas and could serve as a model or the uture urban development oHungary.

2.7 THE CITY: BUDAPEST2.7.1 BRIEF HISTORICALSUMMARY

The history o the past two thousand years has proved that Budapest is a city o con-tinuous renewal and renaissance. The German, Avar and Slavic tribes building on theruins o Roman Aquincum, the Hungarians ounding cities in the 10th century, Ger-mans settling here afer the Mongol invasion in 1241-1242, French and Italian peoplecoming to the royal court, and Serbs as well as Bosnians coming here during the 150-year Turkish occupation, all prove that during its history the city was open and a recip-ient to new cultures. As Saint Steven, the first King o the Hungarians wrote in theAdmonitions to his son in 1027: because a one language and one custom country isweak and allible.Pest, Buda and buda was united in 1873 as Budapest. The city experienced its golden

ages during the days o the Austro-Hungarian Empire. At the end o the 19th century itbecame a rich, vibrant and modern European metropolis. The 50-year long continu-ous growth o the country and the city ended with World War I. As a conclusion o thefinal peace agreement o the war Hungary lost two thirds o its territory which resultedin a serious economic and social crisis. In World War II, in 1944-45 Budapest sufferedrom a long siege costing many lives; that was ollowed by more than our decades oSoviet occupation.Afer the all o Communism the renascent Budapest redefined itsel as a natural, cul-tural and economic centre o Central Europe. This was demonstrated by such impor-

tant developments as the two new Danube bridges o Budapest, the Millennium Parkbuilt on the place o the terminated Ganz actory, the Millennium City Quarter withthe new National Theatre and the Palace o Arts, and the architecturally outstandingstations o the new Metro line no. 4 to be opened in 2014, as well as the continuousrehabilitation o the historical building stock that had deteriorated during the years oCommunism and representing outstanding value on a European scale.

2.7.2 NEW CULTURAL TOURISMDESTINATION OF EUROPE FROM 2018:LIGET BUDAPEST

The aim o the development o the City Park is to create a cooperating system o insti-tutions strengthening each other that contributes to the diverse and extensive accessto cultural assets, as well as to the varied ways o spending leisure time. Parallel withthis the use value o the City Park should be increased, the green area and transportsystem should be renewed and the biological activity o the green areas should beimproved. The long-term objective o the new project and the related developments is to turn theCity Park into a amily theme park o unique complexity and quality and into an attrac-tive international tourist destination in Europe. The setting o this objective is justifiedbecause there is no other urban tissue in Europe with such a diversified, complex insti-

tutional network o 100-150 old buildings and o the planned new developments, likethe Zoo, the Szchenyi Bath, the Grand Circus, the Ice Skating Rink, the existing muse-ums and the newly established Museum Quarter. The international examples show that museums grouped into one quarter can attractmuch more visitors than i they stand alone. And i these museums will find a loca-tion close to other institutions and thus make possible the spending o leisure timeat a higher quality level, the attraction o the institutions could be multiplied and aninternationally significant and recognized brand name could be created that will beattractive or the tourists. The Liget Budapest project will create a cultural-recreational

urban space that could attract one million more visitors to the country every year. Pri-marily the number o those coming to Budapest or a 3-4 days city tour (city break) mayincrease.
