Investment in NHS transformation projects The Secretary of State for and NHS England has announced £325m of capital investment for local projects that will help the NHS to modernise and transform care for patients. Financial challenges facing general practice The Healthcare Financial Management Association and Future-Focused Finance have published The financial challenges facing general practice. This briefing presents the results of survey of general practitioners and practice managers about the current financial challenges they are facing. The results highlight a number of concerns ranging from uncertainty about a sustainable future to increased workload demands. The briefing makes a number of recommendations to address some of these issues. It features two case studies from general practices in Bradford and York. Briefing

NHS digital capability review NHS Digital has published Fit for 2020: report from the NHS digital capability review. This document re-enforces NHS Digital's vision of providing IT and data to improve health and care for patients and describes and outlines NHS Digital’s plans for the future. To read more click here

Digital literacy Health Education England and the Royal College of Nursing have jointly published Improving Digital Literacy. This document outlines why digital capabilities are so important in the provision of the best care; why the right digital knowledge, skills, behaviours and attitudes are important and relevant to each working in health and care; and what those digital capabilities are. It details the work undertaken to date on the digital literacy programme of work and also highlights the Royal College of Nursing’s focus on developing digital capabilities in the nursing and midwifery workforce. National priorities for acute hospitals 2017 Good practice guide: Focus on improving patient flow July 2017 This guide outlines good practice in 10 areas that will improve patient flow. The good practice is not new. It was recommended in Bruce Keogh’s Safer, Faster, Better: Transforming urgent and emergency care services in England. 1 It features guidance from the Royal Colleges, the National Institute for Health and Care Excellence (NICE), specialist societies and from publications by the Nuffield Trust and King’s Fund. We know it works. Where implemented effectively by well-led teams using effective improvement techniques, hospitals have seen real benefits to patient outcomes and staff satisfaction. Hospital crowding reduces. Emergency departments (EDs) decongest. Mortality falls. Harm is reduced. Staff feel less pressured. Implementing the good practice in all 10 areas will have a positive, cumulative effect on improving patient flow. Implementing it piecemeal will be much less effective. Guidance

Department of Health annual report and accounts 2016 to 2017 The Department of Health has published Department of Health annual report and accounts 2016 to 2017. This report gives an overview of the department’s resources and how it has used them to fulfil its statutory functions during the financial year 2016 to 2017. The document describes DH’s performance against objectives and includes the Secretary of State’s annual report on the performance of the health service in England. Assessment of performance The Department of Health has published Annual assessment of the NHS Commissioning Board (known as NHS England) 2016-17. This report by the Secretary of State for Health covers the extent to which NHS England met its mandate and business plan objectives, and fulfilled its duties to: improve the quality of services; reduce inequalities and secure public involvement. Report

CCG ratings 2016-2017 NHS England has published CCG Annual Assessment 2016/17. This document lists the overall rating for each of the 209 CCGs as part of their annual assessment under the CCG Improvement and Assessment Framework (CCG IAF). Decommissioning health care The National Institute for Health Research has published Decommissioning health care: identifying best practice through primary and secondary research: a prospective mixed-methods study (link to the report is at the very bottom of the press release). This study identifies high rates of decommissioning in the NHS including relocation, removal and replacement of services, medicines and organisations. It also notes huge challenges in establishing the legitimacy required to make and implement these highly controversial decisions. For this reason the authors argue that decommissioning should be considered as the last step in a process in which the case for change and the absence of alternatives has been shared and argued widely. They study highlights a number of ways decommissioning could be successfully achieved. To read more click here Health geography Academics at Liverpool University have released a new data resource which describes local access to health assets and hazards across the country – this includes retail outlets (fast food outlets, pubs, off-licenses, tobacconists, gambling outlets); health services (GPs, hospitals, pharmacies, dentists, leisure services); and the quality of the physical environment (green space, air pollution). This document aims to help local public health teams identify when and how to contribute to environmental impact assessments. It identifies three areas where Directors of Public Health and public health teams can take action. The areas are: practical actions; build up knowledge and shape future practice. To read more click here Marmot indicators 2017 The Institute of Health Equity has published Marmot Indicators Release 2017. This briefing provides an update on progress since the 2008 Marmot Review into the most effective evidence-based strategies for reducing health inequalities in England. This update finds that improvements on life expectancy at birth and remaining life expectancy at 65 have slowed since 2010. The analysis also finds that inequalities within and between local authorities have persisted. Briefing Additional links: BBC News report AgeUK Spotting the signs of sepsis The Health Innovation Network (HIN), in partnership with NHS England and the ASK SNIFF Safety Netting Collaborative, have produced the “Spotting the Signs of Sepsis” film. The clinical content is based on the Public Health England parental awareness campaign materials that were developed in collaboration with the UK Sepsis Trust and launched in December 2016. It sets out plans that support the delivery of priorities for improving quality, but not changing the statutory responsibilities or undermine the independence of each organisation. Costs of inpatient falls in hospitals NHS Improvement has published The incidence and costs of inpatient falls in hospitals. This review provides an overview of the scale of inpatient falls and the benefits to the NHS if the rate of falls was reduced in hospitals. It examines the incidence of inpatient falls in hospital; the estimated costs hospitals incur as a result of inpatient falls; the potential cost savings from reducing falls by implementing well-evidenced multidisciplinary interventions; and potential savings to hospitals from taking these actions. Review Dementia care in hospitals The Royal College of Psychiatrists has published National Audit of Dementia Care in General Hospitals 2016-2017: third round of audit report. This report presents the results of the third round of the National Audit of Dementia (NAD) with collected data between April and November 2016. The audit measures the performance of general hospitals against criteria relating to care delivery which are known to impact upon people with dementia while in hospital. Report Additional link: HQIP press release Breast cancer in older women The first National Audit of Breast Cancer in Older Patients has been published. The National Audit of Breast Cancer in Older Patients: annual report 2017 was commissioned by the Healthcare Quality Improvement Partnership as part of the National Clinical Audit Patient Outcomes Programme. This report describes the various aspects of the care provided by NHS breast cancer units in England and in Wales, and contains information on: patterns of surgical treatment in England and Wales among women diagnosed with breast cancer; the organisation of breast cancer services in England and Wales, with a particular focus on policies for the management of older patients; and how patient characteristics influence which treatments were considered as options for older patients. It makes recommendations for breast cancer units, commissioners and royal colleges. Report National cancer patient experience survey Quality Health has published the latest National Cancer Patient Experience Survey 2016. The survey asked people with cancer across England for their views on their care, with 72,788 responding. Patients reported improvements over the past year on being seen as soon as they thought necessary for hospital cancer appointments, cancer tests, and cancer treatment. The survey also shows people reported more positively on areas including: involvement in decisions about care and treatment, feeling they were given enough information and being treated with dignity and respect Survey Musculoskeletal conditions and multimorbidities Arthritis Research UK has published Musculoskeletal conditions and multimorbidity. The purpose of this report is to explore why and how musculoskeletal health should be considered as part of multimorbidity. It examines why the presence of musculoskeletal disease such as osteoarthritis or back pain can have an overall impact on the health, wellbeing and independence of a person living with multimorbidity. The report highlights the extent of the challenge ahead. By 2018, it's expected that there will be 2.9 million people in the UK living with multimorbidity, a substantial increase from 1.9 million in 2008. Report Musculoskeletal indicator set launched Arthritis Research UK has created in partnership with the musculoskeletal community a standard set of indicators for musculoskeletal health services relevant to people with arthritis and commissioners. The recommended MSK Indicator Set reflects the agreed objectives for musculoskeletal health systems and is a mixture of generic and condition-specific indicators that includes both process and outcome measures. These indicators are intended to be used for local analysis which will highlight the reasons for variation. To read more click here Liver disease financial costs The Foundation for Liver Research has published The financial case for action on liver disease. This report makes the financial case for concerted preventative action through public health measures to tackle the three main causes of liver disease: alcohol misuse, obesity and viral hepatitis. It summarises the escalating financial costs to the health and care system as well as the wider societal costs related to the three lifestyle-related factors. Report

Smoke-free generation plans The Department of Health has published Towards a smoke-free generation: a tobacco control plan for England. The objectives of the tobacco control plan are to: reduce the number of 15 year olds who regularly smoke from 8% to 3% or less; reduce smoking among adults in England from 15.5% to 12% or less; reduce the inequality gap in smoking prevalence, between those in routine and manual occupations and the general population and reduce the prevalence of smoking in pregnancy from 10.5% to 6% or less. The aim is to achieve these objectives by the end of 2022. To read more click here Unmet needs in social care among older people Ipsos MORI and partners including AgeUK, NatCen Social Research and Independent Age has published Unmet Need For Care. This report highlights the experiences of unmet need for care among older people living in their own homes. The research for this report used secondary analysis of survey data from the English Longitudinal Study of Ageing (ELSA) and Health Survey for England (HSE) using data from 2011 - 13. This report is set against a background of an increasingly ageing population and cuts to budgets placing pressure on services. At the same time, the Care Act 2014 has introduced a national eligibility framework and an emphasis on prevention and on well-being. Report ‘Eating for two’ pregnancy myth The Royal College of Obstetricians and Gynaecologists (RCOG) has highlighted the publication of a survey, to understand women’s perceptions of how much they should eat during pregnancy. The survey, commissioned by the National Charity Partnership,, found 69 per cent of women are unaware of how many extra calories they need to consume during pregnancy. The RCOG is working with the National Charity Partnership to bust the ’eating for two’ myth and make it easier for people to understand how to make healthy choices during pregnancy to avoid unhealthy weight gain. Minor eye conditions services New research published in BMJ Open has found that introducing an intermediate-tier service for eye care services could reduce the volume of patients referred to hospitals by GPs and provide replacement services at lower costs. Retrospective economic analysis of the transfer of services from hospitals to the community: an application to an enhanced eye care service investigated the changes in volume of hospital ophthalmology patients and the related costs, before and after minor eye conditions services were introduced in two London boroughs. SIGN 149 Risk estimation and the prevention of cardiovascular disease - deals with the management of cardiovascular risk, both primary and secondary prevention

SIGN 150 Cardiac rehabilitation - provides evidence-based recommendations and best practice guidance on the management of patients referred for cardiac rehabilitation.

National diabetes audit NHS Digital has published the following reports from the National Diabetes Audit

National Diabetes Insulin Pump Audit, 2015-2016 - collects information on the number and characteristics of people with diabetes using an insulin pump, the reason for going on an insulin pump and the outcomes achieved since starting the pump

National Diabetes Audit, 2015-2016 Report 2: complications and mortality - covers complications of diabetes. An accompanying Report 2b investigates the associations between disease outcomes and preceding care. HQIP press release

National paediatric diabetes audit The Royal College of Paediatrics and Child Health has published National Paediatric Diabetes Audit Report 2012-15: Part 2. This report contains data submitted by healthcare professionals working in paediatric diabetes units combined with Hospital Episode Statistics (HES) and data from the Patient Episode Database for Wales (PEDW) to provide a robust picture of diabetes-related admissions for children and young people in England and Wales. Arts in health and wellbeing The All-Party Parliamentary Group on Arts, Health and Wellbeing has published Creative health: the arts for health and well-being. This report presents the findings of research, evidence-gathering and discussions with a view to making recommendations to improve policy and practice around the benefits that the arts can bring to health and wellbeing. This report argues that the hard truths learned through the Francis Inquiry are in danger of being forgotten in light of unprecedented service pressures. The foundation calls on organisations to prioritise staff experience and strengthen efforts to protect staff from stress and burnout. Report Leading a healthy workforce NHS Employers has published Leading a healthy workforce: engaging board and clinical leaders to take positive action on staff wellbeing. This case study is designed to enable board and clinical leaders to challenge their current thinking and actions on how they are supporting the wellbeing of staff within their organisation. It helps them to consider what good looks like, the difference between wellbeing in policy and wellbeing in practice and what they can do to positively influence this going forward. Case study Service specification for wheelchair and posture services NHS England has published Model service specification for wheelchair and posture services. This model service specification has been developed with stakeholders and sets out the ambitions for excellent wheelchair services and provides CCGs with a framework to use with their service users, providers and suppliers to commission services that meet the needs of wheelchair users and their families. To read more click here Ambulance service standards NHS England has announced new ambulance standards will be implemented across the country following successful clinical ambulance trials from the Ambulance Response Programme (ARP). The changes focus on making sure the best, high quality, most appropriate response is provided for each patient first time. The standards are intended to be implemented by the beginning of winter 2017. The guidance outlines how the data set should be utilised and interpreted by users, system suppliers and other stakeholders. It also supports local areas to get the best out of the commissioning for quality and Innovation (CQUIN) through useful examples and tools. Guidance Winter pressure in A&E The Department of Health has published The Government response to the House of Commons Health Select Committee Report on Winter Pressure in Accident and Emergency Departments. The report responds to each of the twenty seven conclusions and recommendations in the Health Select Committee’s report. It highlights how the NHS prepares for winter, as part of its year-round operational resilience planning, to ensure the health and social care system in England is fully prepared for the increased pressures at that time of year. This strategy sets out how the government and its partners, at local, national and international levels, will take new action to tackle drug misuse and the harms it causes. Outcomes-based model for drug purchasing The Social Market Foundation has published Outcomes-based reimbursement of medicines. This report describes the benefits of introducing an outcomes-based model for drug purchasing as a mechanism to address the affordability challenge, to reduce risks within the NHS and to improve outcomes for patients. This would apply the principle of the NHS only paying for what works. The report describes how such a scheme could be introduced and the design challenges to be overcome. MENTAL HEALTH NEWS Specialist mental health care in England The Care Quality Commission (CQC) has published The state of care in mental health services 2014 to 2017. The report describes how CQC inspectors found that the majority of services are caring and compassionate towards their patients. However, the report also identifies several areas of concern: difficulties around accessing services, physical environments not designed to keep people safe, care that is over-restrictive and institutional in nature, and poor recording and sharing of information that undermines the efforts of staff to work together to make sure that people get the right care at the right time. Report Additional links: CQC press release | NHS Confederation Quality improvement in mental health The King’s Fund has published Quality improvement in mental health. This report explores the potential opportunities arising from the application of quality improvement approaches in the mental health sector and identifies relevant learning from organisations that have already adopted these approaches. The authors were specifically interested in understanding how and why some mental health organisations have embraced quality improvement strategies and what has enabled them to do so. It explores what changes are needed from senior leaders to cultivate a quality improvement ethos within their organisation. Report The right to decide: towards a greater understanding of mental capacity and deprivation of liberty This report from the Local Government and Social Ombudsman finds that vulnerable people are being forced into situations against their will because care providers are not going through the proper processes. It highlights concerns about the way some of the most vulnerable people in society are being treated when decisions are being made on behalf of people who lack mental capacity. This report offers advice and guidance to those working in social care. Report NIHR Highlight on Obsessive Compulsive Disorder (OCD) This new Highlight of NIHR research into the management and treatment of Obsessive Compulsive Disorder (OCD) features research into psychological and pharmacological treatment options and new research on using self-help materials, combined with modest levels of support from mental health practitioners. Perinatal mental health The Royal College of Midwives has published every mother must get the help they need (pdf). This report was inspired by the Change.org petition of Lucie Holland, whose sister died in tragic circumstances as a result of mental illness. Lucie set up the petition in 2015 calling for better awareness and care for those affected by perinatal mental illness. This petition received thousands of signatures and many people left comments about their own experiences. The RCM and partners have analysed and collated all the comments to form this report, which aims to highlight the need for better awareness and care for those affected by maternal mental health problems. DDoonnoorrPPaatthh This app will assist specialist nurses working in organ donation by helping them to enter information on organ donation accurately and efficiently. Several hundred acute hospitals in the UK are now using the DonorPath app and it is only available to nurses in the NHS Blood and Transplant team at each acute trust. The aim is to reduce the administrative workload for specialist nurses, allowing

them to spend more time with patients and the clinical donor management team. The app is available for Apple tablets. To read more click here

Number of children getting enough physical activity drops by 40% Change4Life together with Disney and Sport England launches '10 minute shake up' campaign to help get children more active. The number of children meeting the recommended amount of physical activity for healthy development and to maintain a healthy weight, 60 minutes a day, drops by 40% as they move through primary school.
