Description of Proposal

Harvesting of native forestHarvesting of native forest, using Single Tree Selection, Silviculture subject to theSouthern Region, IFOA requirements will be undertaken within this planning unit.The primary product of the harvesting is high quality large sawlogs (quota logs), smallhigh quality sawlogs, veneer logs, girders, poles & piles where timber markets areavailable. Parts of felled logs that do not meet high quality log specifications aresegregated and graded into other classifications such as salvage sawlogs, pulp logs &miscellaneous timbers e.g. split & round posts, firewood, mining timbers & craftwood.The availability of miscellaneous timbers depends mainly on forest types, logdefectiveness & market conditions at the time of harvesting.

Clause 22 (IFOA) ConsiderationAll relevant factors have been reviewed taking into account the volume and monetaryvalue of each forest product to supply Term Agreement Holders. The harvestingoperation also complies with Clause 22 of the IFOA.

Attachment 1: Site Safety Plan prescribes safety requirements and MedicalEmergency Evacuation Plan for this harvesting operation.

Riparian and other exclusion zones are explained within the relevant sections of thisHarvest Plan and indicated on the HPOM.Where practicable, snig track patterns should be designed to double as bare earthcontrol lines to prevent fire entering specified burning exclusion zones and othertenures, i.e. Smoky Mouse, Southern Brown Bandicoot & significant Cultural Heritagesites.Where this is not practical, the Contract Coordinator is to assess the need for a bareearth break to be constructed close to harvesting exclusion boundaries and seekadvice and approval from the Harvesting Team Leader for the additional earth works.Specific areas identified during the planning stage which require a mineral earth breakare identified in the burning plan.

Site Specific Identified Hazards

Assessment of existing hazards was undertaken at the time of planning. Thesehazards are in the attached table and where appropriate, control strategies have beenapplied. SUGGESTED CONTROL STRATEGY

1. Adjoining roads of varioustraffic levels

1 Warning signs at intersections, road closure andtraffic control measures.60km/hr speed limit on all State Forest gravelroads unless otherwise signposted.Compliance with Forests NSW lights on policy.

Traffic management/road closuresThe logging contractor is responsible for traffic control on all roads when felling is withintwo tree lengths of the tallest tree to be felled of the road or snigging on roads orloading is occurring within 10 metres of a road. Warning of trucks entering must bedisplayed 200 metres either side of all State Forest road approaches leading toareas where harvesting operations are in progress.

Warning of timber harvesting operations must be displayed 200 metres either side ofall thoroughfare State Forest road approaches leading to areas where harvestingoperations are in progress.

In addition to the above, when harvesting within two tree lengths of Kianga Road thisroad must be temporarily closed in accordance with “TCP78: Harvesting Within 2 Tree

Lengths of Kianga Road” (attached to this plan). Forests NSW will provide suitablyaccredited traffic controllers to implement this plan.

This plan identifies haulage from the compartment will be south via Red Knob Road,turning east onto Kianga Road (100km/hr Road). The intersection of Red Knob andKianga Roads has been assessed as achieving a minimum sight distance of 200m onthe western approach, but not on the eastern approach. Therefore, prior to haulagecommencing, a suitably qualified person must implement “TCP195: Kianga Red-KnobRoad” (attached to this harvest plan) at this intersection.

This plan identifies haulage from the compartment will be east via Kianga Road(Forests NSW owned) becoming Shire owned where Bodalla State Forests ends.

Road intersections outside the control of Forests NSW are not covered by this plan orany Forests NSW Traffic Control Plan. Haulage contractors must abide by RTA roadlaws and standard operating procedures in relation to haulage routes outside thecontrol of Forests NSW.

Dust, noise and school bus routesDust and noise – Where log haulage routes pass close to rural housing along naturalsurface/gravel roads dust and noise must be minimised to the greatest extentpracticable. Trucks should reduce speed, restrict use to daylight hours and minimisethe use of engine brakes through these areas.

Silvicultural PlanningSingle Tree SelectionThe STS Tract (122ha) is a predominantly mixed aged mature forest and will beharvested under a Single Tree Selection (STS) regime. The objective within the 122haNet Harvest Area for this operation (Resource Units 1 and 2) is to remove no morethan 45% of commercially mature and defective trees to create canopy openings forregeneration, whilst retaining and minimising damage to young regenerating stems,seed trees, habitat and recruitment trees.

It is envisaged that the next harvesting operation in this compartment would be onaverage 30 years time.

The STS Tract for IFOA purposes includes the Net Harvest Area/Resource Units 1 and2 of Compartment 3024 as indicated on the HPOM.

Single Tree Selection (STS) must remove no more than 45% of the Basal Area(BA), while retaining a minimum BA of 10m2 per hectare within the tract.

• Ensure no more than 35% of the BA or 50% of the canopycover is removed within the Resource Unit while retaining aminimum BA of 10m2 per hectare across the entire tract.

All other products should be removed markets permitting.

• Snigging of timber should be via the shortest route possibleoutside the FMZ 3B area and then via the most direct route tothe nearest log dump.

• Tree heads should be felled to avoid windrows and minimisethe visual impact from Kianga Road.

Note: The area of each silvicultural treatment must be mapped and recorded in thePost logging information section of this plan.

Non-harvest areasThe HPOM indicates the non-harvest areas in the compartment, as detailed in thelegend. Harvesting disturbance is not permitted in non-harvest areas unless authorisedby the Regional Manager.

Noxious Weeds/Disease/Pests Hygiene RequirementsThere are no known noxious weeds, pathogens or diseases in the compartment.Harvesting Machinery is not required to be washed down prior to leaving thecompartment.

Permanent Growth and Research PlotsPermanent Growth Plots – A PGP (SA 125) is located north of Dump 2 (see HPOM).The PGP is to be treated the same as the surrounding harvested area. The ContractCoordinator must collect all metal measurement tags from trees fallen duringharvesting and return them to the Resources Team Leader Batemans Bay.

Private Property and Critical BoundariesPrivate property occurs adjacent to the southern boundary of the compartment, asindicated on the HPOM. Private property owners have been notified of the scheduledharvesting and post-harvest burning. Contact details are available from the BatemansBay office. The table below lists neighbours who adjoin Compartment 3024:

Underground CablesA dial before you dig request query of the compartment indicates that undergroundTelstra cables are present on the southern side of Kianga Road. Dial before you digand field markers (where located) have been used to indicate the approximate locationof the cable on the HPOM. Prior to any harvesting or roading activity taking place in thevicinity of the cables, the Contract Coordinator should inspect the area for markers orother evidence of the cables and flag with marking tape.When carrying out harvesting or road maintenance activities near cables minimiseground disturbance across or along and increase depth of earth cover if required.

Any damages to cables must be immediately reported to Telstra on 13 22 03.

Forest Management Zoning

FMZ 7 - Non Forestry Use, FMZ 3B - Special Prescriptions (visual) and FMZ 4 - General Management (normal harvesting prescriptions apply) occur within thecompartment. Refer to HPOM for more detail.

FMZ 3B (Visual) – A 50m visual protection zone exists to the north of Kianga Road.This visual protection zone also exists to the south of Kianga Road, however here thewidth is variable to a maximum of 50m. Harvesting is permitted in this zone under themodified conditions outlined in the Harvesting Prescription section of this plan.

FMZ 7 Non Forestry Use – exists in the western section of the compartment.Prescribed burning is only permitted if fire does not conflict with the specific non-forestuse of the site.

IFOA Required Approval of Forestry Activities

All areas of Stream Exclusion Zones require prior Regional Manager approval beforeforest harvesting related activities (e.g. road or snig track construction & reopening)can be undertaken. It is the responsibility of the Contract Coordinator to identify any

exclusion areas which will need to be crossed during harvesting. The ContractCoordinator should then contact the Harvest Planner to obtain the necessary approval.

Cultural Heritage

Cultural Heritage - There no Cultural Heritage sites within the compartment. Allrelevant representatives have been consulted &/or inspected Compartment 3024. Dueto the confidentiality of the Cultural Heritage sites, a Cultural Heritage site map will onlybe attached to the specific copies of the plan. All 10 metre radius exclusion buffers areto be marked in the field as hard exclusion zones (i.e. pink & yellow tape) wherelogging and/or road works are scheduled to be undertaken. All operators must betaken to each site within the planned area before any activities are commenced.

A Site Officer from the Wagonga Local Aboriginal Land Council must be present whenroad works are being carried out on internal compartment roads. Prior tocommencement (minimum 2 days) the Harvesting Team Leader must contact theCultural Heritage Officer Paul Carriage to arrange for a Sites officer to be presentduring such works.

Flora and Fauna

Refer to TSL Booklet for ConditionsMark-Up ConditionsDuring the pre-harvest mark up the SFO/Contract Coordinator must search for andrecord threatened species habitat features consistent with Conditions 5.2 and 8.6 of theTSL. Searches for threatened species features must be conducted within that portionof the net planned area where harvesting will occur, and within 50 metres outside thisarea (e.g. HCVOG, etc) (conditions 5.1, 5.2 of the TSL).Where any of these features are found, the feature must be recorded, the HarvestingPlan, including the HPOM, must be amended accordingly and the appropriate conditionapplied.

Legal Conditions

In 2001, the Commonwealth and NSW Governments signed a Southern RegionalForest Agreement which, among other things, allows for the supply of timber for 20years from public lands under the following NSW legislation:

• Forestry Act 1916, and• Forestry & National Park Estate Act 1998

The latter Act provides for the Southern Forest Agreement and Southern IntegratedForest Operations Approval (IFOA), both approved by NSW Government Ministers inMay 2002. This harvest plan is issued under the authority provided within the IFOA.

The IFOA also contains three licences issued under:

• Section 55 of the Protection of the Environment Act 1997 (EPL)• Threatened Species Conservation Act 1995 (TSL).• Section 220ZW of the Fisheries Management Act 1994 (FL).

• Sections will be lit by drip torch to a determined ignition pattern.

• Areas will generally be burnt from ridge tops down and into the wind to minimise excessive fire behaviour.

• Minimise fire intensity in regrowth stands.

BURN OBJECTIVES

• To reduce fuel loads to 4-8 tonnes/ha. (assisting future fire suppression)

• A burn coverage between 60-80%

• To contain fire within designated boundaries.

FLORA AND FAUNA:

Refer to Flora and Fauna sections of the Harvest plan document. H & R trees should be raked around if the risk of burning ishigh. Logging slash collected around retained trees should not be burnt.

SOIL, WATER & AQUATIC HABITAT:

Refer to Soils and Water and Drainage Features sections of the Harvest plan document.

• Preferred months of burn – April to September

• Fuel moisture differentials will be utilised to minimise impacts upon drainage features within the burn area

• Harvesting of unmapped drainage lines was planned to occur within these compartments. To ensure that >70%ground cover within the modified harvest zone of the unmapped drainage lines is not compromised, the burnsupervisor should pay particular attention to the fuel moister differentials mentioned above and not deliberately burnheads within the modified harvesting zone.

ABORIGINAL CULTURAL HERITAGE:

Refer to the cultural heritage section of the Harvest plan document. Significant sites, e.g. scar trees, groove stones, should beraked around to prevent fire damage. Where practically possible, burning of scattered artefacts should be avoided.
