1. GENERAL1.1. The Bills of Quantities have generally been prepared in accordance with the

Standard Method of Measurement of Building Works (Qatar SMM). While every effort has been made to incorporate all items within the Bills of Quantities the Tenderers are requested to refer to all drawings and specifications in the first instance.

1.2. Notwithstanding the provisions of the several sections of the Qatar SMM, none of the general items to each section have been included as an item in the pricing sections of these Bills of Quantities. They are however deemed to be included within the rates and prices given.

1.3. Notwithstanding the provisions of most sections of the Qatar SMM, none of the protection items to each section have been included as an item in the pricing sections of these Bills of Quantities. They are however deemed to be included within the rates and prices given.

1.4. The Contractor shall price every item in the pricing sections of the Bills of Quantities. Any item left unpriced shall be deemed to have been allowed for in the prices of other items. No claim for payment in respect of unpriced items will be admitted. Lump sums set against groups of items are not acceptable.

1.5. Descriptions of work and materials are not necessarily complete in the Bills of Quantities and reference should be made to the Conditions of Contract, Specifications and to the Drawings for this information. The prices inserted in the Bills of Quantities must be comprehensive and should be the full inclusive cost of the work in every respect and of all general liabilities and obligations set forth or implied in the documents on which the Tender is based. The completed prices must truly reflect the value of the item described.

1.6. The rates and prices shall be deemed to include for all costs in respect of local religious holidays and customs and the provision of all amenities customary in the State of Qatar.

1.7. The Notes on Pricing are to be read in conjunction with the item descriptions given in the pricing sections of these Bills of Quantities and shall apply wherever relevant.

1.8. Note should be made that the Works will not be re-measured unless otherwise stated in the Bills of Quantities and such items or elements of works will be described as 'Provisional'.

1.9. The Contractor shall check the descriptions and quantities and allow where provided for any errors, additions or omissions considered necessary to establish a lump sum firm price. At any time if requested by the Engineer the Contractor shall provide a complete and detailed breakdown of any such insertions.

1.10. Payment will be made only for quantities in the Bills of Quantities which upon award of the Contract are to be taken as the actual and correct quantities of the Works.

1.11. The rates inserted in the BOQ against all items shall be the rates used to certify additions and omissions based on the provisions of the Conditions of Contract

2. EXCAVATION AND EARTHWORK2.1. Tenderers must visit the site and make themselves fully conversant with all

conditions concerning this section and in particular to ascertain the nature of the ground to be excavated and supported during the progress of the works.

2.2. Measurement for all excavation and filling shall be net and no allowance shall be made for bulking.

2.3. The excavation quantities are measured net and the Contractor should allow in his rates, as necessary, for working space allowances and backfilling thereto, in accordance with the Standard Method of Measurement for Building Works.

2.4. Excavation and earthwork has been measured based upon existing ground levels as shown on the drawings. The Contractor shall satisfy himself as to the accuracy of these levels and is to allow in his rates for any discrepancies in levels.

2.5. The Contractor, when and where he considers it expedient to do so, and at the discretion of the Engineer, may lay an approved filling as required prior to final setting out and excavation works. In the event of the Contractor adopting this procedure no payment will be made for excavation in the filling whether compacted or not, and the Contractor shall make due allowance for this in his rates.

2.6. Rates for excavation shall include for all planking and strutting to excavated or filled faces and for removal of same unless otherwise stated.

2.7. The rates for filling and backfilling are to include for all costs incurred in obtaining material from approved sources, handling, loading, transporting, unloading, tipping, placing, bring up in stages and spreading and compacting as specified, trimming, grading and all other labours necessary to ensure that the filling material is correctly placed to level and profile to the required degree of compaction.

2.8. Filling is to be compacted approved material free from organic materials.2.9. Rates shall include for taking all measures to minimise nuisance from dust noise or

other causes affecting adjoining buildings and public.2.10. The Contractor shall take and accept all responsibility for the character of the ground

and no extra price will be allowed for excavating in surface concrete, reinforced surface concrete, paving flags, tarmacadam, loose rocks, debris, rubble, boulders, loose stones, old foundations, removal of redundant service pipes or cables and the like, running sand, mud, running water, high water table, etc.

2.11. Keeping excavations free from water including pumping and temporary drainage for disposal of water shall be deemed to be included in the rates.

2.12. The Contractor shall be deemed to have included for excavating to found on suitable bearing strata as approved by the Engineer. Any additional excavation in soft or other material unacceptable to the Engineer together with consequent backfill in mass concrete shall be entirely at the Contractor's own cost.

2.13. The rates for surplus spoil removed from the site are to include for dumping at an approved tip and all charges in connection therewith.

2.14. Rates for excavation shall include for:2.15. Excavating in any type of ground including solid rock.2.16. Excavating below the water table.2.17. Levelling, grading, ramming and trimming bottoms of excavations.2.18. Properly supporting the sides of excavations.

2.19. Working space.2.20. All necessary double or multiple handling of excavated materials.

3. CONCRETE WORK3.1. The rates for concrete are to include for forming all construction and day joints and

for all necessary formwork in connection therewith.3.2. Rates for concrete structural beams, columns, walls, stairs and slabs are deemed to

include concrete, additives, curing and the like.3.3. Concrete blinding has been stated as a nominal thickness. The Contractor is to allow

in his rates for any additional thickness of blinding due to site conditions, over excavation etc.

3.4. The rates for all reinforcement shall include for rigidly fixing the reinforcement in position and for all necessary chairs, spacers and other supports required to hold the reinforcement.

3.5. The rates for bar reinforcement shall include for hoisting to any height or lowering to any depth, placing in any position, straightening as necessary, cutting to lengths, bending to required shapes, tying wire, distance blocks and spacers.

3.6. The rates for concrete shall include for hoisting to any height or lowering to any depth, compaction by vibrators as required, curing, hacking surfaces for key, all surface treatments to unset concrete except trowelling, cutting and forming holes for pipes and the like, building in pipe sleeves, forming and grouting mortise’s (other than mortise’s for anchor bolts) and making good concrete in connection with holes and mortise’s.

3.7. The tenderer shall be deemed to have made his own assessment of the quantities of reinforcement from the details given on the drawings and to have made due allowance in his rates for the actual quantities of reinforcement required for the Works.

3.8. The rates for fabric reinforcement shall include for hoisting to any height or lowering to any depth, placing in any position, all cutting, distance pieces, bending, holes, notching, tying wire, tying at laps and cost of material in laps.

3.9. The rates for formwork shall include for all props, struts, stays, wedges, bolts, all cutting, labours at intersections and overlaps, passing’s at angles, cutting and fitting around projections and pipes, all stops, chamfers not exceeding 50mm wide, splayed internal angles not exceeding 15mm wide, mould oil, strutting and supporting formwork to any height.

3.10. The rates for curved formwork shall include for formwork to curved, conical, spherical, elliptical and other surfaces curved to one or more radius of any radius or radii.

3.11. The rates for forming channels, chases and kerbs shall include for ends, angles, intersections and outlets.

3.12. The rates for precast concrete shall include for all moulds; finishing fair on all exposed faces; square, rounded and stooled ends, rounded nosing and edges, rebates, angles and ends to kerbs, etc., holes or notching for pipes, etc., and hoisting, and bedding in position.

3.13. The rates for hollow block suspended construction shall include for all concrete ribs, hollow blocks, solid concrete work in hollow block construction, filling ends of hollow blocks, fixing slips, metal clips and the like.

4. BRICKWORK AND BLOCKWORK4.1. The rates for brickwork and blockwork shall Include for all cutting; wedging and

pinning up to soffits; building at any height off slabs or beams: raking out joints or hacking surfaces to form key; bedding and pointing plates, frames and corrugated sheeting, building In door and window frames and the like; building In or cutting and pinning In ends of lintels, bearing bars, steps, timbers, steel sections and the like; holes for pipes, mortises and making good In connection with building In, cutting and pinning In, holes and mortises.

4.2. Brickwork and Block work rates shall include for stiffeners /pilaster.

5. THERMAL AND MOISTURE PROTECTION5.1. The rates for waterproof membrane and Insulation slabs shall Include for testing,

cutting, notching, bending and lapping, seams, holes for pipes, standards and the like, angles, ends, turning into grooves and forming outlets, skirting’s, upstand’s, aprons, gutters and channels and forming small openings.

5.2. The rates for gutters shall include for angles, ends, seams passing at ends and outlets.

5.3. The rates for damp proof courses shall include for laps passing at angles and intersections and for additional mortar in bedding.

5.4. The rates for insulation shall also include for taped joints as specified.

6. ROOFING6.1. The rates for corrugated or troughed sheet roofing shall include for all cutting, holes

for pipes, standards and the like, and fitted, filled or fair ends, angles and intersections to hips, ridges, angles, capping’s or barge boards and forming small openings.

6.2. The rates for roof decking shall include for all cutting and for holes for pipes, standards and the like and forming small openings.

6.3. The rates for bitumen-felt, acrylic fibre or other similar sheet or roll type roofing shall include for cutting, notching, bending and lapping, holes for pipes, standards and the like, angles, ends, extra felt for laps and turning into grooves and forming outlets to flashings, skirting’s, aprons, gutters, valleys, kerbs and channels and forming small openings.

6.4. The rates for metal roofing shall include for all cutting; notching and bending; ends angles and intersections to rolls, hollows, condensation channels and mouldings and for forming small openings.

6.5. The rates for all sheet metal flashings and gutters shall include for angles, intersections, ends, extra material in laps, seams, passing’s at ends, dressing to outlets and ends. Angles and intersections to capping’s, hollows, and channels and mouldings.

7. CARPENTRY7.1. The rates for all carpentry work shall include for all raking and circular cutting; joints

in continuous lengths of timber or for providing timbers of any length; all joints; notching and fitting ends of timbers to metal sections, shoes and heads; mitres, ends and intersections on all members; holes for pipes, tubes, bars, cables, conduits, ducting, trunking and the like and for pads, slips and wedges built or wedged in.

7.2. The rates for rebates, grooves, chamfers, rounded edges, moulded edges and the like labours shall include for all cross grain and stopped work and all stops, angles and mitres.

7.3. The rates for roof boarding shall include for all cutting at intersections on work to cross falls and all notches, rounded corners and the like.

7.4. The rates for carpenter's metalwork shall include for preparing timber for metal (e.g., sinking, grooving, etc.).

7.5. The rates for bolts and connectors shall include for holes and countersunk holes and for pelleting if required.

8. JOINERY8.1. The rates for all joinery work shall include for all raking, curved or splayed cutting,

mitres and ends to all members; for all joints in members over 200mm wide or for obtaining timbers in one width; notching; sinking; rounded curves; splayed edges; extra timber in joints, horns, etc., dowels and cramps and holes for pipes, tubes, bars, cables, conduits, ducting, trunking and the like.

8.2. The rates for doors, skylights, sashes and casements are to include for fitting and hanging any type.

8.3. The rates for handrails shall include for all heading joints, quadrants, ramps and wreaths.

8.4. The rates for rebates, grooves, chamfers, scribed edges, rounded edges, moulded edges, and the like labours shall include for all cross grain and stopped work and for all stops, angles, ends and mitres.

8.5. The rates for bolts and connectors shall include for holes and countersunk holes and for pelleting if required.

8.6. The rates for ironmongery shall include for fixing to any surface. All mortises, sinking, notching’s, borings etc., removing during decoration, leaving oiled and in proper working order on completion, and supplying and labelling all keys and handing to the Engineer.

9. STRUCTURAL STEELWORK9.1. The rates for structural steelwork shall include for cutting ends of members, cutting

to dead lengths, all cutting on plates, welds, notching, splay cutting, bevel cutting, cranks, splice plates, bolts, rivets, holes, countersunk band tapped holes, and driving rivets and countersinking heads.

9.2. The rates for structural steelwork shall also include for fire proofing work as required.

10. METALWORK10.1. The rates for metalwork shall include for all cutting; ends; angles, intersections,

ramps and wreaths on frames, handrails, core rails, arch bars, bearers, stays and the like; assembling and jointing together; all holes for pipes, tubes, bars, cables, conduits and the like and all other holes, countersunk holes, tapped holes, slots and the like except where given in the description of an item.

10.2. The rates for metal skirting, duct covers and the like shall include for all angles, intersections and ends.

10.3. The rates for bolts and countersunk bolts shall include for holes and countersunk holes.

11. MECHANICAL ENGINEERING INSTALLATION11.1. The rates for all Mechanical Engineering work shall include for assembling and

jointing together including jointing material; fixing to any background i.e. building board, timber, metal and steelwork, block work and concrete; cutting and pinning in, plugging and screwing or building in pipe sleeves; all pipe and duct brackets, hangers, clips or other supports and subsequent making good and all cutting away and making good.

11.2. The rates for all Mechanical Engineering work shall also include:11.2.a. All wall, ceiling or floor sleeves and plates as required including any

necessary packing; irrespective of pipe-size.11.2.b. All identification plates, discs, labels, direction of flow and type of

services indicators, warning notices, intersection charts and the like.11.2.b.1. Marking the position of all holes, mortises, chases, sinking and the like both

in the structure and its covering.11.2.c. Provision of record drawings, installation drawings, operating and

maintenance manuals.11.2.d. Testing and commissioning.11.2.e. Temporarily operating the installation.

11.3. Rates for pipework of all sizes shall include for all fittings, joints, flexible joints, couplers, flanges, sockets, reducers, bosses and the like in the running length and for making all joints to sanitary appliances, plant and equipment and directional signage on pipes, etc.

11.4. Prices and rates for ductwork shall include for all bends, hangers, vanes, Splitters, dampers, accessories flexible connections, joints, waste, seams, stiffeners, bracing, access doors, sleeves, acoustic sleeves and all items include in the sections of the specifications.

11.5. Rates for diffusers and grilles shall include for all necessary plenum boxes and the like and for jointing same to ductwork.

11.6. Prices and rates for insulation shall include for insulation to all fittings, flange boxes, valve boxes, etc. and around all supports.

11.7. The total cost for the services shall include for the detail design, together with the preparation of all necessary calculations and workshop drawings which, together with all manufacturing data shall be submitted to the Consultant for approval before purchase, manufacture or installation.

11.8. The rates for sanitary fittings and the like, unless otherwise described, shall be deemed to include all accessories, assembling component parts including suitable bedding compounds, all necessary plugging and brass screwing, fixing accessories, joints to water services with straight or bent proprietary connectors, joints to waste soils or drain pipes with approved proprietary connectors, cleaning off all protective wrappers and leaving ready for use and leaving taps and valves greased, clean and in full working order.

11.9. Rates for relevant items shall include for protective painting to plant, equipment, pipework, ductwork, conduit and the like; which shall be deemed to include for preparatory work and painting with a rust-inhibitive or other protective paint or coating.

11.10. Irrigation fittings, supports, bases and accessories for the fittings shall be understood to be included unless they are measured separately.

12. PLASTERWORK AND OTHER FINISHINGS12.1. The rates for all finishing shall include for preparing surfaces for finishing or backings,

for working at or up to any height, all narrow width and small areas and all cutting, pointing and jointing.

12.2. The rate for all finishing to soffits shall include for level, sloping or curved soffits.12.3. The rates for insitu, plain sheet, tile, slab, or block finishing shall include for all fair

edges, rebated edges, splayed edges, rounded edges, grooves, flutes and the like; ends and angles or risers and edges of landings; ends, angles; ramps and wreathed corners to strings and ends of steps; all fair joints or fair cutting; making good or cutting and fitting around pipes, bars, cables, conduits, ducting, trunking, sanitary fittings and the like; dishing to gullies and outlets; mortise’s sinking and ends, angles, ramps, outlets and intersections to skirting, flush, raised or sunk bands, sills, dividing strips, channels, mouldings, flutes, cornices, kerbs and the like.

12.4. The rates for insitu finishing shall also include for all internal and external angles; fair, rounded, beaded, moulded and chamfered edges, quirks, arrises, chamfered external angles and caved internal angles.

12.5. The rates for insitu finishing shall also include for reinforcing at junctions between differing surfaces with stainless steel expanded metal lathing and all necessary stainless steel angles.

12.6. The rates for tile, slab or block finishing to ceilings shall include for cutting, waste, work on flat, sloping or curved ceilings.

12.7. The rates for beds and backings shall include for forming key and all labours.12.8. The rates for lathing, baseboard and suspended plain sheet linings with supporting

metalwork and fibrous plaster shall include for all labours, cutting, curved or straight perimeter edgings and trims fixed either to the ceilings or the structure.

12.9. The rates for suspended ceilings and the like shall include for all supporting systems, edges, trims etc. Measurement is over all light fittings and ceiling grilles, etc. with no deduction made, irrespective of opening size.

12.10. The rates for suspended ceilings and the like shall include for all access panels and supports, trimming to light fittings, speakers, grilles and the like and for additional supporting systems to accommodate mechanical and electrical pipework and equipment.

12.11. Rate for ceilings shall include for Bulkheads, access panels, cornices.

13. PAINTING13.1. The rates for painting shall include for working to or at any height; internal or

external work; rubbing down between coats, work in multi colours or, cutting to line; opening edges of windows and doors and work on additional surfaces exposed by such opening edges, hooks, bolts and clips to sheeting and pipe clips, saddles, holder bats and the like.

13.2. The rates for painting on wood shall include for work on hardwood or softwood and for knotting.

13.3. The rates for painting on manufactured board and wood shall include for surface filling.

13.4. Paintings to composite items are indicated within the respective description.13.5. The rates for painting are to include for the execution of sample panels.

14. DRAINAGE14.1. The measurement and rates clauses for other sections shall apply equally to work

within this section.14.2. The rates for pipework of all types shall include for:14.3. Pipe jointing of suitable design and type.14.4. Cutting or forming all holes, mortise’s, chases, sinking, etc. in floor; for bridging

foundations over pipes, and for making good all trades around pipes and fittings.

15. FENCING & BOUNDARY WALL15.1. The measurement and rates clauses for other sections shall apply equally to work

within this section.15.2. Notwithstanding the provision of the Qatar SMM, Fencing I Boundary wall to suit

sloping ground has not been separately identified and the Contractors rates are deemed to allow for variation in the slope of the fence as indicated on the Drawings.

15.3. Notwithstanding the provisions of the Qatar SMM, special posts for fencing I boundary wall which include end posts, angle posts, gate posts, straining posts and other special posts are given in the item description for fencing and the Contractor's rates are deemed to allow for this. This also applies to the excavation and filling of such holes.

15.4. Notwithstanding the provisions of the Qatar SMM excavation and filling of holes and posts are given in the item description for fencing & boundary wall and the Contractor's rates are deemed to allow for this.

16. PROTECTION16.1. The tenderers shall allow in the rates for protecting the works in all trades.

17. BUILDER'S WORK17.1. Builder's work shall include, but not limited to the followings:-

17.1.a. Cutting chases for pipes and the like in walls, floors, partitions and the like, and subsequent making good.

17.1.b. Cutting or forming holes for pipes, ducts and the like through walls, floors, partitions, roofs and the like, subsequent making good and providing sleeves and/or sub-frames as required.

17.1.c. Pinning ends of supports for pipes, equipment, appliances, fittings and the like to wall, floors, partitions, soffits etc. and making good.

17.1.d. Leaving mortise’s, sinking and the like for holding down bolts, brackets, supports and the like and grouting in.

17.1.e. Filling around, boring holes through and making good of finishing up to pipes, supports, brackets and the like.

17.1.f. Building of the meter pits, access chambers and sump pits and parking drains.

17.1.g. Painting of exposed pipe work, fittings, equipment and the like.17.1.h. Concrete equipment bases, pipe supports, plinths, suspended slabs, steel

support beams and the like, together with all necessary waterproofing, sound attenuation, and the like as per specification.

18. PROVISIONAL SUMS18.1. The Bill of quantities forms an integral part of the Contract and may contain a

number of Provisional Sums, which are in respect of items of specialist work intended to be undertaken by specialist Subcontractor Nominated by the Employer

or employed by the Contractor. The particular scope and specification of the said specialist work is either undefined at time of tender submission and shall be defined by the Engineer at an appropriate point in time or decided to be awarded to an Employer nominated subcontractor.

18.2. Any items or sections of work covered by Provisional Sums, which are undertaken by the Principal Contractor, shall measure and value on the basis of the rates submitted by the Contractor for such work in the Bills of Quantities.

18.3. The Provisional Sums given in this Bill will be expended totally, in part or not at all, at the discretion of the Engineer and no claim will be considered based on the volume of work carried out.

18.4. The Contractor will have no entitlement to any claim for loss of profit in the event that any or all Provisional Sums are omitted in part or in their entirely. Where the Contractor has inserted an associated percentage (not composite items) for attendances and builder's work these shall also be adjusted for any omission or additions as required under the Conditions of Contract.

19. SPARES19.1. Spares are not measured separately in the Bills of Quantities. If the specifications or

drawings call for spares to be provided, the Contractor will list these out and enter a separate price against each of the items to be provided.

11
