Meanwhile, residents in Wood- ford have reported a high number of br- eak-ins. Moreover, a Councillor Matthew McDonnagh told The Local News: ‘Resi- dents in Oatfield, Wheatfield and Wo- odford have brought a number of comm- unity safety issues to my attention in rec- ent days. I was also made aware of a serious assault on the 78A bus in Quarry- vale." Following rep- resentations on a number of comm- unity safety issues in Clondalkin, Cllr McDonnagh told The Local News he has contacted An Gardaí to make them aware of the problems. He said: "I have raised these matters directly with An Gardaí and at a number of comm- unity safety fora. ‘I want to com- pliment An Gardaí for their speedy re- sponse and for the increased visibility in a number of areas of North Clondalkin in- cluding Balgaddy.” Also commen- ting on the issue, Local Fine Gael local Councillor, Tony Delaney told The Local News: "I don't think there is a town in Ireland that doesn't experience anti social behaviour. Person- ally, I'd like to see more Gardaí on the street, but unfor- tunately there is a resource issue there. The leniency of the courts is also part of the problem - the current legal system allows those who commit antisocial be- haviour off far too easily." He added: "We don't penalise the culprits half enough or often enough. If we had the same system they have in the states, i.e. a far more punitive one, we wouldn't have such a problem to- day. Those responsible for antisocial behav- iour have no respect for people or prop- erty. I for one would like to call on the government to take a firmer hand and show tougher con- trol." He added. "It must be so frustrating for the gardaí, who work so hard to bring these people to jus- tice, to have to watch as the perpetrators are let off scot free because of the ridic- ulously ineffective court system we have in this country- this has to change!" Continued rise in calls to debt charity’s helpline Leading debt charity Consumer Credit Counselling Service (CCCS) has seen a sharp rise in calls to its helpline in the first three months of theyear. Over 93,000 people called it for help with their debts in quarter one 2010. This compares to 69,432 for the same period in 2009. Receivinga record 335,323 calls to its helpline in 2009, CCCS says that it expects the number for 2010 to be even higher. The debt charity says it is ableto deal with the continued rise in calls as it has increased its capacity in response to growing demand.

To ensure that everyone who needs advice and support with their debt problems receives help in a way that is best suited to them, CCCS sup-ports the recent recommendation in the Public Accounts Committee report, The Department for Business, Innovation and Skills: Helping over-indebted consumer, that the Treasury allow the Department greater flexibility in the use of its funds for debt advice.

Currently, the Treasury does not permit funds it provides for face-to-face advice to be used for other, cheaper, forms of advice, even though theyare preferred by some users. The report recommends that it evaluate urgently the potential for other forms of advice to deliver help to more con-sumers than it can currently reach. Delroy Corinaldi, CCCS External Affairs Director comments: “The UK's personal debt pain continues, and thisis even before the imminent public spending cuts, so it is crucial that those who find themselves in this situation have access to free, impartialand independent advice in whichever way is best for them: online, face-to-face or over the phone.”

The CCCS helpline is open 8am to 8pm, Monday to Friday, on 0800 138 1111 or at anytime online from www.cccs.co.uk .There is no charge forany of its services.

Phones in cars tops ‘sins’ of driversMobile phone use and the failure to indicate properly are the to biggest "sins"committed by Irish drivers. In a poll of more than 7,000 motorists, the AA found that60% of those surveyed said using a mobile while driving is their biggest pet peeve.Females and those under the age of 24 were the most likely to commit to theoffence, according to the survey. The next-highest point of irritation was incorrectindicating at a roundabout, which 59% of respondents were annoyed about. Morethan half of all motorists have never acted in "road rage" by blaring a horn orshouting abuse, but just under 1% - which the AA said was "a small percentage buta large number of drivers" - said that they do it every day.

UNCERTAINTY about the economy and theconsequences for ourselves and our childrenhas plagued most of us since the full extend ofthe global recession became clear.

Although the volcanic ash cloud hangingover us is expected to disappate soon, the toxicclouds of debt still linger indefinitely over us.So what exactly are our prospects of recoveryin the context of recent developments in theglobal economy and financial markets? Will iteffect our standard of living, our income taxand interest rates? To find out, The Local Newscaught up with Ulster Bank’s Chief Economist,Simon Barry.

Firstly, I asked Mr Barry how he felt theIrish Government was handling the financialcrisis so far. “The good news is that theGovernment is definitely going in the rightdirection,” explained Mr. Barry.

He continued:“There are lots of differentdimensions to what the government is trying todo right now- but one of the most importantachievements is the progress they have made interms of keeping the budget deficit under con-trol.”

Mr Barry added: “Many countries' budgetsare under pressure at the moment, obviouslyGreece is the one most in focus right now. Themarkets just didn't believe that the Greek gov-ernment had the will or the capability neces-sary to keep their budgets under control, mean-ing that they were inevitably going to have tobe bailed out by the IMF. This developmentmakes it all the more vital for us to get ourproblem under control to avoid the Greek sce-nario- that’s critical thing!

“What’s important to remember, however,is that international investors are differentiatingbetween Ireland and Greece. Like Greece, wehave a big budget deficit, but the big differencebetween our two nations is that the Irish gov-ernment has already taken significant steps toget our budget under control, whereas Greeceare just in the very early stages of reform."

Contrary to the doom and gloom mer-chants, Mr. Barry believes that from an Irishperspective, it’s actually so far so good in termsof reform - however he did emphasise that ahuge deficit remains and it will be quite a whilebefore the problem is fully dealt with.

“This means more tough budgets ahead ”,warned Mr. Barry. “The important thing is thatwe stick to our guns and keep get budget deficitunder control!”

And indeed according to recent reports, thenext budget is likely to include a total packageof about €3 billion in cut backs.

“This may sound bad but if you compare itto last year’s budget which involved €4 billion,it’s actually good news as it means they arescaling back,” commented Mr Barry. “ 1 billionwill come from the capital budget but theremaining 2 billion has not been specified, sowe don’t know yet if it will be from higher tax-ation or a cut in current spending. I sense it willbe some mixture of the two, but I'm hopeful itwould be mostly from cut backs in publicspending.”

Mr Barry told The Local News, he believedthe tax system is set to undergo a completeoverhaul, “The Government is going to get ridof some of the levies and taxation will comeunder a much simpler coherent umbrella.” saidMr Barry.

Alas, however, for the much beleaguered

tax payer, property tax and water charges seemto be inevitable at this stage. “Water and prop-erty tax are all coming down the tracks,” con-tinued Mr. Barry. “ In fact, we may see thesenew taxes in next December’s budget.”

And what of the ever smouldering questionof interest rates? Mr Barry commented: “It isinevitable that interest rates will rise from theirrecord lows this year for two reasons - banks'funding costs remain under major pressure anddue to the economic cycle. The recovery in theeuro zone will see the ECB becoming uncom-fortable with interest rates at their historic lowsof 1%."

As signalled at the start of the interviewhowever, there is light at the end of the tunnelfor the Irish economy in general. - (and I'm notreferring to the train!) “Incoming reports inrecent months has prompted us to make anoth-er upward revision to our forecasts for Irisheconomic growth for this year,” affirmed MrBarry. “ We now see GDP growth at -0.5% thisyear vs. -2.8% previously. GNP growth is set tobe somewhat weaker at -1.2%, but this too is aless negative picture compared with the previ-ous forecast of 3.2%.

“The key driver of the return to growth isthe major support from external demand.Growth forecasts for Ireland’s main tradingpartners have been steadily marked higher inrecent months. Financial and economic condi-tions have generally continued to improveglobally and each of the US, euro zone and UKeconomies is now growing again.”

He added: “Even if the international recov-ery is gradual rather than robust, it will offerimportant support to Irish exports which weanticipate will grow by 2.5% this year on aver-age, aided by an improvement in competive-

ness brought about by declines in wages andprices across the economy.” [email protected]

'I recently rec -eived a number ofcalls from residents inthe Lealand andWest bourne estateshighlighting prob-lems with a piece ofland between LealandGrove and Close andWestbourne Lawns,Park and Green.”

Sinn Fein recent-ly surveyed the hous-ing in this area toestablish the extent ofthe problem and ga -uge the level of pub-lic support for variouscourses of actionaimed at resolving theproblem.

87 houses com-pleted the survey, 37from Lealand Groveand Close and 50from WestbourneLawns, Park andGreen.

According to thesurvey: 61% ofrespondents said theywere experiencing aproblem with theland. The most com-mon problems citedwere: litter, illegal

dumping, brokenglass, crowds gather-ing & drinking, fires.

'I have passed theresults of the surveyto the Council and theGardaí and will beurging both bodies todo more to resolvethe ongoing problemsin this area,” said CllrMcDonagh.

'I have also sub-mitted two motions tothe Council callingfor additional res -ources to be allocatedfor cleaning theaffected area and forCouncil officials toengage with the localcommunity on longterm plans for thegreens. [email protected]

Urgent action needed betweenLealand and Westbourne by Catherine Blake

Dead horses left inClondalkin since JanuaryFine Gael Senator Frances Fitzgerald has expressed concern aboutanimal welfare and public safety issues locally as 12 dead horseshave been left in a field in Clondalkin since January. 43 unchippedhorses continue to run wild in this field whilst the 12 dead horsescontinue to be left there. Speaking about the issue, SenatorFitzgerald said, “Clearly this is a worrying situation. Animal welfareissues are at stake here along with serious concerns about publichealth and safety. Dead horses lying so close to the water supply forsuch a long period of time is completely unacceptable. Action needsto be taken to address this situation. The Department of Agricultureshould issue a directive to the Council instructing it how to act onthis issue as a matter of urgency. The area in question is partiallyowned by the Council and, therefore, they have an extra obligation toundertake measures to ensure public health and safety and the wel-fare of these animals,” continued Senator Fitzgerald. “I will contin-ue to pursue this matter until it is satisfactorily addressed,” con-cluded Senator Fitzgerald.

Taxpayers forkout €71,000towards everyDublin BusDUBLIN BUS got a subsidy of €71,777 per bus lastyear compared to just €17,000 per bus ten yearsago, yet the number of routes being operated by thecompany is now actually being cut, Fine GaelTransport Spokesman Fergus O’Dowd TD hasrevealed this week. Deputy O’Dowd added that thetotal amount of State money given to Dublin Busgrew by 390% between 1999 and 2009, from €16.8million to €82.4 million. But its bus fleet has grownby just 41 vehicles, from 987 buses to 1,148.

‘Successive transport ministers made it a keyobjective to persuade people out of their cars and onto public transport. They have failed’. “Car owner-ship has rocketed over the last ten years, and green-house gas emissions in the transport sector shot upby 88% between 1996 and 2006. Morning peak hourjourney times have got longer and longer. But therehas been no coherent Government response, and nocommitment to deliver on promises.

“Instead of using the boom years to fill the largegaps in Ireland’s infrastructure, successive FiannaFáil transport policies read like a confession of fail-ure. Local councillors off to BrazilSinn Féin's Dublin West representative Paul Donnelly has condemned thegross waste of tax payers money by Fianna Fáil, Fine Gael and Labourcouncillors in Fingal after they voted at a recent council meeting to spendthousands on a junket to Brazil for themselves.

Mr Donnelly said "If ever the public wanted to know where their moneyis going, well why not contact local Fianna Fáil councillors David McGuinness and Mags Murray or Fine Gael's Kieran Dennison and EithneLoftus. Ask them to justify this gross waste of your money."

HOW’S THE New Year’s Resolutiongoing? I thought so!!! As I’ve said in previ-ous articles on New Year’s Resolutions, theyoften fade rapidly in the early part of theyear. Gym memberships surge at the start ofthe year and attendences tail off quicklyafter the first few weeks. Equally, lots ofother good intentions fall by the wayside asthe year progresses.

But a good way of keeping at somethingand actually achieving your resolutions, orgoals, is to do it with somebody else. At thistime of year, with the bright evenings youwill see lots of pairs of people out walking,or the more energetic ones jogging. Theobvious reason for this is that it is moresocial, less boring and passes the timequicker to have somebody with you. Tohave a chat on the way and to maybe sharea common interest.

But what is often a more important fac-tor, especially from the point of view ofachieving something, is that often the otherperson encourages, expects, urges or shamesyou into doing it, especially at times whenyou don’t really feel like it and you definite-ly wouldn’t have if they weren’t expectingyou to.

This works very well for people doingsports together, walking jogging or going tothe gym for example. If you have anarrangement to meet it is harder to cry off.This usually benefits both partners, aseverybody has a day when they are not inthe humour.

This same idea applies also to almostanything. You could do the same thing withclasses, courses, weight watchers, lessons oreven business. For example, if you were tolook into something new and set goals ortargets for yourself, it would be useful tofind someone else with the same interest andsimilar goals and targets. You need not worktogether, but you could “buddy up” to meetregularly to share ideas and report on yourprogress. This way you can pool ideas andalso have a regular set of targets for havingeach step done by the next meeting.

Plus, you have the encouragement of thepleasure of being able to report success toyour “buddy” and the reward and satisfac-tion of continuing progress.Or, if it worksfor you, the motivation of wanting to avoidthe embarrassment of not having what yousaid you’d have done by the next meeting!!

It can also often be very satisfying andfulfilling to see your “buddy” progress andsucceed too with your support and help.

Some people pay a personal trainer orlife coach to do just this. To simply turn upevery week to join them in their exercise, toask them if they have done what they saidthey would do by that date or to ask themwhat they are going to do between now andthe next meeting!

What we are about here is being yourown coach and now we are looking outsideof ourselves and seeing ways of using otherpeople’s energy and enthusiasm to add toour won, especially at times when we needthat little bit extra, perhaps the times whenwe would have given up if we had just beendoing it on our own.

So find a buddy and get going againnow!

10,000 unemployed in ClondalkinADDRESSING apub lic meeting onEn ding the JobsCrisis in Clondalkin,Sinn Féin spokesper-son Eoin Ó Broinsaid that urgent ac -tion is needed to stemthe growing tide ofunemployment.

The meeting, or -g anised by Sinn Fein,took place in theGreen Isle Hotel. Sp -eakers included EoinÓ Broin and Unitetrade union econo-mist Michael Taft.

Speaking duringthe meeting Ó Broinsaid: ‘Clondalkin hasthe second highestlevel of unemploy-ment in Co Dublin.There are 10,000 ad -ults unemployed. Ofthese there are morethan 2000 youngpeople under the ageof 25 out of work.

‘Across the state1 in 3 young men areout of work withmore than 85,000unemployed youngpeople. Governmentmismanagement ofthe economy is toblame.

‘But there is analternative to FiannaFail-Green Party pol-icy. Sinn Féin hasproduced detailedcosted proposals thatwould get 50,000people under the ageof twenty-five off thedole immediately andcreate many morejobs in the yearsahead.

“If action is nottaken to tackle Ire -land’s soaring youthunemployment thiswill have huge impli-cations for the future.The government hasno strategy to keepyoung people inIreland and use theirskills to rebuild theeconomy. It has novision for the future.They are hoping thatemigration will hidethe true extent ofu n e m p l o y m e n tamongst the young. Itis clear that theGovernment’s deci-sion to cut youth dolepayments was doneto encourage youngpeople to leave.

“Investing intackling youth unem-ployment now willpay dividends wellinto the future. SinnFéin advocates tak-ing revenue from thepension reserve fundon a once off basisand implementingthe revenue raisingproposals set out inour Budget 2010 prebudget submission inorder to fund our jobcreation proposals.

“Sinn Féin’s pro-posals include:• A youth jobs fund

to create 20,000new jobs at a costof €500 million;

• An individualplan for the longterm prospects of

every person un -der 25 who is onthe live register;

• 2,000 places on a‘One More Lang -uage Scheme’ togive the young un -employed a ch -ance to learn anextra foreign lan-guage at a cost of€20million;

Anger at 300 jobs axein Blanchardstown

QUINN Insuranceemployees have ex -pressed anger at therecent axing of 300jobs at the insurancecompanies’ Blanch -ardstown facility.

A Quinn Insur -ance employee forthree years, DerekCasey, told reporters:“There is a feeling offrustration, I thinkprimarily at the Fin -ancial Regulator, inthe delay in howdrawn out this pro -cess has been; We’vesuffered a financialloss in the UK ofabout €46 million.We’re wonderingnow had this decisionbeen made sooner,would there still bethis amount of jobsthat had to be lost?”

The majority ofemployees heard ab -out the imminentredundancies via themedia last Thursdayand there was frus -tration among staffwho felt they shouldhave been informedbeforehand.

“I think every -one’s a bit annoyedthat it came out in themedia before wewere told,” comm -ented another Quinnemployee.

Blanchardstown

resident MichaelChoi, said the joblosses would have amajor impact on thearea.

“We always gettold at the very lastminute what’s goingon, we had to find outthrough the mediathat there’s redun -dancies,” said MrChoi.

“It’s not just 300people that are beingaffected. There’s ser -vice providers…there’s garages thatneed to be paid.”

Socialist PartyMEP, Joe Higgins,who recently atten -ded the Joint Oir -eachtas Committeemeet ing as an obs er -ver to hear represen -tatives of the QuinnGroup workforcepresent their case,said afterwards:

"It is simply notpermissible that up to800 workers [ spreadamongst the threefacilities] would losetheir jobs at QuinnInsurance over acrisis arising fromfinancial speculationby members of theQuinn family. Work -ers at the Group arenot responsible forthe reckless actionsof the owners in their

dealings with AngloIrish Bank.

"The fact that theQuinn Group is somassively indebted toAnglo Irish Bank isan enormous dangerto the security ofemployment of th -ousands of workers inthe company. Anglois of course nowowned by the Stateand the next courseof action should beclear – the taking intofull public ownershipof the Quinn Groupwith the workersbeing brought to theheart of the controland management."

ever still continues toenjoy the backing andloyalty of his emp -loyees.

“I think it’s indis -putable the amount ofrespect there is forthe man for havingsuch success andsupplying so manyjobs to the country asa whole,” Mr Caseytold reporters.

He added that MrQuinn had released astatement expressinghis regret to staff.
