MPCBHQ/ROPune/AST/CAC-430 dtd. 18/05/2012 for Hotel activity (209 rooms) having total BUA of 12,809.43 sq. mtrs.

4. Firm has provided primary treatment to treat laundry effluent. After treatment, it is mixed with sewage for further treatment in the STP consisting of primary, secondary & tertiary treatment. After treatment, treated sewage/effluent is utilized upto maximum extent for flushing, cooling purpose, gardening and rest is discharged into Municipal sewer. JVS result dtd. 28/11/2012 is observed within Consented limits.

5. Application was discussed in CAC meeting held on 8/01/2013 and it was decided to keep the case in abeyance and resubmit in meeting dtd. 22/01/13 after getting the details on area statement.

6. R.O.(Pune) on 4/02/13 forwarded area statement submitted by the Hotel Authority on 3/02/13 which shows total construction BUA of 13,229.46 sq. mtrs. for 120 Nos. of rooms. whereas Board had granted Consent for Hotel with 209 rooms on BUA 12,809.43 sq. mtrs.

7. R.O. (Pune) has recommended grant of renewal of Consent to Operate upto 31/08/2013.

8. Firm has paid total Consent to Operate fees of Rs. 4,15,567/- (Excess Amount of Rs. 2,44,000/- paid earlier is taken into account) for period of 1 year. 9. Renewal of Consent to Operate may be granted for 120 Nos. of rooms. over total

construction BUA of 13,229.46 sq. mtrs. upto 31/08/2013 subject to condition of submission of Company’s Board Resolution for not violating Consent conditions in future and B.G. of Rs. 2.0 Lakhs. towards compliance of the same.

Renewal of consent with Amalgamation and they will utilize fly as generated from the

power plant (as non hazardous solid waste) to utilize in the brick plant. (utility services). No

need for getting separate Consent to Establish/Operate. The analysis results of stack /

ambient are exceeding. C.A.A.Q.M.S. under installation. Directions issued by R.O. for Non-

compliance. Total C.I. 278.65 Crores. Total B.G. available with the Board is Rs. 25/- Lakhs

taken for various plants (details enclosed).

In view of above we may grant renewal with amalgamation up to 31.05.2015 with part

forfeiting of the B.G. as results are exceeding /or we may issue SCN for refusal due to non

compliance.

CAC Item No.12 Name of Industry:- Rashtriya Chemical and Fertilizers Ltd., Chembur, Mumbai HOD Remarks

• Application received at Mumbai on 03/10/2012

• Application received at HQ on 17/01/2013.

• Industry is engaged in manufacturing of Fertilizers holding consent valid up to

01/08/2016.

• Industry has applied for consent to establish for new potassium nitrate plant of 300

MT/M.

• The proposed plant shall be in existing sodium nitrate plant. All the production units

of sodium nitrate shall be used for the production of potassium nitrate plant with

addition of one new reactor and agitator and circulation tank.

• As per proforma for assessment of pollution load submitted by the industry for the

proposed plant, there will not be any increase in the water pollution and air pollution

load.

• Industry has reported that the total production of sodium nitrate & potassium nitrate

together shall not exceed the consented capacity i.e 5230 MT/A.

• SRO has reported that being a fertilizer unit, EC is required. However, as per the

circular dated 14.12.2006, it is mentioned that in cases of change of product-mix,

changes in the quantities or the numbers of product may be allowed without E.C by

the concerned SPCB provided such changes in the quantities of product are in the

same category and are with the previously granted overall total limits.

• Industry has not submitted the NOC from Directorate of Industries regarding Industry

location policy in MMR.

• Existing I.E. – 9000.0 CMD, D.E. – 2700.00 CMD, ETP consist primary, secondary

and tertiary treatment. No effluent is generated from proposed plant. D.E generation

from the proposed plant is 2 CMD JVS reports are within the limit. STP provided.

• Adequate APC devices provided. Stack provided through Neutralization Tower of

Sodium Nitrate plant.

• RO M has recommended to grant of consent to establish subject to submission of

Industry location policy in MMR from Directorate of Industries

We may recommend for grant of Consent to Establish by imposing the condition of

obtaining NOC regarding Industry Location policy in MMR from Directorate of Industries

before undertaking the establishment of expansion of the unit.

− The requirement of coal for the plant will be after June 2013. The construction of coal shed is in progress & expected to complete before June 2013 till such time industry will use Bagasse as fuel and having ESP.

• SRO Kolhapur vide email dt. 26.02.2013 has reported that, • Industry has completed installed continuous stack monitoring to boiler stack

and the work of temporary shed for coal yard is in progress & permanent shed work is also in progress.

• From the above it is noted that Company has , • Provided ESP on boiler stack & propose to use Bagasse as fuel till facilities to

store coal are provided and ready to use. • Installed continues stack monitoring system as per SRO dt. 26.02.2013. • Rain water harvesting work is awarded to private party as reported by

1. Applied for 1st Consent to operate for (Ph-I) for manufacturing of Electricity generation – 540 ( 2 ×270 MW).

2. Application received at SRO - Amravati - I on dtd 4/12/2012 and at HQ on dtd 02.02.2013.

3. The Board was granted combined consent for consent to establish for Ph-I & Ph-II for 2700 MW (10x270MW) vide letter dtd. 11.10.11

4. Industry effluent is 9811 CMD. Industry has provided primary ETP. 5. Domestic effluent is 230 CMD. Provided STP. 6. SRO visited the unit on dtd 2.1.13 and observed-

I) Water Pollution Control Status: Indl. Effluent: The primary ETP is provided. The condenser tank is provided for collection of boiler blow down for recycle. The flow meter for measurement of effluent is not provided. The same is proposed as reported by them.

II) Air Pollution Control Status: 1) Boilers (2no) are provided with ESP (2nos)

sampling arrangement is provided.

2) Coal Handling Plant: They proposed bag filters are crusher house coal

bunkers. 4 nos close type crushers are installed.

3) Ash Handling & Disposal: i) 2 no.Ash Silo of capacity 450 Ton (each) provided with filter bags. ii) High conc. Slurry disposal system wherein no treatment or effluent recovery system is required as they reported. iii) The ash disposal area is 270 AC. They have not provided Bund type Ash pond. Due to high conc. slurry disposal system & ground slope area, ash bund wall is not required as reported. The LDPE lining was undertaken & reported that the work of same will be completed within one month as reported. The pond of capacity 15000 Kl for effluent generated from as disposal area is provided. The LDPE lining for this pond was undertaken & the same will be completed within fortnight as reported. iv) Most of the treated effluent has to be recycle/reused & rest shall be utilized for ash/coal handling dust suppression and thus their shall be no discharge of effluent outside the factory premises.

III) General: 1) As per consent condition, they have not adopted clean technology like Ozonisation for cooling water treatment. 2) As per condition of Env. Clearance issued MoEF, transportation of coal has to be down by Rly. Rly siding work from Walgaon was undertaken. It is reported that the coal from WCL will be transported by mech. Closed type containers till Rly siding work is completed. The washed coal will be utilized for boiler to reduce the ash content as reported. 3) Env. cell is not formed. 4) They proposed continuous monitoring equipments for stack emission analysis. The equipments are received as site & under installation.

7. SRO recommended that the application for consent to operate for electric generation 540 MW (2x 270MW) may please be considered only after fulfillment of required pollution control systems.

8. HOD Remark – Work of the most pollution control system not yet completed. Also consent to establish compliance/ Environmental Clearance compliance not done. In view of above, we may keep the 1st consent to operate in abeyance till the completion of pollution control system including railway sidding & completion report from RO/SRO.

9. We may pace the consent application before CAC for further consideration.

• Previous consent is granted under red category, now industry has requested to grant in Green Category as industry is manufacturing Multiwall Paper sacks by using sack paper, starch for pasting and ink for printing.

Cr to 198.08 Cr. Clarification called from industry. • Existing I.E. – 1963 CMD, D.E. - 155 CMD. Primary & secondary treatment provided.

Distillery effluent is being treated by bio-methanation followed by RO system and bio-composting. Industry has provided 19 acres bio compost yard with concreting.

• Disposal - For chemical treated effluent is disposed on land for Gardening. Land available – 17 acres.

• JVS results are within limits except July 2012 report wrt BOD and COD. • Industry has submitted clarification. They stated that, the overall CI is 307.80 crs

including existing and proposed. But at present they have not expanded / installed their distillery & power plant of proposed as they had obtained C to E.

• The CI of Existing unit is Rs 198.08 cr and remaining CI is for proposed expansion as per C to E.

• The details of plant and consent No and CA certificate is enclosed. Also industry has submitted their groups annual report 2011-12.

• The file was referred to accounts section regarding re-verification of consent fee. Accordingly, account section submitted fees calculation statement, which is as per existing CI.

• RO Pune has recommended for grant of renewal of consent with additional capacity of existing product ethyl acetate – 120 MT/D, may be taken at higher level.

Earlier change in product mix consent application is granted by CAC held on 24.12.2012 with validity as per existing consent i.e. 31.12.2012 and it was decided to call renewal application from concerned RO.

We may consider the case for renewal of consent as per CAO’s remarks regarding consent fee calculation on decrease in CI Rs 198.08 Crs.

Research, Pune (IISER). • The institute has informed that the combined ETP of NCL and IISER are being

planned. ETP designed by IIT(B) and tender for the construction of the ETP is in process.

• For domestic effluent institute has also proposed to provide STP and NEERI Nagpur is submitted proposal having capacity 340 CMD.

• RO Pune has remarked that, consent may be grant after receipt of satisfactory reply of SRO’s query letter and submission of BG towards ETP an STP.

We may consider the case for grant of renewal of consent by imposing condition towards provision of ETP and STP of adequate capacity in a time bound manner with BG of Rs 10 lakhs as the industries has not submitted BG Rs 5 lakhs as per earlier consent conditions and RO may initiate action separately based on the reply to SRO Pune-1 query letter to be submitted by industry.
