This has been the 10th such incident to occur in the car park in recent times, a source alleged. Local resident Marie Mahony, from St Margaret’s Road, who was a victim of one of the break-ins, told The Local News of her shock and outrage at the in- cident: “On Sunday afternoon I had just popped in to Lidl for a 15 minutes, when I came out it was carnage - the windows of three cars including my own were smashed and sat navs were stolen from each vehicle,” explained Marie. “They were also marks all over the door so it looks like the thugs used a crow bar to smash the windows.” She added: “There was glass all over the road and in the car itself . My husband is a taxi driver, so that car is his only livelihood. Now, not only will he have to fork out for the window and re- place the sat nav, he will lose out on three days work whilst the window is being fixed, it’s a disgrace!” Unfortunately the Gar- dai, who were quickly called to the scene were unable to view video evidence of the incident, as despite signs stating the contrary, there are no CCTV cameras over- seeing the carpark of Lidl. “There are plenty of signs saying CCTV cameras in operation, but its very deceptive as while there are cameras in the store itself, there are no cameras what- soever in the car park - which makes the job of the Gardai frustratingly harder,” said Marie. Severe budget expectedIRELAND’s chiefbanker has warnedthat the Governmentmay have to imple-ment even more sav-age cutbacks thanalready hinted at forthe upcomingBudget.

Urging an “ex-plicit reprogram-ming” of the publicfinances over thecoming years, Cen-tral Bank GovernorPatrick Honohansaid internationallenders still needconvincing thecountry is on theright path to recov-ery.

“It is importantnow to re-set the fis-cal path to ensure a

virtuous cycle oflower borrowingrates... and a loweroverall cost of the ad-justment to societyat large,” he said.

Last week Fi-nance Minister BrianLenihan said De-cember’s Budgetwould slash at least€3bn from spendingon public services.

The cuts are ex-pected to hit socialwelfare, education,health and other de-partments.

But Mr Hono-han, speaking at abanking conferencein Dublin, appearedto suggest evenharsher cost-cuttingwas needed.

The Central Bankchief said recentjumps in the cost ofGovernment bor-rowing show inter-national lendersmust be convincedIreland is committedto reducing its debts.

Rejecting argu-ments for morespending to boostthe economy, he saidthere was no ques-tion that cuts werethe only option for asmall country likeIreland. Mr Honohansaid the cost of thebanking bailoutswould continue to bea heavy burden ontaxpayers and publicservice users for sev-eral years to come.

However, he in-sisted the measureswere “manageable”in terms of the public

finances and a lotless alarmist thansome commentatorshave suggested.

Urging peoplenot to be surprisedby a further jump inthe national debt, Mr

Honohan said thestate coffers arebeing drained duringthe bust at the samescale as they swelledduring the boom.

Mr Honohan alsodescribed as a “wel-come relief” the Gov-

ernment’s splitting ofAnglo Irish Bank intotwo separate institu-tions. The CentralBank is carrying outa stress assessmentof potential futurelosses at the nation-alised lender, he said.

This will resultin a 4.9% increase inthe annual electricitycosts of a typicalhousehold.

It should benoted that over thelast two years ESBhas reduced itsprices to residentialcustomers by 12%.From 1st October2010, after applyingthe PSO Levy, cus-tomers’ electricitybills will be 7% belowthose seen in Octo-

ber 2008. The latestEurostat data (pub-lished May 2010)

shows that Republicof Ireland residentialelectricity prices for

a typical householdare 2% below the Eu-rozone average.'

Age Action want eircom to reverse minimum payment plan

Eircom’s minimum payment plan will hurt low income older people, according to Age Ac-tion. The group is calling on Eircom to reverse its plans to set a €20 minimum payment forbills paid through post offices. It said the new charge, which is due to commence in thecoming weeks, will make it more difficult for older people to ensure that their phone bills arepromptly paid.

Dublin Bus awarded TheSummer Street North Resi-dents Committee with fund-ing in recognition of its vitalwork within the community.

In total one hundredcharities and communitygroups in the Greater DublinArea received grants rangingfrom €1,000 to €5,000 underits Community Support Pro-gramme.

A special recognition cer-emony held in Croke Parkwas hosted by RTE Personal-ity Mary Kennedy with spe-cial guests, Chairman ofSunderland F.C. Niall Quinnand Deputy Chairman of theDublin Bus Board, ArnoldO’Byrne, who honoured theshortlisted groups for all theirhard work and their valuablecontribution to their localcommunities.

Now in its seventh year,the event saw a wide variety

of charities in the GreaterDublin area receive fundingunder the scheme.

Formed in 2007 with theintention of bettering thestreet for all who live there,The Summer Street Northresidents committee has un-dertaken a number of envi-ronmental projects in thearea including a street refur-bishment scheme.

Since its inception, thecommittee has already con-verted a dumping groundinto a fully functioning com-munity garden which isgrowing fruit and vegetables.

A spokesperson forDublin Bus said the North-side group were awarded agrant for the implementationof a sustainable watering so-lution for the garden whichhas had a huge impact ongenerating a positive com-munity spirit in the area.

Niall Quinn,said, “It is evident from thewinning groups present heretoday that the recession hasnot dampened Dublin’s tradi-tion of community spirit.This is my seventh year as pa-tron of the Dublin Bus CSPprogramme and I have seenfirst hand the difference thesegrants can make to localcommunity groups. I want tocongratulate all the grant re-cipients and commend themon all their hard work.”

Under the term of theprogramme entrants submita proposal with details abouttheir organisation and theproject they wish to havefunded. Each application isthen judged independentlyand grants ranging from€5,000, €2,000 or €1,000 areawarded.

Merrion Square renamedRyan Park and re-stored it's formername, MerrionSquare, as a gestureof goodwill to thevictims of clericalchild abuse.

The chamberwas divided on theissue of renamingthe park and on theproposed new name.However after a longdebate which sawthe Lord Mayor ac-cuse someLabour councillorsof having an anti-catholic bias, themotion was carried.However as soon asthe vote was taken asmall number ofcouncillors were al-ready discussing thepossibility of propos-ing another motionto rename the parkafter irish writerOscar Wilde.

Speaking againstthe motion, I sup-ported much of what

other councillorshad said on the issueof child abuse andthe immoral suffer-ing which had beeninflicted on victims,however my contri-bution was not aboutthe Catholic churchbut about the historyof the park and ofour city, when itcomes to history, Ibelieve we should al-ways record andnever erase.

The Park wasoriginally the pre-serve of the privi-leged residents ofMerrion Square; itwas then purchasedby the Dublin dio-cese who planned tobuild a catholiccathedral on the site.Finally, in 1974 Arch-bishop Ryan gave itto Dublin City Coun-cil so that the peopleof Dublin couldenjoy it as a publicpark. In 1985 after hisdeath, the Council ina sign of their appre-ciation, named the

green space, Arch-bishop Ryan Park.

Frank McDon-ald, in the IrishTimes on 11th of Au-gust 2009, seriouslycriticized the CityCouncil for the waythe park has beenmanaged, statingthat it was “entirelydestroyed by inap-propriate planting . .. myriad pieces ofsecond-rate sculp-ture [and] fussy mu-nicipal flower beds”. Ithink Frank waswrong and his criti-cism entirely missesthe real brilliance ofMerrion Square. Themyriad pieces are infact a record of thehistory of our City.Where else wouldyou have a memorialto a British LordLieutenant of Irelandtogether with a bustof a militant Irishrevolutionary, andyet the Duke of Ruth-land and MichaelCollins sit only me-ters apart. Where else

would you get a parknamed after aCatholic Archbishopwhich contained amemorial to one ofthe greatest Irishsatirists of the priest-hood, Dermot Mor-gan and another to aman who was jailedfor his homosexual-ity, Oscar Wilde?Even the collectionof gas lamps whichdisplay the name ofone of Dublin CityCouncils predeces-sors “RathminesUrban District Coun-cil” help record thestory of local govern-ment in the city.

I believe that inerasing the dedica-tion of the park wehave erased an im-portant part of itsstory. More than any-thing, it is an emptyand negative gesturethat will do nothingto ensure the suffer-ing of those whowere abused is re-membered.

Lord Mayor wants drugtreatment centres movedSPEAKING on a num-ber of related issues;begging, anti socialbehaviour and thenumber of druggedpeople on our streets,the Lord Mayor hasstated that the cluster-ing of drug treatmentcentres in close prox-imity to one another isadding to the prob-lem. However theMin ister for Commu-nity, Equality andGaeltacht Affairs, PatCarey TD, has de-scribed as "disap-pointing" commentsmade by Dublin'sLord Mayor regardingthe relocation of drugtreatment centres andhostels.

Minister Carey,who has responsibilityfor implementation ofthe National DrugsStrategy, was reactingto comments by LordMayor Gerry Breen inwhich he suggestedthat drug treatmentcentres and hostelsshould be relocated toDublin's suburbs.

"This sort of atti-tude is disappointingand runs totally con-trary to the spirit ofthe National DrugsStrategy. That strategy,which Dublin CityCouncil is helping toimplement, is allabout communitiesaccepting responsibil-

ity. It is certainly notabout shunting peo-ple and their prob-lems to the suburbs orghettoizing our drugproblem."

Minister Careycontinued "This out ofsight, out of mind ap-proach to drug reha-bilitation is not whatwe are about. The Na-tional Drugs Strategytakes a multi-facetedapproach to tacklingsubstance misuse andthe notion that theissue of substancemisuse can in someway be resolvedthrough relocating it isboth wrongheadedand unhelpful.

THE LATEST annual report from the CourtsService shows that in the year 2009 there were3,302 divorces granted by the Circuit FamilyCourt in Ireland. This figure shows a decreaseof 286 divorces from the 2008 figure of 3,588.The figures for 2009 also show that there was adecrease in the percentage of wives applyingfor divorce. In 2009 only 54% of the applica-tions for divorce were made by wives, com-pared to 58% of the applications in 2008.

The end of the marital relationship be-tween any couple can be very stressful. The re-sulting financial burden in maintaining twohomes adds to that stress. Then, when couplestry to formalise their new arrangements, ei-ther by divorce or by a separation agreement,they are faced with unaffordable fees chargedby solicitors. Those fees have been reported as€5,000 (per spouse) for an uncontested di-vorce and €2,000 to €3,000 (per spouse) for aseparation agreement.

The downturn in the economy has seen asignificant increase in the number of sepa-rated couples who choose to become personalapplicants and process their own applicationsfor divorce. This is particularly so in the caseof couples who have resolved all family mat-ters such as maintenance, child custody/ac-cess, property and pensions.

IN THE LAST issue of The Local News westarted the project of applying all I have beenwriting here in the past towards succeessfullysurviving this current recession which is prettymuch affecting everybody in some way.

In the last article, I said that lots of badnews, like we’ve been hearing daily this year, af-fects people’s moods and when we are feelingdown, we have less energy, determination andmotivation. The very things we need whentimes are tough!

I was saying how what we think about af-fects our mood, but that we can choose what tofocus our thoughts on and so can actuallychoose how we are going to feel. So I was sug-gesting that we focus on something positive,something that makes us feel good, fills us withmotivation, determination and energy. My sug-gestion was that you focus on where you wantto be when this recession ends.

Now that you have decided this, let’s refineit some more. It is as if we’ve got a tool to shapeour future and we are going to sharpen it. Howdo we get to feel better, more motivated, posi-tive and optimistic? How do you use your goalto pull you through this and get you in a posi-tive mood.

We are going to learn maybe just one tech-nique, skill or exercie each week, because thesetake a little practice at first before they becomesecond nature and easy. Especially if you havebeen inclined to think and act in a more nega-tive way naturally in the past.

First, double check that this goal that youhave chosen is something that would REALLYmake you happy. If that is the case, here’s whatwe’re going to do first. Find a bit of quiet timefor yourself. This could be in bed, (when youwake up first thing in the morning is actually agood time for this), out walking, on the bus, infact anywhere that you are doing somethingthat doesn’t require concentration and whereyou can daydream. This time need be only acouple of minutes a day if you’re busy.

Then let yourself begin to imagine or day-dream yourself after the recession, havingachieved your deam or goal. Do not consideryet how you are going to get there. (We will getto that in time). But at the moment it is as if weare just locating where we want to go on themap.

As you daydream about having alreadyachieved your goal, begin to fill in the details.Here, the key is in the detail. And imagining andincluding as much detail as possible is the startof us working towards achieving this goal.

It is important to be IN your daydream. Donot be looking at yourself in it. Be there, look-ing out through your own eyes, hearing withyour own ears and most importantly getting toexperience how it will actually FEEL to be inthat position. Look around you at the materialthings that surround you, your home, your car,your colleagues, your family and friends. Bethere relaxed and in good health. (Things I’mpresuming that you will want for yourself). Re-member to include everything! If necessary,over a few days write a list of things you want.

“The public for -um is to be wel-comed. The proposalof a one-stop-shopheath centre is goodnews for the peopleof the area but onlyon the basis that thenew centre is not

used as a pretext forcutting services. Iunderstand the cen-tre will cater for theNavan Road – Ash-town area howeverthere are concernsthat services inCabra’s Quarry RoadClinic could bemoved to the newcentre as a cost sav-ing measure. Rob-bing Peter to payPaul would be a dev-astating blow to a

community alreadycarrying an all tooheavy burden for thegovernment’s mis-management of thepublic purse. “Pri-mary healthcare isan important part ofservice delivery;early interventionsaves lives and hasthe potential to sh -ave billions off thestates medium tolong-term health bill.But who delivers and

pays for primaryhealthcare is critical

and we must ensurethat this vital public

service is not turnedinto a money-spin-

Demand for sight loss services increasingDEMAND for sightloss services is con-tinuing to increase asmore people are liv-ing longer, as evi-denced in NCBI’s(National Council forthe Blind of Ireland)2009 Annual Report.Demand for NCBI’sservices increased by8% in 2009. NCBIChief Executive DesKenny said age is themajor risk factor fordeveloping mostsight loss conditionsand NCBI expects adramatic increase indemand for sightloss services in theyears ahead - as re-flected in service de-mand in 2009. “Ofthe 1,729 new peoplewho came to useNCBI’s services 14%were over 65 and54% were over theage of 75, bringingthe total number ofservice users to14,659.” Life ex-pectancy is currentlyat its highest levelever in Ireland (77 formales and 82 forwomen) and it isprojected that Ire-land’s older popula-tion will rise by 40%

between 2006 and2016 and 300% by2041. Given this situ-ation, NCBI believesthat Ireland urgentlyneeds a long-termnational Vision Strat-egy to plan for andco-ordinate the ex-pected dramatic in-crease in demand forsight loss services.“To play a lead role in

providing the neces-sary information toplan for the future,NCBI has a commis-sioned a study intothe ‘Cost of SightLoss’ to the economyand costs of provid-ing appropriate serv-ices. “This study willbe completed in2011 and be pre-sented to Govern-

ment and all in ter -ested parties. NCBIintends that this in-formation will pro-vide a clear andcosted rationale togovernment on theneed for long termplanning of servicesand how best to alignscarce resources,”Mr. Kenny said.
