TheCypress‐FairbanksISDLivestockShowAssociationreserves,toitsRulesCommittee,thefinalandabsoluterighttointerprettheserulesandregulationsassetforthandtoarbitrarilysettleanddetermineallmatters,questions,anddifferences,inregardtheretoorotherwisearisingoutof,inconnectionwith,orincidenttotheshow.
TheLSARulesCommitteereservestherighttoamendoraddtotheserulesasit,initsjudgment,maydeemadvisable.
Inconsiderationfortheopportunitytoparticipateintheshow,eachstudentandhis/herparent(s)orlegalguardian(s)agreetoabidebythegeneralrulesandspecialrules,aspublishedherein.Anystudentorhis/herparent(s)orlegalguardian(s)whoviolateand/orrefusetofollowanyofthegeneralrulesand/orspecialrules,aspublished,willforfeitallprivilegesandpremiumswon.
Studentswillabidebyallschoolrulesandbesubjecttodisciplinaryactionforanymisbehavioraccordingtoregularschoolpolicy.Inextremecasesofmisbehavior,thestudent’sanimalwillberemovedandwillnotbeallowedtobeshownorsold.
Followingtheprocedurestopurchase,enter,andraiseananimalfortheCFISDLivestockShowdoesnotguaranteeeligibilitytoparticipateintheshoworsale.Asnotedintherulesandregulations,studentsunderstandthattheymustbeeligibletocompeteatthelivestockshowbasedonUILandCypress‐FairbanksISDguidelines.Ineligibilitytocompetemayresultfromfailinggradesand/orplacementatanalternativelearning campus. In the event astudentis ineligibleto compete, their animalwill not be allowed on the showgroundstoparticipateintheshoworsaleandtheirproject‐relatedexpensesarenon‐refundable.

1.DatesandLocation TheCypress‐FairbanksISDLivestockShowwillbeheldFebruary2‐4,2017,attheCypress‐
FairbanksISDshowgroundsonTelgeRoad.
2.Liability TheCypress‐FairbanksISD,Cypress‐FairbanksISDLivestockShowAssociation,ExecutiveBoardofDirectors,ExecutiveCommittee,Committeemen,etc.,willnotbeliableforanypersonalinjuries,damages,fire,theft,accident;anymattersresultingfromorrelatingtounattendedanimals;forfeitureofallawardsand/orsaleproceeds;non‐paymentofsaleproceedsbybuyer(s),etc.
3.Conduct Notypeofmisconductbythestudent,his/herparent(s),legalguardian(s),orguest(s)willbetolerated(including,butnotlimitedtodisrespect,profanity,useoftobaccoproducts,insubordination,excessivehorseplay,etc.).Thisisaschool‐sponsoredevent,sotheCodeofConductmustbefollowed.Thistypeofbehaviorcanresultinthedisqualificationofanyprojectfromthepremium,freezer,orsilentauctionsalesandimmediateremovalofproject(s),student(s),parent(s),legalguardian(s),and/orguest(s)fromtheshowfacilities.

4.AnimalpurchaseandOwnership
Thestudentmustbetheowneroftheanimaltoparticipateinthelivestockshow.Studentsmustadheretotheschedule/deadlines,includedinthisrulebook,forentryandvalidationofanimalprojectsforthelivestockshow.
Allanimals,exceptrabbitsandheifers,willbepurchasedfromasupplierselectedbytheCypress‐FairbanksISDLivestockShowAssociation’sRulesCommitteeandpaidforbymoneyorder,cashier’scheck,orwithcash.Moneyordersandcashier’schecksmustbemadepayabletotheCypress‐FairbanksISD(orCFISD).CFISDwillconsolidatethesemoniesintooneformofpaymenttothesuppliersasaconveniencetosupplier,parentsandstudentsofCFISD.
AttheCFISDLSAsteer,swine,lamb,andgoatselections,studentswillbeallowedtobringonehelperwiththemtotheviewingandactualselection.Theagriscienceteacherswillbeallowedtoadviseduringtheviewingportionsonly.(SeeDraw&Selectionrulesformoredetails/procedures.)Familymembersmaynotshareprojectswiththeexceptionofpoultryandrabbits.Studentsmustraiseanimalprojectswithina20‐mileradiusofCypress‐FairbanksISDboundaries,unlessthestudentlivesonthepremiseswheretheanimaliskeptorprojectisbuilt.(Example:ThestudentisthechildofanemployeeofCypress‐FairbanksISDwholivesout‐of‐district.)
Ultimately,itistheresponsibilityofthestudenttofindandsecurehousingfortheiranimalproject(s).StudentsmayapplyforspaceattheircampusFFABoosterClubfacilityifoneexistsorataCFISDAg‐ScienceCenter.Submittinganapplicationdoesnotguaranteespacewillbeavailable.Eachtypeoffacility(CFISDorBoosterClub)hasaseparateprocessforrequestingspace,thereforeacquiringpermissiontohouseananimalatonefacilitydoesnotguaranteethatpermissionwillautomaticallybetransferredtoanotherfacilityifcircumstanceschange.
InformationontheCFISDAg‐ScienceCentersmaybefoundathttp://lsa‐cfisd.wikispaces.com.TheAg‐ScienceCentersweredesignedtohouseCFISDmarketsteers/swine/lambs/goatsduringthetermoftheCFISDLivestockShow/Sale.Othermarketanimalswillbeplaced(afterspaceisallocatedtothosewithpriority)basedonanyremainingspaceavailableatthetimeoftherequest,withprioritytoCFISDmarketanimals.StudentsoptingtoraisesomethingotherthanaCFISDmarketsteer/swine/lamb/goatshouldunderstandthatspaceattheAg‐ScienceCentersisverylimitedforanimalsoutsideofthosetheyweredesignedtohouse.
Students/parentsatacampuswithaBoosterClubfacilityshouldcontactthatorganizationforinformationontheirrules/procedures/limitationsforhousingCFISDandnon‐CFISDanimals.
ProjectsenteredintheCFISDLivestockShowsatisfy,inpart,thesupervisedagricultureexperience(SAE)thatisrequiredbythestateforeverystudenttakinganagclass.Teachersupervisionandstudentdocumentation(recordbook)oftheSAEisrequired.AgteacherswillprovidegeneralSAEguidancetostudentsintheclassroomonaregularbasis.TheywillprovidespecificSAEfeedbackoneachprojectatleastonetimepergradingperiodduringthespanoftheproject,strivingformonthlyfeedbackonshort‐termprojects.Students/parentswithprojectsraised/producedonprivatepropertymustprovidetheagteacheraccesstotheproject(forsupervisionpurposes)atleastonetimepergradingperiod.
5.Insurance Cypress‐FairbanksISDdoesnotprovideinsuranceforanimalprojects.Oncethestudenttakespossession of the animaland leaves the selection area, CFISDnor the CFISD LivestockShowAssociationisresponsibleforanyexpensesrelatedtothehealthandwelfareoftheanimal.Thisincludesreimbursementofexpensesduetoillnessordeath.Students,andparents,areadvisedtoconsiderpurchasinginsurancethroughanoutsideagency.

6.EligibilitytoParticipateintheshow/sale
Onlystudentswhoareenrolledinatleastonesemesterofthecurrentschoolyear’sagriculturescienceclassesinCypress‐FairbanksISD,arepaidFFAmembers,andowenofeesorfinestothelocalFFAchapter,willbeallowedtoexhibitatthelivestockshow.
Astudentmustbeeligibleforparticipationinextra‐curricularactivitiesinaccordancewithcurrentguidelinesofUILandCypress‐FairbanksISD.Ineligibilitytocompetemayresultfromfailinggradesand/orplacementatanalternativelearningcampus.His/hercampusprincipalordesigneewillcertifythiseligibility.
Projects ofstudentswhoare ineligiblewill notbe allowedon theshowgrounds toparticipateintheshoworsaleandproject‐relatedexpensesarenon‐refundable.
7.Care/groomingofanimals

Therewillbenobeddingortying‐outoflivestockoutsideoftheExhibitCenter.Allanimalsmustremaininthebarnatalltimes.
Therewillbenoclippingorgroomingofsteers,swine,lambs,orgoatsontheshowgroundsafterarrivalonWednesday,February1,2017.Exhibitorswillhaveoneopportunitytocorrectanyhairissuesoff‐siteifsifted,uptotheendofcheck‐in.
Therewillbenounethicaltreatmentoflivestock.InfractionsaresubjecttoreviewbytheLSARulesCommittee.
Eachstudentisresponsibleforthecareofhis/heranimal(s)throughouttheshow.His/heragriscienceteacherwillselect/approveasubstituteshowpersonforstudentswithspecialneeds,conflictingschoolactivities,illnesses,etc.
8.Check‐in/Sifting(SeeDivision‐specificRulesandRegulationsandDrugResidueRulesandTestingProceduresformoredetails.)
Tagging‐Anyeartags,wingbands,orrabbittattoosmustcoincidewiththenameofthestudentontheanimalselectionsheetandentryform.Astudentmustnotifyhis/heragriscienceteacherwithin24hoursifaneartagorwingbandfallsoffduringthetimethestudentownstheanimal.Eligibilityofanimalsarrivingatcheck‐inmissinganeartagorwingbandwillbedeterminedbytheLSARulesCommittee.Allnon‐CFISDtags,exceptmajorshowtags,mustberemovedbeforevalidation.(Priortothesale,studentsmustremoveallmajorshowtagsfromanimalstobesoldinthepremiumorfreezersale,includingpoultry.)

15.DNATesting DNATesting–ThepurposeofDNAtestingistosupportthevalidityofownershipoftheanimalincaseaquestionofownershiparises.
1. Aninitialhairsamplewillbecollectedfromeachanimal(steer,lamb,goat,swine)atthetimeoftheselectionprocess.Thehairsampleswillbesealedinatamper‐proofenvelopeidentifiedbytheanimal’seartagnumber.Thehairsamplecollectionprocesswillbefacilitatedbyaveterinarian,vettech,ortheirdesignee.
2. TheinitialhairsampleswillbestoredintheCTEofficeatISCunderthesupervisionoftheCTECoordinatorforAgriculturalScience.
3. Thetoptwoplacinganimalsfromeachweightclassinthesteer,lamb,goat,andswinedivisionswillbesubjecttoacomparativeDNAtest.Usingaprocesssimilartotheoneusedtocollecttheinitialhairsample,uponleavingthecompetitionarenaarea,the1st
and2ndplacewinnerswillbeledtoalocationwhereasecondhairsamplewillbecollected.Thissamplemaythenbetakentoalab,alongwiththeinitialsample,foraDNAcomparisontest.
4. TheCFISDLivestockShowAssociationRulesCommitteereservestotherighttoinitiateaDNAcomparisontestonanyanimalinthesteer,lamb,goat,andswinedivisionsifownershipisinquestion(i.e.whenaneartagislostorthereisaquestionoftampering).
5. IfsomeoneoutsideoftheCFISDLivestockShowAssociationRulesCommitteewishestosubmitaprotestofownership,itmustbemadewithspecificreasoninginwriting,alongwith$250cash,totheCFISDLivestockShowAssociation.TheprotestwillbereviewedandconsideredbytheCFISDLivestockShowAssociationRulesCommittee. Iftheprotestisaccepted,the$250cashcollectedfromthepersonprotestingwillbeused,inpart,topayfortheDNAtesting.The$250feewillberefundediftheprotestprovestobevalid(DNAdoesnotmatchinitialsample).
6. IftheownerrefusesthecollectionoftheinitialDNAsampleorasampletobecomparedtotheinitialsample,orifthesamplecomesbackfromtestinganditdoesnotmatchtheinitialDNAsample,theentryisdisqualifiedandtheexhibitorforfeitsallawardsandallsalemoney(premium,freezer,gifts)collectedthroughtheCFISDFFALivestockShowAssociation.Inaddition,anyfutureCFISDLivestockShowentriesofthisexhibitoraresubjecttoDNAtesting.

CFISDanimal.b.DrawtimeandplaceislistedintheLSARuleBook.Typicallythedrawwillimmediatelyprecedetheselectioniftherewillbeonlyoneheatthatday.Ifthenumberofanimalsbeingselectedislargeenoughtowarrantmultipleheats,thedrawmaybescheduledinthedaysprecedingtheselectiontogivestudents/parentstheoptiontostaggertheirarrivaltoselectbasedontheirlotterynumber.
c.Intheeventthestudentisnotpresent,thestudent’sagriscienceteacherand/oradultrepresentativewilldrawforthestudent.Itisthestudent’sresponsibilitytoobtaintheirdrawnumberfromtheiragriscienceteacherinatimelymanner.

3.Viewing a.Viewingisdefinedasa30minutetimeperiodforthestudentandoneselectortobrowseallanimalsintheanimalselectionarea.
b.Studentsandselectorsmaynotenterthepensoftheanimalsduringthistime.

4.AnimalSelectionArea
a.Theanimalselectionareaisdefinedasthedesignatedareainwhichtheanimalstobeselectedarelocated.
b.CFISDagriscienceteachers,CFISDCTEpersonnel,andtheveterinarian(andassistantifapplicable)whoisvaccinatingaretheonlypeopleallowedinthisareaatalltimes.Allothersallowedintheselectionareaareuptothediscretionoftheagriscienceteachers.(i.e.studentvolunteersandreporterswhoarenotselectingananimal,animalbreeders)
c.Studentsandselectorsareallowedinthisareaonlyduringtheirviewingandselectiontime.
d.Theholdingareaisforstudentsandtheiranimalsthathavealreadybeenselected.Thepersonhelpingthemtransporttheanimalmaybeinthisareaaswellatthetimetheanimalisintheholdingarea.
5.SelectionTime a.Selectiontimeisdefinedasthetimeinwhichastudentandaselectorareintheanimalselectionareatoselectananimal.
b.Intheeventastudenthaslosttheirdrawitem(i.e.keychain)theymusthavetheirnumberwrittenontheirhandbytheiragriscienceteacheronly.
c.Ifastudenthasaconflictthatwillpreventhim/herfromattendingonselectionday,theiragteachermustbenotifiedaheadoftheirselectiontime.Theagteachermayapproveaparentorlegalguardianlistedontheentryformtoselectforthestudent.(SpecialpermissionfromtheCFISDAgCoordinatorwillberequiredfora3rdpartytoselectifboththestudentandaparent/legalguardianlistedontheentryformareunabletoattend.)
d.Duringselectiontime,threestudentsandtheirselectorswillbeintheselectionareaatonetime.(Thenumberofstudentsintheselectionareamaybeincreasedtofiveatthediscretionoftheagriscienceteachersbasedonthenumberofanimalsbeingselected).Eachstudentandtheirselectoraregiventhreeminutestoselectananimal,basedontheorderoftheirlotterynumber.Duringthese3minutes,thestudentandselectormuststaytogetherandmaygointothepensoftheanimals.Theotherstudents/selectorsin

6.Vaccinations/DNAVerification
a.Afterananimalhasbeenselected,thestudentmustremainwiththeanimalduringthevaccinationandremovalofhairforDNAverificationprocess.
b.Exception:SteersarevaccinatedandDNAsampleistakenbeforetheselectionprocess.
7.RemovalofAnimalProjects
a.OncetheanimalhasbeenvaccinatedandhairhasbeenremovedforDNAverification,thestudentistotaketheanimaltoadesignatedholdingpenorimmediatelytransporttheanimaltoitsnewlocation.
b.Allanimalsinholdingpensshouldbeintheprocessofbeingremovedattheconclusionoftheselection.
c.Allanimalsareselected―asis‖,meaningthestudent/parentaresolelyresponsibleforthewelfareoftheanimalfromthetimeitleavestheselectionarea.

1.Drugresiduetesting:Exhibitorsandparents/guardiansconsentandagreethatanymarketentriesmay,atthediscretionoftheCypress‐FairbanksIndependentSchoolDistrictLivestockShowAssociation,betestedforunauthorizeduseofmedicationsordrugs.TheyfurthercertifythattheywillnotadministertheirmarketentrywithanysubstancenotapprovedbytheFDAand/orUSDAforthisspecies. (For example theywill not give a substance labeled as swine feed supplement topoultry.)Theirentryisnot,norwillitbe,withinanywithdrawaltimerelativetotheadministrationofanydrug,chemical,orfeedadditiveapprovedbytheFDAand/orUSDAbythetimetheanimal(s)isofficiallychecked‐inbytheAssociation.Asconditionforparticipationintheshow,everyexhibitormustagreetosubmittheiranimal(s)fortestingatanytimeaftercheck‐in.TheAssociationreservestherighttoperformanytest,includingbutnotlimitedtotissue,bloodand/orurinelaboratoryanalysis,onthegrandandreservechampions,alongwitharandomgroupofanimalsfromeachdivision.Ifrabbitsareinvolvedinaurinetestandtherabbitsdon’tprovideasamplewithin2hours,theparents/studentsmayapproveofanalternatemethodoftestingifoneisavailable.Theexhibitorandhis/herparent/guardianmustbepresentduringthecollectionfortestingandmustwitnessthesample;thusverifyingthesampletobeproperlycollectedandpreparedforanalysis.TheCypress‐FairbanksISDLivestockShowAssociationreservestherighttocondemnand/or disqualify any animal, eitheralive or dead, found in violation of the use of any drug,chemical,orfeedadditiveasdescribedaboveandtheexhibitorwillforfeitallawardsandsaleproceedsandbesubjecttotestingatfutureCypress‐FairbanksISDLivestockShows.Ifananimalisdisqualifiedfor testingpositiveand/orthecarcasscondemnedat slaughter,thedisqualificationwillnotimpactclassoroverallplacingforthatspecies.
2. Ifasampletestspositiveforillegaldrugresidueduringthepreliminarytest,theparent/exhibitorhas
therighttorequestasecondtesttoconfirmtheresults.Thesecondsampletakenfromthesameanimalwillthenbetakentoaprivatefirmforfurthertesting.Theparent/exhibitorwillberesponsibleinadvanceforallcostsassociatedwiththissecondtest.Shouldtheresultsofthesecondtestnotconfirmthefindingsinthefirsttest,thecostofthetest(minusshippingandhandling)willberefunded.KnowledgeofthispendinginformationwillonlybemadeavailabletotheCypress‐FairbanksISDCareerandTechnicalEducationDirectorandthetwoadministratorsoftheCypress‐FairbanksISDLivestockShowAssociationAnimalDrugResidueTestingProgramforprivacypurposesonly.
3. EmergencyTreatment:IfananimalrequiresemergencytreatmentwhileontheShowgrounds,onlya
licensedveterinarianwiththepriorapprovaloftheCypress‐FairbanksIndependentSchoolDistrictLSARulesCommitteewillbeallowedtoadministeradrug,chemical,orfeedadditive.TreatmentCost:Alltreatmentcostsaretheresponsibilityoftheexhibitor.
4.Exhibitorsrefusingtosubmittheiranimal/penfordrugtestingwillbedisqualifiedandmustremove
theiranimal/penfromtheshowgroundsimmediately.5.UltimateCareandResponsibility: BymakingentryintotheShow,theexhibitoragreesand
understandsthatultimatecareandresponsibilityforananimal/penrestsolelyupontheexhibitoruntilsuchtimethatpossessionoftheanimalisturnedovertothebuyerand/orhisagent(s).

GeneralLivestock/FFAKnowledgeTest(33pointsmaximum)‐ Thetestwillconsistof50multiplechoicequestionsbasedongenerallivestockandFFA
knowledge.Astudyguidewillbeemailedtotheaddressprovidedontheentryform.ItwillalsobeavailableontheCFISDLSAwebsite(www.lsa‐cfisd.wikispaces.com).
CFISDTopHandwillbethecontestant,fromanycategory,thatraisedthemostmoneyinsponsorshipsbythedeadline.Alljudgesareinstructedtojudgeonthecapabilityofcontestantsaccordingtoage.Alljudges’decisionsarefinalandwillNOTbeupforreviewbyanyone.Shouldatiearise,thetiewillbebrokenwiththetestscore.Thecontestantwiththehighertestscorewillwinthecontest.Ifatiestillexistsafterexaminingthetestscore,itwillbebrokenbytheinterviewscore.Ifboththetestandinterviewscoresareatie,itwillbebrokenbythejudges.
