This product guide has been designed to provide speci-fiers of security detention lighting with the most objective information available for the selection of housing styles, materials, and light levels. by reviewing the introduction and supporting material for each specific security detention application in this guide, you'll benefit from kenall’s more than 20 years of security detention lighting experience.

Over the years, security detention lighting has developed through lighting manufacturers’ responses to specifica-tions from both the federal government and state correc-tional departments. although these unrelated government authorities each developed their own set of specifications, a number of categories and criteria have become acknowl-edged throughout the industry as “best practices” for lighting security detention facilities.

There are currently “best practices” for three areas of security detention lighting: housing style, material selec-tion, and lighting levels. Only lighting levels have been defined in terms of performance while the other areas are defined by features.

The first of these best practice categories is Housing Style. Two basic housing styles are typically used. One is a seam-welded housing with a hinged lens frame; the other is a seam-welded housing with an integral lens hinged to a baseplate. You'll find detailed information on the features and benefits of both styles on pages 6-7.

The second category, Materials and Gauges, pertains to both housings and lenses. a chart showing the materials and gauges recommended for different security levels can be found on page 4.

The final category is Lighting Levels. Recommended levels of illumination for most security detention facility areas are published in the Illuminating Engineering Society (IES) Handbook. The best practice for cell lighting levels in particular, however, has been developed by the american Correctional association. These aCa cell lighting levels are also on page 4 of this product guide.

kenall’s new grid/flange convertible RmC series is the ideal solution when specifying fixtures for areas where the final ceiling type may be in question. This fixture series is easily con-verted between flange and grid by simply adding or removing a few brackets, thereby saving time and money should the ceiling design change after fixtures are ordered. The convertible fixture is available in flange/grid 1'x4', 2'x2', and 2'x4'.

PRc HIgH PeRfoRMance seRIes (Pgs. 14-15)

The new T5HO high performance pRC series combines high lumen output with exceptional efficiency. This 6-lamp, 30,000 lumen fixture is an ideal replacement for 250-watt HID fixtures because it eliminates the long warm up time required by HID luminaires, thereby saving energy by allowing the lighting to be energized only when needed, as well as providing instant-on lighting after power interruptions. The pRC series is also available with a multi-circuit configuration to easily adjust light levels, and a self-contained emergency lighting system.

The pRC series is ideal for cafeterias, dayrooms, gymnasiums and any other applications traditionally illuminated by HID systems.

because of the highly demanding nature of the application, the cell is the focus of the security detention lighting industry. Cell lighting must be able to withstand extreme physical abuse, clever entry and conceal-ment attempts, and repeated tampering.

levels of secuRITY

because inmates are unsupervised for the majority of their in-cell time, cells represent the toughest possible environ-ment for lighting fixtures. That’s why kenall’s maximum security fixtures incorporate best practices such as fully recessed fasteners and irretrievable blade traps designed to effectively resist unauthorized fixture entry and tampering. In addition, 16,14, or 12-gauge housing construction and a wide selection of impact resistant lensing materials and thickness-es mean they’ll withstand exceptionally high levels of abuse at any security level.


Our optional removable gear tray makes kenall cell light-ing fixtures a snap to install and maintain. Using a special, tamper-proof screwdriver, maintenance personnel can easily remove the power tray using the quick-connect plug, and replace the tray with a spare assembly, reducing the amount of time spent in the cell. Necessary repairs can be com-pleted back in the maintenance shop rather than in the cell. with kenall’s effective and efficient housing, removable gear tray and modular design, installation and maintenance time is minimized.

RecoMMenDeD lIgHT levels

kenall’s efficient optical systems provide high levels of uniform lighting that meet or exceed aCa’s required 20 footcandles at the desk and grooming area with a single ceiling-mounted fixture. If preferred, kenall also offers wall and corner mounted fixtures for both overall and localized cell illumination. kenall's optional heavy gauge mechanical and solid state electronic switching devices allow detain-ees to adjust light output to comfortable levels within aCa guidelines.

HousIng sTYles

Two different housing styles are available for cell lighting applications: clamshell and doorframe. In the clamshell version, the housing is attached to a baseplate by an internal hinge that is protected from tampering by an integral blade trap. It is important to note that the clamshell is not designed for use with surface conduit or surface caulking. The doorframe version features a hinged door providing access to the fixture’s interior and is protected against tampering by pickproof caulking material (by others).

Kenall cell fixtures meet or exceed the ACA requirement of 20 footcandles of

illumination for desk and grooming areas.

Since corridors are typically supervised, they do not require the use of maximum security fixtures. Designed to accommodate a variety of applications, kenall’s exclusive new convertible recessed fixture can be specified with a 16-gauge steel hous-ing and .187" to .250" lensing.


all our recommended corridor fixtures easily produce the 10-20 footcandles recommended by the IES for detention facility corridor applications.

aesTHeTIcs

Due to the reduced security requirements, many minimum security facilities need not appear as "institutional" as other correctional facilities. kenall’s high abuse fixtures may be used to give common areas a more residential feel in those applications.

Combined catwalks and open dayroom areas call for variations in lighting fixtures. Ceiling mounted luminaires of the High abuse category, such as kenall’s millenium Stretch™, often provide sufficient durability for dayroom use while also avoiding the warm-up time problem of HID systems. Security level fixtures are appropriate for use on catwalks and similar locations where fixtures may be accessible to detainees.


a wide selection of kenall fixtures meet or exceed the 30-50 footcandles recommended by the IES for dayroom applications, while lighting catwalks to the 10-20 IES-recommended footcan-dle level is easily achieved with any of kenall’s security fixtures. Our security fixtures are also 10% to 15% more efficient than the industry standard – an important consideration in the design of any public facility.

being supervised areas, dayrooms can utilize less severe looking, ceiling-mounted high abuse fixtures. because lighting fixtures for catwalks that overlook dayrooms are more acces-sible, security category fixtures are recommended.

kenall meets challenging washroom lighting requirements with fixtures that are safe, secure, and impervious to the rust and corrosion typically caused by washroom moisture.


Due to the regular exposure of washroom lighting to moisture, maintenance can be an ongoing and expensive issue if fixtures aren’t properly designed for use in wet environments. Speci-fied as “wet Location Listed,” kenall’s stainless steel security fixtures are resistant to the rust and corrosion that results in excessive maintenance and replacement.

Since light fixtures may be accessible to detainees in unsuper-vised washrooms, security level fixtures are recommended. kenall offers medium and maximum security ceiling and corner mounted security-classification fixtures, both of which deliver unsurpassed quality and durability for washroom applications.


The IES recommends 10 footcandles for shower areas and 20 footcandles at the mirrors – levels easily achieved with kenall’s washroom-recommended fixtures. Corner mount fixtures are typically used over mirrors at sink locations while ceiling-mounted fixtures are typically applied in shower areas.

HousIng sTYles

most security detention washroom fixtures use the doorframe housing style. The doorframe version provides access to the fixture’s interior by means of a hinged door and is protected against tampering by pickproof caulking material (by others). The doorframe style is also available with a wet Location listing.
