The building housing the MDPD Professional Compliance Bureau sustained damage from Hurricane Irma. The building is an essential facility needed for the department to carry out its Mission: to promote a safe and secure environment, maintain order, provide for the safe and expeditious flow of traffic, and practice our core values of integrity, respect, service and fairness. The Bureau is located in a LMI community, in the City of Miami Gardens, Florida.

The needed repairs to the building housing the MDPD Professional Compliance Bureau and numerous other County buildings have not been budgeted, and constitute an unmet need. Grant funds will be used to replace the damaged roof, which by law requires a replacement when a roof's damage exceeds 25 percent of the structure.
Low- and moderate-income families in the neighborhood will benefit when the building is repaired and fully operational. The restored structure will serve to represent a neighborhood improvement, and potentially contribute toward new housing construction, economic revitalization and growth, impacting LMI families with housing needs.

Miami-Dade County and its numerous departments (Police, Fire, Library, Corrections, Parks, Cultural Affairs, and others) have an extensive history of building, restoring, renovating, and replacing County-owned buildings and structures for over 75 years. Many projects of the same type were completed that involved roof replacements and/or repairs in the last five years. Buildings include cultural facilities, community service centers, police and fire stations, and public housing units.
Most projects with the exception of a few that encountered typical construction delays due to weather, were completed on time and as budgeted. Project managers made the appropriate adjustments in schedules and resources to complete all projects.
The Miami-Dade Police Department serves an an emergency responder, as designated in the County's local mitigation strategy (LMS) plan and resilience plan. MDPD and its Compliance Bureau are essential to provide public alerts and notifications, lifesaving responses, and prevention and protection activities that all contribute to lessening the impact of disasters. The department also conducts educational seminars for residents to spread awareness on emergency preparedness, that are planned at the compliance building. The replacement of the roof is a necessity which will facilitate the department's ability to execute its mission prior to, during and following disasters. The MDPD facility significantly impacts the local economy, and community resiliency by providing community level Public Safety.
Francisco Zuloaga, is a Miami-Dade Police Construction Manager III, with over 27 years of experience in implementing and managing construction projects for MDPD. MDPD has the capacity to complete and perform the required project support through its existing personnel and its Facility Maintenance Shop
The Miami-Dade Police Department (MDPD) will select a vendor to install a needed roof on the project building. MDPD will manage the installation contract work, and provide inspection services. The contractor will be held to all County and Federal standards for procurement, grant award requirements and construction. The MDPD will process the disbursement and expenditure of grant funds, and manage programmatic and fiscal reporting in accordance with project reporting and auditing procedures stipulated by DEO. Francisco Zuloaga, is a Miami-Dade Police Construction Manager III, with over 27 years of experience in implementing and managing construction projects for MDPD. Mr. Zuloaga will serve as the on-site manager for the project. Francisco is licensed General Contractor, Roofing Contractor, Mechanical Contractor, Registered Roof Consultant, Registered Roof Observer, & LEED AP. Diniester Marcelo P.E. (CM2), is the project's Licensed Professional Engineer.
This improvement is for the Compliance Bureau's building, which represents planning and infrastructure development in a residential community. The CDBG-DR award is for infrastructure activities that benefit low- and moderate-income persons. Approximately 58.83% of the families in the neighborhood housing the MDPD building are LMI residents. The infrastructure improvement will serve to improve the quality of life for residents and the community. The MDPD facility is strategically located in an area of critical concern for both local/rural and the state for Public Safety.
This project is in response to a disaster. The MDPD assessed the critical unmet needs for long-term disaster recovery to be responsive to the types and locations of actual needs on the ground specific to County police services and buildings. This project was selected because it is an essential MDPD building, and it will benefit low- and moderate-income (LMI) persons through job creation during the replacement of the old roof and the construction of the Bureau's new roof. Additionally, local minority and female business enterprises will have an opportunity to serve as contractors or sub-contractors on the project, many of which have a workforce that is LMI.
