Regulatory Requirements Guiding Development
United States• 2009 ‘3-1-1 and Exempt Liquids in a tray’
– Operation: Automatic Desired– Threat Liquid Types: Specified in TSA LTD Standard V1.3 12/6/06– Volume/Performance: Specified in Tier 2 of DHS/TSA/OST/ENG/AT-001– CONOPS: Multiple liquids screened in a tray (EU Type ‘C’)
• 2010 ‘Liquids in bags’– Operation: Automatic– Liquid Types: Specified in TSA LTD Standard V1.3 12/6/06– CONOPS: Liquids back in bags (EU Type ‘D’)
European Union• 2009 Transfer passengers• 2010 All departing passengers
– Operation: Automatic– Liquid Types: All of Group 1 & 6 of Group 2– Volumes: 100 ml and greater– CONOPS: Focus is on “Type C” equipment (i.e. multiple liquids in a tray)

Algorithm Development• Initial LTDS algorithm primarily developed for plastic
containers • Completed first round of development testing • Algorithm improved for glass and partially-filled containers• Continued development to relax CONOPS restrictions
