Weflnd expenditures of S15G50 23 are correct 1 4731730 of thi3 amount being paid as 10 per cent f awards to claimants 514000000 of which was received by the Territory from the United States Government on account of interest on bonds ad- vanced ¬ by this Government The balance making up this item 7317- - 30 having bean drawn from the current cash account the remainder Sl33893 represents the expenses of the Fire Claims Commission in determining awards to claimants 5th Attorney Generals Depart ment Expenditures in the sum of 462 031 67 have been made by this De- partment ¬ We have cheoked the specific salaries and find payments have peen made comformably with the appropriations An examina- tion ¬ of the item of Support and Maintenance of Prisoners amount- ing ¬ to 8786588 shows economy of administration which other De- partments ¬ of the Government might wpII emulate An examination of the Police Department shows a high state of efficiency and economy of management in view of the work performed Expenditures of this Department amount to 56310650 of which 44326835 was paid in salaries to teachers These items have all been checked and found correct Serious consideration should le given to increased appropriations asked for as the number of school pupils is rapidly increasing Tho increase from Juno 30 1902 to Dec ¬ ember 31 1902 was 571 from 1900 to Decembei 31 1902 8259 Un fortunately of the latter there were 1200 Asiatics of whom cearly 1000 were Japanese We commend the excellent administration of this De partment under Superintendent At- kinson ¬ Land office is found O K but in the Agricultural bureau it is recom- mended ¬ that salaries be raised so that oitizens may be employed In the Board of Health department the committee finds that the amount paid for paiai and also to the Wilder Steamship Company for freight charges are excessive Insane Asylum is found to be in good shape With slight criticisms the band expenditures are approved The mili tary appropriation is approved and the committee rightly recommends that the slave of the department the hoadquartets clerk be paid more money In the auditors de ¬ partment a readjustment of salaries is recommended Fire de ¬ partment expenses are found in order but the payment of two sala ¬ ries to W L Frazee of the valley olectrio station is condemned He receives 150 as salary and by some I juadvertcuoe has been paid 60 per month for keeping up the fire alarm system which has been maintained by Mr Reeves and paid for out of police funds The committe con eludes with the following sensible and business like comment Your committee iB emphatically of the opinion that ono man should not hold the dual position of Super- intendent ¬ of Honolulu Water Works and Chairman of Board of Commis- sioners ¬ of the Honolulu Fire Depart ¬ ment for the reason that the one Department has at times cause of sorious criticism of the other whioh if given vent would enhance the use- fulness ¬ of both It is hardly likely that healthy criticism will be made in the promises with the same man at the head of both institutions Your committee would recom- mend ¬ that a rider be inserted with the Fire Department appropriations preventing further service of the Superintendent of Water Works on the Board of Fire Commissioners It is recommended that the sala ¬ ries of employes in tho water works bureau go on the regular salaries and pay roll bill Some extraordi nary expenses are pointed out in tho way of exhorbitant prices paid for hauling and other work la the Public Works department it is recommended that all of thn little toy bureaux be consolidated under the supervision of tho chief clerk and placed in one office in the basement of the capital The report then enters into a general criticism of wharf and other work of the de- partment ¬ The report includes the following comment We find that 1175336 was drawn from the Roads and Bridges Fund of the Fifth District Hono- lulu ¬ for payment to Cotton Broth- ers ¬ and Company on contract for pile structure leading from Queen street bulkhead to tho back yard of the Chinese saw mill on the Ewa side of Nuuanu stream filled with lumber piles at this point there is an imaginary road constructed on paper The struoturo was finished during December la3tand its pres- ent ¬ public utility is demonstrated by tho fact that the Queen street end is fenced off and there is a dray at the other end of six 61 feet into tho Chinese lumber yard In the meantime 5th District Honolulu has been left without fuDds to carry on necessary rbad re- pairs ¬ Had this money not been spent Mr Cooper would have found it unnecessary to ask for 1- 8- 00000 in the Emergency bill for roads and bridges 5th District 11 We are of the tame opinion in this case as in the oase of the Hackfeld Wharf approach that is that a structure of this kind should not be Continued to 4lh page CAM Have Remoed FROM CORNER Queen Alakea TO THE lagoon Buildiog CORNER Alakea Merctiaiit streets 8v K4a giKffiX3j J w I No 2516 pbo miniu wmiM DEProm 23Iilo to AND 411 fay Stations Telegrams can now bb sent from Honolulu to any plaoe on tho Islands of Hawaii Maui Lanni and Molokai by isrssis Wireless Telegrap -
