A generous early settler named S.S. Rogers put the future site of Liberal on the map when he began giving away his hand-dug well water to travelers and their animals passing through the arid region on the Santa Fe Trail. Using the

vernacular of the day, the travelers described Rogers’ generosity as “mighty liberal.” The often-repeated compliment became the town’s name.

By 1885, Rogers was operating a general store and post office in his sod home. The Rock Island Railroad chose Liberal as an important cattle shipping point, and the town’s first streets were planned in 1888.

Natural gas explorers discovered the Hugoton Natural Gas Field in southwest Kansas in 1920. The field has provided trillions of cubic feet of natural gas for con-sumers, and Liberal continues to be the regional hub for a thriving natural gas and oil industry. The Ogallala Aquifer, which runs under parts of Colorado, Nebraska, Kansas, and Texas, has helped transform Liberal into an oasis of grain and beef production.

During World War II, the U.S. Army Air Corps trained B-24 pilots in Seward County. Seward County was also an important refueling stop for planes traveling between the Pacific and Atlantic theaters of war.

Agribusiness: A Farm Foundation The leading force in the Seward County economy

is a highly diverse agribusiness, which includes hogs, beef, dairy, cotton, wheat, and corn, among other products.

Approximately 476 wells make this otherwise semi-arid county extremely fertile. The plentiful water has allowed the dairy industry to grow from 1 percent to 5 percent of the county’s total agricul-ture production during the past decade.

Energy Giants Train in LiberalLiberal is the commercial hub of the Hugoton

Field, considered to be the second-largest natural gas field in the world. Several petroleum industry offices are located in Liberal, as are related service companies. Roughly 900 gas and oil workers reside in Liberal.

Not surprising, then, is the fact that Liberal is a center for annual energy industry train-ing. Now in their 57th year, the gas and pipeline institutes draw industry giants together and train approximately 1,000 gas and oil workers.

Kansas’ Largest Ethanol Producer Proximity to raw materials and markets and a

high quality workforce make Liberal the ideal home for the largest ethanol producer in Kansas. Arkalon Ethanol Plant, set to produce 110 million gallons of ethanol each year, began production in December 2007.

Approximately 70 percent of the grain used at the Arkalon Ethanol Plant is raised within a 70-mile radius of Liberal. The plant also has local markets for distillers grain, a product captured during the production of ethanol. The abundance of local cattle yards create a convenient market for the high-energy grain.

The Chamber of Commerce, City of Liberal, Seward County, and the State of Kansas work together to maximize support for new and existing businesses. The City of Liberal is committed to economic development through business growth, expansion, retention, and attraction and works to develop a climate conducive to maintaining the city’s quality of life. Member Profile: National BeefOne of the most productive National Beef

Packing Company plants is located in Liberal. With 3,500 employees, it is not only Liberal’s largest employer, but one of the largest in Kansas. The plant processes over 1.4 million cattle per year.

Its location is easily accessible to a vast cattle supply, including four large commer-cial feed yards. The strong work ethic of the people also makes the facility one of the top producers within the company.

National Beef Packing Company processes and markets fresh beef and beef by-products for domestic and international markets. It opened the Liberal plant in 1969.

Home styles range from lakeside estates to historic homes downtown. Apartments, condos, and duplexes are also available. Many custom-designed homes are being built on the north side of Liberal; prices here range from $100,000 to $600,000. New construction to

the south includes many single-story homes with basements. These are priced in the $80,000 to $120,000 range.

Rental rates in Liberal range from small apartments starting around $350 per month to lakefront homes priced at nearly $2,000 per month. The average rental rate for a three-bedroom house is about $600 per month.

S hoppers will find a wide selection in Liberal, which is a shopping hub for approximately 80,000 people, including some who drive 100 miles. In addi-tion to southwest Kansas, Liberal draws customers from parts of Colorado,

Oklahoma, and Texas. According to Liberal Area Chamber of Commerce Executive Director Rozelle

Webb, the city has four primary shopping areas:

Downtown• shops include jewelry, office supplies, appliances and TVs, flow-ers, dresses, cosmetics, music, furniture, and gifts. The city has installed brick sidewalks, benches, and flower planters downtown to make it more attractive and enjoyable.SouthgateMall• and the adjacent strip mall are anchored by national department stores and shops offering gifts, pets, hair care, jewelry, appliances, TVs, and grocer-ies, as well as a cinema.Liberal Plaza• features stores dealing in hardware, clothing, sporting goods, cell phones, and flowers.Coronado Plaza• has a large national retail chain store, furniture and appliance rental, loan agencies, and cell phone services. Close to Coronado are smaller strip malls providing insurance, health food, electronics, and eyeglasses.The Plaza• is home to beauty salons, a pet shop, book store, restaurant, and offices.

Visitors and residents will also find dining for a wide variety of tastes in Liberal. “We have Mexican restaurants, an Italian restau-rant, Chinese restaurants, family steak houses, and barbecue restaurants,” Webb said. “We also have numerous sandwich shops and nationally known fast-food chains.”

Liberal Sales Tax Receipts Climb 86 Percent in Eight Years

Rozelle Webb attributes a spike in the city’s retail sales tax receipts between 2000 and 2008 to excellent economic conditions.

“I would attribute that rise to the new eth-anol plant we have, the oil and gas industry that has been booming, meat-packing plants, and the increased farm prices we experienced for a year or two,” Webb said.

Retail sales tax receipts climbed 86 percent during the period, despite only a slight sales tax increase during those years.

l iberal resident Max Zimmerman recognized the significance of The Wizard of Oz and decided to make Liberal Dorothy’s hometown. Kansas Governor John Carlin proclaimed

Dorothy Liberal’s official daughter on September 16, 1980.The Land of Oz museum and Dorothy’s House,

a 1907 farm home resembling the one depicted in the movie, were placed on the Oz grounds in 1981, and an annual Ozfest celebration soon began. The 5,000-square-foot Land of Oz building provides an animated journey down the yellow brick road and features the original scale model of Dorothy’s storm-battered residence used in the film’s production. Tours are given by local girls dressed in gingham dresses and ruby slippers.

Held in August, the largest free fair in Kansas offers garden, quilt, fine art, and collect-ibles judging, along with a rodeo, stock car racing, rides, plenty of food, a midway, and concerts. The fair also features the Farmers’ Olympics, Southwest Anglers youth competition, and a gospel songfest.

Larrabee Home / Coronado Museum

A former family residence, the Larrabee Home houses the Coronado Museum and the Seward County Historical Society. The 1917 home features solid oak paneling, flooring, and banisters. Native tamarack, sand hill plums, cottonwood trees, and wild roses grace the landscape.

Visitors will see a horse’s bridle bit from the 1500s, which Coronado’s party left when they passed through or near what is now Liberal. The Smithsonian Institute has authenticated the bit as belonging to Coronado’s gold-seeking explorers. The two-story museum also contains Native American and imported European artifacts spe-cific to the Kansas Territorial era. An 8-foot bronze statue of Coronado points the way to the museum.

Riverside School HouseNamed for its original location on the banks of the Cimarron River, this historic one-room

schoolhouse was built in 1890 and served students until 1927. Plans include using the building for “readin’, ’ritin, and ’rithmetic” instruction re-enactments.

Francis and Irene Baker bequeathed their home to perpetuate their love of creating and collecting art. Their spacious former residence now boasts four galleries exhibiting the work of local artists as well as national traveling exhibits. The center offers introductory classes in art and theater for children and classes in a wide range of media for all ages.

Located on the grounds of a former World War II B-24 pilot training base, Mid-America displays a large collection of military and civilian aircraft. Visitors will see an F4U Corsair like those flown in the World War II-inspired TV series Black Sheep Squadron and an F-14 Tomcat fighter jet like the ones in Top Gun. The museum also hosts summer youth aviation day camps, air shows, and military reunions.

Mighty Samson Bridge

Built in 1939, the 1,269-foot-long Samson Bridge is still key to Liberal’s economic growth. The bridge carries rail traffic over the flood-prone Cimarron River approximately 13 miles northeast of Liberal. It was considered an engineering marvel of its day.

The stucco exterior and ceramic tile roof of this 1910 train depot mark Liberal as a gateway to the Southwest. Fully refurbished to the tune of $3 million, the depot is home to the Liberal Chamber of Commerce and includes a railroad museum. The Chamber hosts a farmers market at the depot each year from midsummer to early fall.

Ladies in Liberal, Kansas, and Olney, England, enjoy a friendly competition of speed and dexterity on the day before Lent, as they race down the streets of each town flipping pancakes. The event memorializes an Olney homemaker who nearly missed Shrove Tuesday services in 1445 because she was making pan-cakes. When she heard the church bells, she raced to the service still holding her greased griddle. Modern racers must still wear a head scarf and apron, and the runner must flip her pancake at the starting signal and again after crossing the finish line, to prove she still has it! Liberal began emulating Olney’s centuries-old observance in 1950 and now makes it a four-day event with a parade, a pageant, and, of course, pancakes.

Cinco de Mayo is celebrated each year on the weekend closest to May 5. The celebration includes a Cinco de Mayo Queen Contest, a parade, mariachi bands, folk dances, a hot pepper eating contest, and a salsa contest. More than 100 area businesses donate to the festivities.

Wizard of Oz celebrities such as Judy Garland’s stand-in (who taught festival-goers how to perform the film’s official “Yellow Brick Road Skip”), actors who portrayed Munchkins, and the great grandson of Oz

creator L. Frank Baum are among those who have shared their stories at this annual Liberal event. Ozfest includes autograph signings, a parade, character look-alike contests, a Toto Trot, and a screening of the classic 1939 film. The fest is held the second weekend in October.

African American CelebrationVisitors enjoy a free “feed” on the third Saturday in June each

year, featuring burgers, hot dogs, fish, ribs, fried chicken, and bris-ket. Entertainment is geared toward children and features musical chairs, a clown, volleyball, a basketball tourney, and a dunking booth. The event begins several days prior to the “feed” and is held in Mahuron Park.

Many immigrants from Asia, Mexico, and other parts of Latin America have relocated to Liberal in the past decade to fulfill their dreams. To celebrate this great diversity, people representing more than 40 nationalities gather annually in Liberal to eat, dance, and discover the uniqueness of each ethnic group.

This evening parade features marching bands and lighted floats and is held on the first Saturday of December. Beginning earlier in the day, visitors to downtown Liberal will enjoy horse-drawn carriage rides, delicious foods, decorations, and entertainment. Prize drawings are held after the parade.

Sponsored by the Liberal Chamber of Commerce, the Duck Festival is a fun day in the park for the entire family. The festival includes a chili cook-off; business, civic, and food booths; a parking lot sale; a whacky duck relay; lots of fun activities for kids and adults; and culminates with the duck race with a total of $10,000 in prize money.
