I spent my formative years attending the North East Independent School District, and later the University of Texas, before launching into a 30-year journalism career.

Although I am a new face, not much will change in our coverage. The paper will continue to focus on Stone Oak, Sonterra, Encino Park and far north Bexar County, where residents are balancing escalating commercial and residential development with a growing population.

We will continue to provide stories about schools, transportation, crime, and water and environmental needs.

Also, you will see updates regarding plans to address area traffic woes, including those experienced on U.S. 281 and Loop 1604.

Our features and in-depth stories will showcase how current events shape the future. The area’s burgeoning business climate and job opportunities, infrastructure planning, decisions made by state and county officials and health care developments all factor into maintaining the quality of life.

They are the deadliest creatures

on Earth. More than a million people a year die because of them.

They are …. mosquitoes!

Mostly, I think of a mosquito as that nasty little whining noise keeping me wide awake and slapping myself in the night, or the source of wildly itching red welts I try so hard not to scratch every summer. In these parts, mosquito bites usually are more of an irritant than a serious threat. Most deaths caused by mosquito-borne diseases occur in Africa (where malaria is rampant), the Caribbean, Latin America and parts of Asia.

However, because of our unusually wet spring, health care practitioners are preparing this summer for more

West Nile virus, dengue fever and a new illness to Texas – chikungunya (chik-UN-gun-ye) virus.

Dr. Gregory Anstead, a specialist in infectious diseases at the University of Texas Health Science Center at San Antonio who once lectured on “Death Delivered on Gossamer Wings,” is also sounding a cautionary note.

“I think we do have to be concerned, especially with all the spring rain,” he said. “In Dallas, where the worst outbreak of West Nile in the United States occurred in 2012, there were very similar conditions – a very rainy spring and a hot summer that increases mosquito replication.”

He added: “Chikungunya is interesting. We’ve only seen a few cases in Texas, mostly travelers returning from the Caribbean, but it’s incredible how quickly it has spread in some places. Basically, it was unknown in the Americas until December 2013. The first cases were in … the Caribbean, and in eight months it went from one to 350,000 cases in the Americas. Now it’s half a million.”

Should we expect the worst? Probably not. Most acquiring West Nile or even dengue fever experience zero symptoms to mild ones. Same with chikungunya.

Seventy percent of those infected will be symptom-free in a week. Horses

are particularly susceptible to West Nile, but there’s an effective vaccine for them (though not for humans). There are no vaccines – or curative medical treatments – for dengue fever or chikungunya. Even minor cases can keep you down for a week, and seriously threaten older and very young folks, and those with kidney disease, diabetes or weak immune systems. The best prevention is not to get bitten.

Both Bexar County and the city of San Antonio, through the San Antonio Metropolitan Health District, have spraying programs to control mosquitoes, but only in public areas. Olmos Park, Terrell Hills, Alamo Heights, Windcrest and most cities have their own spraying procedures or contracts. However, mosquitoes still thrive on some privately owned land, and in any backyard with standing water or pools without chlorination.

Dr. Anil Mangla, the chief epidemiologist with Metro Health, has some practical recommendations for protecting yourself this summer.

“Number one, use insect repellent. Look for products that say (Environmental Protection Agency)-approved on the label, with ingredients such as DEET which, used in moderation

… is generally quite safe. There’s also citronella, and products with oil of lemon or eucalyptus are showing very good results,” the epidemiologist said.

Sawyer Picaridin Insect Repellent with black-pepper extracts and Repel with oil of lemon eucalyptus topped a recent Consumer Reports list of mosquito repellents.

“Number two,” Mangla said, “try to wear long-sleeved, loose shirts and pants outdoors, and three, don’t let standing water accumulate around your home.”

Since mosquitoes are most active at dawn and dusk, be especially careful then. Perspiration, dark clothing, movement, larger bodies and pregnant women attract mosquitoes. Unfortunately, according to recent genetic research, some folks are just born mosquito magnets.

If you do get bitten, here’s what to watch for beyond the darned itch. Fever, headache and joint pain usually appear three to seven days after a bite. It might just be flu, but if you’ve been bitten, check with a doctor. A simple blood test for mosquito-borne diseases can set your mind at ease.

Don’t let fretting about mosquitoes curtail your summer fun. Follow these tips and be ready to swat the little buggers!

During a late-night session just days before the final gavel fell, after much debate over the bill, legislators decided to keep language that permitted police to check for a license when they see someone openly carrying a gun.

Law-enforcement organizations vociferously objected to dropping the provision. On the other hand, some — but not all — in the gun lobby argued that representatives of the government shouldn’t question Texans when they are acting legally.

Some advocates even suggested they wanted the measure excised to prevent police from conducting racial profiling.

While the Second Amendment is very clear Americans have a constitutional right to own guns, it is imperative, in the interest of public safety, that officers be given the legal leeway to question anyone openly toting a firearm.

It is true dozens of other states have had open carry for some time, and of those, many don’t require a permit or a license. In addition, statistics show that gun owners licensed or allowed to carry a weapon in public pose very little risk to safety. In some cases, they may even deter crime.

Yet, no one seems to object if an officer asks for a driver’s license and proof of insurance.

The same expectation should exist for someone carrying a gun in open sight, provided there is adequate reason to stop him or her.

The bill allows those who already have concealed-carrying licenses to display a weapon in a hip or shoulder holster in the open.

Applicants have to be 21, pass a background check and undergo training.

We support the right of Texans to own and carry weapons, but we also support the right of people in public to enjoy a feeling of safety.

‘Cop-Stop’ provision makes a lot of sense

Thank goodness cooler heads prevailed in the state Legislature during

passage of a bill allowing licensed Texans to carry guns in plain view, with lawmakers opting to keep the “cop-stop” provision.

THE ALAMO REGIONAL MOBILITY AUTHORITY’S FINAL U.S. 281 environmental-impact statement is available for public review. The document evaluates possibilities associated with the Texas Department of Transportation’s proposed 281 corridor project, which could extend 8 miles of the thoroughfare, add additional travel lanes, and include four direct ramps connecting the northern half of 281’s interchange with Loop 1604. Included are two “build” alternatives and a “no-build” alternative. The Alamo RMA’s preferred plan expands 281 into a six-lane expressway, which includes two non-tolled general-purpose lanes, an auxiliary lane, and one tolled, or “managed” lane in each direction on the route extending from 1604 to Stone Oak Parkway. The project’s social, economic and environmental impacts were analyzed in the overall study. Several residents and groups already have voiced their disapproval to any tollway. Public comment was accepted up to June 22 through TxDOT’s San Antonio District link at www.txdot.gov.

THE ALAMO AREA METROPOLITAN PLANNING ORGANIZATION on June 1 issued a call for projects to include in its Transportation Improvement Program for 2017-20. The MPO is charged with developing a TIP, which prioritizes major road, street, highway, bicycle, pedestrian and public-transportation projects for federal funding in its domain, which includes Bexar, Comal and Guadalupe counties and part of Kendall County. MPO officials said works approved in the next TIP would receive $100 million. In upcoming months, residents will be asked to chime in by submitting emailed comments and attending public forums until next February. The MPO will begin shortening its list of potential projects

THE NORTH EAST EDUCATIONAL FOUNDATION handed teachers $185,000 in grants for their classroom undertakings during a June 1 ceremony. Canyon Ridge Elementary School’s LEGO project, designed to increase STEM — science, technology, engineering and math — activities in the school library, was one of 47 across the North East Independent School District receiving funding through the NEEF program. “Students of today need

regular exposure to motivating materials and challenges that will develop these skills,” said Wendy Howk, Canyon Ridge librarian. “The library of today is much more than simply a place with books to read. The library is a hub of learning for all subject areas, frequently integrating technology across all subject areas.” NEEF is a private nonprofit, which raises money to expand educational opportunities for NEISD students through various events and fundraisers held during the year.

DISTRICT 9 COUNCILMAN Joe Krier on June 3 launched the first of his “Joe in

The case inspired him and other local leaders to push for more pedestrian safety at schools citywide, he added.

“We ought to make every school zone safe as we can,” Krier said.

Since Tatyana’s death, at Krier’s request, San Antonio has inventoried public school zones and the safety devices they use. The City Council has made mid-fiscal year 2015 budget adjustments, allowing for some improvements to be immediately put in place.

static. Only 400 zones had crosswalks, which are striped annually.

The northernmost council districts with growing populations and newer campuses — Districts 8, 9 and 10 – account for 16 percent of the city’s school zones. Combined, 10 percent of those school zones in Districts 8-10 have flashing beacons.

According to city figures, a majority of pedestrian/vehicular accidents recorded from January 2013 to October 2014 happened inside Loop 410, where most of the fatal crashes occurred in the same timeframe.

San Antonio now has a policy where a new public school must, at its own expense, place a flashing beacon in the school zone, said Mike Frisbie, the city’s Transportation & Capital Improvements director.

For older schools, the city could split the cost of installing a flashing beacon with the respective school district. Frisbie said the city is making the same offer to a growing number of private and charter schools, too.

Additionally, traditional safety measures — such as crosswalk guards — still exist.

According to Frisbie, in the last year or two the city upgraded 147 flashing beacons and 2,515 signs to current standards, and installed nearly 8 miles of new sidewalks.

Within the $1 million midyear FY 2015 budget adjustments is $300,000 to upgrade nine existing school zones from static to flashing beacons, including Stahl Elementary School.

Additionally, the city received $500,000 in Community Development Block Grants, and Highway Safety Improvements Program funds, enhancing 13 other school zones, mainly inside Loop 410.

Rudy Jimenez is principal of Hill Middle School, one of NEISD’s newest campuses north of Loop 1604. Despite a burgeoning neighborhood, the site benefits from a distinctive configuration – the school’s physical footprint is yards down a street connecting to Bulverde Road.

“Our school design is unique with very long entrances. As a result, traffic on Bulverde is rarely, if ever, affected,” Jimenez said.

“We don’t have any students crossing Bulverde Road to walk to, or from, school. We have a neighborhood gate that allows students to come in

However in older neighborhoods and campuses, school zones often lack a flashing beacon, which helps coordinate traffic at crucial times, Frisbie said. He also noted in recent years, newer schools are typically built bigger and closer to major roads.

Deputy City Manager Peter Zanoni said the city strives to maintain communication with local public school district leaders, as well as private, charter and even home-school groups to determine places needing improved pedestrian safety.

Pratt, like many physical therapists, has a special interest in helping seniors maintain their balance and avoid falls.

To treat people for disabilities with pain or other issues requires a physician’s referral. She and others sharing her line of work in Texas are requesting legislation to permit potential patients to seek these health care specialists without a doctor’s handoff.

Before he went into physical therapy, Phillip Trueman, an Australian by birth, was a professional squash player. However, he left the court for a new field after his marriage to a Texan and their 1990 move to San Antonio.

He is currently the lead physical therapist at The San Antonio Orthopaedic Group’s Stone Oak location, 150 E. Sonterra Blvd., Suite 310.

“I’d seen several physical therapists while I was playing squash. They’d helped me overcome injuries,” he said. “I like accounting for the body – problem solving, trying to figure out how things work and

Trueman said he has learned over the years, “Some things we can fix and some things we can’t fix.” Like Pratt, he hopes to see the state law changed to permit self-referral to physical therapists.

“Not needing a physician’s referral would save patients time and money,” he said.

Dr. Diana Schonhoff decided to become a physical therapist after her mom told her a story about seeing one teach a young girl to walk.

“I love the people, the varying aspects of what I do as a physical therapist, everything,” Schonhoff said. “As a physical therapist, you can work from newborns to geriatrics. It is the most fascinating field and I can’t imagine doing anything else.”

The sports-medicine field recently has embraced two new procedures: orthopedic stem-cell treatments and platelet-rich plasma, or PRP, therapy. Both aim to help the body repair itself using injections of substances from the patient’s system.

layers. The platelet-rich layer is removed and injected directly back into damaged tissue. This causes inflammation and increased blood flow to the area, which works to speed the healing process.

“PRP therapy is very useful for partial tears or fraying of certain tendon or ligament injuries like tennis elbow or partial tears of the tendons around the elbow. It also can be useful for golfer’s elbow,” Brenman said. “It also can be specifically used for partial tears of ligaments such as the medial collateral ligament or the anterior cruciate ligaments of the knee, and PRP therapy allows the patients to return to their sporting activities in a faster and more natural fashion.”

Orthopedic stem-cell treatments also utilize agents found in the patient’s body, this time in the bone marrow. Since the stem cells don’t come from a donor, it’s autologous or “stand alone” stem-cell therapy.

During the procedure, a bit of bone marrow is taken directly from the patient’s hip. This marrow contains mesenchymal stem cells, or MSCs, which haven’t yet differentiated into a certain type of cell (fat cells, muscle cells, cartilage cells, etc). The sample is filtered, concentrated and injected into the injured area. The idea is for MSCs to assume its surroundings’ characteristics and facilitate regeneration of lost or damaged tissue. After this outpatient procedure, most folks can resume low-impact activities very soon.

“We are still figuring out a lot about the details of utilizing stem-cell therapy, and as of now, it can be used for stand-alone attempts at potentially delaying the onset of arthritis in certain joints and in combination with cartilage restoration procedures, as well as ligament reconstructions,” said Dr. Christian Balldin, a board-certified orthopedic surgeon and sports-medicine specialist in The San Antonio Orthopaedic Group.

Orthopedic stem-cell treatments are currently used for many conditions including osteoarthritis, avascular necrosis, bone loss, cartilage defects, disc-related back pain, meniscus tears, nonunion fractures, osteonecrosis and tendinopathies.

“We have been offering stem-cell therapy for the past few years. We will continue to do so in the future along with adapting our protocols of utilization as more and more research comes out on the benefits of stem cells,” Balldin added.

Because most insurance companies consider stem-cell treatment and platelet-rich therapy “investigational,” these methods are not normally covered by health insurance. However, many in the health field feel out-of-pocket costs are reasonable considering the benefits. Stem-cell treatments can be $3,000-$6,000, and expenses for PRP therapy are somewhere from $600-$1,500 per injection.

get flu shots, and recently there’s been a lot of talk about human papillomavirus, or HPV, vaccine for adolescents, as TV commercials tout adult vaccinations preventing pneumonia and shingles.

In Texas, a number of shots are required before schoolchildren may enroll, and for years thereafter. For a list, visit www.cdc.gov.

“We didn’t get a lot of these vaccines back when we were kids. Advances in research have created a lot of progress, but a lot of people ask me why they need them,” said Dr. Shahed Izaddoost of the Children’s Hospital of San Antonio Physician Group.

“Some people say they worry about side effects, so they might not want their child to get vaccinated,” Izaddoost added. “As doctors, we worry if your child does not get vaccinated, because these diseases can be very serious. It’s good that people ask questions, but at this point, we’ve had a lot of experience with vaccines, and there is no credible research to show they cause long-term harm.”

Which brings up an important fact about vaccines, Mackin said.

“In order for any vaccine to be approved and recommended by the (Centers for Disease Control and Prevention), it has to prevent or decrease the risk of a condition that can kill or significantly disable a person, and something that can cause blindness, even if that is not the common outcome, would be disabling,” Mackin said. “Shingles is a lot more common than most people think.”

Meanwhile, coverage for seniors seeking a vaccination for pneumonia can vary. Prevnar was originally recommended for children, and then expanded for use in adults with kidney problems or weak immune systems, in addition to Pneumovax. More recently, the CDC has recommended all adults over 65 be vaccinated with both Prevnar and Pneumovax, Mackin said, adding, “We’re hoping that Medicare will follow through and cover this, but we are not sure.”

As someone who sees patients of all ages, Mackin strongly urges both sexes to receive the HPV vaccine up to age 26.

“The vaccine combats cervical cancer and precancerous lesions. It’s important for men, too, although it is not as common in males,” the physician said.

Like many physicians, Mackin strongly suggests vaccinations against pertussis, both for children, and adults who interact with youngsters, especially infants, for whom it can be fatal.

“That’s something so interesting about vaccines — they can protect you from some serious problems from birth right up to the golden years,” Mackin said.

“We’re pleased voters approved Bond 2015 so we can continue to address the rapid growth in Comal ISD,” said Superintendent Andrew Kim. “We are very appreciative for the support and we will work to ensure that the process of implementing these bond projects is transparent, so that we can be held accountable by our community.”

The Bexar County middle school will be located near Kinder Ranch Elementary, which opened in August 2011 on Bulverde just north of Borgfeld.

Both it and the Garden Ridge middle school are opening near sites the district intends for future high schools.

The rest of the 2015 bond will fund technology improvements ($21.3 million); capital betterments at existing facilities ($20.1 million); districtwide safety and security upgrades ($5.4 million); and land acquisitions for future structures in CISD’s high-growth areas along U.S. 281 and Interstate 35 ($6.1 million).

CISD voters denied a $451 million bond proposal in 2013, the district’s first bond-election rejection since 1997. The 2015 bond request was slimmed down, making it more palatable to the electorate,

who approved it 5,692 to 2,701. CISD residents last approved a bond in 2008.

District administrators said in coming months they’d set a timetable for construction and districtwide improvements. At the June 11 board workshop, trustees approved Request For Proposals associated with new buildings and campus enhancements.

“It will involve construction for the 2015 middle schools and other projects,” Kim said. “The selections from the RFPs will be determined sometime in July or early August. Once we have the architectural and engineering services on board, then we’ll begin the design process.”

Overseeing all of those plans is John Tucker, who was named CISD’s new director of facilities and construction in April. Tucker succeeded Helen Keaton, who mainly spent her two-year tenure identifying and helping rectify overbill issues connected with the district’s 2008 and 2005 bond measures, which totaled $205.5 million and $189.2 million, respectively.

Internal and external audits conducted in 2013 and 2014 indicated the primary contractor for 2008 bond projects overbilled CISD by nearly $7.1 million. Temple-based Baird/Williams Construction Ltd. agreed to pay CISD

$5.9 million in a deal which also cleared the company of similar possible offenses after being appointed lead contractor following the district’s 2005 bond passage.

CISD severed involvement with the company, as well as the primary architect for its 2008 and 2005 bond projects. Additionally, district reviews indicated flaws in protocols to review procedures governing bond expenditures and line-item expense disbursements.

It led the board to adopt a “best practices” measure to guide the district’s future procurement of professional architectural, engineering and construction services, as well as implement ways to improve district oversight over construction spending.

At Dallas ISD, Tucker, a retired architect, helped execute $2.5 billion in school-construction programs and designed new internal and web-based document distribution procedures for all DISD construction procurements.

“We are pleased to have been able to find someone with the degree of talent and experience that John has to lead our facilities and construction department,” Kim said, adding Michael McCullar, hired 18 months ago as the district’s director of purchasing, will provide additional oversight.

“We’ve put strict processes in place to make sure the contracts will be written by school-district attorneys,” Kim said. “The checks and balances in the new system will increase the level of transparency involved in the process.”

In another development, Comal ISD officials indicated they were unaware an asphalt factory was being built a mile from the proposed middle school site in Garden Ridge until angry residents informed them in late April.

The district remains committed to constructing there – at least for now.

“We certainly did not want an asphalt plant to be there,” Kim said of the location, which the district purchased years ago without considering that an industrial development might someday locate not far away. “Now we’re seeing some signs of that and we’re now caught in this situation, but we’re committed to not spending the extra dollars trying to (build) somewhere else.”

The district will monitor the site, he added.

“We’re keeping a close eye on the asphalt plant, to see what kind of traffic patterns result and the environmental issues that could come up. We’re supportive of the folks and Garden Ridge, and hope the situation can be resolved – one way or the other.”

Owner Juan Pablo Vidales, who already operates Mexico-based restaurants in Cancun and another in Playa del Carmen, said he always dreamed about opening an eatery in San Antonio.

His vision has been realized with the debut of Michin Fresh Mexican Kitchin at 427 N. Loop 1604 West, Suite 202, in the Sonterra Village shopping center.

Michin means “fish” in Náhuatl, the ancient Aztec language, and is indicative of the seafood-focused

menu. Officials scheduled June to open the 2,200-square-foot restaurant, which can hold up to 120 patrons.

Although he plans on commuting from his Mexican home in San Luis Potosi, Vidales has hired a team to run the front of the house and the kitchen, including Dermaine Clark, the general manager, and Riley Reyes, the assistant general manager.

Reyes will focus on a bar that includes a full range of tequila selections, beers on tap and wines, including some from Baja California.

Under chef Jorge Huerta, a Laredo native, the menu will feature fresh fish specialties and other Mexican traditional dishes — with a twist, Vidales said.

“We have a very nice, enlarged waiting area. We don’t have to turn people away anymore,” said Jovani Gava, director of operations.

The new locale also offers a private dining area suitable for birthday parties or business meetings, with an available projector and screen.

“We’re not that fine-dining, buttoned-up, be-your-best-dressed sort of Brazilian steakhouse,” Laura Harker, assistant director

of operations, said in a previous interview. “We’re a lot of great meat; we’re a lot of amazing salads, but casual. You can hang out; you can bring the whole family.”

The restaurant also offers a hot bar with sides including white rice, black beans, mashed potatoes and battered bananas.

With about a dozen cuts of meat including beef, pork, chicken and lamb, the establishment emphasizes flavor, using sea salt for seasoning.

Grilled salmon — unique for a Brazilian steakhouse — and salad-bar items have been added to the menu, Gava said.

In addition, the eatery's head cook trained in well-known Sao Paulo steakhouses before coming stateside, according to the staff.

In a few months, the San Antonio-based fast-food chain hopes to score points with diners by airing a nationwide commercial featuring the men.

Before the school year concluded, a crew traveled to Johnson and filmed the athletic leaders, and then shot another scene at a Whataburger restaurant.

The tradition actually started at Madison High School, according Tim Moore, now Johnson’s head athletic trainer.

“About 15 years ago, (another) athletic trainer and I went to lunch on a varsity football game day at Whataburger; that was just our preference,” he said. “Some of the coaches gave us a hard time when we got back, wanting it, too.”

Thereafter, Moore started taking orders and bringing back Whataburger meals to coaches.

“It was a process over a few years,” he said. “Next thing you know, it’s blossoming into calling it in, and then next year we ended up faxing it in, and then by that time, the majority of us moved out here to Johnson when they opened up in (2008). I email it in now, and they deliver it to us.”

At this point, the tradition has developed its own set of superstitions.

Jimmy Cueva, Johnson’s offensive coordinator, described the quirky behavior: “There’s stories like if we’re on a winning streak and we order strange things, we get a loss; like when I went from french fries to onion rings, or from the No. 1 to the No. 2.”

Moore also has his own story.“Midseason we had a loss, and so Coach

(Kelly) Parker changed his order to a Green Chile Double (Burger), and we ended up winning seven games in a row,” Moore said. “He never changed what he ordered.”

Whataburger grub has also been known to inspire players, Cueva said.

“I happened to do the scout-team defense then, so if a kid did really well on scout-team defense I’d give him a Whataburger nomination and we’d buy him an extra Whataburger for lunch,” he said. “It’s infused in everything that we do now on game day. It’s our time to break bread together. It brings us all together.”

During the school year, Whataburger put out a casting call for a chance to go before the cameras, and the North East Independent School District sent out an email about the opportunity to star in an advertisement.

The Johnson football staff went long and ran their best route.

“I thought this’d be a good story,” Moore said. “I could see Texas, Whataburger (and) high school football being a good combo, so we wrote (the commercial) out, sent it in and a couple days later we got an email saying they wanted a quick interview.”

He added: “Coach Cueva and I went to Whataburger and some gentlemen took our stories and filmed us. I think they really enjoyed it.”

Moore and Cueva realized making a Whataburger commercial has its perks.

“We just thought it was neat because we got free food. We sat there the whole time and got to talk about anything and everything,” Cueva said. “They just asked us questions. One day, we went through a whole roll of film and started another one. We were fortunate to be there. It’s definitely different and unique.”

The video team complemented the footage with on-campus takes.

“They came out and did a re-enactment of our game-day lunch order. We ate at eight o’clock in the morning for lunch, so that was kind of different, but it was cool,” Moore said.

The commercial, to be broadcast in five or six months, has the Johnson squad optimistic about the publicity and the tradition going forward.

“Any positive light you can bring to your high school, I think, obviously, is a good thing,” Cueva said. “Even though we’re a young school, and we’ve only been open for about eight years now, it’s something that hopefully we can see carried on for 12, 15, 20 years down the road. That’s just what we do on game day.”
