Only recently a long running campaign by lo- cals succeeded in keeping open the Crumlin Swimming Pool facility- at least until the end of this year. However recent Com- ments by Dr. Maurice Neligan on the siting of the National Children’s Hospital at the Mater in Dublin North Inner City confirm the views long held by Labour Party TD Dr. Mary Upton Deputy Upon said: “Dr. Maurice Neligan, has recently withdrawn his formerly en- thusiastic support for the construction of the National Children’s Hospital at the Mater Hospital in Dublin’s north inner city. I welcome his honesty in admitting that he was effectively ‘hood- winked’ into supporting this site, with ‘crucial decisions were made on limited and se- lective criteria and without honest debate’. “I have been long op- posed to the location of the hospital at the Mater. This is a hospital for the entire coun- try not just Dublin. In my view, locating this in the inner city on an already choked site does not make sense for parents travelling from Sligo or Waterford with their children. What is even worse is that this project con- tinues at a time when we are closing wards in Crumlin Children’s Hospital and we have 1,800 children on wait- ing lists for operations. “It is clear that this deci- sion was politically influ- enced in an effort to ‘bring home the bacon’ to Drum- condra. But narrow political opportunism should not be the deciding factor in a vital national facility. Far better to reopen the wards in Tallaght, Temple Street and Crumlin, cut the waiting lists and begin to plan for more august eco- nomic times when we can develop a world class paedi- atric hospital on a green field site, which the state most likely already owns thanks to NAMA. Speaking at aprotest outside theTallaght Social Wel-fare Office Council-lor Crowe said: “Thestate-wide unem-

ployment figure roseby 8,500 during July.Of that 8,500, 507were in Tallaghtalone.

“Clearly we havea problem with un-employment black-spots and theGovernment needsto bring forward aspecific strategy, aspart of an overall jobcreation strategy, totackle these areas.

“Tallaght hasseen its fair share ofjob losses over thepast couple of yearswith the loss of com-panies such as APW,Packard, Gallaghers,Jacobs, Sujitsu andnow we are possiblyfacing the threat offurther possible joblosses at the City-West Hotel.

“There has beenlittle or no effortfrom Government toreplace these jobs orto provide trainingfor those who losttheir jobs and toadapt to new emerg-ing industries.

“Clearly, if wecould make a con-certed effort to stemthe loss of jobs in un-employment black-spots throughout thestate then this wouldgo a long way tostemming the na-tional figures.

“The tide of emi-gration is maskingthe true extent of thejobs crisis in thisstate and the Gov-ernment is shame-fully turning a blindeye to this. Export-ing our young people

is not the way totackle unemploy-ment.

“Jobs can be cre-ated. Solutionsexist. The govern-ment needs to takeimmediate actionsnow.

“Sinn Féin hasput forward a com-prehensive set ofcosted proposals toretain and createjobs. “These include:€500 million youthjobs fund to create20,000 new entrepre-neur and businessjobs. The results show a surprising lack of experience in blind dating, but a definitewillingness to give it a go. Only 12% of those who have not tried it, stated that they“wouldn't dream of letting [their] friends suggest someone” for them. Storage of rawwater in the DublinRegion is falling buthas not as of yetreached a level thatwould warrant theintroduction of re-strictions on supply.The Region’s largestraw water storagereservoir atPoulaphouca is cur-rently at 120 days asopposed to 200 dayswhen full.

It is therefore ofgreat importancethat everybody playstheir part in conserv-ing supply in order tominimise the possi-bility of having toplace restrictions onsupply. The CityCouncil has pub-lished a series ofpublications on-lineat www.dublincity.ieand www.taptips.ieon using water sensi-bly at home, in thegarden, in the officeand at school.Among the tips are • A garden hose or

sprinkler usesmore water in 1hour than mostfamilies will usein a day for wash-ing themselves,clothes, dishes,fruit and vegeta-bles, drinking, etc

• Lawns do notneed to be wa-tered. Grass cansurvive for longperiods withoutwater and willquickly recover.

• A ten minute“power shower”will use morewater than a bath.

built laboratorybuilding in Marrow-bone Lane, Dublin 8.The Central Labora-tory was the first inthe country to be ac-credited to test forthe Cryptosporidiumand Giardia water-borne parasites thatare found in rawwater.

The City Man-ager congratulatedDenis Morrissey,Chief Scientific Offi-cer and his team aswell as the teamsworking 24 hours aday in each the Re-gion’s four WaterTreatment Works, forthe consistentlygood quality ofDublin’s water.

The average de-mand for drinkingwater in Dublin is540 million litres aday and the fourwater treatmentplants were designedto supply 518 millionlitres a day. Watersupply in the Dublinregion has been veryfinely balanced be-tween supply anddemand for manyyears and this willcontinue until keyinfrastructural proj-ects, including a newwater source to aug-ment all existingsources, is in place.

Dublin CityCouncil is activelylooking for a newsource of water thatwill augment all ex-isting waster sources.It will be a nationalproject and will sup-ply water to commu-nities all along theroute, from whereverthe water is taken, allthe way back toDublin.

“The capacity ofthe rivers in theDublin region tosupply water is lim-

ited and we need anew source becausedemand for water isincreasing and willcontinue to in-crease”, says JohnTierney. “Demand isexpected to increaseto 800 million litres aday by 2031 and weare planning now to

meet the expecteddemand. We areproud of our recordof meeting the in-creasing demand forwater over the lastdecade, with no newwater source or in-creased water treat-ment capacity.

the roads of Ireland to raise funds for Special Olympics Ireland. The girls cycled 370km over 5 days.They set off on their journey from Hacketstown, Co. Carlow and their route took them to Kilkenny,Clonmel, Cahir, Mallow, Killarney, Kenmare and finally Ballinskelligs. Homes soughtfor homeless‘ACCESS to housing is ourgreatest challenge and onewhich we urgently need to re-solve. The delivery of housingis essential to the implemen-tation of a Pathway to Home,a strategy which has beenagreed as the way forward byhomeless services in Dublinand which is guided by themain aim of simplifying andspeeding up the journey forpeople who are at risk of andwho are currently experienc-ing long-term homelessness.'stated Cathal Morgan, Direc-tor of the Homeless Agencyand member of the Forum

Statutory and voluntaryhomeless service providersare doing everything in theircapacity to ensure that indi-vidual’s who are accessingtheir services and who areready for independent livingare ready to move into hous-ing with the necessary sup-ports, as soon as it becomesavailable.

To support this, MinisterFinneran and his officialshave put in place a number of

important schemes to assistaccess to housing for peoplewho are homeless. However,what is critically needed, isthe owners of all types ofproperties (developers or es-tate agents) who are inter-ested in making propertiesavailable to lease or buy, tocontact the Housing and Sus-tainable CommunitiesAgency (HSCA) or Dublinlocal authorities as soon aspossible’

A dedicated housing pro-curement team from the fourDublin local authorities hasbeen in place to work withthe HSCA, The Irish Councilfor Social Housing (ICSH)and Associated Housing Bod-ies to accelerate progress to-wards meeting the level ofhousing required to meet theneeds of people through thefollowing housing options:The enhanced social housingleasing arrangements (invest-ment by the Minister of€20million capital funding)

Capital AssistanceScheme for the provision of

mainstream accommodation(investment by the Ministerof €25 million, which in-cludes people who are home-less as a ‘priority category ofneed’)

The Rental Accommoda-tion Scheme (RAS) and Pri-vate rental

‘Current funded servicesare being reconfigured so asto ensure a clear fit with thePathway to Home model andin keeping with the NationalHomeless Strategy, The WayHome.

As sufficient housingcomes into place, there willbe a greater emphasis on thelocalisation of services andthis will decrease the quantityof services in the city centrearea and increase the level ofsupports available. The pro-posed decommissioning ofnot-fit-for-purpose buildingfac il ities will take place on aprioritised basis and will bemanaged subject to the avail-ability of housing’.

Deputy Upon said: “Urban horses canoften times be cruelly mistreated, with insuffi-cient food or shelter. As winter approachesmany urban horses will have to be put downas they are not adequately cared for. This is notacceptable. Horses are for sale at some fairs fora pittance. They are bought but never lookedafter. In 2009 alone the Dublin SPCA rescued106 horses from Dublin and the surroundingcounties.”

“On a number of occasions I have raisedthe issue of Smithfield Market, where horsescan be bought and sold for a pittance. Whilethere are difficulties surrounding the closureof this market, this is not a good enough rea-son to allow horses to be purchased and sub-sequently neglected, abandoned or tortured.”

“We cannot have a situation wherebyhorses are purchased for next to nothing athorse fairs and effectively abandoned a fewweeks later to roam around on scrubland inBallyfermot or Tallaght. Horse fairs must beregulated and horse identification systemsmust be put in place so as to track horses andto prosecute people who abandon or mistreattheir horses.”

Deputy Upton concluded: “The Minister’sfor Agriculture and Environment have a re-sponsibility to ensure that animal welfare isprioritised and that those who are responsiblefor cruelty and neglect are held accountable.We cannot allow the economic downturn andinsufficient regulation to lead to horses beingabandoned or mistreated in Dublin.”

St. Pat’s Players Visit Phoenix Park Soccer CampSt Pat’s players Ryan Guy, Danny North and Shane Guthrie made a surprise visit to a Summer soc-cer camp run by the FA. Over 70 kids were enjoying the week long course at Phoenix FC besidethe Phoenix Park. The players dropped in to talk a little bit about playing for St Patrick’s Athleticin the Airtricity League and afterwards they were invited to demonstrate their shooting skills in atarget challenge which sharpshooter Danny North duly won! IN THE LAST issue of The Local News, I wastalking about summertime and holidays. And inthis column I usually try to look on the positivesand talk about how we can make our lives morepositive and productive and fulfilling.

Summertime is the time when things ripenand are ready for harvest. The time of year thatwe’ve been looking forward to all winter, holi-days, bright days, warmth and optimism. Peo-ple generally in better form, windows open, lifeseeming easier.

Yet only last week I heard of another of thefar too many cases of suicide in Ireland thesedays. Once again a young man. Depression anddespair is something that we usually only hearabout or associate with winter. Yet this case re-minded me that when someone is feeling thatdown, the time of year or the weather makesvery little difference.

I know that this is not a cheery subject andmight seem out of place in a column like this.But we all go through bad patches, the downsthat are part of life’s ups and downs.

And a lot of the advice I have given here isabout managing different situations in life andmuch of that advice has been about talking toother people who can help you through thosesituations.

Most years, around Christmas time I men-tion this subject also, as that is a time of yearstatistically where desperate people can beginto think of desperate measures. But as I saidabove, even in the bright days of summer thereare those among us struggling.

If you find yourself struggling emotionally,as soon as you can, find someone that you cantrust to talk to. All of those old clichés are true,“a trouble shared is a trouble halved”. Some-times, even getting the chance to think out loudbrings about a new perspective on a previouslyunsolvable problem.

If you cannot find a friend, then talk to yourdoctor, a counsellor or a therapist. People whoare trained and used to talking with people inexactly your situation. Remember, no matterwhat is going on in your life, or how badly youfeel, you are not the first or only human to havehad that experience. And there are people outthere who have helped other people like you toget through times like this.

Everything passes and life goes on. And so itis such a shame when someone feels driven totake that step of “a permanent solution ot atemporary problem”, as I’ve heard it called.Feeling suicidal or having occasional suicidalthoughts is actually quite common. Thankfully,although far too common still, actual suicide ismuch more unusual.

And, again, I usually give them a mentionaround Christmas time, but I noticed a fewweeks ago a ceremony in Dublin to mark the40th Anniversary of The Samaritans in Ireland.If you find yourself in a position where you needto talk to someone NOW, or if you are in a situ-ation where there is nobody suitable or avail-able for you to talk to, The Samaritans are there,at the end of the phone 24 hours a day, 7 days aweek.

Their number is 1850-60-90-90. It is a lowcall number and you don’t need to be suicidal,they are there to listen any time you need some-one to talk to (www.samaritans.org).

Talk to yourchild about pre-school but resist thetemptation of hypingit up too much asthe child might betotally under-whelmed with the re-ality. Refer to theteachers – whoyou’ve most likely al-ready met - by theirfirst names and tellyour child about theother children, thetoys, the painting,the play dough andthe kind of activitiesyou know that willinterest them. Manychildren have al-ready visited the pre-school in advance ofterm start. If not,you could ask a childyou know in theneighbourhood whohas attended thegroup to give yourchild a rundown onwhat it’s like. Focus-ing on the positiveaspects of course!

In the weekbefore start day ex-plain to your child

that you or anotherloved one will bedropping and col-lecting them frompreschool and howthat will work. Tellyour child the twothings you, or yourminder, will dowhile they are at pre-school to give thechild a sense of theshort time involved,like going to the bankand preparinglunch. Children to get high-visibility vests in SeptemberEvery child starting school this September is to be given a high visibility vest as part of a new campaign to promote road safety.The Road Safety Authority has joined forces with the ESB for its 'Back to School' campaign. It will see around 80,000 highvisibility vests being given to children starting Junior Infants in September. Parents, guardians and teachers are being remindedto make road safety a priority in their back to school preparations.
