WITNESS COMMENTS

Traffic and Transport View all of the junctions that are assessed by driving around the network. The junctions are shown on Figure 1.

A drive around the network at both peak and off-peak hours should be undertaken.

The Inspector should walk the public right of way that is subject to improvement shown on Figure 2 and also walk the route to the railway station/Newton Le Willows.

Noise The adjacent residential locations as indicated by the Planning viewpoints and shown on Figure 5.

Ecology Site walkthrough over all areas within the site and the adjacent area proposed for grassland enhancement as shown edged blue on Figure 3 and also shown on Figure 4.

Planning In terms of adjacent residential amenity, the Inspector may want to look at the site from the following areas.

93 Winwick Road and 129 Winwick Road marked in yellow to the west of the site (on box A and B on the attached plan).

The other properties between 59 to 141 and 1 and 3 Redbank Avenue are either side of these properties up to the access to the north and down towards the southern extent of the redline boundary.

Hermitage Green Lodge and Hermitage Farm marked yellow to the south of the site (in box C and D on the attached plan). The other properties (Penwortham, Reeves House and Lower Farm Lodge) are labelled by house name on the attached drawing.

Cholmley Drive and Pride Close (numbers 1, 2, 4, 14, 16, 18 and 20 Cholmley Drive and 1, 2 and 4 Pride Close) –Properties 2 and 20 Cholmley Drive and marked in yellow to the west of the site (in box G on the attached plan). The other properties are within the same cul-de-sac opposite the site access.

Whitefield Avenue (numbers 7 to 18) is marked in yellow to the north west of the site in box F on the attached plan.

Newton Park Farm (Sycamore Cottage, which is one property) - Sycamore Cottage marked in yellow to the north of the site within Newton Park Farm as shown in box E on the attached plan.

The Inspector should walk the whole of the application site boundaries and the PDL areas.

The Inspector take a look at Phase 2 land however the key issue for him will be to visit the listed buildings and Langtree will need to organise access to these as they are not owned by the Applicant

Landscape and Visual Impact

It is recommended that the Inspector visits all of the selected viewsshown on the attached drawing (viewpoints 1 through to 11).

In terms of Green Belt and openness views 3, 4, 5, 6, 7, 10, 10a and 11 represents views from the open Green Belt outside of the site. Views 8, 9 and 9a offer views of the openness within the site.
