Seemed like plenty of time to plan and save for college. Here we are: Class of ‘01. Bank account balance: ... never mind. Blessedly, my daughter’s favorite music group is the Beatles, so I did something right. In 1992, I attended my first AALS Clinical Teacher’s conference. It was in Albuquerque. I was in my third year of law teaching, and still felt clueless. I knew I was a good lawyer, but had not figured out what it meant to be a good law teacher, clinical or otherwise. I was immersed in doctrinal and trial advocacy concerns, and was trying to figure out how best to teach interviewing and counseling, but had not yet read a single article on clinical teaching. I was just beginning to formulate the right questions about what I was trying to do and why, and went to the conference looking for some answers. Boy, did I find them. But I also found that I was not yet equipped to understand even half of what the amazingly evolved people I met were talking about.

It’s 2001. For real. So manythings have occurred that, at onetime or another, did not seemremotely possible to me.

In 1968, when I first saw themovie, I (like every other teenager, Isuspect) speculated about life, atleast my life, in 2001. I could notimagine being a 46 year oldwoman, and had absolutely no ideathat law, or teaching, was in myfuture. I could not even envisionmyself using a computer. Onething that is the same is that Iloved the Beatles then, and I lovethe Beatles now.

In 1983, I became a motherfor the first time. I distinctly

remember cradling my daughterwhile performing the obligatorycalculation, realizing that shewould turn 18 in 2001, and wouldmost likely graduate from highschool that year. Seemed likeplenty of time to plan and save forcollege. Here we are: Class of ‘01.Bank account balance: ... nevermind. Blessedly, my daughter’sfavorite music group is the Beatles,so I did something right.

This was not the language spokenat my school. I felt like one of theapes reaching out tentatively totouch the sleek, granitemonument. I was thrilled by, butalso very intimidated by, thesophisticated ways in which peoplespoke of engaging students on thequest to be reflective practitioners,learning contracts, teaching aboutvalues and difference, setting goalsfor one’s clinical program (peopledid that ???) and even the strugglefor parity for clinical teachers. Howcould I possibly absorb every-thing? The authors of some of thegreat writings on my “Must GoHome and Read” list strolled by meat regular intervals. A group ofpolitically-savvy clinicians went outto dinner on Cinco de Mayo thatyear and decided that they neededto form an organization separatefrom the AALS Clinical Section,and they named it CLEA. Would Iever feel worthy of being a memberof this group and that I hadanything to offer? Would I alwaysfeel like I had come to a pot-luckdinner with store-bought cookies,when everyone else cooked likeEmeril?

It’s 2001. For real. I sit atmy computer, listening to theBeatles, and waiting for mydaughter’s college acceptanceletters, and you all thought wellenough of me to elect me, CarrieKaas, as the president of CLEA.Ain’t life amazing?

So, what should I do to liveup to this awesome honor? If I’velearned anything, it is that:(1) goal-setting is important;(2) you can’t do everything everyyear; (3) one should borrow heavily

from the great minds of one’spredecessors (and the Board) withappropriate attribution, of course.

Your CLEA Board has beenformulating goals and game plansall along, and I will see to it thatthese plans continue. We do notseek to duplicate the work of theAALS Section on ClinicalEducation, but rather tocomplement it and fill the gap thatthe CLEA founders correctlyperceived: there are some thingsthat clinical teachers can do betteras an independent group. Ourefforts fall into three main themes:1. R-E-S-P-E-C-T. (I also lovedAretha in 1968 and still love her.)

As I danced to this song atthe CLEA event in San Francisco afew weeks ago, I realized that thiscould be our theme song. Sadly, somuch of our time still needs to bespent working to improve thestatus of and regard for clinicalteachers and teaching. CLEAdevotes much of its efforts andresources to being a voice forclinical education with the ABAand other entities. The Standardsfor Accreditation that effect thesecurity and rights of clinicalteachers and legal writing teachersremain at the fore, as well as veryimportant debates on the degree towhich legal education today trulyprepares our students to practicelaw competently, passionately, andhumanely. (See Jay Pottenger’sreport for details, in thisnewsletter.)

Oh yes, there has beenprogress. We are all still riding thehigh of having Elliott Milsteincomplete a year as President of theAALS. He challenged law schools

and all law professors to find waysto commit to promoting access toequal justice, asking them not toleave that task just to their clinics.The resulting Equal JusticeColloquia are still in progress. Andto his everlasting credit, he thenused his office to question thepoint of the “tiresome debate” overthe faculty status and governancerights of clinicians. (See the AALSNewsletter, Number 2000-4,November, 2000.) But of course,Elliot’s point is that we are stillhaving this debate, despite thesmashing success of thirty years ofclinical education.

So, it is clear that we need to“keep on keepin’ on” in this area.Yes, it affects the quality of thelives of those of us who do thiswork, on issues like pay, jobsecurity, and the ever-elusiverespect of one’s peers. That alonemakes it a worthwhile endeavor.But most of us believe quitepassionately that all lawyers, lawstudents, and their future clientssuffer as well when clinical andlegal writing teachers are cut offfrom full “[p]articipation in thedeliberations over the directions ofour law schools and in theintellectual communities theyconstitute.” (See Elliott’s message,supra.) Moreover, without tenure,the academic freedom of theseteachers suffers, eroding theirability to take on controversialcases and causes, write provocativearticles, “speak truth to power” onlegal education issues in any andall fora, and yes, to takepedagogical chances in ourclassrooms. Silencing some of thevoices may make faculty meetings

shorter, but it does so at a terriblecost to legal education and criticalthinking, and to the communitieswe serve.2. Challenge Ourselves

I tried, but can’t think of asong title or lyric that captures thenotion that Kim O’Leary expressedtwo years ago, when as theChairperson of the Section, sheasked us to “challenge ourselveswith the same vigor and to thesame high standards we challengeour students, our client’sopponents, and our institutions.”(See AALS Section Newsletter,Vol.99, No. 1, April 1999.) This isan on-going and over-archingclarion call for excellence. ButCLEA has a role to play in thisregard, as well. We intend to revivethe periodic discussion of the needfor guidelines, or standards forgood practices in our own work.Should CLEA start “certifying”whether or not programs meetthese standards of good practice?Would it help us achieve credibilityin the academy and at individualschools or would it thwart us?Sandy Ogilvy (Catholic), VanessaMerton (Pace), Roy Stuckey(U.So.Carolina), and Peter Joy(Wash U.) have been working inthis area, and if all goes well, willbe resuming the discussion inMontreal in May at the next CLEAgeneral meeting, and in Chicago inAugust, at the third annual CLEASummer Workshop.3. We Are Family

This song closed out theCLEA Dance in San Francisco.Everyone present danced together.(It was only 10:30 p.m. – we are

getting old.) It was a warmmoment.

What is CLEA’s role in thisregard? Of course, much of thefeeling of family comes naturallyand spontaneously from thesupport we derive from each otherby gathering periodically torecognize - and celebrate - ourcommon endeavor. But there aremore formal ways that CLEA canand does help.

A. Gatherings: -The CLEA Conference

Committee continues to encouragepeople to have regional orsubstantive conferences, and hassome limited grants available tosupport these efforts. Bob Seibel ischairing that committee:[email protected].

- Moreover, CLEA plans tocontinue its practice of sponsoringsome sort of event at every AALSAnnual Meeting in January andspringtime Conference orWorkshop of the AALS Section onClinical Education. Of course, partof the logic is to encourage you toattend our business meetings, butwe like to play. This past January,Hastings College of Law hosted theCLEA General Meeting and co-sponsored a reception and Dinner-Dance. Thanks to Mark Aaronson(Hastings) for making all thearrangements. In addition to ourregular business (reportedelsewhere in this issue), wethanked Stacy Caplow (Brooklyn)for her year as the hardworkingCLEA president. Most important,though, we witnessed theceremonial passing of the CLEAcheckbook from Mark Heyrman (UChicago) to Suzanne Levitt (Drake).

Mark was a founding member ofCLEA and has been its Secretary/Treasurer for nine years. He is itsinstitutional memory, and simplyput, CLEA would not exist, norwould it be as well-regarded by theABA and others, without Mark’sefforts and his wise counsel. Thankyou, Mark, for everything.

- The next CLEA generalmeeting will occur in May inMontreal, when we gather for theSection’s workshop at Le CentreSheraton. Watch the list fornotices of times, but the meetingwill most likely occur onWednesday May 9, after theopening reception.

- CLEA will continueits practice of holding SummerWorkshops, scheduled to coincidewith the ABA Annual Meeting.Next one: CHICAGO, tentatively setfor August 4. Our purpose is tocontinue improving involvement byclinical teachers in the ABA’sSection on Legal Education andAdmission to the Bar. Most facultybelong to that Sectionautomatically, and are votingmembers. Important issuesaffecting legal education comethrough that Section. Bysponsoring a Workshop on thesame day, CLEA hopes to be ableto increase attendance at theSection’s program and businessmeeting. Periodically, CLEA hasissued rallying cries to “get out thevote” on a certain issue, but webelieve that we improve ourcredibility if our participation issteady, and does not center only onthose issues that affect clinicians.Those of you in the Midwest, inparticular: See you in August!!

B. Mentoring & Orientation:- CLEA holds a Conference

for New Clinical Teachers everyother year, once again scheduled tocoincide with the AALS Workshop.The next one is coming up: May 9in Montreal.CLEA also publishes a handbookthat compiles some of the basicmaterials in one place that peoplenew to clinical teaching mightneed. Next edition will be availablein May. (See announcementelsewhere in this newsletter.)

C. Communication &Inclusion:- The Clinical Law Review,

which CLEA cosponsors, continuesto produce excellent scholarship.

- The CLEA Website isundergoing review. The Boardvoted to form a committee to decidewhat else should be collected andmade more accessible through thissite. For example, peopleperiodically call for compilations ofmaterials that others havecollected, but there is no universaland easy way to disseminate thesecollections. WE NEEDVOLUNTEERS who either HAVEsuch collections or want to work onidentifying and gathering thosecollections. The committee willthen work with Bob Seibel,webmaster, on the technicalaspects. For now, contact me if youhave collections to “donate” or wantto be on the committee:[email protected]

- The CLEA membershippolicy is also under review. Wehave also formed a committee todevelop strategies for increasing

membership: to full-time clinicalteachers at ALL law schools; toadjuncts, field supervisors andothers interested in clinicalteaching issues but who are notfull time faculty members; tointernational colleagues. We arealso going to have to reexamine ourunified structure for dues and “freeLaw Review to all members” policy.But CLEA remains committed towide access and membershipphilosophy, including people whoare not permitted to join the AALSSection. For now, contact me if youwant to work on this committee:[email protected]

- State DelegateProject: we have people who havevolunteered to be “contact people”in about half of our states. CLEAdecided we needed to create thiskind of network of people whowould either be able to give usinformation about their state barsand important players and judgesin each state, and/or to be willingto contact colleagues swiftly whenan important issue arises,requiring action beyond the limitsof the listserv. D. Recognition:CLEA voted to create a new

“Achievement”award, and toconsider creating others. Seereport by Paula Galowitz, AwardsCommittee Chair.

CLEA CREATIVEWRITING CONTEST

Deadline January 31, 2001 The CLEA Creative WritingContest is alive, kicking andsoliciting. We're looking for poems,short stories, plays, songs, creativenon-fiction - any form of creativewriting will be welcomed.

January 31, 2001 is ourdeadline for receiving submissions.

Last year, our inaugural year, wereceived over thirty entries. Awardswere given in two categories:(1) poetry and (2) prose. If youwant to see what the winningentries look like, take a visit to theCLEA Website:(http://clrn.law.cuny.edu/clea/clea.html).

The contest rules are asfollows:

1. Entries are welcomedfrom all clinical teachers, whether full-time, part-time, or adjunctfaculty.

2. Entries must be originalwork and may have been publishedpreviously but not in any publica-tion with a circulation of more than5000. 3. There is a limit of 3entries per person. Each entryshould be no longer than 25double-spaced pages using at leasta 12-point font (except whereartistic reasons dictate departurefrom this font size) and have nosmaller than 1" margins.

4. Entries may be fiction,poetry, songs, plays, creativeessays, or any form of creativewriting. They need not be lawrelated.

5. Neither the author's namenor any identification of the authorshould appear anywhere on themanuscript. Instead, a cover pageor letter should accompany eachsubmission and should include thetitle of the work, author's name,address, e-mail address if any,phone number, and homeclinical program. This will helpmaintain anonymity while judgingoccurs.

Members of the Board ofEditors have four-year terms.Board meetings are held twice ayear--once at the AALS annualmeeting and once at the AALSspring clinical workshop orconference. Board members mustattend at least one of thesemeetings per year to remain amember. Policy matters for theReview and status of upcomingissues are discussed in thesemeetings. Between meetings,Board members are asked toreview manuscripts and to makerecommendations on whether toaccept or reject the submissions.The reviewing Board member isexpected to give a quickrecommendation to the Editors-in-Chief on the acceptance decision,to forward more substantialeditorial comments later, and towrite rejection letters withsubstantive comments. BoardMembers also may take part inediting articles.

Minna Kotkin, Paul Tremblayand Rod Uphoff finish theirterms on the Board in May. PARTICIPANTS SOUGHTFOR PILOT PROJECTTO DEVELOP CLIENT

SATISFACTION FORMS

Clark Cunningham(Washington-St. Louis) is invitinglaw school clinics from around thecountry to participate in the pilotstage of a long-term project todevelop a standard methodologyfor evaluating initial clientinterviews. The Effective Lawyer-Client Communication (ELCC)project has developed a sample onepage form to be filled out by aclient at the conclusion of theinitial interview. The form isdesigned to be applicable to anykind of initial interview. A separateform has also been designed to befilled out by the interviewer. Bothforms are then sent to WashingtonUniversity and an analysis will besent back to the participating clinic(at no cost to the clinic). Neitherthe client's identity nor any

confidential case information isdisclosed on the forms.

Section of Legal Education held abrief hearing in San Franciscoduring the AALS Annual Meeting.The Committee heard testimony onseveral issues of interest to clinicaland skills-training folks, includingproposed draft revisions toStandards 302 (regarding the lawschool curriculum) and 405 (jobsecurity, governance rights, etc.). CLEA did not offer any formaltestimony at this hearing, but theBoard (and general membership)discussed the issues presented thefollowing day and will submittestimony later this Spring.

Standard 302

The SRC draft would rewritethis Standard rather substantially,but most of the changes areactually just a reorganization. Theone major change proposed wouldrequire law schools to be sure alllaw students complete at least two(rather than the current one)“rigorous writing experience(s)” aspart of their graduationrequirements. If adopted, the newlanguage would provide: “Allstudents in a J.D. program shallreceive . . . substantial legal writinginstruction, including [theserigorous experiences]. . . .” ThisStandard, as redrafted, would leaveclinical and professional skillstraining courses in the optionalpart of the curriculum (i.e., a lawschool must “offer,” but neitherrequire nor, even, make clinicavailable to all law students). Theproposed reorganization wouldemphasize their optimal character,and could be seen as diminishingthe significance of clinical courses.As part of an effort to upgrade their

importance instead -- indeed, toensure “universal access” toclinical training – CLEA will submittestimony intended to give allstudents in a J.D. program anopportunity to enroll in a clinicalcourse. This is consistent with theStandards stated goal of traininglaw student to be effective andresponsible participants in thelegal profession.

Several proposed changeswere circulated in the SRC draft.One would clarify 405(c) (Securityof Position for Clinical Faculty) byexplaining (in Interpretation 405-6)that clinical job-security is in aschool’s “entire” clinical program,not just in their particular clinicalcourse. Thus lay-offs of clinicalfaculty due to changes(“termination or materialmodification”) in the law school’sclinical or professional skillsprogram can only be permitted ifsuch changes are made to theschool’s “entire clinical program.”This would show that clinical jobsecurity is not eliminated by thesimple expedient of canceling theclinic course or in which theperson currently teaches. CLEAsupports this clarification.

The second draft changeconcerns the status of legal writingteachers (405(d)). The SRCproposes to upgrade their statusand strengthen (slightly) their jobsecurity, by amending thelanguage to include references to“faculty membership” and“academic freedom”, and by addingthe goal of “retain[ing]” such legalwriting faculty. But the draft

would undercut even these verymodest improvements by explicitlyallowing both “short-term” and“nonrenewable” contracts for full-time legal writing faculty, so longas such unfavorable contractualarrangements don’t adversely affectthe quality of the school’s legalwriting program. Both the Boardand members of CLEA voted tooppose this proposedInterpretation 405-a [of 405(d)]when we submit our testimony tothe Standards Review Committee. Section Activities

1. The ABA’s annualmeeting this year will be inChicago, during the first week ofAugust. CLEA will arrange aconference that week too. Becausethe Section of Legal Education alsowill hold its program – andBusiness Meeting – that week(probably Saturday, August 4),CLEA will schedule its conferencefor that same day. 2. The Section offices havebeen moved from Indianapolis toChicago, where the new Consultant(John Sebert, former Dean atBaltimore) now works.

3. The federal Departmentsof Justice and Education continueto monitor the accreditationactivities of the ABA and theSection’s Council of LegalEducation. Although DOEapproved the ABA for another fiveyears, regular report-backscontinue, and CLEA (most recently,Margaret Barry) regularly testifies

at those hearings. Meanwhile, theU.S. District Court for the Districtof Columbia is consideringproposed modifications to theantitrust consent decree, whichstill governs many aspects of theABA’s law school accreditationprocess. Individual CLEAmembers (most recently, GaryPalm) are participating in thatprocess.

ABA ACCREDITATION SITEINSPECTION TEAM

As you may have heard,CLEA has been working with theABA Consultant's Office to make itpossible to have an experiencedclinical teacher available to serveon every team that goes out toinspect a law school foraccreditation review. Severalmonths ago, we asked forvolunteers, and 60 of youvolunteered! Thank you for theoverwhelming response. We are now at the next stage oflogistics. We will be working withJohn Sebert and Barry Currier todevelop efficient ways to matchparticular people to the right siteteam, and to include people off thelist in the periodic ABA-sponsoredtraining sessions. If youvolunteered but haven't heard fromanybody yet, do not despair. Thisis a "work in progress." We want to encourage otherswho want to work on site teams tovolunteer. You will be asked toattend some training sessions, and

Awards Committee

At the CLEA meeting at theAALS in January, the membershipapproved the creation of a CLEAAchievement Award for those whohave contributed to the advance-ment of legal education.Nominations for the award willsoon be solicited. The text of thisaward follows:

The Clinical Legal EducationAssociation (CLEA) was formed in1992 to bring together, in a singleorganization, all of those involvedin clinical legal education. One ofCLEA's purposes is to serve as avoice for clinical teachers and torepresent their interests inside andoutside the academy, including inthe political arena.

To recognize those who havecontributed to the advancement ofclinical legal education,particularly in the political arena,

CLEA has created an award tohonor individuals who have servedas an advocate and voice forclinical teachers. The award willbe given annually at CLEA'smeeting at the springtime AALSClinical Section Conference.

The criteria for the award arecommitment to the field of clinicallegal education; advancement ofthe field (by, e.g., work withinorganizations that affect thecontours of legal education, or bywriting and speaking about thefield, or by serving as aspokesperson for the field in thelitigative, legislative, administrativeor other arenas); and fostering aspirit of community (by, e.g.,planning or leading conferences orsponsoring initiatives).

The recipient of the awardwill be selected by a committee, tobe appointed by the President ofCLEA. The committee will becomposed of at least five CLEAmembers; no more than onemember of the committee can be amember of CLEA's Board ofDirectors. The committee willsolicit nominations for the awardfrom all members of the clinicalcommunity, with the deadline fornominations being one monthbefore the presentation of theaward.

Two other possible awardswere also discussed at themembership meeting. One was theCLEA Student Award. The idea isto create an award that each lawschool could present to anoutstanding student at graduation(or some other time). The secondpossible award is an OutstandingCase or Project Award. For both of

Externship CommitteeMarlana Valdez (American)

The AALS ExternshipCommittee met in San Francisco todiscuss activities for the comingyear, and with over 25 externshipfaculty in attendance, we were ableto develop a fairly ambitiousagenda. The overwhelmingsentiment of the group was that weneed more opportunities tocommunicate regarding the uniqueissues encountered in externshipwork. Upcoming conference andworkshop opportunities include:

(1) AALS Clinical Conference(May 9-12, Montreal) - On Thurs.,May 10, from 6:30 - 8:30 p.m., weare scheduling a special programfor externship faculty on“Managing Difficult FieldPlacement Issues.” Panelists willaddress an array of workplaceissues from the mundane(incompetent field supervision) tothe dramatic (sexual harassment).The format will be informal withplenty of time for discussion, anddinner will be provided. Watch theClinic and Externship Listservs fordetails.

The Clinical ConferencePlanning Committee has also putout a call for works in progress for

two sessions - one on papers inprogress, the other on curricularworks in progress, i.e. new coursesthat a faculty member is proposingor beginning to teach. It would bewonderful to have externshipfaculty among the presenters atthese sessions. In addition to conference/workshop opportunities, weconsidered other ways to facilitatesharing of information and ideas.Fran Catania agreed to chair asubcommittee to develop on-linelinks to course syllabi and teachingmaterials, program manuals,Internet classroom sites, and thelike. He’ll be exploring with CLEAthe possibility of using the CLEAwebsite as a base -- externshipfaculty could visit the website tolocate links to colleagues’materials. Larry Krieger also agreed toinvestigate supplementing theLEXTERN listserv with adiscussion board, which wouldallow us to archive discussiontopics. The other major issue discussed atthe meeting was working

conditions for externship facultyand administrators. Manyexpressed concern that they areworking in less than idealenvironments, supervising largenumbers of students and carryingheavy teaching loads frequentlywith neither a faculty appointmentnor any type of job security. TheCommittee would be interested inbeginning to systematicallyexamine the status of externshipfaculty and administrators as wellas to track possible weakening ofexternship programs in response tothe ABA Standard revisions lastyear. The International Committeeof the AALS Section on ClinicalLegal Education met on January 5,2001, during the AALS AnnualMeeting in San Francisco. Thepurpose of the meeting was todiscuss how to create practical andsustainable ways for clinical

teachers around the globe to sharenews on a more regular basisabout new developments incurriculum design and teachingmethodologies. The result of themeeting was a decision to begindiscussing the viability of creatingan international journal that wouldbe published electronically.

Committee chair RoyStuckey began the meeting byintroducing Les McCrimmon of theUniversity of Sydney who co-facilitated the meeting. Mr.McCrimmon made a briefpresentation during which hepointed out that most law teachersneed some motivation to spendtheir time sharing information. Heobserved that law teachers aremotivated to participate inactivities that enhance their“promotability” (promotion,retention, tenure, salary) such aspublishing in journals andparticipatingin scholarly meetings.

The Committee concludedthat no existing journal provides asuitable format for publishinginformation about new courses andprograms or teachingmethodologies, at least not on aglobal basis. The discussionevolved into a suggestion to createa new journal that would gathercontent from contributors aroundthe world, distribute itperiodically to subscriberselectronically without charge, thenarchive the material on a website.

The Committee decided tosolicit reactions to the idea from asbroad an audience as possible. Ifthe idea appears viable, a moredefinite proposal will be developed

for discussion at the GAJEconference that is being plannedfor South Africa in December 2001.

Some of the specific issuesthat must be addressed includehow to handle translation needs(web-based translation programsare apparently not yet sufficientlyreliable) and what to name thejournal (“legal education” is toobroad and “clinical” has manydifferent meanings worldwide).

Another issue is how toensure that the journal will besufficiently prestigious to motivatepeople to contribute. A relatedquestion is what types of materialsto publish (the Committee’s initialthought is that the journal shouldpublish anything of potentialinterest to an internationalaudience, including scholarlyresearch articles,descriptive pieces, teaching tips,reviews of new scholarship,editorials, information aboutresources, and general news ofinterest to an internationalaudience). One advantage ofelectronic publishing is thatcosts are not related to the numberof pages produced.

The Committee envisionsthat an international executiveboard of editors could makedecisions about what to include ineach issue and a largerinternational board of editors couldedit any submissions that requireediting. One exciting possibility isthat the board of editors couldenlist the help of student editorswho may even be able to earncredit from their schools forparticipating. Responsibility forassembling the final product and

CLEA will continue itstradition of sponsoring a one-dayconference for new clinicalteachers on Wednesday, May 9,2001, immediately preceding theregular AALS Workshop. The lastsuch conference was in May of1999 at Lake Tahoe. Approximately100 new clinicians attended in1999, and the program receivedrave reviews. Like the last one, thisprogram is designed so that newclinicians that are coming to theAALS workshop can come just oneday early, incurring only modestadditional expense. At the session,we will provide an orientation tosome vocabulary and to the “hot

issues” and debates of clinical legaleducation, so that the Workshopsessions make more sense. Wealso will provide an opportunity todiscuss and practice some basicteaching, feedback, andsupervision skills, in either the in-house or externship setting.Handbooks, with a list of suggestedbasic readings and other helpfulhints, comes with the package.Details are still in the works, butthis much we know so far:DATE: Wednesday, May 9, 2001,from 9-5.LOCATION: We expect it to be atthe Le Centre Sheraton, site of theAALS Workshop. Law schools utilize a variety ofmodels for clinic administration. Insome law schools, there is aclinical program director thatdirects all of the clinical offeringsat the law school. Peter Joy (WashingtonUniversity, St. Louis) was therecipient of the 2001 AALSClinical Section Pincus Awardpresented annually to honor one ormore individuals or institutions foreffecting an outstandingcontribution to the cause of clinicallegal education. The award isbased on service, scholarship,program design and implementa-tion, or other activity beneficialto clinical education or to theadvancement of justice. Brooklyn Law School

Students from Brooklyn LawSchool's Corporate and Real EstateClinic, directed by Debra Bechtel,represented a corporation formedfor fifteen low-income families inclosing a $445,000 constructionloan from NCB DevelopmentCorporation which will becombined with $800,000 in grantfunds to rehabilitate a vacantbuilding the corporation purchasedin Harlem. Construction isexpected to be complete inDecember of 2001 by which timestudents will have completed theco-op conversion. For fourteenmonths before the closing,students were involved in:1) negotiating with the Cityregarding purchase of the buildingand real property tax exemptions,2) drafting the certificate ofincorporation and by-laws,drafting and negotiating theconstruction contract,3) pushing the proposal throughthe City's property dispositionprocess, 4) reviewing andnegotiating loan documents,5)negotiating a regulatoryagreement which includes low-income restrictions imposed by the

CASE WESTERN RESERVE

Case Western Reserve wasthe beneficiary of a generous giftfrom the Milton A. Kramer andCharlotte R. Kramer CharitableFoundation that has allowed themto expand their clinical program.This was actually the second giftfrom the Kramer Foundation thathas been a strong supporter ofclinicallegal education, and our programin particular. With this gift, CaseWestern was able to hire a sixthfull-time clinician and to launchtwo new clinical courses - aCommunity Development Clinicand an Immigration Law Lab whichis a clinical course annexed to thesubstantive immigration lawcourse. Earlier, the KramerFoundation provided much of thesupport needed to build theirpresent facility. The latest gift hasgiven them the ability to fill theremaining space!

Kathy Hessler and CarolTurowski have joined the clinicalfaculty at Case Western. AssociateProfessor Katherine M. Hessler wasa former staff attorney at LegalServices of Northern Virginia whohas had extensive teachingexperience at Cornell, University ofDayton, and Capital University.

She has published articles on thesuppression of free speech and hasparticipated in several of local,regional and national conferences.She is teaching in the Civil,Community Development andFamily Law Clinics.

Visiting Assistant ProfessorCarol A. Turowski previouslytaught in the Hofstra UniversityHousing Law Clinic. Prior toteaching, she was a publicdefender in the Criminal DefenseDivision of the Legal Aid Society inQueens County, New York. She willbe teaching in the CriminalDefense Clinic.

CONNECTICUT

Elizabeth McCormick hasjoined the faculty as the very firstWilliam R. Davis ClinicalTeaching Fellow. Betsy formerlyworked as a public defender inPhiladelphia and as an assistantattorney general for the FederatedStates of Micronesia. The Davisfellowship was made possible by agenerous gift to the law school byBill Davis '55, a renowned Hartfordtrial lawyer.

DENVER

A federal judge approved inprinciple the settlement of a racialprofiling case brought by the ACLUten years ago. Under thesettlement, which the clinic wasinstrumental in negotiating, theUniversity of Denver will receive$254,000 to fund a clinicalfellowship in Civil and Human

Rights in the Student Law Office,the in-house clinic. Dean MaryRicketson, has approved the lawschool's contribution ofapproximately $200,000 over thenext eight years. VILLANOVA

Villanova University Schoolof Law is delighted to announce therecent appointment of Leslie Bookas Assistant Professor of Law andDirector of the Federal Tax Clinic. Professor Book is a leadingauthority on issues affecting thelow-income taxpayer community. He previously was an AssistantClinical Professor and Tax ClinicDirector at Quinnipiac School ofLaw. In January, 2001, he wasappointed the Chair of the LowIncome Taxpayer Committee of theAmerican Bar Association TaxSection. His article on taxpayers'due process rights, "The NewCollection Due Process TaxpayerRights", was published in "Tax

Notes" last year. He also recentlyco-authored a chapter on civil taxpenalties in the book EffectivelyRepresenting Your Client Beforethe IRS, published last October.Villanova has a growing clinicalprogram. In addition to the TaxClinic, they have three otherclinics: the Clinic for Asylum,Refugee and Emigrant Services,which represents before theimmigration court asylum seekerswho are fleeing persecution in theirhome countries; the JuvenileJustice Clinic, which representsjuveniles in delinquencyproceedings; and the VillanovaCommunity Legal Services Clinic,which represents low-incomeclients in civil matters includinghousing, domestic violence andelder law issues.

WHITTIERIn July, 2000 Whittier Law

School founded its first in-house,live client Clinic. Focusing on theneeds of children and youth, theChildren's Rights Clinic, beganaccepting clients in August of 2000and has just begun its second termof clinical education andcommunity service.

Clinic Faculty

Brooklyn Law School seeksto hire a full-time, tenure trackfaculty member to develop andteach a transactional law clinic,along with related doctrinalcourses. The Law School hasidentified the areas of not-for-profit corporations, communitydevelopment, business, orintellectual property as possiblecontexts for such a clinic. This listis not exclusive, however; thechoice of transactional contextswill ultimately depend on anumber of factors including thefaculty member's interests andexpertise.
