INTRODUCTION

Rankings and league tables are a useful indicator of the reputation and status of higher education

institutions. They are regularly used in conjunction with other esteem indicators (i.e. elite university

alliances, centres of research excellence) by the International Relations team to help assess the

merits of partnering with particular organisations. We refer to both international rankings and

league tables (e.g. Times HE, QS) and national benchmarks (i.e. rankings specific to a particular

country) in order to build a picture of the organisation in both its global and national context, and

provide a basis for comparison with Newcastle University.

This document provides a list of the university league tables, rankings and esteem indicators that are

utilised by the International Relations team, by region and country. Please note that this is not an

exhaustive list and there may be other sources of information that we are not aware of. If a country

is not listed, it is because there is no known national university ranking system or league table in that

country (that we are aware of).

NB: The International Relations Team typically use the Academic Ranking of World Universities, CWTS Leiden Ranking, QS World University Rankings, and Times HE World University Rankings in the first instance. These are the most popular and respected international rankings.

The CWTS Leiden Ranking offers key insights into the scientific performance of 750 major universities worldwide. A sophisticated set of bibliometric indicators provides statistics on the scientific impact of universities and on universities’ involvement in scientific collaboration. The CWTS Leiden Ranking 2015 is based on Web of Science indexed publications from the period 2010–2013. Compared with other university rankings, the Leiden Ranking offers more advanced indicators of scientific impact and collaboration and uses a more transparent methodology. The Leiden Ranking does not rely on highly subjective data obtained from reputational surveys or on data provided by universities themselves. Also, the Leiden Ranking refrains from aggregating different dimensions of university performance into a single overall indicator.

The primary aim of the QS World University Rankings is to help students make informed comparisons of leading universities around the world. Based on empirical data U-Multirank compares institutions with similar institutional profiles and allows users to develop personalised rankings by selecting performance measures/indicators in terms of their own preferences.

University Ranking by Academic Performance (URAP)

URAP was developed in the Informatics Institute of Middle East Technical University, Turkey. Since 2010, it has been publishing annual national and global college and university rankings for top 2000 institutions. The scientometrics measurement of URAP is based on data obtained from the Institute for Scientific Information via Web of Science and inCites. For global rankings, URAP employs indicators of research performance including the number of articles, citation, total documents, article impact total, citation impact total, and international collaboration.

Webometrics Ranking of World Universities

Greater China in this ranking is a term used to cover four regions: Mainland China, Taiwan, Hong Kong and Macau. These four regions have a common language (Chinese) and cultural background, but they operated separately and adopt different political and economic systems. The higher education systems in these four regions are different from each other as well.

Established in 2009, the C9 League is an alliance of nine elite universities in mainland China, often referred to as ‘China’s Ivy League’. The C9 League have committed themselves to world-class excellence, and receive specially directed resources from the Chinese government to ensure they retain their status as world-class universities. Together, they account for 3% of the country’s researchers but receive 10% of national research expenditure, and produce 20% of China’s academic publications and 30% of total citations.

China Discipline Ranking (CDR) ranks Chinese universities by discipline, according to the Discipline Catalogue of Degree Awarding and Talent Training approved by the Chinese Ministry of Education. Since its launch in 2002, there have been three CDR evaluations, the latest being in 2012.

Project 211 was initiated in 1995 by the Ministry of Education in China, with the intent of raising the research standards of high-level universities and cultivating strategies for socio-economic development. Today, 116 Chinese universities (approx. 6%) are designated as Project 211 institutions for having met certain scientific, technical, and human resource standards and offering advanced degree programmes. Project 211 institutions train 80% of doctoral students, 2/3 of Masters students, 50% of international students, and 1/3 of undergraduates. They offer 85% of the state’s national key subjects, hold 96% of state key laboratories, and attract 70% of state scientific research funding.

Project 985 was launched by the Chinese President in 1998 to promote the development and reputation of Chinese higher education. Large amounts of funding are allocated to Project 985 institutions from national and regional governments to build new research centres, improve facilities, hold international conferences, attract world-renowned faculty, and help Chinese faculty attend conferences abroad. There are 39 Project 985 institutions. In 2011, it was announced that the project has closed its doors and no more new institutions will be able to join.

Japan Brand Rankings of Japanese Universities

Global 30 is a project introduced by the Japanese government in 2009 to elevate the international competitiveness of Japanese universities. The Top Global University Project was introduced by the Japanese government in 2014 as a continuation of the Global 30 project, and is set to run until 2023. Designated Top Global Universities receive priority funding from the Japanese government in order to hire more foreign professors, develop their curricula, and recruit more foreign students. The project is coordinated by the Ministry of Education, Culture, Sports and Technology (MEXT), who rank the selected institutions into two categories:

TYPE A (Top Type): World-class universities that have the potential to be ranked in the top 100 in world university rankings. Each Type A university will receive $US 4.2 million annually.

TYPE B (Global Traction Type): Innovative universities that lead the internationalisation of Japanese society, based on continuous improvement. Each Type B university will receive $US 1.7 million annually.

‘Deemed University’ is a status granted to high performing institutes and departments of various universities by the Ministry of Human Resource Development on the advice of the University Grants Commission (UGC). This status allows full autonomy in courses, syllabus, admissions & tuition fees. Parent universities may award degrees but cannot control the administration of deemed universities, many of whom award degrees under their own name. Most Deemed Universities are recognised for their quality education. There are approximately 130 Deemed Universities in India.

ERA is Australia’s national research evaluation framework; a comprehensive quality evaluation of all research produced in Australian universities against national and international benchmarks. The ratings are determined and moderated by committees of distinguished researchers, drawn from Australia and overseas. This was the first time a nationwide stock take of discipline strengths and areas for development had ever been conducted in Australia. The second round of ERA was completed with the publication of the ERA 2012 National Report in December 2012. ERA 2015 is currently in the process of evaluation.
