CI for expansion is Rs.18.0 crores and existing CI is Rs.81.0 crores.

There is no increase in water consumption & effluent generation due to expansion.

• the case was discussed in CAC Meeting dated 24/5/2013 and It was decided to re-examine the case with datewise chronology and to get clarification regarding since when the consent fees should be charged on increased in CI and It was decided to keep the case in abeyance and revert after getting clarification on why C to E was not obtained prior to starting and completing construction.

Applied for consent to establish for expansion Application received at SRO-Pune-I on dtd 09/02/2013 and at HQ on 30/04/2013. Existing plant consent is valid up 30/9/2014 Total capital investment is Rs.1270.59 Crs (Proposed 468.84Crs + existing Rs.801.75 crs) Industry will generates trade effluent to the tune of 29CMD,for which they proposed to provide effluent treatment plant. (exiting IE 30.2 CMD) Industry will generate domestic effluent (63 CMD) for which they propose to provide sewage treatment plant. (existing 450 CMD) The proposed built-up area is 129704.72Sq.Mtr and total plot area is 344154 Sq.mtr. As the total built up area exceeds the 20000 Sq.mtr., it attracts EIA Notification 2006 and requires environmental clearance. Industry has applied for Environment Clearance and EC is not yet obtained. As per existing consent condition No. 09, industry has submitted BG of Rs. 5/- Lakhs towards operation & maintenance which is valid up to 30/09/2014. Regional officer Pune forwarded the case to HQ for decision at higher level The proposed built-up area is 129704.72Sq.Mtr and total plot area is 344154 Sq.mtr. As the total built up area exceeds the 20000 Sq.mtr., EC obtained. Case was discussed in CAC meeting dt. 04/06/2013 and decided to keep the case in abeyance and revert to CAC after getting distance certificate of EE, irrigation dept. as per RRZ policy. Accordingly, letter was issued on 18/06/2013. Reply was received from RO with copy of EE, irrigation dept., stating that distance is 1460 mtrs. We may place the consent application before CAC for further consideration.

• Applied for consent to establish for expansion

• Application received at SRO- Satara on dtd 18/04/2013 and at HQ on 20/05/2013.

• Existing plant consent is valid up to 30/11/2015

• Generation of industrial effluent will be NIL (Existing 37 CMD) ETP provided for existing.

• Domestic effluent generation will be 4.8 CMD (existing 21 CMD + Proposed 4.8 CMD)

• SRO reported that the industry has almost erected 80% GGBF’s concrete mix plant (before applying for consent to Establish) by assembling and erecting readymade/pre-fabricated equipments, such as drying unit, feeding unit, crushing unit, packaging unit etc.

• Industry has submitted letter dated 18/03/2013 stating that their activity is slag grinding not cement grinding so that not applicable EC.

• The unit has already applied for ENv. Clearance to GOM on 08/01/2013

• RO Pune has recommended the case for grant of consent to establish with condition to obtain EC from MoEF & also recommended to issue the stop work directions as the industry has already started construction of plant.

• We may issue SCN for Refusal of the consent due to above violations.

• We may place the consent application before CAC for further consideration.

CAC Item No. 04

Name of Industry:- M/s. Endress+Hauser Flowtec (India) Pvt. Ltd. M-171 to 176, MIDC Waluj, Aurangabad Applied for consent to establish for expansion.

Will be increasing product quantity of the product Flow meter & its parts by MT/M or 800 Nos./M. The existing consent is valid upto 28/2/2014 for manufacturing of flow meters & its parts 20 MT/M. The CI for expansion is Rs.48.38 crores and existing CI is Rs. 128.51 crores.

There will be generation of industrial effluent to the tune of 0.1 CMD from expansion and existing quantity is 0.15 CMD.

The domestic effluent will be 3.0 CMD from expansion and existing is 9.0 CMD.

Both the effluents will be treated in existing STP of 20 CMD capacity.

JVS result is within limit. SRO/ RO recommended grant of consent to establish.

We may consider grant of consent to establish for expansion.

We may place the case before CAC for further discussions.

3. Capital investment in 2010 was Rs.146.96 accordingly PP has paid Rs.293920 in 2010.

4. Now capital investment as on 28.02.2013 was Rs 163.67.Cr. pp has paid total consent fees

of Rs 11,28,980/- for period upto 31.10.2014

5. Domestic water consumption is 66 CMD & waste water generated about 55 CMD for which

2. SRO Bhandara has submitted the compliance report and reported the compliance but monitoring results are not submitted.

Discussed in CAC meeting held on 27.12.2012 and not approved the renewal of consent. It was decided to call monitoring results from SRO & resubmit in next CAC Meeting. The analysis results are submitted by SRO & are within the limit (Copy enclosed).

Discussed in CAC meeting held on 31.1.2013 and It was decided to keep the case in abeyance due to non submission of consent & EC condition compliance.

The first unit of 660 MW is taken on trial in july 2012 & synchronized in sept 2012.As per EC condition the unit’s coal requirement is from WCL & SECL by rail transportation up to their plant site in tiroda but presently as the railway siding of the unit is not yet completed. As temporary arrangement the unit is presently (since july 2012) loading/unloading coal at railway siding at Ramtek in Nagpur district & from this railway siding same is transported by trucks.

RO Nagpur has submitted the report on 3.2.2013 and reported that strengthening of pollution control system is needed at railway siding at Ramtek and also extension of cladding over the 700 meter length. The AAQM results are high.

We may grant renewal for 1 year with condition that;

i) The unit shall ensure the adequate case shall be taken while transportation of coal by Road from Ramtek Railway Good Yard up to unit’s coal stock yard so that no stillages/overloading all along the road transportation with tarpaulin cover on it shall be observed. The operational B.G. of Rs.5/- lakh may be taken.

ii) The unit shall commission the Railway siding for transportation of coal by railway up to company coal stock yard on/or before 30.11.2013, with B.G. of Rs.10/- Lakhs for same.

Laundry effluent to the tune of 4.0 CMD connected to Back up House STP (87 CMD). Total 20 nos. of swimming pools constructed at different locations and back wash of swimming pool filter connected to nearest STP.

6. Total Bio-degradable and Non bio degradable waste generation is 141 Kg/day and 157 Kg/day respectively. Project proponent is disposing the same through local body collection system.

7. DG Sets having capacities (750 KVA-03 Nos, 500 KVA-02 Nos, 250 KVA-01 No & 200 KVA-01 No) are acoustically enclosed and with sufficient height of stack.

8. Rain Water harvesting system adopted in the form of constructing earthen dam on natural drainage system. (Total 03 nos. of earthen dam constructed).

9. Board office has issued proposed direction followed by interim direction for operation of the activity without obtaining Consent to Operate of the Board and also asked to submit BG of Rs. 10.0 Lakh. BG not submitted. Copies of the directions are enclosed.

Applied for consent to operate for expansion. Obtained consent to Establish for same. Will be manufacturing Colour coated Coils/Profile Sheets:- 18750 MT/M. The existing consent is valid upto 31/12/2013. The CI for expansion is Rs. 121 crores, which was Rs. 90 crores during obtaining consent to establish, now the increase is of Rs. 31 crores. Existing CI is Rs.779.4 crores. The unit is located in A-I zone of Bhatsa river. The industrial effluent quantity will be generated is 110 CMD and existing is 105 CMD, the total will be 215 CMD. The existing treatment plant is upgraded by constructing additional tank for neutralisation, aeration & storage, now the treatment plant is of 250 CMD capacity. Treated effluent is used in acid recovery plant & in pickling section. The emissions from painting section will be incinerated using Regeneration thermal oxidation and heat will be connected to the waste heat recovery boiler. Industry have submitted the no increase in pollution certificate from IIT Bombay. The JVS results of treated effluent from ETP, STP are within limit. The JVS results of stack air monitoring are also within limit. Submitted Environment statement for year 2011-2012. Submitted cess returns upto March-2013. SRO & RO recommended that the decision of grant of consent to operate may be taken at higher level. Industry vide letter dated 7/6/2013 requsted the change in name of industry from M/s. JSW Steel Ltd. To M/s. JSW Steel Coated Products Ltd., the Hiigh Court order in this regard is submitted by industry. We may place the case before CAC for further discussions. results. • RO has recommended renewal with amalgamation up to 31.12.2013. • As per sectoral this industry falls in month of January, We may grant renewal of consent

with 1st operate up to 31.01.2014 after obtaining requisite fees from the industry. • Considering compliance of C to E, it is recommended to grant 1st C to O with amalgamating

• Domestic effluent is 52 CMD for which they have provided septic tank and soak pit. Industry has proposed to install STP of capacity 75.0 CMD for treatment of Domestic Effluent. Proposal regarding installation of STP is submitted by industry (copy enclosed) and further reported that work of STP will be completed by end of May-2013.

• Dry type paint booth with filter is provided. Phosphating is carried out with diluted acid and provided with fume extraction system. For paint oven adequate height of stack is provided.

• Industry has carried out expansion without obtaining consent to establish from the Board Thus RO Pune has forwarded the case for the decision taken at higher level.

• As per inspection report dated 28/06/2013 & report submitted by SRO Pune-II, they have carried out expansion, but present production level is below the present consented limit. Work of STP is under progress and likely to complete by July 2013. Unit is disposing Haz. Waste to CHWTSDF. We may keep the renewal of Expansion in abeyance till the completion of STP.

5. This case was discussed in the CAC meeting held on 31.05.2013.In this meeting it was

decided to issue SCN for refusal of consent as STP is not provided ,there is increase in

production qty but non submission of no increase in production qty and expansion is

prohibited in MMR-I area.

6. SCN was issued to industry on 18.06.2013.Industry has submitted reply on 28.06.2013 stating

that Domestic effluent /sewage arising from workers washing activities. They have provided

preliminary treatment facility[Screening ,settling and anaerobic septic tank].BOD and SS

parameters achieved within consented limits and overflow is connected to sewer system of

MCGM. Industry has proposed to install STP up to March, 2014.Industry has requested to

grant consent for only existing consented production quantity.

7. Recommended to grant consent to operate up to 31.05.2016 subject to industry shall submit

the BG of Rs.5 Lakhs towards installation of STP up to 31.03.2014 and industry shall not

undertake additional production without permission from the Board.

• M/s. Islampur Integrated Textile Park has obtained consent to establish for infrastructure project.

• Industry has proposed to manufacture of Gray Fabric - 300 T/M, Yarn waste (By Product) - 12.5 T/M.

• The industry has started trail run of the weaving machinery since December 2011 for training of workers.

• As per C to E granted by board, total consented effluent were 166 CMD (Industrial -106 CMD + Domestic 60 CMD), however now industry has curtailed generation of total effluent to (Industrial 22 CMD + 42 CMD = 64 CMD)

• Industry will be generating of 42 CMD domestic effluents at full capacity utilization which will be treated in ETP comprising of following units as Equalization tank, pH Correction tank, Bar Screen, O & G Trap, Flocculation, Settling Clarifier, UASB Reactor.

• Industry is generating 22 CMD Industrial Effluent from sizing, Boiler Blow Down and Humidification Activity which will be treated by ETP comprising the unit as Equalization tank, Bar screen, O&G Trap, pH Correction tank, Ozone contact tank, Flocculation, Settling Clarifier etc.

• Industry has provided mechanical type Dust Collector to Boiler having stalk height of 30 m. • Industry has paid requisite consent fees Rs 3,43,060/- • SRO Sangali has recommended for consent to operate up to 31.07.2013. • Considering modification made by industry and provided ETP and STP with network for

disposal of treated effluent partly for toilet flushing and remaining on land for plantation for this reduced quantity of effluent and water consumption as (DE- 22 CMD & DE – 42 CMD as per mail dt. 03.07.2013) it is recommended to reconsider and review CAC decision dt. 26.09.2012 to keep case in abeyance till completion of CETP and to grant 1st C to O with reduced IE and DE for disposal on land in company’s premises making zero discharge outside the premises till CETP is commissioned. Once CETP is commissioned Company shall discharge treated effluent to CETP if agreed. As per FO report dt. 11.01.2013 and 29.05.2013 industry has started partial production without C to O.

3. R.O.(Nashik) had issued proposed directions to the industry on 16/06/12 for non-compliances observed and interim directions were issued on 15/09/12.

4. S.R.O.(Nashik) has reported about compliance of the conditions of the interim directions made by the industry to R.O.(Nashik) on 7/06/13.

5. Now, industry has applied for grant of renewal of Consent to Operate of existing unit with increased C.I. of 57 lakhs on account of modification of existing plant & machinery.

6. SRO has reported that as per CPCB’s direction regarding categorization, “Tyres and tube vulcanization/hot retreading” is covered in Orange category at Sr. No. O-72. But, “Synthetic Rubber excluding Moulding” is placed in Red Category at Sr. No. R-79. Hence, renewal of Consent to Operate may be granted under Red category due to higher pollution potential.

7. Industry has paid Consent to Operate fee for 2 years including fee towards CtE for increased C.I. of Rs. 57 Lakh as follows:

9. Industry has obtained Consent to Establish on 23/01/2013 for change in product mix with additional 8 Nos. of Bulk Drug products (total-41 Nos.) with additional C.I. of Rs. 55.0 Crs.

10. Industry has declared that additional C.I. of Rs. 61.36 Crs. for additional 8 Nos. of Bulk Drug products.

11. SRO/RO has recommended to to grant of renewal of Consent to Operate & Consent to 1st Operate with amalgamation.

12. Expansion of Bulk Drug acticity attracts E.C., industry has obtained E.C. on 16/11/2010 and amendment on 4/01/2011.

13. The solid waste Mycellium generated from the process needs to be treated as per the guidelines stipulated for it.

14. Industry has paid Consent to Operate fee (for 1 year) of Rs. 12,57,988/- vide DD No. 536080 dtd. 13/05/13 drawn on SBI as per Env. Dept.’s revised Consent fee G.R. dtd. 25/08/2011.

15. Renewal of Consent to Operate & Consent to 1st Operate may be granted with amalgamation by imposing following conditions-

(i) Instead of fresh water, the industry shall use 150 CMD of treated effluent for gardening purpose in addition to 400 CMD of treated effluent recycled into process thereby reducing net dischargable effluent to CETP from 745 CMD to 595 CMD.

(ii) provision of water meter system at ETP outlet alongwith lock & key arrangement,

(iii) strictly adhere to treated effluent discharge to CETP as per Consented quantity

of 595 m3/day,

(iv) recycle 400 m3/day of the treated effluent into process, 150 m3/day for gardening

and maintain the record in register,

(v) total production quantiity of 41 Nos. of Bulk Drug products shall not exceed

1,449.75 TPA and that of 2 Nos. of byproducts shall not exceed 273.75 TPA.

(vi) extend the validity of existing B.G. of Rs. 5.0 Lakh towards O&M of pollution

control systems.

CAC Item No. 08 Name of the Industry: M/s Seya Industries Ltd., (Formerly known as M/s Sriman Organic Chemical Industries Ltd.),

Plot No. T-13/14, MIDC Tarapur, Tal. Boisar, Dist. Thane.

1. Industry had submitted application at SRO Office on 25/03/13 for grant of renewal of Consent to Operate with change in product mix.

2. Industry was granted Consent to Operate in the name of M/s Sriman Organic Chemical Industries Ltd. on 13/12/2011 for mfg. of 5 Nos. of main chemical products with the total production quantity of 1,580 MT/M and 4 Nos. of byproducts with the total quantity of 2,521 MT/M with the validity upto 31/03/2013.

3. Industry has obtained Consent to Establish for expansion in the name of M/s Seya Industries Ltd. on 30/01/13 for mfg. of 2 Nos. of main chemical products with the total production quantity of 514 MT/M and 3 Nos. of byproducts with the total quantity of 4,852.45 MT/M with the validity upto commissioning of the unit with the condition to not to take effective steps for expansion without obtaining EC, to achieve the Zero discharge from expansion activity and submission of B.G. of Rs. 5.0 Lakh.

4. Now, industry has undertaken expansion of its plant & machinery without obtaining E.C. from the Competent Authority and applied for grant of renewal of Consent to Operate of existing unit, Consent to 1st Operate for expansion and amalgamation of the two Consent claiming benefit of change in product mix for mfg. of 7 Nos. of main chemical products with the total production quantity of 2,094 MT/M and 7 Nos. of byproducts with the total quantity of 2,005.35 MT/M

5. Industry has submitted proforma of self assessment of “No increase in pollution load” and Certificate issued in this regard by BATU dtd. 2/05/13.

6. Existing industry was having valid Consent upto 31/03/2013. Also, having Consent to Establish for expansion with E.C. condition. However, E.C. is not obtained so far.

7. C.I. increased from Rs. 48.18 Cr. to Rs. 99.22 Cr. 8. As there is increase in production quantity further basis of calculations for calculating no

increase in pollution load doesn’t support, hence request of the project proponent to consider the case under product mix as per EIA Notification may not be considered.

9. SRO/RO recommended to take decision at higher level. 10. Industry has paid Consent to Operate fee for 5 years as follows:

Applied for modification in existing plant & machineries without any change in the existing products and its quantities.

The CI for modification is Rs. 3.12 crores.

Modification carried out paint booth, Grit Blasting chamber, ACS riser cutting machine fume extraction system, installation of DG set etc.

The modification are already carried out, for this non compliance RO Kolhapur had issued SCN to said industry, industry have submitted the reply and accordingly applied for consent.

There is no additional requirement of any water consumption and no generation of additional indl or domestic effluent.

Have provided ETP for existing indl effluent.

The BG of Rs. 10.0 lacs is valid upto 30/11/2013, which was obtained for compliance of consent conditions.

SRO recommended grant of consent for modification & amendment in original consent.

We may consider Modification, amalgamation to existing consent with extension of existing BG upto 30/4/2014 & company Board resolution as done modification without consent.

3. PP obtained EC & Cto O for total plot area 15224.0 and total Builtup area 27403.21.

4. Industrial effluent generated from Laundry activity is 7.4CMD For which PP has provided 10

CMD capacity ETP.

5. Total water consumption is 348.15 CMD & effluent generated is 189.0 for which PP has

provided 200CMD capacity STP.

6. PP has provided APC for DG set.

7. Total solid waste generated about 400Kg/D

8. Bio-degradable waste treated composting. Non biodegradable is disposed at MSW site.

9. PP has submitted cess return upto December 2012.

10. Previous the cost of the project was 332.49 Cr. Now the project cost is Rs.347.94 cr. for

which they have paid rs 14,22,760 for C2E & O.

11. RO Pune has recommended the case for grant of renewal of consent to operate with

enhancement in C.I. for period upto 31.03.2017

Consent may be grant for period upto 31.05.2015 after paying the difference fees of 2 month i.e. Rs 1,15,980. This is submitted for placing the case before CAC for further decision.

CAC Item No. 11 Name of Industry:- M/s. JSW Energy Ltd. At:- Nandivade, Post:- Jaigad, Tal & Dist:- Ratnagiri Applied for renewal of consent. Coal based Thermal Power Plant of 1200 MW capacity, (4 units of 300 MW each). CI is Rs 5387. 27 crores. The existing CI was Rs. 4698.00 crore., the increase in CI is of Rs. 689.27 crores.

The waste water from DM plant, boiler blow down, service water is reused back in the cooling tower water alongwith sea water. The cooling water is discharged into sea after proper cooling, have provided online temperature monitoring system.

For domestic effluent have provided septic tank & Reed Bed technology. JVS results are within limit.

Provided 4 no. of ESP to Boiler with Ammonia injection syatem for control of particulate matter emission.

As per direction of EC have provided 4 no of FGD and are in operation now. Provided online stack monitoring system & is connected to MPCB server.

Also installed 3 no. of CAAQM system. JVS results are within limit.

For flyash handling provided dry handling system with enclosed conveyor with silos.

Submitted cess returns upto April 2013 and paid upto Sept-2012.

BG of Rs. 52.27 crores is valid upto 29/6/2013, which was against provision of FGD which industry have complied.

There are complaints from villagers regarding the contamination of well water in the viscinity, accordingly RO issued SCN to industry, industry have submitted reply stating that they have appointed expert Geological team of Pune University & work is in progress.

JVS results are within limit.

SRO/ Ro recommended grant of renewal of consent.

We may grant the renewal of consent upto 30/6/2015 with operation BG of Rs. 5.0 lacs against each FGD and another BG of Rs.5.0 lacs towards o&m of other pollution control system.

material handling of M/s Amba River Coke Ltd and M/s JSW Cement Ltd at the

above jetty.

4. M/s JSW Ispat Steel Ltd and M/s Amba River Coke Ltd have entered into the

agreement that whole product of M/s Amba River Coke Ltd will be brought by M/s

JSW Ispat Steel Ltd for their proposed expansion requirements. Also, M/s JSW

Cement will import clinker transported through jetty for production of cement. Both

of these companies will perform activities that are integral of the business of M/s

JSW Ispat Steel L

5. td, which otherwise would have required to be performed by JSW Ispat on its

own.

Hence we may amend consent to operate of the jetty and permit the captive

jetty of M/s JSW Ispat Ltd for material handling of M/s Amba River Coke Ltd and

M/s JSW Cement Ltd without any change in material handling qty mentioned in

the consent [Captive jetty] .
