Mr. Yoshimura speaks at the ceremony J apan International Cooperation Agency (JICA) has completed the construction and installation of a 10MW thermal plant aid project named: "The Project for Rehabilitation of Monrovia Power System". The project installed 2x5MW Heavy Fuel Oil (HFO) medium speed diesel generator, switchgears, spare parts and maintenance tools and constructed a new power house with fuel transfer pump house in Bushrod Power Station. The project, undertaken with a grant of 2.237 Billion Japanese Yen (Approx. 22 Million USD), aims to ensure the continuous and stable supply of electric power to most part of Monrovia, the Capital City of Liberia. On the 13th of September 2016, President Ellen Johnson Sirleaf, along with Foreign Minister Marjon V. Kamara, Public Works Minister W. Gyude Moore, and Lands, Mines and Energy Minister Patrick Sendolo toured the HFO Plant and attended the dedication ceremony of the JICA 10-Mega Watts HFO Plant funded by the Government of Japan held at the Liberia Electricity Corporation (LEC) in Bushrod Island. During the program, President Sirleaf stressed that the initiative was in fulfillment of her government's expressed commitment to the people of Liberia. She reassured her administration's commitment to ensure that projects like energy are implemented for the benefit of the citizenry. President Sirleaf concluded by expressing appreciation to the Government of Japan for the project and noted that: "The partnership between the two countries will forever remain strong and vibrant." Later on Tuesday night, President Sirleaf switched on the lights in the Snow Hill Community to sound of applause from happy and cheerful residents. At the handing over ceremony of the HFO plant to President Sirleaf, Japanese Ambassador to Liberia, H.E Mr. Kaoru Yoshimura stated: "The rehabilitation of the power system as well as many other projects currently being undertaken and yet to come, is a demonstration of Japan's commitment to realizing a "Quality Africa" as reiterated by Japanese Prime Minister Shitzo ABE at the just ended Tokyo International Conference for African Development (TICAD VI), held in Nairobi Kenya in August 2016. To this end, power generation capacity would be a key, so that this project is one of the most immediate materialization of "Quality Africa" as well as realizing a quality Liberia". Amb. Yoshimura acknowledged the good works and efforts put in by LEC in implementing the project and seeing to its successful completion. He also thanked the Japanese private companies who in the face of great challenges kept faith with the implementation of the project. Mr. Koji Makino, Chief Representative of JICA Ghana Office said he was very happy to be part of the ceremony and recounted that: "This project is critical for both JICA and the Liberian Government for the reason that, in 2009, based on the request from the Government of Liberia for improvement in socio-economic functions of Monrovia, JICA in collaboration with the Ministry of Public Works, implemented a master plan study called "The Master Plan Study in Urban Facilities Restoration and Improvement in Monrovia". I am happy to announce that the construction of this master plan is a remarkable output of this master plan". Mr. Makino urged LEC to put this facility into efficient use for the benefit of all and to properly maintain the facility to expand its lifespan as Liberians enjoy Japan's "Quality Infrastructure". Speaking earlier, the Minister of Lands, Mines and Energy Hon. Patrick Sendolo stressed that if the plant is properly maintained it can serve the nation for more than 30 years. He thanked LEC team for bringing the project to successful result and concluded: "The Japanese have been very good partners in this entire project". This grant project forms part of JICA's continuous support to Liberia in its quest for economic growth and national development.
