SCHEME OF FINANCIAL ASSISTANCE FOR HUMAN RESOURCE DEVELOPMENT PROGRAMMES IN DISABILITY REHABILITATION & SPECIAL EDUCATION IN NORTH-EASTERN REGION

Introduction

The Rehabilitation Council of India (RCI), a Statutory body under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment has been entrusted with the responsibility to regulate training policies and programmes in the field of special Education & disability rehabilitation, to maintain Central Rehabilitation Register (CRR) for registered professionals & personnel and to promote Research in disability sector.

As on date, the strength of RCI’s approved training institutions are 623 who have been conducting more than 1000 batches of training courses from certificate to Psy. D. level throughout the country. The total number of trained human resources enrolled in CRR of RCI is about 1,21,871 as against the requirement of 8,76,270 persons as estimated by IAMR Report. It clearly indicates that, intensive effort is required to meet the demand of trained professionals to cater the specific needs of children with special needs (CWSN). Hence, it is essential to promote the potential institutions to conduct RCI’s approved courses.

The Section 17 of the Rights of Persons with Disability Act-2016 states that “The appropriate Government and the local authorities shall take measures for establishment adequate number of teacher training institutions; train and employ teachers, including teachers with disability who are qualified in sign language and Braille and also teachers who are trained in teaching children with intellectual disability; train professionals and staff to support inclusive education at all levels of school education, among other measures. This Scheme of financial assistance to institutions aims to facilitate promotion of Human Resource Development in the North-Eastern Region.

OBJECTIVES OF THE SCHEME

1. To provide financial assistance to institutions for conducting RCI approved training courses/programmes in North-Eastern Region (NER).

2. To promote new organizations to undertake the human resource development in disability rehabilitation and special education.

3. To provide scholarship to students undergoing the RCI approved Courses in the approved Institutions in North-Eastern Region.

SCOPE

Financial assistance under the Scheme would be provided to RCI approved institutions in NER for the academic session 2017-18 in the following States:

ELIGIBILITY

(i) Institutions (a) Institutions/Organizations/NGOs/Universities, etc. in the North East Region already approved

by RCI and offering courses in disability rehabilitation and special education for the academic session 2017-18.

(b) New Institutions willing to offer RCI approved courses for the academic session 2017-18. (c) All things being equal; preference will be given be new/additional courses.

(ii) Students (a) Students enrolled in the RCI approved institutions in North-Eastern Region for the academic

session 2017-18 would be eligible for award of scholarship. (b) Students enrolled in these Courses/Programmes will have to furnish a bond that he/she will

serve in North Eastern Region for two years after completion of the Course/Programme.

EXCLUSION

(a) Institutions/Organizations/NGOs/Universities, etc. in the North East Region receiving grant for the same purpose from any other source will not be eligible for financial assistance under the Scheme.

(b) Students receiving grant/scholarship/financial assistance from any other source will not be eligible for the scholarship under the Scheme. Further, students whose parents income exceeds Rs.3,00,000 per annum will also not be eligible for the scholarship.

EXTENT OF ASSISTANCE

Financial assistance will be given to the extent as mentioned in the Scheme.

LEVEL OF PROGRAMMES

Financial assistance will be provided to the approved Institutions for offering courses for Diploma and Degree courses as mentioned in the Scheme.

PROCEDURE FOR SUBMISSION OF APPLICATION

The organizations fulfilling the norms for approval of Institutions for conducting respective Course (s) in North Eastern Region need to apply to the Council in the prescribed proforma for the academic session 2017-18. The prescribed proforma, eligibility conditions, norms, etc. are available on RCI website: www.rehabcouncil.nic.in Only Institutions found eligible and approved by the Council for running RCI approved Courses for the academic session 2017-18 will be eligible for grant of financial assistance.

SANCTION

70% amount would be sanctioned and released on receipt of application and approval of the Institution and acceptance of terms and conditions prescribed under the Scheme. The balance amount of 30% will be released at the end of the financial year after receipt of the audited accounts, i.e. Receipt & Payment Account, Income & Expenditure statement and balance sheet along with utilization certificate duly signed and certified by a recognized Chartered Accountant. The organization shall maintain separate accounts for the assistance provided by the Council. These accounts may be subject to test check by the Comptroller and Auditor General of India or his authorized representative or by the Council or its authorized representatives.

BOND

An aided organization shall, before it receives assistance from the Council, execute a bond in prescribed proforma Annexure-II to the effect that in the event of its failure to abide by any or all of the conditions of the sanction of funds, it shall be liable to refund the whole or such part of the funds as the Council may decided with interest thereon. The organization will not divert the assistance for any purposes other than for which it is being sanctioned.

EXPENDITURE

It the expenditure on any item falls below the sanctioned amount it will be open to the Council to ask for refund or permit readjustment. No reappropriation can be made by the organization without prior approval of Council. However, 20% reappropriation in salary budget will be permitted on reasonable justification. The organization receiving financial assistance shall furnish a half yearly progress report to Council. It will also agree to furnish any information or clarification that the Council may require within reasonable period. The organization receiving financial assistance not only follow the syllabus prescribed by the Council but also abide by such other terms and conditions as decided by the Council from time to time.

Scheme for Implementation of Special Component Plan under North-East in the RCI approved

organizations The objective of the scheme is to assist and encourage students belonging to north-eastern states to pursue courses in the RCI approved organizations/institutions.

Scheme

Based on the number of students studying in various RCI approved Institutions in Diploma, Degree/Post Graduate Diploma and Master/Psy.D vis-à-vis availability of funds, the assistance in the form of reimbursement of tuition fee will be given to students belonging to north-eastern states and perusing courses in RCI approved institutions in north-eastern state. Reimbursement of tuition fee shall be subject to maximum of Rs. 96,000/-(as per the guidelines of RCI regarding maximum fee, 7-123/RCI/2014 dated 06/04/2015). The Council will provide reimbursement of tuition as per fee receipt of payment of tuition fee issued by the concerned institute. Relevant details about students will be obtained from the RCI approved institutions and the same will be scrutinized by a committee of officers in the Council. This scheme shall be effective for the financial year 2017-18.

Implementation of Scheme:

1. Eligibility: (i) Students who have been given admission during the academic year 2017-18 to any of RCI

approved training courses being imparted through face to face mode at RCI’s recognized training Institutions/Universities Dept. /NI’s are eligible to apply.

(ii) In order to encourage education of girls in the field of disability rehabilitation and special education, 50% of the beneficiaries will be girls subject to their availability.

(iii) In case merit has to be fixed within students, then a student with disability will be given preference over other students.

(iv) Priority will be given to students studying in Masters, Bachelor and Diploma level courses respectively.

(v) Students whose parents/guardian’s income exceeds Rs.3,00,000 per annum will not be eligible for the financial assistance.

2. Details of beneficiaries: The details of students containing their name, date of birth, complete address, income and name of course in which enrolled etc will be obtained in the prescribed format as per Annexure- A, from all the RCI approved institutions through post.

3. Scrutiny of data in respect of students: A screening committee comprising officers of the Council will scrutinize the information forwarded by the concerned institutions for ascertaining eligibility etc of the students.

4. Selection of Eligible Students: On the recommendations of the above mentioned Screening Committee, a list of eligible selected students will be prepared for approval of the Competent Authority. The Committee will devise its own method as deemed appropriate for short listing eligible students.

5. Reimbursement of tuition fee: Reimbursement of tuition fee shall be subject to maximum of Rs. 96,000/-(as per the guidelines of RCI issued regarding maximum fee vide letter no. 7-123/RCI/2014 dated 06/04/2015).

6. Declaration by students and institutions: To ensure that the reimbursement is given to genuine students, a self declaration/undertaking as per the Annexure-B, will be obtained from the eligible students through the respective institutions/ organizations.

7. No. of reimbursement: Number of reimbursement will be subject to the availability of funds by the Ministry.

8. Review of the Scheme: This scheme is for the current year, i.e., 2017-18 and will be reviewed next year subject to the allocation of fund by the ministry.

Introduction

The Rehabilitation Council of India (RCI), a statutory body under the Department of Empowerment of PwD, Ministry of Social Justice and Empowerment has been entrusted with the responsibility to regulate training policies and programmes in the field of special Education & disability rehabilitation, to maintain Central Rehabilitation Register (CRR) for registered professionals & personnel and to promote Research in disability sector.

As on date, the strength of RCI’s approved training institutions are 623 who have been conducting more than 1000 batches of training courses from certificate to Psy.D. level throughout the country. The total number of trained human resources enrolled in CRR of RCI is about 1,21,184 only as against the requirement of 8,76,270 persons. It clearly indicates that, sincere effort is required to meet the demand of trained professionals to cater the specific needs of CWSN in order to make them self reliant up to the extent possible. Hence, it is essential to promote the potential institutions to conduct RCI’s approved courses either through face-to-face or distance mode throughout the country subject to the fulfilment of minimum required norms.

Rehabilitation Council of India being a nodal agency for development of master trainers in disability sector has successfully completed several national level programmes in the past. Even today the number of training institutions in the NE Regions is very few in comparison with the required number of trained professionals to cater the need of CWSN. The North Eastern Region Vision 2020 as developed around 2010 has also stated that despite expansion of education infrastructure, satisfactory literacy rate and pupil-teacher ratios, the skills and knowledge base of the youth in NER is inadequate to equip them to compete at national and international levels for employment or for entrepreneurial activities.

The existing training institutions are not sufficient to bring the persons with disabilities in the line of mainstream development of society. The trained professionals / personnel in the field of special Education for catering the needs of children with disabilities are too less in NE. The awareness about disability among government officials of various departments, NGOs is also too less in NE. The inclusion of children with disabilities in regular school is also negligible in NE. It is also important to enhance the knowledge and skills of mid level functionaries of Govt. Dept. to facilitate various schemes /programmes related to empowerment of PwDs in NE Region.

This training cum awareness programme will facilitate for resolving most of the issues related to Human Resource Development in the North-Eastern Region and also update the knowledge of Rehabilitation Professional working in North-Eastern States.

Objectives of the Seminar

1. To provide a platform for the existing Rehabilitation Professionals and organizations to do stocktaking

Participants

1. All the RCI registered Professionals and Personnel from North Eastern States are invited.

2. Universities (Central, State and Private) as Disability is also on the agenda of the UGC and higher education with specific Schemes and Programmes.

3. All the National Institutes and other organizations of the Department of Empowerment of Persons with Disabilities and their centres in North-East.

4. NGOS running RCI programmes or desirous of running RCI programmes.

Please Note:

1. There will be no registration Fee. 2. TA to all the participants by 3rd AC Rail Fare from the boarding railway station to Place of

Programme and back. 3. Economy class Air Fare by Air India from their boarding point to Place of Programme and back for

participants where there is no train connectivity to Place of Programme. 4. Local Transport arrangements to be taken care by the participants. 5. Free boarding and lodging (shared accommodation) will be provided to all registered participants

(limited to 200 participants on first come first served basis). 6. Accommodation would be available from one day prior to the programme and duration of the

programme.

Economy class Air Fare by Air India from their boarding point to place of Seminar and back for participants where there is no train connectivity to place of Seminar (Such as Tripura / Manipur / Mizoram) for 100 participants @ of Rs.8000/ per person on production of actual/original tickets

2 Reasonable accommodation to all participants restricted to Rs. 750/- per person per day for 4 days for 200 participants @ of Rs.750/- per day i.e.,(750x200x4)

3 Tea/Snacks/Lunch and Dinner @Rs 500/- per participants per day for 4 days for 200 participants i.e.,(500x200x4)

4 Hall charges @10000/-per day including PA system, Laptop, LCD projector etc (10000x3)

5 Conference Bag/kit @Rs 500/- per person (500x200)

6 Travelling allowance to Resource Persons 12x50000
