Local government reform update

Council decided on the city’s response to the Robson report’s thirty recommendations at its February meeting, with submissions

closing on Friday 5 April. While there are a number of recommendations it supports, council made it clear that it does not support the reduction of local governments to any specific number. Instead it supports voluntary amalgamations subject to the poll provisions of the Dadour Amendment, leaving the question to amalgamate to our community to resolve.

The city has also joined a group of metropolitan local governments, known as the G20, that are interested in providing a joint response to the state government on the shape of any new local government structures. The intent is to shape future decisions on amalgamations, rather than having no input and a decision forced upon us.

Due to an increasing demand for parking the city will be more closely monitoring the three hour time restrictions that apply in the car park

next to Lords.

Please remember that repeat parking is an offence. This means when a vehicle vacates a time restricted parking bay, that vehicle must wait a minimum of one hour before returning to the same street or car park.

To further assist with increasing parking demands, the city will be expanding the car park into 53 Price Street, with expected completion by the end of 2014.

Three hour parking reminder in public car park next to Lords

The city has been undertaking planning for the redevelopment of the Carter Lane precinct in Subiaco. This exciting redevelopment will see one

of the last pockets of industrial land turned into a mixed-use development, including residential and commercial elements and green space.

features, public art, seating, lighting and barbecue facilities. A number of community engagement activities were undertaken in 2012

to develop a concept plan and a final subdivision plan for the site. The subdivision plan was endorsed by council in February and the city will now lodge a subdivision application to the Metropolitan Redevelopment Authority. The project is anticipated to be completed by mid 2014.

New public art hits the city’s streetsCatering to Froth, Candy ‘n’ Bubbles

Disguising a Western Power power box, Catering to Froth, Candy ‘n’ Bubbles by artist Minaxi May is located next to Dome on

Seddon Street in Subiaco. The work was commissioned as part of the city’s Works for Walls program, in partnership with Western Power and Dome.

The playful design is based on coffee milk froth and confectionery, and fits perfectly with the cafe strip. Themes of popular culture and consumerism, with an emphasis on beauty, design and the everyday, are inherent in Minaxi’s work.

The Weight of Their Voices in the Black Sand

The newest installation of temporary public art to come to the city is located in the laneway near Smales Jewellers until Saturday 18 May.

The piece titled The Weight of their Voices Echo in the Black Sand by artist Olga Cironis, uses feathers, acrylic and paint.

The artwork was inspired by a story about a piano that arrived on a ship from England in the early 1800s. Some believe it was the same piano that Dom Salvado played in Subiaco to raise money for New Norcia. The use of feathers represents the connection to earth and sky and the fragility of life and rituals that connect us to the past.

Film workshops for kids

Local children aged nine to thirteen years have an exciting opportunity to participate in a four-day film course with Filmbites

Youth Film School.

Participants will create a script and get hands on with the camera, lighting, sound and acting to turn the city’s Strategic Community Plan and Corporate Business Plan into a child-friendly short film. The film will be screened at a launch event later in the year, and attendees will receive their very own copy to keep.

The city recently finished a landscape upgrade at Dom Serra Grove in Jolimont, turning the area into a Mediterranean

oasis. The park was designed around the existing olive grove, which were planted by the New Norcia Benedictine monks in commemoration of their settlement of the area in 1851.

Fig, pomegranate, lemon and almond trees have been planted, and garden beds of rosemary and lavender will stimulate the senses. An arbour with a climbing wisteria now provides a shady picnic spot for the community to enjoy. A hybrid solar/wind generator powers the bollard lights and furniture has been constructed from recycled plastic.

The landscape upgrade aims to increase community use of the park, and forms part of an innovative approach the city is taking to conserve resources and adapt to Perth’s drying climate.

Stranger danger is a concern

for most parents; however, statistics show the real dangers to children often come from the people they know and trust.

Join the city and Protective Behaviours WA for a workshop that teaches simple and effective ways to help children protect themselves.

Parents will learn how to teach their children to keep safe and cope with situations that may threaten their wellbeing, especially in the areas of child abuse and bullying.

Community heritage survey rolled outacross Subiaco

A community heritage survey will be rolled out street-by-street across the city following the

successful Kershaw Street pilot. The heritage survey was developed in response to the community’s feedback that it wants to see heritage buildings and streetscapes protected, which was expressed as part of the Think2030 community visioning process.

The survey is currently being rolled out to the remainder of James Chester’s original subdivision, which is bounded by Townshend, Heytesbury, Rokeby and Hamersley roads. Rawson Street will also be progressed as a priority after several nominations were received from its residents.

The heritage survey process is sensitive and there is a high level of community input required. The city will prioritise the areas and streets to be surveyed, and progressively complete each street in the city.

Moove2Groove fi tness

The city’s Subi Club program now includes Moove2Groove group fi tness classes, which are designed for individuals with special needs who are

physically independent. Participants will increase their fi tness through a range of functional movements that are performed to music chosen by the group.
