ITEM-2 REQUEST FOR APPROVAL TO USE PORTABLE TRAFFIC CONTROL LIGHTS FOR ROAD WORKS

SOURCE OF ENQUIRY Thiess John Holland Dragados (TJHD), the North West Rail Link (NWRL) Tunnelling and Station Civil (TSC) works contractor, is requesting Council approval to use portable traffic control lights for roadworks adjacent to several of their construction sites. REPORT In conjunction with construction activity at the Showground and Bella Vista station sites, it will be necessary for TJHD to undertake road works on Carrington Road (Showground station) and Celebration Drive and Balmoral Road (Bella Vista station). In the case of the Showground station site, the roadworks are required for the construction of pedestrian diversion around the Carrington Road/Middleton Ave roundabout, as well as the installation of new utility services across Carrington Road near the former Doran Drive. For the Bella Vista station site, the roadworks are required for the construction of new vehicle access points off Celebration Drive and Balmoral Road and public utility adjustments in Balmoral Road. TJHD has prepared individual Traffic Control Plans (TCPs) for the roadworks (attached) which involve the use of portable traffic control lights. Each set of lights will be manually controlled by a traffic controller who will be located off the road carriageway. This is to reduce the safety risks compared to the traditional ‘Stop Go’ traffic controllers that are normally located on or immediately adjacent to the road carriageway. The roadworks will be carried out on a short term basis based on single shifts, with the portable traffic control lights and associated signage removed at the end of each shift and re-established at the commencement of the next shift. To further enhance worker and road user safety, TJHD is also proposing in their TCPs to reduce the road speed limits to 40kph for the duration of each shift. This will require the submission of Road Occupancy Licence (ROL) and Speed Zone Authorisation (SZA) applications to the Transport Management Centre (TMC).

As the location of each roadwork site is in reasonably close proximity to the State Road network, it is expected that the TMC will impose restriction on working hours for each shift as part of the ROL approval in order to minimise the impact on the AM and PM peak traffic movements on those State Roads. In accordance with the provisions of the Transport Administration Act 1988, the Chief Executive of Roads and Maritime Services (RMS) has delegated to Council certain functions relating to the approval of prescribed traffic control devices on local roads. This includes portable traffic control lights but only where they are used for the purpose of carrying out road works. IMPACTS Financial This matter has no direct financial impact upon Council's adopted budget or forward estimates. The Hills Future - Community Strategic Plan The recommendation in this report will demonstrate Council’s commitment of support to the North West Rail Link project. RECOMMENDATION

1. Council approve the use of portable traffic control lights by Thiess John Holland Dragados, the North West Rail Link’s Tunnelling and Station Civil works contractor, in association with roadworks on Carrington Road, Castle Hill, Celebration Drive, Bella Vista and Balmoral Road, Kellyville

2. Council’s approval be subject to the Transport Management Centre also approving separate Road Occupancy Licence and Speed Zone Authorisation applications for each location.

SOURCE OF ENQUIRY Council has received representations from Mr D Elliott MP, Member for Baulkham Hills, regarding concerns raised by one of his constituents with respect to the parking of vehicles on the northern side of Campbell Street between Murray Street and Windsor Road at Northmead. REPORT Campbell Street is a minor collector road in Council’s Road Hierarchy and has a carriageway width of 13m between kerb faces. The road sustains significant through traffic movements during the morning peak period to bypass delays occurring on Windsor Road. Accordingly, the right turn movement from Murray Street into Campbell Street is reasonably significant during the morning peak. When vehicles, in particular mini buses from the adjacent church, are parked on the northern side of Campbell Street, just west of the Murray Street intersection, sight distance to the right is impeded. CONCLUSION To improve sight distance it is recommended that 10m of full time ‘No Stopping’ restrictions be installed on both kerb returns at the intersection of Campbell Street and Murray Street, Northmead, reinforcing the statutory 10m no stopping rule. IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget. REPORT Council has received correspondence from Murray Farm Public School for the temporary closure of Tracey Avenue on Saturday, 31st May 2014 between 12noon and 9:00pm to hold their annual fundraising fireworks carnival. The school has provided a copy of the Traffic Management Plan. This is a regular fund raising event for the school that has been held over many years without any complaint from local residents. The physical closures are implemented by the members of the SES with local residents and emergency service vehicles permitted access during the entire period of the temporary closure.

IMPACTS Financial

This matter has no direct financial impact upon Council's adopted budget or forward estimates.

Hills 2026 The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities.

RECOMMENDATION Approval for the temporary closure of Tracey Avenue on Saturday, 31st May 2014 between 12noon and 9:00pm be granted subject to the following conditions: a. The applicant shall organise sufficient Police or private security to ensure and

supervise the safe conduct of the event at all times. b. After the event, Council and the Roads and Maritime Services may consider use of

the road by the applicant, and any improper use and/or disregard of these conditions may lead to a rejection of future applications.

c. That the event be advertised in a local paper for a minimum period of 28 days, and in the event that no substantial reasonable objections are received, the event be permitted to proceed. The applicant shall provide satisfactory evidence to

Council of Public Liability Insurance, including Council’s interest noted thereon, prior to the event.

d. The applicant shall grant Council and the Roads and Maritime Services an indemnity from and against all claims, demands, remedies, suits, injuries, damage losses, costs liabilities, actions, proceedings, rights of action and claims for compensation for which the Council and the Roads and Maritime Services may become liable in connection with injury, damage or accidental death through the applicant’s neglect or default or the neglect/default or any other person in connection with the approved use of the streets for the event.

e. The applicant shall use barriers, lights, detour signposting and directional signposting to adequately highlight the area of the temporary closure and ensure motorists are warned of changes to local traffic patterns in view of the closure(s).

f. The applicant shall ensure that all laws, rules and regulations are strictly observed by participants. It is the applicant’s responsibility to ascertain which laws, rules and regulations may be applicable to the use of the land.

g. The road be re-opened to traffic at the completion of the event with all barricades and signposting removed and the carriageway being left in a clean and tidy state.

h. All residents of Tracey Avenue and nearby connecting streets being directly notified of the proposal by letterbox drop.

i. Other residents to be notified of the proposal by the placement of advertisements in the local papers.

j. The Police, Fire Brigade, Ambulance and Bus Company being directly advised. k. The applicant to be responsible for the costs and distribution of the letter box

drop and the newspaper advertisements.

REPORT Council has received an application from the Lions Club of Riverstone to undertake the annual fund raising bicycle ride ‘Ride to Riverstone’ on Sunday, 4th May 2014. The accompanying Traffic Management Plan submitted in support of the application is a lengthy document (199 pages) and to minimise the size of the Agenda item only an extract of the Traffic Management Plan detailing the proposed routes that relate to The Hills Shire LGA is included as part of this report at Attachment 1. The event is similar to previous years and involves the temporary closure of Blue Gum Road and a temporary speed reduction on Bannerman Road. This year however there are some minor alterations to the event from last year in order to minimise the impact on Bannerman Road, such as now only the 30km and 100km routes will use Bannerman Road. It is anticipated that they will be clear of Bannerman Road by 9:30am. IMPACTS Financial This matter has no direct financial impact upon Council's adopted budget or forward estimates.

SOURCE OF ENQUIRY Hillsbus have requested that consideration be given to the installation of a school bus zone on Wellgate Avenue fronting Our Lady of the Angels Primary School. REPORT Currently the frontage of Our Lady of the Angels is sign posted as ‘School Zone No Stopping’ due to the school having significant off-street parking available along with an internal kiss and drop zone. Hillsbus suggest that part of the ‘School Zone No Stopping’ area be changed to ‘Bus Zone School Times’ to accommodate the three bus services in the morning and afternoon allowing for students to be collected from outside the school. RECOMMENDATION: Traffic conditions on Moorilla Avenue are to be reviewed six months after installation of signs and linemarking to gauge effectiveness. CURRENT STATUS: Signage and white lines were installed in September 2013. Review and report to be prepared for LTC meeting in March 2014. TARGET COMPLETION DATE: Report to LTC in March 2014. SUBJECT: NORTH ROCKS ROAD, CARLINGFORD - CONSIDERATION OF TRAFFIC CONDITIONS ON BEND NEAR ALKIRA ROAD

RECOMMENDATION: 1. Council investigate a warrant for traffic signals at the intersection of North Rocks

Road and Alkira Road including the projected traffic volumes and the accident history. This warrant will include the possibility of moving the pedestrian signals at North Rocks Reserve to the intersection of Alkira Road.

2. The assessment be referred back to the Committee. 3. Pending the results of the traffic signal warrant, the Committee further consider

the installation of anti-skid treatment on North Rocks Road, Carlingford at the bend immediately east of Alkira Road for 90 meters in either direction.

4. The issues associated with car wash detergent on the road be pursued with the relevant owners.

CURRENT STATUS: LTC recommendation adopted on 10/9/13. Investigations being undertaken. This location is a project that has been included for funding under the Federal Black Spot Program. A report detailing the traffic signal warrant for the provision of signals at the intersection of North Rocks Road and Alkira Avenue will be prepared for the May LTC meeting. SUBJECT: COOK STREET, BAULKHAM HILLS - PARKING RESTRICTIONS

RECOMMENDATION: 1. This matter be deferred for Council to provide plans of the proposed ‘No Stopping’

restrictions on the north-west kerbline of Cook Street from Windsor Road to the common boundary of Nos. 9 and 11 Cook Street, Baulkham Hills identifying the exact location of individual signs.

2. Council undertake consultation with residents affected by the existing concrete median fronting Nos. 9, 11 & 13 Cook Street, Baulkham Hills with regard to its possible removal.

unchanged. 2. Council send further correspondence to the affected residents to explain the

decision and outlining the ramifications of a complete road closure with regard to the collection of waste and access for delivery vehicles.

SUBJECT: RUSSELL STREET, BAULKHAM HILLS – REQUEST FOR PARKING RESTRICTIONS

RECOMMENDATION: 1. Council write to the affected residents and the owners of vehicles parking in

Russell Street, Baulkham Hills to advise that complaints had been received concerning vehicles parking on both sides of the street around the bend and causing line of sight difficulties.

2. Council also seek comment on future possible parking restrictions from affected residents.

CURRENT STATUS: PENDING - Correspondence to the affected residents will be undertaken when LTC recommendations have been adopted by Council after the review LTC processes is completed. TARGET COMPLETION DATE: Ongoing.
