LICENSING SUB-COMMIITTEE – SUMMARY OF DECISIONS

Licensing Sub-Committee – Thursday 25 June 2015 10.00am Simpsons In The Strand, 100-102 Strand, WC2 (St James’s Ward / not in stress area) – An application to extend the licensed hours (from a terminal hour of 1am to 3am) on Wednesday to Saturday for live music, late night refreshment, sale of alcohol and opening hours and increase the terminal hours for regulated activity on Sundays before bank holidays (from a terminal hour of 11:30pm to 1am). The proposed hours were in keeping with the operation at The Savoy which is the premises’ landlord and is connected to Simpsons. Simpsons is not located in one of the Council’s designated stress areas and there was therefore no policy presumption against the application. The Police and Environmental Health had maintained their representations as the proposed hours were beyond core hours. However, the Applicant had agreed the Responsible Authorities’ proposed conditions. These included a Police condition that there would be a minimum of two SIA door supervisors on duty between 1am and 3.30am Wednesday to Saturday and an Environmental Health condition that there would be no admittance or re-admittance to the premises after 1am. The Sub-Committee granted the application. Members had heard that there was no record of public nuisance at the premises and that there was no intention for Simpsons to change the way it operated. The Sub-Committee granted the application. Aura, 48-49 St James’s Street, SW1 (St James’s Ward / not in stress area) - The premises operate as a nightclub on the lower ground floor. The Applicant, who is the landlord of the property, submitted a new application to apply for a secondary licence at the premises. It was confirmed that the licensable activities and hours applied for mirrored those of the existing licence for the premises. The Sub-Committee granted the secondary licence application with the same hours for licensable activities and almost exactly the same conditions (bar some minor updates) attached as the existing primary licence.

The Premises have a Premises Licence for LNR and the sale by retail of alcohol Mon-Sat to 0030 and Sunday to Midnight. The premises operate as a restaurant with restaurant conditions and a number of updated Model Conditions. Please note that there is a problem with this form at section 13. To be clear, there is no change proposed to the current regulated hours or opening hours. Following a refurbishment and updating, this is a variation to approve the new Licensing plans for the restaurant. A copy of the Ground Floor & Basement plans are attached together with a works schedule which sets out the

general changes made. Condition 23 of the current Premises Licence states that there shall be no off sales. This application also seeks to remove that condition. This is a restaurant where customers are seated and served by waiter and waitress. The Barrafina chain specializes in fine wines, and wishes to offer its patrons the opportunity to purchase wines in sealed containers for takeaway, although this is relatively infrequent. The applicants would of course be happy to agree to the standard Model Condition for restaurant Off Sales.

It is for the Ride London 2015 cycling event. It is a charity event when we hope to provide some food and refreshments for their organisers, runners and their supporters. The race starts in the morning so we would like to open slightly earlier at 9 am in case our charity bookings would like to provide refreshments prior or during the race. I expect the set up to be very similar to last year as well as both marathon and London10K days: all of which we successfully run without incident. I expect the event to conclude and guests to have departed by late afternoon.
