People’s Desire

As fully providing agricultural inputsplays an important role, the government hasbuilt more fertilizer plants. Of them, No. 4Fertilizer Plant (Myaungdaga) was inauguratedin Myaungdaga Village, Hmawby Township,Yangon Region, on 5 December.

Construction of the plant started on 23April 2007 and it commenced production ofurea fertilizer in November 2010. The plantlocated on 206.58 acres of land can produce 325tons of ammonia and 500 tons of urea fertilizera day.

The nation’s fertilizer demands will befulfilled to some extent only when those fertilizerplants including No. 4 Fertilizer Plant(Myaungdaga) can operate at full capacity.

For the plants to be able to operate at fullcapacity, there are two factors on the prioritylist—employment of skilled workers and smoothrunning of machinery.

It is necessary to conduct training coursesboth practically and theoretically in order toturn out skilled workers on a constant basisthrough various ways and means. Repairingand maintenance of the machinery is to becarried out in line with the prescribedprocedures for smooth running of works.

In striving for emergence of a modern anddeveloped nation, if strenuous efforts are to bemade in various sectors, the whole agriculturalproductive force will achieve remarkabledevelopment in leaps and bounds bothquantitatively and qualitatively.

Biting dog diverts Phoenix-bound US Airways flight

LONDON, 7 Dec—A British soldier might have been killed byfriendly fire from a US aircraft while on patrol in southern Afghanistan,Britain’s Ministry of Defence said on Monday.

The unnamed soldier from the 3rd Battalion, the Parachute Regiment,was killed on Sunday while taking part in an operation to find anddisrupt insurgents in the Nad-e Ali District of Helmand Province.

“Initial reports suggest that the death was caused as a result ofa friendly fire incident,” the ministry said in a statement. “The incidentwill be the subject of a full investigation however first reports indicatethat an attack on an insurgent position by a US aircraft, requested byand agreed with British forces on the ground, may have been thecause.”

The statement said the investigation was under way. The soldierwas the 346th member of the British Armed Forces to have been killedin Afghanistan since the 2001 invasion to topple the Taleban.

WENCHANG, 7 Dec—China isbuilding a science theme park in themiddle of its newest spaceport topromote space science among thecountry’s younger generation.

The theme park, covering an area of1,800 mu (120 hectares) in WenchangCity, southern Hainan Province, islocated at the Wenchang SatelliteLaunch Centre. The project is estimatedto cost 3 billion yuan (455 million USdollars) and is expected to be finishedin 2013, the theme park’s designerssaid.

Wenchang Satellite Launch Centre,whose construction began in 2007, isplanned as the launch pad for China’slunar probe rocket in 2013.

At the same time, the theme parkwill have four exhibition sections,featuring the earth, moon, Mars and thesun. Visitors can even enter parts of thelaunch station and watch the actualrocket launch, theme park constructionofficials said.

Winter birth may affect one’s personalityLOS ANGELES, 7 Dec—Mice born in winter may

be more likely to show dramatic disruptions intheir biological clocks later in life compared withthose born in summer, a new study available hereon Sunday suggests.

The finding is the first of its kind in mammals,and could explain why people born in the winterare at higher risk for mental health disordersincluding bipolar depression, schizophrenia andseasonal affective disorder, according to the studyconducted by researchers at Vanderbilt Universityin Tennessee.

The researchers began their experiment byraising baby mice from birth to weaning (aboutthree weeks) in either “summer” light cycles of 16hours of light and eight hours of dark or “winter”cycles of eight hours of light and 16 hours of dark.A third group experienced 12 hours of light and 12hours of dark a day.

After they were weaned, the baby mice gotshuffled into new light cycles. Half the winter micestayed in a winter cycle, while half switched to asummer schedule. The summer mice were similarlysplit. The mice raised in equal periods of light and

dark were split into three groups, one of whichstayed on the 12-hour schedule, one of which joinedthe winter group, and one of which joined thesummer subset.

After 28 days, all of the mice went into anenvironment of continuous darkness, eliminatingthe light cues that influence the biological clock.That way, researchers could determine the intrinsicbiological cycle of each mouse.

The summer-born mice behaved the samewhether they stayed on the summer cycle orswitched to winter: They ran at the time they onceknew as dusk, continued for 10 hours, and thenrested for 14 hours.

But the winter-born mice didn’t react as well tothe switch in seasons. Those that stayed in winterkept their 10-hours-on, 14-hours-off schedule. Incontrast, those that switched to summer stayedactive for an extra hour and a half. The findingsshowed that light signals could shape thedevelopment of the biological clock, studyresearcher Douglas McMahon, a biologist at theuniversity, said in a statement published byLivescience.com on Sunday.— Xinhua

Rare albino kookaburras discovered inAustralia

CANBERRA, 7 Dec—Australia’swildlife carers said on Monday theyhave uncovered a never-before-seen pairof blue-winged albino kookaburras,believed to have been swept from theirnests in a wild storm.

According to Harry Kunz from theEagles Nest Wildlife Sanctuary, the six-week-old birds, renowned for theirlaughing cry, were found waterloggedat the base of a tree by a cattle farmernear Ravenshoe, in far northernQueensland.

Kunz said the pink-eyed, pink-beaked and starkly white creatures,believed to be sisters, are the firstspecimens of their kind ever found inAustralia. The pair were handed into awildlife park at Ravenshoe, southwestof Cairns of Queensland.

The stark white birds rarely livelong in the wild, because they have nocamouflage, and as their white colour

sticks out, every reptile, owl or predatorwill get them. Eagles New WildlifeHospital carer Leslie Brown said thepair require special care.

“Because they can’t see properly,because of the lack of pigment, theyhave problems finding food,” she saidon Monday. “Because they are so youngthey still haven’t been taught by theirparents how to hunt. They’re being fedmice and chicken and other delicatemorsels.” Brown said it is a once in alifetime’ discovery.

“We’ve been in contact with acouple of other zoos that have keptwhite kookaburras in the past,” she said.At the moment, we can only find thatthere’s three other white laughingkookaburras held in captivity inAustralia.

BEIJING, 7 Dec—The Xuelong ship,on its 27th expedition, has sailed into theAntarctic circle. The vessel and its creware facing obstacles including icebergsand freezing temperatures.

In the frigid Antarctic waters wherethe Xuelong is heading, icebergs can reachdozens of metres in height, and hundredsof metres in width.

But the most dangerous aspect oficebergs, is that most of it can’t bee seenon the surface. Scientists aboard theXuelong will use radars to avoidunderwater dangers.

VW to 50,000 workers worldwideFRANKFURT, 7 Dec—Volkswagen,

the biggest European carmaker, saidMonday in a newspaper that it wouldhire around 50,000 workers worldwidein the medium-term, including 5,000-6,000 in Germany by 2015.

“We have around 400,000 workersaround the world today. With pursuedgrowth in many markets, we couldreach a staff of 450,000 in the mediumterm,” VW personnel director HorstNeumann told the German financialdaily Handelsblatt.

FALLUJA, 7 Dec—A member of the Qatari royalfamily was killed in a car accident during a hunting tripin Iraq’s western Anbar Province on Sunday, aProvincial official said.

The victim was identified as Khalifa bin Abdullabin Hassan bin Ali al-Thani, said Sadoun al-Shalan, amember of the Anbar Provincial council.

Thani’s car rolled over in the desert south of theVillage of Nukhaib, about 200 kilometres (125 miles)southwest of Anbar’s Capital, Ramadi.

“He was driving a GMC, hunting for prey when hehit some sort of a bump and the car started to roll over,”Shalan said.

Thani was taken to hospital in Ramadi but hadinternal bleeding and was dead on arrival, Shalan said.

His relationship to Qatari Emir Sheikh Hamadbin Khalifa al-Thani was not immediately known.

ISLAMABAD, 7 Dec—A Pakistani anti-terrorism courthas ordered the arrest of two senior police officers onallegations they failed to provide adequate security forformer Prime Minister Benazir Bhutto before her 2007assassination, a prosecutor said on Sunday.

“The court has issued warrants and these are non-bailable. They can be arrested anytime,” specialprosecutor Chaudhry Zulfiqar Ali told Reuters.

The State is like a large boat. It must have

a government like the captain, the administrative

machinery like the boatmen, party organizations

like the navigator, people like the passengers,

economic forces like the rudder and the sails and

economic infrastructures like the hull. Only with

these characteristics plus concerted efforts, can

the boat reach its destination smoothly. According

to a political term, working harmoniously with the

characteristics of a nation means being politically

united.

However, like putting a small boat in a

larger one, committing an act in opposition to the

state machinery of a nation by going contrary to

the existing laws and rules of that nation can spark

political instability. If so, it means acting outside

the framework of the constitution.

In the international community,political parties engage in political affairs withinthe constitutional framework. Thoseindividuals working for a certain ambitioncannot be called politicians but activists. Agroup of those individuals is usually called theinterest group. It is not a political party. Sucha group does not act for political power andminds its own business.

Getting involved in political activitiesfor power outside the framework of constitutioncauses confusions and chaos. Moreover, therecan be barriers and disturbances such asopposition to and confrontation with theactivities of State organizations.

This is why political forces that really

want to serve the national interest form political

parties and run for elections within the framework

of constitution in order that they can realize their

ambitions in a stable and correct way. Accepting

the people’s choice, they serve their country as

they do not lose morale and are best-prepared for

next elections. Democratic countries with such a

firm system can enjoy political stability and do

their best for national development.

For some developing countries, theyare unable to work for national developmenton the grounds of acts done outside theframework of constitution even beforesolidifying the democratic foundations. In someneighbouring nations, there broke out unrestand violence by those wearing colour shirts,commotion and bloodshed. There were alsosome countries that experienced political andeconomic losses due to the general strike astheir political issues were not addressed withinthe parliament.

In Myanmar, 98.12 percent of all eligiblevoters cast their ballots, and there has been aconstitution approved by 92.48 percent of allthe voters. There have been people’srepresentatives elected through the electionsheld systematically in accord with theconstitution. The Hluttaws at various levelsformed with those representatives and agovernment will emerge soon, and Myanmarwill reach the new democratic era.

In such a transitional period, there is no

doubt peace and stability is of utmost importance.

There is an English saying that goes by ‘Don’t

rock the boat’. But like in a Myanmar saying ‘The

mad monk and the tossed boat’, if there is any ill

intention to rock the boat, there may be some

repercussions in the country.

In reality, today’s situation of Myanmar

is very sensitive and delicate. If there is anyattempt to rock the boat by seeking owninterest and ideology without considering theobjective conditions of the nation and thelong-term interests of own group and nation,the whole boat will break into pieces and sinkcompletely. So, it is necessary to be aware ofsuch danger.

If one really wants to engage in politicsin order to serve the State interest, one shouldact simply, legally and honestly within theframework of constitution accepted in accordwith the democratic practices. With itsinternational norms and standards, the 2008constitution has entrusted all the politicalforces with the right to form political partiesand engage in politics. Moreover, it has givena model of Union where national races havethe right to prescribe their own suitableprovisions, equal rights and the right tomaintain their own language, literature andculture. So, there is no way one can actoutside the constitutional framework.Otherwise, there will only be disadvantagesrather than advantages.

Scientists find protein thatmay help control prostate

cancerLOS ANGELES , 7 Dec — A protein that regulates

prostate stem cell self-renewal and also plays a role inthe transformation of healthy cells into prostate cancercells has been identified by US scientists.

The findings, which involve the Bmi-1 protein,could prove important in efforts to find ways tocontrol cancer growth and progression, according tothe research team, from the University of California,Los Angeles. Previous research had found that Bmi-1 is associated with higher-grade cancers and ispredictive of poor patient outcomes. But until now,its role in prostate stem cell maintenance and prostatecancer have not been clear. The UCLA study wasconducted using cells and laboratory animals.

“We conclude that Bmi-1 is a crucial regulator ofself-renewal in adult prostate cells and plays importantroles in prostate cancer initiation and progression,”study senior author Dr Owen Witte, director of theBroad Stem Cell Research Centre at UCLA, said in auniversity news release. “It was encouraging to seethat inhibiting this protein slows the growth of evena very aggressive prostate cancer because that couldgive us new ways to attack this disease,” he added.The study was published online 2 Dec in Cell StemCell.

WASHINGTON, 7 Dec— Researchersstudying the health effects of cellphones saythey have found evidence that when pregnantwomen use them regularly, their childrenare more likely to have behaviouralproblems.

The Union Election Commission submitted the report on completion ofthe general elections held in line with the Election Law and Rules to the StatePeace and Development Council on 3-12-2010 according to the respectiveelection rules-106 for carrying out ongoing tasks in accord with the provisionsof the Constitution of the Republic of the Union of Myanmar.
