1. Dr. Adeyemi Dipeolu

Nigeria
Ambassador Adeyemi Dipeolu is Special Adviser to the President on Economic
Matters in Nigeria. He studied economics at Ife University and diplomacy at
Oxford University. He obtained his M. Phil with distinction from Cambridge
University and his Ph. D from the University of South Africa. He was awarded
a D. Sc in Economics (Honoris Causa) by Lead City University and conferred
with a Fellowship of the Nigerian Economic Society in 2019. Dr. Dipeolu was
successively first Coordinator of the African Trade Policy Centre, first Chief of
Staff and first Director of the Capacity Development Division of the Economic
Commission for Africa from 2005 to 2015. He was in the Nigerian Foreign
Service and served in Caracas, Addis Ababa, Pretoria and Geneva and as Special
Assistant for Economic Policy in the Presidency from 1999 to 2003 Ambassador
Dipeolu serves on the Board of Trustees of non-profit organisations dedicated to
education and public policy issues
2. Mr. Charles Boamah,
Former, Senior Vice President, African development Bank Group
Mr. Charles Boamah is a globally respected executive with over 35 years of
successively challenging leadership experiences in and outside of Africa.
Mr. Boamah is the Former Senior Vice president of the African
Development Bank Group and had previously served the bank in various
capacities as the Vice-President and Chief Financial Officer and Acting First
Vice-President and Director of Finance, and Controller and Director of
Financial Control Department. A people-centered and results-oriented
leader, Boamah led and championed major change initiatives at the Bank,
Page 2 of 17 including increased decentralization of the Bank’s activities,
resource mobilization drives for the Bank-the Africa Growing Together
Fund, a USD 2 billion co-financing facility and USD 3 billion co-financing
facility under the Enhanced Private Sector Assistance Facility for Africa. He led the task force for the
establishment of Africa 50, an innovative vehicle for accelerated infrastructure delivery in Africa. Before
joining the bank, he worked with the PricewaterhouseCoopers (then Coopers & Lybrand) in Accra and
Los Angeles, and as a Governor at the Eastern and Southern African Trade and Development Bank and
as a Director of the African Export-Import Bank

3. Hon. Seth Terkper
Former Finance Minister, Ghana

Mr Seth Terkpe is the Executive Director of the PFM Tax Africa Network, Advisor
and Senior Consultant at the African Development Institute of the AfDB, Chairman
of the PEFA Advisory Committee, a member of the Advisory Committee of the
NYU-Gates Foundation and a member of the Steering Committee of Duke
University Centre for Policy Impact in Global Health. He previously served as both
Minister and Deputy Minister of Finance in the Republic of Ghana. He also worked
as a Senior Economist with the International Monetary Fund’s Fiscal Affairs
department.
4. Mr. Abdelmajid Mellouki

Abdelmajid MELLOUKI was born in MOROCCO. He holds a BS in Computer
Management from the Institute of Advanced Social and Economic Studies in
Brussels and a Master of Business Administration (MBA) American University
in the USA.
His career began at the Ministry of Economy and Finance of the Kingdom of
Morocco in Rabat where was an officer at the Treasury and External Finance
Department from 1989 to 1999, Head of Relations with international institutions
from 1999 to 2001, Head of the division of Asset management from 2001 to
2004, then Head of the budget and accounting division from 2004 to 2007.
Mr. Abdelmajid MELLOUKI joined the African Development Bank in 2007 as
Senior Advisor to the Executive Director for Morocco, Tunisia and Togo. From 1 July 2013 to june 2019,
Mr. Abdelmajid MELLOUKI was the Executive Director representing Morocco, Tunisia and Togo. From
july 2018 to the end of his term, ED Mellouki was the Dean of the Board of Directors.
5. Prof Vinod Thomas, LKY

Former Vice-President of the World Bank Institute
Vinod Thomas is currently Visiting professor at National University of
Singapore. Previously he was Director General of Independent Evaluation
at the Asian Development Bank (2011-2016). Prior to ADB, Vinod was
Director-General and Senior Vice-President of the Independent Evaluation
Group at the World Bank Group (2006-2011). He was formerly Country
Director for Brazil and Vice-President. He was Vice-President of the World
Bank Institute. Having joined the World Bank in 1976, he was Chief
Economist for the East Asia and Pacific region, Director for the World
Development Report, Chief of Trade Policy and Principal Economist for
Colombia, and Economist for Bangladesh.
Vinod has a PhD and MA in Economics from the University of Chicago and
a BA from St. Stephen's college, Delhi. He has authored 16 books, articles,
and reports on macroeconomic, social, and environmental issues. His books
include The Quality of Growth, 2000, Multilateral Banks and the Development Process, (with Xubei Luo),
2012, Climate Change and Natural Disasters, 2017, and (with Namrata Chindarkar) Economic Evaluation
of Sustainable Development, 2019.

He has taught at Vassar College, New York and the University of Sao Paulo, Brazil, been on several
Boards and has addressed numerous fora in all regions. He has been advisor for evaluation at Global
Climate Fund and at IFAD, and for Results for Development and the Emerging Market Forum.
6. Mr. Mohamed Boussaid
Former Minister of Finance, Morocco
Mr. Mohamed Boussaid was born in 1961 in Fes. He holds a degree of
engineering and an MBA from the International School of Business. From
1986 to 1992, Boussaid was a consulting engineer in the Banque Commerciale
du Maroc. From 1994 to 1995, he was in charge of the portfolio of major
enterprises directorate at the Banque Marocaine du Commerce et de
l'Industrie. Boussaid also served from 1995 to 1998 as head of the office of
the Minister of Public Works; head of the office of the Minister of Agriculture,
Infrastructure and Environment; Minister of Public Administration and civil
servant; Minister of Tourism and Governor of Agadir Region and Casablanca
Region. He also served as the Ministr of Economy and Finance in Morocco,
this being the last portfolio he held.
7. Dr. Aloysius Uche Ordu
Director - Africa Growth Initiative

Former Vice President, African Development Bank
Aloysius Uche Ordu is a senior fellow and director of the Africa Growth Initiative
in the Global Economy and Development program. Prior to taking up his
appointment at Brookings, he was managing partner at Omapu Associates LLC,
a boutique advisory services and consulting firm. Ordu was previously vice
president at the African Development Bank. Before his appointment as vice
president, he was regional director for Eastern Africa (covering Burundi, Kenya,
Rwanda, Seychelles, Tanzania, and Uganda).
He worked at the World Bank for over 22 years and served in various leadership
and managerial capacities, including director of operations policy and country
services; operations director for the Latin America and the Caribbean region;
country manager (Manila, Philippines); manager, development effectiveness, Middle East and North
Africa region; and manager, Young Professionals Program—the World Bank Group’s source of talent.
He led the design of investment projects in diverse sectors, including urban water and sanitation,
agriculture, irrigation and rural development, energy, and transport infrastructure. Prior to joining the
World Bank Group, Ordu worked as an international economist at the Midland Bank Group, London,
covering emerging markets. Before that he worked at The Economist Intelligence Unit, London, covering
sovereign risks.
Ordu is a member of the board of directors of the Partnership for Transparency Fund, and a non-resident
senior fellow at the Accra-based African Center for Economic Transformation. He served as senior
consultant to the World Meteorological Organization, the United Nations Environmental Program, the
African Development Bank, and the World Bank. Ordu holds a Ph.D. in economics from Sussex
University, M.Sc. in quantitative economics from Bristol University, and B.Sc. in economics and law
from University College, Cardiff, Wales, U.K.

8. Prof. Njuguna Ndung’u

Njuguna Ndung’u is the Executive Director of the African Economic Research
Consortium (AERC), a Pan African premier capacity building network of
researchers, educators, students, universities, policy makers and international
resource persons. He is an associate professor of economics at the University of
Nairobi, Kenya, and a distinguished researcher and trainer. He is the immediate
former Governor of the Central Bank of Kenya, where he served for two 4-year
terms as required by law, from 2007 to 2015. He has been a member of Global
Advisory Council (GAC) of the World Economic Forum and a Visiting Fellow
of Practice at the Blavatnik School of Government, Oxford University. Prior to
his appointment as Governor, he was the Director of Training at the African
Economic Research Consortium, (AERC). He also worked at the International Development Research
Centre of Canada in 2001 and the Kenya Institute for Public Policy Research and Analysis, KIPPRA in
1999. He holds a PhD in economic from the University of Gothenburg, Sweden. He has published widely
in international journals as well as chapters in various books on economic policy issues. Currently he is a
Member of the Brookings Africa Growth Initiative (AGI) Distinguished Advisory Group, a Member of
the Advisory Committee of the Alliance for Financial Inclusion, AFI, that coordinates financial inclusion
policies in Africa, Asia and Latin America, and a Senior Advisor for the UNCDF-based Better Than Cash
Alliance
9. Mrs Maisie Nkau
CEO, Supreme Audit Institution, SA
Mrs Maisie has extensive experience in workforce management, strategic
planning and management. Her Major Projects /professional highlights
include PFM reporting guide ( co-developed with GIZ) identifying
strengths and weaknesses in a country’s PFM process; Research paper to
determine the level of resilience of SAIs in sub-Saharan Africa to meet
stakeholder expectations during the COVID-19 disaster leading to a pocket
guide for SAIs to perform real time disaster audits; Developing strategies
and initiatives; and Building capacity at institutions such as Parliament,
Executive authorities and Accounting authorities to improve the
management and accountability.
Meisie believes the key to the success of any business is effective
leadership and the quality of its employees. In recognition of this, she
never misses an opportunity to influence others to work toward organisational goals. She enjoys
developing and maintaining sufficient cohesiveness and motivation to keep the team working together as
a functional unit, while learning how to adapt her leadership style to increase her effectiveness.
10. Professor Akpan Ekpo

Former DG, West African Institute for Financial and Economic Management (WAIFEM). Nigeria
Akpan H. Ekpo is a Professor of Economics and Public Policy at the University of Uyo
(Federal) and immediate past Director General of the West African Institute for
Financial and Economic Management. He was once the Vice-chancellor of the
University of Uyo and a Non-Executive Director of the Central Bank of Nigeria. He has
lectured in several universities in Africa, USA, and Nigeria. His areas of interest include
fiscal and monetary policy and development issues relating to Africa. He is well
published. He obtained a PhD in Economics from the University of Pittsburgh,
Pennsylvania, USA.

11. Prof. Gunnar Köhlin

Sweden.
Director Environment for Development Initiative, Department of Economics,
University of Gothenburga global network of environmental economics’ centers
that he coordinates from University of Gothenburg. EfD is created to strengthen
the science – policy nexus for the application of environmental economics to
reduce poverty and increase sustainability in the Global South. He has spent 30
years working with applications of environmental economics in developing
countries including the development of a dedicated PhD program in
environmental and development economics with 45 PhD graduates, primarily
from Africa. His research interests focus on sustainable agriculture, energy,
forestry, and environmental policy analysis in developing countries. He has been
involved in i.e. the World Bank Country Environment Analyses for Ethiopia and
Tanzania as well as a major review of market-based approaches to environmental management for the
Asian Development Bank. Gunnar Köhlin is also an honorary professor at the School of Economics,
University of Cape Town
12. Dr. Andrew Donaldson

former Deputy Director-General in the National Treasury, South Africa
Andrew Donaldson is currently a senior research associate of the Southern
Africa Labour and Development Research Unit at the University of Cape
Town. He is a former Deputy Director-General in the National Treasury
and served as the inaugural head of the Government Technical Advisory
Centre (GTAC). He currently advises the National Treasury on budget
planning and public finance, and assists GTAC with the implementation of
its public economics capacity building programme. He serves on the
Investment Committee of the Jobs Fund.
Andrew studied at the University of Stellenbosch and has masters degrees
in economics from UNISA and Cambridge University. He taught economics at the former University of
Transkei, Rhodes University and the University of the Witwatersrand, and has published in the fields of
demography, economics of education, social policy, macroeconomics and public finance. In the 1980s
and early 1990s he worked on rural land issues in the Eastern Cape, and on the systems and planning work
of the National Education Policy Investigation.
Andrew joined the former Department of Finance in 1993 as Deputy Director in the Unit for Fiscal
Analysis. In 2001 he was appointed Deputy Director-General and head of the Budget Office, and
subsequently served as head of the Public Finance Division, responsible for expenditure planning and
policy advice.
He contributed to the work of the Katz Commission on tax policy, served on the Committee of Inquiry
into a National Health Insurance System, and was a member of the team that drafted the 1996
macroeconomic strategy. He was responsible for the introduction of a medium-term expenditure
framework in 1998 and led the subsequent reform of the budget process and restructuring of budget
documentation. Recent responsibilities have included the Treasury's work on social security and
retirement reform, creation of the Jobs Fund and establishment of the Government Technical Advisory
Centre.

13. Ms Patience Oniha

She is currently the Director-General of the Debt Management Office (DMO), a
position she assumed on July 1, 2017. Prior to this time, she had served as
Director, Market Development Department of the DMO (2008 – 2015) and
pioneer Head of the Efficiency Unit at the Federal Ministry of Finance, Budget
and National Planning (2015 – 2017). Ms. Oniha had a distinguished career in
the banking sector cutting across, Credit, Marketing, Investment Banking and
Treasury and rose to the position of General Manager at Standard Chartered Bank
Ltd before making a career move to the public sector in June 2008.
She holds a First-Class Bachelor’s Degree in Economics (University of Benin,
Benin City – 1983) and a Master’s Degree in Finance (University of Lagos –
1985). Ms. Oniha is a Fellow of the Institute of Chartered Accountants of Nigeria having qualified in 1989
and a Member of the Chartered Institute of Taxation of Nigeria.
14. Mr. Christopher, Bredholt

Christopher Bredholt is a Vice President – Senior Credit Officer in
Moody’s EMEA Infrastructure Finance team, based in London. He covers
a diversified portfolio of mainly project finance issuers across sectors
including renewables, oil & gas, transport, social infrastructure, and
digital infrastructure. He has gained broad experience assessing complex
structures and credit enhancement mechanisms for emerging market
project financings that have mobilised private sector participation. He
represents the Infrastructure Finance team for Moody’s analytical
activities in the African market. Before joining Moody’s, Christopher
worked for a Oxara Energy (a renewable energy private equity investor)
in London and JPMorgan Asset Management in New York.
Christopher holds a BSc in Economics (Finance) from the Wharton School at the University of
Pennsylvania, an MPhil in International Development from the University of Oxford and is a CFA
charterholder.
15. Professor Eswaran Somanathan.

E. Somanathan is a professor in the Economics and Planning Unit, Indian
Statistical Institute (ISI), Delhi and the Director of the Centre for research on
the Economics of Climate, Food, Energy and Environment (CECFEE). His
research is in the economics of environment and development and
microeconomic theory. He is the Editor of the journal Environment and
Development Economics published by Cambridge University press and was
a Co-ordinating Lead Author for Working Group III of the Fifth Assessment
report of the Intergovernmental Panel on Climate Change. He has recently
joined as an Expert in the Indian Council of Medical Research (ICMR) led
National Task Force. He received his PhD in economics from Harvard in
1995, and has taught at Princeton, the University of Michigan at Ann Arbor
and Emory University.

Mr Othieno earned bachelor’s degree (2003), at Howard University,

Awarded scholarship to pursue further education at the London School of

master’s degree (2006) in Development Economics. Awarded a World Bank
scholarship (2010) to work towards post-graduate studies at the Trade Policy
Training Center in Africa (Arusha, Tanzania) where he earned his Post-
Graduate Diploma (2011) in International Trade Law and Trade Policy. He
worked as Head of Research and Policy Analysis (2011 – 2014) for the Private
Sector Federation in Kigali, Rwanda, where he pioneered significant research.
Currently works as “Expert, Jobs and Incomes” for the Prime Minister’s Delivery Unit in the Office of
the Prime Minister, Kampala, Uganda. Andrew has a strong passion for research and trade policy with a
personal bias towards regional integration.
17. Dr. Mohamed Kamal Daoudi

Dr. Mohamed Kamal Daoudi is the President of Chamber at the Moroccan Court of
Accounts (since 2013), He has Career at the Court as a Magistrate, Rapporteur, Senior
Auditor, Head of Section and Head of Cabinet of the President (since 2000)
Dr Daoudi has a PhD in Law from Paris Law School- Sorbonne University (2015),
Master’s degrees in Business Administration (2004), in Public Administration (1999)
and in Civil Engineering (1997). He is a member of Member of the French Association
of Doctors in Law (AFDD)-Paris, Member of the Association of Certified Fraud
Examiners-Austin-USA, Fellow of the USA International Visitor Leadership Program
(IVLP)-2014 and External auditor of many United Nations’ organizations (UNDP-UNFPA-UNHCR-
CTBTO…). Dr Daoudi is the founding member of the International Center of Performance Auditing
(ICPA)-Kansas City-2009, a Lecturer and the author of a book on Corporate governance of State-Owned
Enterprises in Morocco (2017). He Fluent in Arabic, French and English
18. Mr. Ebenezer Onyeagwu

Mr. Ebenezer Onyeagwu is the Group Managing Director/CEO of Zenith Bank
Plc. He has over 29 years of experience in the banking industry in Nigeria out of
which 18 years is with Zenith Bank Plc where he rose through the ranks and was
appointed the Group Managing Director/CEO on June 1st, 2019. Mr. Onyeagwu
is a graduate of accounting from Auchi Polytechnic, Nigeria. He qualified as a
Chartered Accountant (ACA) of the Institute of Chartered Accountants of Nigeria
(ICAN) in 1989 and became a Fellow (FCA) of ICAN in 2003. Mr. Onyeagwu is
an alumnus of the University of Oxford, England, where he obtained a
Postgraduate Diploma in Financial Strategy, and a certificate in Macroeconomics. He also undertook
extensive executive-level education in Wharton Business School of the University of Pennsylvania,
Columbia Business School of Columbia University, and the Harvard Business School of Harvard
University, in the United States. He is the Chairman of Zenith Pensions Custodian Limited and Zenith
Nominees Limited. He is also on the Board of Zenith Bank (UK) Limited, FMDQ Holdings Plc, Shared
Agent Network Expansion Facilities (SANEF) Limited and Lagos State Security Trust Fund (LSSTF).
He also served on the board of Zenith Bank Ghana Limited, Zenith General Insurance, Zenith Securities
Limited, Zenith Assets Management Company, Zenith Madicare Limited and Africa Finance Corporation
(AFC). Mr. Onyeagwu is married with children.

As a centre of government and delivery lead, I serve as the focal point for all TBI’s
centre of government and delivery strengthening work (in presidencies and PM
offices), which currently spans 14 countries. I have provided delivery support to
numerous delivery units in Africa, including serving as an embedded advisor to the
governments of Kenya and Ethiopia; and short-term capacity strengthening support
to the governments of Nigeria, Senegal, Togo, and Liberia. Prior to TBI, I was a
consultant at Ethiopia’s Agriculture Transformation Agency (ATA). I am an
economist by training
20. Edward Marlow

Ed Marlow is a Managing Director of Credit Suisse Global Markets. He is Head
of Sub-Saharan Africa. Previously he was Global Head of Coverage for Principal
Investments at HSBC having also founded and led HSBC’s African Principal
Investments Business. He has worked and travelled in Africa for more than 30
years and has over 17 years of specific investment and advisory experience in Sub-
Saharan Africa. During his career, Ed has also worked for Insinger De Beaufort,
UBS and Citigroup. An ex British Infantry Officer, he has an MBA from Cranfield
University, a PGDip Law from the University of Northumbria, a BA from Manchester University and is
a graduate of the US Army Command and General Staff College and RMA Sandhurst.
21. Mr. Pitan Olukayode

Mr. Pitan is the Managing Director and Chief Executive Officer of the Bank of
Industry, a position he has held since May 2017. He draws on his over 30 years
of work experience from both corporate and banking sectors.
He began his career with Citibank Nigeria in 1986. Prior to joining BOI, Mr. Pitan
was the MD/CEO of Caroline Properties Ltd and Director of Excel E&P Ltd.
Previously, he held the position of Executive Director of Unity Bank Plc,
MD/CEO at First Interstate Bank Plc in August 2004, where he successfully led
the bank through a merger with eight other banks to form Unity Bank.
He graduated with BSc (Hons) degree in Economics from the University of Ibadan in 1982 and obtained
a Master’s degree in International Management from the American Graduate School of International
Management, Glendale, Arizona. He is an alumnus of Lagos Business School and London Business
School.

Chidiebere Ibe is a Public Sector Governance specialist with knowledge and
experience in Public Financial Management, Public Policy Analysis, Public
Service Management, public sector economics and capacity building. He has over
20 years’ experience working in professional accountancy services, banking and
finance, private sector, public service, and international development assistance.
He has undertaken assignments in technical assistance, research, capacity
building and advocacy on public financial management, public budgeting,
financial analysis, climate and sustainable energy finance, public policy analysis, public service reforms
and economic policy development in and for a number of countries in Africa and beyond and for a few
international development agencies including the World Bank, ADI/AfDB, UNDP, UK-AID, EU,
USAID, UNECA.
Chidiebere possesses master’s degrees in economics, and in Public Policy and Management, and a
bachelor’s degree in Accountancy.
23. Titus Nampala

Titus joined RMB from Moody’s Investors Service where he served as Head
of Business Development for Africa, Country Head for South Africa, and
member of the Board of Directors. Titus has over 10 years’ experience within
Financial Markets, spanning Global Markets, Risk and Treasury Management
across the EMEA region in addition to 5 years in the engineering industry. At
RMB, he has overall strategic and business responsibility for the FIG and
Sovereigns Sector across Africa. He holds a Master of Leadership in
Emerging Markets and a Masters in Nuclear Engineering amongst other
qualifications. He is passionate about the role of financial market can play in
deepening the local capital markets across the continent.
24. Mr. William Gyude Moore
Senior Policy fellow, Centre for Global Development, USA
Former head of the President's Delivery Unit and Minister of Public Works, Liberia
W. Gyude Moore is a senior policy fellow at the Center for Global
Development. He previously served as Liberia’s Minister of Public Works
from 2014 to 2018. Prior to that, Moore served as Deputy Chief of Staff to
President Ellen Johnson-Sirleaf and Head of the President’s Delivery Unit
(PDU). His team monitored progress and drove delivery of the Public Sector
Investment Program of Liberia. He also played a crucial role in supporting
Liberia’s response to the Ebola outbreak and shaped its post-Ebola outlook.
At CGD, Moore focuses on financing infrastructure in Africa and the
changing landscape of development finance on the continent. His research
tracks the channels of private sources of finance, the rise of China and its
expanding role in Africa, and Africa’s response to these changes. He serves
on the Board of Advisors of the Master of Science in Foreign Service Program
at Georgetown University.

25. Dr. Buno E. Nduka

Buno Nduka holds a doctorate degree in Economics (with specialization in
Econometrics and Financial Economics) from University of Benin, Nigeria
under the AERC CPP Scholarship program. He is an engaging scholar on
questions of development and good governance in Africa, especially on
issues of AML/CFT, financial sector development, debt and macro-economic
management and program management.
Buno Nduka is currently the Director of Evaluation and Compliance at the
Inter-Governmental Action Group against Money Laundering in West Africa
(GIABA), based in Dakar, Senegal where takes leading role is the assessment
of member States on their level of compliance to internationally acceptance AML/CFT measures. He
works closely with practitioners, policymakers, regional and international organisations to influence
policy uptake on burning economic development and good governance challenges facing the West African
region.
26. Mr. Baba Yusuf Musa

Dr. Musa is currently Director General of the West African Institute for
Financial and Economic Management – a regional capacity building institutions
owned by the Central Banks of the Anglophone Countries of West Africa. He
earlier held the post of Director, Debt Management. Preceding WAIFEM, Dr.
Musa had a 21-year stint at the Central Bank of Nigeria and retired as Assistant
Director. Musa is currently a member of the World Bank DMF III

Technical Advisory Committee under DMF I from 2008 to 2013, and a member
of the DMF II implementation Coordination Group-from 2014 2019. He

Dr Abebe Shimeles joined AERC in December 2019 as Director of Research
overseeing our Thematic and Collaborative programmes. Dr. Shimeles brings
over 30 years of professional experience in policy research working for
academia, NGOs (Action Aid), and other international organizations (United
Nations Economic Commission for Africa; The World Bank and the African
Development Bank) with a proven track record of publications in peer
reviewed journals, policy dialogue, and impacting policy through research.
His recent position at the African Development Bank was Division Manager
of the Macroeconomic Policy, Forecasting and Research department. Dr
Shimeles received a PhD in Economics from Goteborg University, M.A., Delhi School of Economics and
B.A. from Addis Ababa University. He started his research career at the AERC in the mid-1990s and
continued to serve as a resource person since 2009.

the Africa Technology Awards in 2012. He has published in various media and has served on / contributed
to many international and inter-governmental scientific panels/reports including the Intergovernmental
Panel for Climate Change (IPCC); Green Growth Best Practice (GGBP); the International Resource Panel
(IRP); the OECD Green Growth and Poverty Reduction Task Team; the UNESCO Governing Board of

Dr. Eric Ogunleye is the Advisor to the Vice President and Chief Economist of the
African Development Bank. Has over 15 years of progressively responsible,
practical and demonstrable hands-on experience as macroeconomist, development
economist, M&E specialist, public governance and regulatory reform expert, policy
advisor and project director and manager with work experiences straddling all
research and policy advisory divides: international development; private sector;
government; non-governmental institutions; and academic. Former Special
Assistant (International Trade and Finance) to the President of Nigeria, Special
Adviser to the Chief Economic Adviser to the President of Nigeria and more
recently as Technical Adviser (Policy and Planning) to the Honorable Minister of Budget and National
Planning. He was a core member of the team that crafted the Nigeria’s Economic Recovery and Growth
Plan. Earlier, he had stints in key institutions: UNCTAD, UNU-WIDER, World Trade Organization, and
African Center for Economic Transformation. Eric holds Ph.D. from University of Ibadan through the

Mrs. Florence Freda Dennis has over 25 years experience in the Maritime
Industry, Governance and Anti-Corruption work on the continent. She presently
leads a team that develops preventive measures to proactively reduce the
potential for misconduct, fraud, corruption and illicit financial flows in AfDB
financed operations and activities.
Prior to joining the Bank in 2014, she managed Ghana Anti-Corruption
Coalition for 10 years bringing together the private sector, civil society and
public governance institutions at the national, regional and continental level in the fight against corruption.
She was a technical expert for the UNCAC review process in Ghana, the development of Whistleblower
Policy and National Anti-Corruption Action Plan in Ghana. Her work on Collective Action gained
recognition by the World Bank Institute leading to the implementation of contract monitoring projects in
Sierra Leone, Nigeria, Ghana and Liberia, building national efforts for accountability and effective public
service delivery.

Mr. Coulibaly, is a citizen of Mali and joined the African Development Bank in
2002. He brings into this role over twenty-five years of diverse experience in
various areas of development, notably economic governance, project
management, operational policy, country dialogue, finance, audit and advisory
services, in both private and public sectors.Until this appointment, he was the
Officer-in-Charge for the Governance and Public Financial Management
Department of the African Development Bank since 2016. As Officer in Charge
of the Governance Department, he was responsible for lending delivery and
business development, donor coordination and partnership on governance, sector
strategy as well as people management of the department. He coordinated the delivery of operations for
economic governance and public finance management and served as substantive technical anchor for the
Bank’s engagement with key policy and strategic processes.
He championed the Department’s delivery of more than twenty operations with over 100 percent
implementation rate of the approved lending program, including complex and big-ticket interventions
such as the budget support operations for several countries. He also led the design and preparation of
various program documents through the Bank review process, in close collaboration with other Donor
partners. In addition, he led the preparation of institutional support and capacity-building projects in the
public sector and issued position papers relating to good economic and financial governance in regional
member countries. He also co-led the Bank relationships with Regional Economic Communities and
regional organizations, in particular with partners on governance. Very recently, he coordinated the joint
work of the Bank and OECDs on Illicit Financial Flows and Combatting Corruption.Between 2013 and
2016, Mr. Coulibaly was Division Manager, Operations Design and Portfolio Management. He was also
the Principal and Chief Governance Expert from 2008 to 2013 and Senior Governance Specialist ,2002 -
2008. Prior to joining the African Development Bank, Mr Coulibaly had worked as a Financial

Odiogo is passionate and deliberate about changing the narrative of Africa’s

sector. Previously the Investment & TMT Lead at the Islamic Development Bank
(IDB), and as Business Development Manager at the Islamic Corporation for the Development of the

37. Mr. Nkoanyane Sebutsoe

Mr. Nkoanyane Sebutsoe is a Senior Capacity Development Officer, Policy
Management Division of the African Development Institute. As part of the AfDB’s
Young Professionals program, he worked in Capital Market and Financial
Operations Division, the Energy and Climate Change Department to work with the
Sustainable Energy Fund for Africa (SEFA) and the Global Environment Facility
(GEF) as well as the Environmental and Social Analysis team, the Office of the
Special Envoy on Gender, among others he contributed immensely to the
development of the Bank’s Gender Strategy. Prior to joining the Bank, Sebutsoe worked as a Capital
Market Specialist at the Central Bank of Lesotho in their Capital Market Development Division and also
held part-time lectureship positions at the National University of Lesotho teaching undergraduate
