According to the item (2) from the article forty-two for the constitution, the revolutionary Governing Council has decided the following on their meeting, which was held on 10/1/19981 1. To establish a committee who would be responsible for building

the settlements and houses in the middle and southern area of Iraq (except Baghdad, Diyala, and Salahaddin).

2. To establish a sub committee that is headed by the governor in the Governate where the settlements are going to be built and they will be directly responsible on building the settlements and houses.

3. For the initial stage a minimum of 20,000 houses shall be built. 4. The settlements would be built on the following Governate as a

starting point Kadiseya Governate, Almuthana Governate, Thiqar Governate and Alanbar Governate.

5. The established sub committee that is headed by the governor shall establish the vacancies and the employments. The number of the employee within these departments shall be considered carefully and would be expanded within the next five years.

6. The established sub committee that is headed by the governor has the authority to establish the location of the settlements within villages, towns and Governate.

7. The article number 157 from the constitution for year 1973 is applied for these settlements in order to expedite the building of these settlements.

8. The established sub committee that is headed by the governor has the authority for providing bid, apply penalties and control the operation of the settlements.

9. The established sub committee that is headed by the governor and with co-ordination of the Northern Administration Committee would select the people to be transferred to these settlements

10. The established houses would be charged to its new owner, only its real cost, the land would be free and the cost of the house shall be paid within 25 years, tax free.

11. The transfer of the employee and their families to their new location would be on the government expenses

12. Very explicit regulation and procedure shall be established for the staff and labor that are going to be settled in these settlements.

13. The transfer of shall be including the labor and employee from Kerkuk Governate and especially the Turkmen citizen as the first priority then the Kurds as a second priority.

14. The established sub committee that is headed by the governor shall be linked to the Northern Issue Committee only for changing information and co-ordination purposes.
