Policy Objective The objectives of this policy are: a) To ensure that the visual quality and character of particular localities and transport corridors are not eroded; b) To achieve advertising signs that are not misleading or dangerous to vehicular or pedestrian traffic; c) To minimise the total area and impact of outdoor advertising commensurate with the realistic needs of commerce for such advertising; d) To prohibit outdoor advertising which is considered to be superfluous or unnecessary by virtue of their colours, height, prominence, visual impact, size, relevance to the premises on which they are located, number and content; e) To reduce and minimise clutter; and f) To promote a high standard of design and presentation in outdoor advertising; g) Clearly and simply set out the requirements of the Shire of Serpentine-Jarrahdale for applicants making an application within the municipality; Good Sign Design Signs should be appropriate to the setting. Applications should respond to the: streetscape character and building style The sign is to make a positive contribution to its setting. Signs are not to in anyway endanger the safety of the Public. Signs which: present a hazard or obstruction to the footpath block motorist view lines block roadway signage or traffic lights or are not well secured block important views are detrimental to their neighbours amenity or are out of character for the streetscape or surrounding area ultimately reduce the quality of the streetscape or surrounding area as a whole, and as such have the potential to reduce the commercial viability of an area will not gain approval. Specific standards for size and numbers for individual sign types are included in the Shire of Serpentine-Jarrahdale Town Planning Scheme No.2 and also within the Sign Standards section of this Policy. Table 1 sets out the sign types, when they require the lodgement of an application and what information must be lodged with an application. In the case of discrepancies between Table 1 and Council’s Town Planning Scheme the Scheme overrides this Table.

Control In addition to the requirements of Council’s Town Planning Scheme No.2 the erection, placement or display of advertisement signs and the use of land or buildings for that purpose requires the prior approval of the Council, except where the advertisement signs are exempted advertisements as defined in Town Planning Scheme No.2. When considering an application the Council may consult with any authority and may grant its approval to the application with or without conditions or may refuse to grant its approval to the application. In the case that the sign is refused Council will set out reasons for refusal. The Council will examine each application in the light of the objectives of the Town Planning Scheme and this Local Planning Policy, and with particular reference to the character and amenity of the surrounding locality, including its historic or landscape significance and traffic safety. Enforcement Where in the opinion of the Council, the display of an advertisement, including an exempted or existing advertisement, seriously conflicts with – a) the requirements of the Scheme; b) any Local Planning Policy; c) the orderly and proper planning of a locality; d) the conservation of the amenity of a locality; and e) the design, scale and relationship of existing buildings or surrounding of the

advertisement; f) the health and wellbeing of residents; the Council may, by notice in writing by registered mail, require the advertiser to remove, relocate, adapt or otherwise modify the advertisement within the period specified in the notice. Any signs will be removed and impounded if where affixing, condition or location of the sign is considered hazardous or detrimental to the safety of the community by Council and the owner of the advertisement will be advised in writing if the sign is impounded. Clause 7.15.3 of the Shire of Serpentine-Jarrahdale Town Planning Scheme No.2 sets out the instances and how Council will control those advertisements falling within the above categories. Signage Strategies When lodging a planning application for the erection of placement of signage on a site a “signage strategy” must be lodged with the application. A “signage strategy” means an overall plan of the whole of the subject site showing the location and size of all advertisement signs proposed for the site, as well as the outline of any buildings, car parking areas, vehicular access points to the site, etc. Any existing signs must also be included on the plan and clearly delineated. Any request by an applicant to vary a standard within the Scheme or this policy shall cause the Council to require a sign strategy to be developed and submitted by the applicant as part of the submission. All subsequent applications for an advertisement sign on the subject lot must be in accordance with the approved sign strategy. If not, a new sign strategy will be required by Council. Follows are examples of a “Simple Signage Strategy” and a “Complex Signage Strategy”.

An Example of a ‘Simple Sign Strategy” A Simple Sign Strategy is required in those zones shown in Table 1 of this Policy.

1. A clear illustration of where the sign/s will be placed on the site or building. This could be;

a drawing of the sign done to the correct scale and pasted to a photograph; a sketch on your builder’s plans and/or elevations or; a perspective drawing.

The illustration must also show the relation of the sign to neighbouring properties, so

that Council can check it will not have a negative impact on your neighbours. 2. An illustration or photograph of the sign(s) with dimensions marked. (The actual content

of the sign need not be shown.)

3. Additional notes to support your application and outline the reasons why you may wish to vary from the standards.

Application must be lodged with Council with two sets of the above drawings and the appropriate fee.

An Example of a ‘Complex Sign Strategy” A Complex Sign Strategy is required in those zones shown in Table 1 of this Policy.

Existing Signs Existing advertisement signs are those which were erected, placed or displayed lawfully prior to ………, which was the date of Gazettal of Amendment No. ……. Signs which are erected, placed or displayed after this date, but were approved by Council prior to this date, are also included in the definition. Existing advertising signs may continue to be displayed or erected in accordance with the appropriate Council approval. However, where the Council considers a particular advertisement sign conflicts with the purpose or aims of the Scheme or this Local Planning Policy, or it has deteriorated to a point where it conflicts with this Local Planning Policy it may require the advertiser to remove or adapt the sign by serving an enforcement notice. Location The placement of any form of advertising or signage on properties, buildings or reserves that are not directly related to that sign is prohibited. Council may consider a planning application for signage or advertising on properties, buildings or reserves that are not directly related to that sign in the following circumstances: where the proponent can prove to Council that there is a need from an economic view to

have such a sign or advertising; where the sign falls within the definition of ‘Special Events Sign’, and will be only placed

on the property, buildings or reserves for the period that the special event is being run; in any other situations that Council sees fit. Council can provide, at the developers cost, a blue directional sign indicating where a business is. This is the preferred form of directional signage. No signage or advertising is to be affixed to any natural vegetation, rocks or public utility poles. Sign Types If the Council is of the view that a particular standard or provisions as described in this section is unreasonable or undesirable in the circumstances, then the Council may vary the standard or provision subject to the application of conditions. However, all applications for variations must include a complex sign strategy for the whole of the subject site. B u i l d i n g S i g n s

Definition Means an advertising sign which is fixed to or painted

on the external part of a wall of the building, but does not project more than 300 mm out from the wall, and no part of which is above the lowest point of the eaves or ceiling of the building.

Standards Wall Signs shall;

be limited to a maximum number of two such signs on any one wall for each tenancy within a building other than a building within a residential zone;

not exceed 10m² in area in aggregate on any one wall, unless a sign strategy acceptable to the Council for the whole site has been submitted;

if placed directly over door openings, have a minimum clearance of 2.7m from ground level;

if attached to the building by means of cables, ropes or the like:

be non-flammable; or not be erected for more than 14 days in aggregate in

any one calendar year; if located within a residential zone and attached to a

building used predominantly for a residential use; not exceed 0.2m² in area; and not exceed one sign per lot; if located within a residential zone and attached to a

building used predominantly for a commercial use; • not exceed 1.2m² in area; and • not exceed one sign per lot.

Permitted Zones Wall Signs are only permitted/considered in those zones listed

in Table 1.

classes of buildings and in all use zones. Provided the sign complies with Council’s standards, as noted above, no application for approval is necessary.

Standards All projecting signs shall: be limited to a maximum of one Projecting Sign per

tenancy on a lot other than any Projecting Signs which are attached to the fascia of a verandah or the like; and

have a minimum clearance of 2.7 m from the ground Standards for specific locations on the building are as follows;

Fascia of Verandah not exceed a vertical dimension of 600mm; and

not project beyond the outer frame or surround of the fascia.

Underside of Verandah not exceed 2.4m in length or exceed a vertical

dimension of 500mm; not weigh more than 50kg; not be within 3.0m of another such sign attached to the

underside of the same verandah; be at right angles to the front street boundary except on

a corner lot where the signs may be placed so as to be visible from both streets;

not project beyond the outer frame or surround of the verandah.

Above a Verandah not exceed 2.0m in length or exceed a vertical dimension of 500mm;

not be within 3.0m of another such sign attached above the same verandah;

not project beyond the outer frame or surround of the verandah.

Directly to the Building not project more than 1.0m from the wall and not

exceed 4.0m² in area; not be placed within 2.0m of either end of the wall to

which they are attached; and not project above the top of the wall to which they are

attached. Permitted Zones Projecting Signs are only permitted/considered in those zones

listed in Table 1.

Note 7 Definition Means an advertising sign which is fixed to or painted on either

the interior or exterior of the glazed area of a window, and any part of which are visible from outside the building. Window signs which are internal to the building and can not be seen, do not require approval from Council.

Standards Window Signs shall not cover more than 50% of the glazed area of any one window or exceed 10.0m² in area in aggregate per tenancy on a lot.

Standards Pylon Signs shall: not be more than 6.0m above ground level; not cause a hazard to pedestrians or vehicles; not exceed 2.5m measured either vertically or

horizontally across the face of the sign; • not be greater than 4.0m² in area; • be limited to a maximum of one sign per street frontage

on any one lot. Notwithstanding the provisions above, where a lot contains more than one tenancy and: has an area of up to 0.5 hectares, a pylon sign may,

with the approval of the Council, be increased: • in height to a maximum of 7.0m above ground level; and • in area to a maximum of 5.0m² with a maximum vertical

or horizontal dimension of 3.0m; or has an area greater than 0.5 hectares, a pylon sign

may, with the approval of the Council, be increased: • in height to a maximum of 8.0m above ground level; and • in area to a maximum of 6.0m² with a maximum vertical

or horizontal dimension of 3.0m. Where a pylon sign displays the street number of the lot and the street number has a minimum dimension of 0.4m, the sign may be increased:

• in height by 1.0m above ground level; and • in area by 1.0m²;

in addition to any increases available under the above clause. The structure to which a pylon sign is affixed shall be comprised only of one or more supports with an aggregate width not exceeding 300mm unless a sign strategy acceptable to the Council for the whole site has been submitted.

Permitted Zones Pylon Signs are only permitted/considered in those zones

listed in Table 1.

Standards Ground Based Signs which, in the opinion of the Council, are portable shall: be located wholly within the boundaries of the lot; be displayed only during the normal business hours of

the business to which the sign relates; be limited to a maximum of one sign per tenancy on a

lot; have no moving parts once the sign is in place; predominantly display the word "open"; and have a maximum vertical or horizontal dimension of

1.0m and have an area of not more than 0.6m². Ground Based Signs which, in the opinion of the Council, are not portable shall: have a maximum vertical dimension of 1.2m and a

maximum area of 1.5m²; advertise only products or services available from the

lot; and be limited to a maximum of one sign per street frontage

on any one lot. Permitted Zones Ground Based Signs are permitted or will be considered in all

zones except reserves. Table 1 sets out application requirements.

panel, and is greater than 1.2 metres above natural ground level.

It does not, however, include a "Pylon Sign" or “Hoarding Sign” (see Note 9 and 11).

Standards Panel Signs shall:

have a maximum vertical dimension of 2.0m and a maximum area of 5.0m²;

not, in aggregate, have a combined area greater than 20m² per lot;

not be less than 1.2m or greater than 6.0m from ground level;

not be erected in the area between any building and the front boundary of a lot except with the approval of the Council; and

not be within 10m of another panel sign on the same lot. Permitted Zones Panel Signs are only permitted/considered in those zones

listed in Table 1.

Note 11 Definition Means an advertising sign which is fixed to a structure, and

which has one or more supports. The overall height (including supports) is less than the sign's width (horizontal dimension). Part of the sign must be greater than 1.2 metres above natural ground level.

Standards Hoarding Signs shall:

have a maximum area of 20.0m²; be limited to a maximum of one such sign per street

frontage of the lot; not be less than 1.2m or greater than 6.0m from ground

level; and not be erected in the area between any building and the

front boundary of a lot except with the approval of the Council.

Permitted Zones Hoarding Signs may only be permitted/considered in reserves

following the lodgement of a planning application.

T e t h e r e d O f f - B u i l d i n g S i g n s

Definition Note 12 Means an advertising sign which is suspended from, or

tethered (tied) to any structure, or tree or pole (with or without supporting framework). The sign may be made of paper or plastic or fabric or a similar material. The term includes lighter-than-air aerial devices, inflatables, bunting, banners, flags and kites.* * Blimps, kites, bunting and lighter than air devices are not permitted

Tethered Signs shall: be located wholly within the boundaries of the lot; have a maximum vertical dimension of 0.75m and a

maximum area of 2.0m²; not be less than 2.7m or greater than 8.0m from ground

level; be limited to a maximum of one sign per street frontage

Furthermore, the advertiser shall supply to the Council prior to erecting such a sign a certificate from a structural engineer certifying that the connection of the balloon type object to the building or lot is of a structurally sound design.

Permitted Zones Tethered Signs may only be permitted/considered in the

Special Use zone and requires an application to Council with a simple signage strategy.

Note 16 Definition Advertisement signs of directional nature relating to community

activities displayed for a two weeks prior to an event. Standards A Special Events Sign shall have a maximum vertical

dimension of 0.75m and a maximum area of 2.0m2. One sign may be placed at the intersection of appropriate roads directing traffic to the community activity. The location of these signs must not obstruct the visibility of road users in any way and must be determined in consultation with Council. A maximum of ten signs may be placed on the site of the community activity on the day or days on which the event is occurring. All signs must be removed immediately on the conclusion of the event.

Permitted Zones Special Events Signs are permitted in all zones including

reserves providing they comply with the above standards. Special Events Signs do require an application to submitted to Council containing details on the location of all signage on the events site and any directional signage to the event and the period of time signs will be erected.

Community Consultation: Whilst the Town Planning Scheme stipulates that Local Planning Policies can be advertised for a period of 14 days it is recommended that the Local Planning Policy be advertised at the same time and for the same period (42 days) as the amendment as both documents are interlinked and depend on one another.
