Liverpool City Region Taskforce and Youth Offer

Welcome & Introductions

Peter Jamieson, North West Area Director, Job Centre Plus

Rob Tabb – Policy Lead, Employment & Skills LCRCA

Purpose of TodaySupporting Young people is a priority of the Metro Mayor.

1. Hear some feedback from Young People in the City Region around their concerns and support they would like around finding work.

2. Talk to you about our ideas to respond to that:- Creation of a Liverpool City Region Youth Employment

Task Force- Creation of a Liverpool City Region Youth Offer

3. Gain Commitment and Agree Next Steps.

‘Young people are amongst the most impacted by the effects of the COVID-19 virus on our country, with schools and colleges previously closed, exams cancelled and huge uncertainty over their future hopes, fears and aspirations.’

Steve Rotheram – Metro Mayor

The Challenge

4

• A significant increase in youth unemployment.

• Many more young people on furlough or paused apprenticeships are unsure of their future.

• A changing labour market, with sectors popular with young people such as hospitality and retail severely impacted.

• A changing provider landscape, with organisations adapting to new delivery methods.

• Challenges to reach young people who are digitally excluded while face to face services are limited.

• The risk that young people who were socially excluded before the Covid-19 now face deeper challenges.

Feedback from the Metro Mayor’s Youth Advisory Group

“With no GCSE results a job employer will maybe not want to employ a young person not knowing the skills they have”

“Will the pandemic affect students’ opportunities for work experience?”

“I have recently applied for a job but not heard back. When do you think the job market will pick up and are they likely to take on new staff?”

“I was very lucky getting an apprenticeship last year and got kept on but I'm unfortunately furloughed now so I’m worried that I will not get my job back”

“Will young people be able to go to job previews to help them find jobs after the pandemic is over if positions are limited?”

“How will COVID affected the job market in the next few years?”

“What can be done to help young people seeking their chosen career at this time?”

’How can young people achieve work experience or relevant training to their industry whilst being at home without internet access?’

“With no GCSE results a job employer will maybe not want to employ a young person not knowing the skills they have”

How can we make sure those with SEN or who struggle with technology are supported?

Liverpool City Region Youth Offer

6

• A virtual forum for key partner organisations who support young people into work.• Aims (to be agreed):

o Reduce Youth Unemployment through increased access to jobs, apprenticeships and training.

o Provide joined up support to every young person that would like help.o Ensure no young person is left behind, including care leavers, those with SEN

and those from BAME communities• How:

o Meet regularly to hear from Young People.o Understand each other’s offers and delivery so we can join up our services.o To contribute to delivery of the LCR Youth Offer.

Liverpool City Region Youth Offer

7

• The LCR Youth Offer would be a calendar of virtual and physical events that providers would commit to deliver to connect with and support young people who are job searching.

• These events and activities could include for example:

o A virtual information session about how to access apprenticeships

o A virtual mentoring circle run by an employer who will commit their time to provide advice and support about their sector

o A virtual session with an employer or recruitment agency about what makes a good CV

o A physical job club where young people can access a computer to job search if they are digitally excluded (subject to social distancing)

o Information sessions from providers about the services they offer / virtual open days

Liverpool City Region Physical Youth Hubs

8

• A digital offer will not reach all young people, so we need to deliver a face to face service in a safe way.

• Aim to set up physical Youth Hubs across the City Region where Young People can access a range of support in one place.

How to Get Involved

12

• Can you encourage Young People to get involved with design and delivery by promoting the MMYAG?

• Would you like to join the LCR Youth Employment Task Force?

• Can you deliver a virtual event for young people?

• Can you promote the Youth Offer once it is up and running?

• Do you have space that could host a physical youth hub on a regular basis?

• Do you have staff that could work on an outreach basis from a youth hub?

Next Steps – Virtual Youth Offer

• If you do not want to host an event, but would like to join a multi-partner event to briefly promote your services please let us know.
