Council is holding a series of Community Consultation Meetings to receive feedback and input about 3 important strategic projects to be commenced in the next financial year. The projects are

Swimming Pools Refurbishment Sewerage Infrastructure

The projects will all be discussed at the same meeting in sequence and will commence at 6.00pm at each location Details are The Rock Monday 27 June at The Rock Bowling Club Lockhart Monday 4 July at Lockhart Ex Services Club Yerong Creek Thursday 7 July at Yerong Creek Memorial Hall. NOTE

Sewerage Infrastructure will be the only item at this meeting. All residents are encouraged to attend and put forward their views about

these important issues for the future of the shire.

What a remarkable and outstanding month the Lockhart Shire and its residents have experienced. The whole of the Shire enjoyed 5- to 75mls of soaking rain to turn the countryside from brown to green and to give

our farmers optimism for the season ahead.

It has also helped subdue the constant dust and smoke issue that has been uncomfortable for residents living throughout the Shire. Fingers crossed the prediction of a La Nina in the Spring eventuates and we all enjoy the

benefits of a tremendous year.

It gives me great pleasure to inform residents of the other fantastic news that our great Shire has been given the all clear to remain independent and not be merged. This is a great relief for us all especially our dedicated staff and members of the community that worked so hard to achieve this outcome. It was a team effort and has brought this Shire a lot closer to being a united force and to strengthen

our resolve into the future.

There are too many people and community groups to name and thank, but it is a pleasure for me, together with my fellow councillors, to invite you all to celebrate this great achievement. The celebration will commence at 12pm on Sunday the 29th of May in the Walter Day Park. I will be cooking the BBQ along with several of my council colleagues. Food and some beverages will be supplied, but please bring your own drinks if you wish. So come along and be part of the celebration and

reflect on the success we all achieved.

As Council has now retained its independence, I have now also been informed that our shire elections will be held on 10 September 2016 to elect Councillors for the next four years. Ratepayers are encouraged to consider

whether they wish to serve their local community and have input into the future direction of the Shire by nominating to contest the upcoming election. More on

this in future newsletters.

Council at its May meeting adopted a draft delivery plan, operational plan and 2016/17

Budget. The main points agreed upon were

1.8% increase in rate income across the Shire in line with the Government limit

on rate pegging.

The base rate between The Rock and Lockhart, residential and business be

equal at $75 per assessment

The percentage of farmland rate revenue generated as a proportion of total rates collected be reduced over 10

years from 81% to 78%.

It will also be the second year of three to unify residential sewer charges across the Shire and the first year of three to unify non-residential sewer

charges.

Overall the Draft Budget contains a surplus of some $23,000 which

indicates we are in a strong position.

The draft plans will now be on public exhibition for the next 28 days prior to their adoption at the June Council Meeting. Submissions from the public are welcomed during the exhibition

period.

The BBQ’s held in the villages and towns throughout the Shire recently to celebrate volunteer week were well attended by the volunteers of those communities. Thanks once

The new islands that have been installed in the main street of The Rock have caused some concern with motorists and residents. They have been constructed to RMS specifications and are designed to protect pedestrians crossing the road by slowing traffic into the centre of the road in a single lane. Council has agreed along with the RMS to reduce the width of the islands on both sides of the avenue to make the traffic lane a little wider and be more

driver friendly.

It has been remiss of me not to have acknowledged our latest Australia Day Award recipient. Dr Ken Mackey who has been the Lockhart community doctor for the last 26 years. Dr Ken Mackey has been appointed a Member of the Order of Australia (AM) for significant service to general practice and to Rural and Remote medicine through leadership

roles of professional medical organisations. Congratulations to you Dr Mackey on behalf of

the residents of this Shire. Great Work.

Just on a health issue, council has decided to donate $500 to assist with the Snowy Hydro South Care rescue helicopter service to help

maintain the service.

I would also like to give you forward notice of a series of community consultations which will take place towards the end of June and early July. These will be about our economic development strategy, swimming pool redevelopments and sewerage system upgrades. I encourage residents to attend these and provide their input into our future plans. Details of these meetings are contained

elsewhere in this newsletter.

Lockhart Greens Gunyah Museum report Our thanks goes to all our volunteers who continue to open each week. Without this support our museum and information centre would not be able to provide the service it does to the community. We have some volunteer vacancies at the moment so anyone interested in offering as little as 3 ½ hours a month would be appreciated. All that is needed is a friendly face willing to help our visitors. Please contact me or one of the executive if you are interested in helping. Our new executive for 2016 is as follows: President – Heather Trevaskis, Secretary – Paul Creek, Treasurer David Read. We continue to experience good visitor numbers for 2016 and we thank the business owners who routinely promote our museum and gallery. The grey nomads are also wonderful and are passing on the benefits of visiting our town. Word of mouth advertising is an amazingly effective method of getting the message out there. We are introducing two programs this year – Riverina Localist and Friends of the Museum. These programs encourage local residents who have friends visiting to come to the museum. On becoming a registered “Friend of the Museum” you will be entitled to free entry when you bring two visitors to the museum. Just register anytime at the museum or upon entry with your visitors. Riverina Localist program entitles you to bonus deals at venues throughout the Riverina, registration details can be obtained from the museum as well. We are also connecting to the Internet. We hope to offer family research facilities to the public through sites like Ancestry.Com and others. Negotiations are continuing with the Council concerning the Billabong building. If a positive outcome results, it will give the museum the ability to expand in the near future. We thank all the community members who made pledges last year and request they continue to support the museum in this endeavour. Council Snippets 16 May 2016 Our Values - Leadership, Integrity, Progressiveness, Commitment, Accountability, Adaptability.

Mobile Blackspots: Council through REROC has been campaigning for some time to improve mobile phone coverage within our Shire. Council is supporting a petition from Katharine Marsh, from Western Australia, who lost her partner due to no mobile coverage and inability to access ‘000’. The petition will be at front counter of Council Administration Building up until Monday 27 June 2016. Further details can be found on Council website www.lockhart.nsw.gov.au

Works Report: Two grader crews are working on planned construction projects including Western Road widening (commencing at the northern end) and Osborne-Yerong Creek Road widening (commencing at the western end). The third grader crew is undertaking re-sheets and maintenance grading in accordance with program. Concrete crew have now completed miscellaneous culvert and footpath works around the Shire, including the 2015/16 PAMPS programme. The construction of disabled bus stops on Urana Street, either side of the new toilet block is almost complete which will include minor modifications following feedback from the community, and includes changed traffic conditions and parking arrangements within the area of the bus stops.

Flood Mitigation: Stage 3 design works for new flood mitigation structures are 95% complete and expect handover of full design documentation within the next month. Council has submitted grant applications for Stage 4 construction of flood mitigation structures in both Lockhart and The Rock for 2016/17 & 2017/18 years. Online Sales of Noxious Weeds: The online sale of noxious weeds is becoming a concern for weed officers in our district. Four incidents have occurred over the last year, including: Frogbit being advertised for sale on Ebay by a Wagga resident; Kochia being purchased through Ebay and advertised for sale on Facebook by a Barmedman resident; Water lettuce being advertised for sale on Facebook by a Wagga resident; and Water Hyacinth being advertised for sale on Gumtree by an Albury resident. Notification to local authorities and rapid response by weeds officers in each of these cases, has resulted in a reduction of potential weed spread and eradication of weed plant material.

Stan Galvin Park, Yerong Creek: A new double swing set and Cellula Rope Unit comprising of multiple activities to encourage children to explore and test their physical abilities has been installed. Colours for the new equipment were considered carefully so that they would blend with the older equipment. This equipment has replaced the old, corroded swing and monkey bars. New softfall has been spread throughout the playground. The old spring rocker is also scheduled for replacement but stock delays were threatening to delay the whole project, the new frog spring rocker will be installed by council staff in the near future. New powered coated platforms have also been ordered to replace the split and weathered plastic coated platforms on the existing equipment at Stan Galvin Park and

Lockhart Recreation Ground, as well as two new rockers for Yerong Creek Recreation Ground.

Galore Hill Nature Reserve: Eight new aluminium table settings have been installed, four in the newly refurbished BBQ shelters and another four in various locations at the summit and saddle. The old timber slat tables have been removed; the new settings will require minimal maintenance and be much more resistant to vandalism. Two gas BBQs have also been installed, one at the summit and one at the saddle, these BBQs will allow visitors to cook all year round. The old stone BBQs will be removed. Work to redefine the Morgan’s Cave and Summit to Saddle walking tracks has continued, including installation of signage stating estimated walking times and directional arrows. The refurbished geodetic sign has been reinstalled at the top of the lookout tower.

Lockhart Shire Council Draft Delivery Program & Operational Plans

Council at its meeting on Monday 16 May 2016 adopted its Draft Delivery Program &

Operational Plan and Draft Delivery Program & Operational Plan Budget 2016-17.

These documents are now on public exhibition for the community to provide any feedback.

Copies of the draft documents are available to view at Council’s Administration Office or on Council’s website: www.lockhart.nsw.gov.au and can also be viewed The Rock Post Office, Delta at Yerong Creek and Pleasant Hills Post Office.

These draft documents will be considered for adoption by Council at its June 2016 meeting.

Anyone wishing to comment on the draft documents are invited to submit comment to the General Manager, reaching Council no later than 4pm Friday 17 June 2016.

Snowy Hydro SouthCare Rescue Helicopter

Over the last 18 years the Snowy Hydro SouthCare Rescue Helicopter has been saving lives in our region as the primary provider of Aero-Medical and Rescue Helicopter Services for residents and visitors to our Council area.

The rescue helicopter provides a critical service for our Shire, not only performing missions for motor vehicle and farm accidents but also many transfers of critically ill patients from regional areas to major hospitals such as The Canberra Hospital. Snowy Hydro SouthCare Rescue Helicopter is on call 24 hours a day, 365 days a year, ready to save lives in our Shire.

Whilst the helicopter is based on the Monaro Highway in Canberra, Snowy Hydro SouthCare’s primary service area not only covers the Lockhart Shire but extends east to the coast, south to the Victorian border, west to Hay and north almost to Sydney.

At its Ordinary Monthly Meeting held 16 May 2016 Council resolved to donate $500.00 to the Snowy Hydro SouthCare Rescue Helicopter service. If you would like to help to maintain this

Lockhart Shire Council is due to commence reconstruction of the public toilets at Walter Day Park, Lockhart in mid May 2016. Completion is expected by late July 2016.

One of the existing toilets will remain in operation during the construction works with additional toilets available at CWA Park which is located at 67 Green Street adjacent to the Council Administration Building.

Lockhart Shire Council apologises for any inconvenience caused during the upgrade of these vital community facilities.

Inspire your child to read and awaken their imagination with Riverina Regional Library’s Junior Book Club.

There are many reasons why we need to encourage our children t o ha ve regu la r o p p o r t u n i t i e s f o r

reading. Foremost is the improvement to our children’s comprehension, vocabulary and general knowledge. Also, if we can connect a child with books that capture their imagination, there will not only be an improvement in their literacy skills we will also see a rise in positive attitudes and creative skills. “It is empowering for both young readers and parents when a child becomes immersed in a book,” said Mr Robert Knight – Riverina Regional Library Executive Director. “The RRL Junior Book Club initiative is unique. As successful readers are ultimately self-directed, it is designed for kids who want to connect and share their reading experiences. Learning about life through books and having opportunities such as the RRL Junior Book Club to share thoughts with their peers help children understand the world around them and form their own sense of self.” If your child would like to lead a Book Club, visit the Riverina Regional Library website for the Junior Book Club Guide or pick up a FREE copy from your library. Our Book Lists have been carefully selected by the Children’s and Youth Services Librarian. The lists are colour coded by age (5-7yrs, 7-9yrs, 9-11yrs, 11-13yrs) with lists for girls, for boys, and for combined groups. Each list comprises of ten titles including classics, recent publications, Australian authors, non-fiction, books made into film and challenged authors. Even if your child does not want to be in a group but likes to read you are welcome to share the book lists for family book chats.

There are many ways we like to read and RRL can provide your child with a style to suit. For example, apart from our favourite traditional books, our libraries provide books on CD, online ebooks, online eaudio books, graphic novels and Storybox where your child can watch and listen to a famous personality read a book. All your child needs is a library membership for a treasure trove of reading opportunities. Encourage your kids to tell us about their Book Club and they could win a voucher to purchase a round of books for their group (offer ends June 2016). New nbntm

Sky Muster Satellite for Lockhart

Recently the nbn Co installed fast fixed wireless internet services in Lockhart, however around 200 homes in the district missed out on this service.

The good news is that starting in 2 weeks, over 400,000 remote Australian families will have access to super-fast satellite broadband services delivering speeds up to 25Mbps on the new nbn

tm Skymuster Satellite Service.

This includes around 200 rural addresses in the outskirts of Lockhart which have been approved for Satellite internet services. This includes the The Rock, Pleasant Hills, Yerong Creek & Milbrulong.

For satellite eligible customers this is a first as they have previously had to put up with problematic and slow internet services. When the satellite roll-out begins, people in regional areas will have access to high speed services that are still not available in some major capital city suburbs.

If eligible the NBN Sky Muster satellite service replaces any other internet service you currently have. It’s faster, offers more data and in most cases will cost less than you are paying now for a better service.

The NSW Government has released the draft Riverina-Murray Regional Plan which outlines a vision to grow and diversify the economy over the next 20 years. For the first time, a draft Plan consolidates strategic planning for the 26 local government areas that comprise the Riverina-Murray region. The Plan outlines the following goals for the region:

A growing economy supported by productive agriculture and sustainable use of natural resources.

Improved regional transport networks and utility infrastructure to support economic activity.

Strong regional cities supported by a network of liveable towns and villages that meet the communities changing needs.

A protected environment and a community resilient to natural hazards and climate change.

2016 YOUNG REGIONAL $10,000 SCHOLARSHIP PROGRAM NOW OPEN

Member for Wagga Wagga Mr Daryl Maguire today encouraged local youth aged 18-25 years old to apply for the NSW Government’s Young Regional Scholarship program.

Mr Maguire said this program is enabling the next generation of arts professionals based in regional NSW to fulfil their creative ambitions.

“Our community has a fantastic array of young artistic talent and I urge people to apply now for this potentially career-changing opportunity,” Mr Maguire said.

“I want our young artists to connect with arts organisations and seek training opportunities so they can reach their potential and develop their careers.

“The NSW Liberals & Nationals Government is committed to supporting art and culture throughout regional and remote NSW,” Mr Maguire said.

Deputy Premier and Minister for the Arts Troy Grant said he was proud the NSW Government has created a scheme exclusively for regional youth.

“The 2015 successful recipients showcased the innovative and vibrant artistic talent of young people in regional NSW, and their activities will inject new skills back into the regions,” Mr Grant said.

“I have great confidence in the 2015 scholarship alumni developing their talent and I look forward to hearing first-hand from this year’s recipients how they intend to reach their career goals with this support.

“The NSW Liberals & Nationals Government is investing in artistic talent throughout regional NSW to ensure the community is supported with a diverse and thriving arts and cultural scene,” Mr Grant said.

Local artists and arts workers can apply from any art form, including dance, design, digital arts, history, Aboriginal arts, literature, music, theatre, screen and the visual arts.

The scholarships are available to fund activities including mentorships or internships, residencies, short-term courses and workshops, travel and the creation of new work.

For the purpose of this scholarship, regional NSW is defined as Local Government Areas outside the metropolitan and metropolitan fringe of Sydney, Newcastle and Wollongong.

WEED OF THE MONTH - WATER HYACINTH

School News

St Joseph’s News During the holidays we remembered our fallen servicemen and women with the annual ANZAC Day march. We had a wonderful representation from our school for this important day of commemoration. Well done to all the students for their efforts in the cross country on the last day of Term 1. Congratulations to Gold House (Hanrahan) who were the winning house on the day. On the first two days of the term, all members of our staff attended the whole of system conference for the Wagga Wagga Diocese – ‘Nourish2Thrive’. It was a wonderful opportunity for professional development as we joined with 950 others to listen to some amazing keynote speakers as well as participating in an array of fabulous workshops. On May 10, we began the first of our monthly visits to Woodhaven. This month, the Year 5/6 class visited the residents and all classes will continue to do this over the year. Our athletics carnival was a great success on May 6. We were blessed with beautiful weather and the day ran really smoothly. It was wonderful to see the students putting so much effort into the day and participating so well. Congratulations to Macey Mathews, Victoria Trevaskis, Darcy Fox, Alyesha Rockliff, Bridie Nimmo, Majella Day, William Marsh, Lachlan Bowyer, Maggie Lane, Andrew Smith, Victoria Rockliff and Charlie Douglas on being age champions. Congratulations also to Gold House (Hanrahan) for being winners on the day.

Lockhart Central School Peer Support Girls Glamour Night Last term, Secondary girls travelled to Albury with female staff to enjoy a ‘girl’s night out’. They first had dinner at La Porchetta, where they enjoyed large amounts of pizza and pasta, swearing that they wouldn’t be able to eat for a week, before buying copious amounts of supplies at the cinemas before heading in. The film the girls watched was ‘Allegiant’, the third film to the ‘Divergent series’. All involved had a great time and can’t wait for their next chance to have a girl’s night! Thank you to Mrs James for organising the trip, Mrs Ernest for driving the bus, and Ms Buckley, Mrs Farrall and Mrs Driscoll for supervising! Brooke Peel, Year 12 Primary during Term 1 It was a great first term in primary. K1 have been reading The Blue Thingamajig and made their own blue play dough. They have been busy using tally marks to graph cars and their favourite fruit. Year 1, 2, 3 have been reading the magic school bus which is teaching them about tornados. In math they have been learning their 2, 5, and 10 times tables and in literacy they have been writing and learning about expositions. In literacy, Years 4, 5 & 6 have been writing expositions and improving our writing skills. In art we have been drawing aboriginal pictures leading up to our gallery visit and at the end of the year we are going to an exposition in Wagga. In maths we have been learning our times tables. WEED OF THE MONTH - WATER HYACINTH

Eichhornia crassipes Other common names: Common water hyacinth; Floating water hyacinth; Lilac devil; Nile lily; Pickerel weed; Water orchid. Description: Water hyacinth is referred to as one of the world’s worst aquatic weeds due to its ability to rapidly cover whole waterways. A free-floating plant of still or slow-flowing fresh water in tropical and temperate climates, and forms large, dense mats on the water surface. It infests rivers, dams, lakes and irrigation channels on every continent except Antarctica. Water hyacinth is a native to the Amazon basin in South America. Water hyacinth has the ability to grow under a range of conditions. Optimum growth occurs at temperatures between 28oC and 30oC and it has been known to double its mass over 5 days in these conditions. Water hyacinth can tolerate frost, but is rapidly killed by sea-strength salinity and will not grow in brackish water. It also requires abundant nitrogen, phosphorus and potassium. Leaves: Smooth, hairless and glossy. Are bright green and can be tinged a rusty yellow on their edges. Stems: Two types of stems: erect stems up to 60 cm long, with flowers; and horizontal vegetative stems, 10 cm long, which produce daughter plants. Flowers: 4 to 7 cm across, funnel-shaped, six distinct petals, light bluish-purple with the upper petal being dark blue with a yellow mark in the centre. Flowers can self-fertilise and are formed on upright stems with between 2 and 35 (but commonly 8) flowers on each spike. Seeds: are 1 to 1.5 mm long and roughly egg-shaped, with ridges from end to end. Long lived and may survive in mud for up to 20 years. Also remain viable over very long periods in dry soil. Root: Are fibrous and featherlike. In deep water they may trail below the plant and can be up to 1 m in length. In shallow water the roots may take hold in the mud. Life cycle: Reproduces from seeds and horizontal stems. Flowers open for only one or two days from mid to late summer before beginning to wither.

When all the flowers on a spike have withered, the stalk gradually bends into the water and after two to three weeks the seeds are released and sink. Seeds are the main source of new infestations and are carried in water, mud and by birds. Autumn and winter frosts cause the leaves to die off but the crowns are able to overwinter. These will commence new growth in the following spring along with the germination of seeds. Infestations increase most rapidly by the production of new daughter plants. During high water flows and flooding, infestations can break up and be moved to new locations. Control: Is difficult to control in all freshwater aquatic environments. When access is limited by the presence of the weed itself, control becomes more difficult. Methods of control can include physical removal, biological control and chemical application. However, before using any herbicide, always read the label. All herbicides must be applied strictly in accordance with the directions on the label. Water hyacinth is a declared Class 2 (Regionally Prohibited Weed) noxious weed in Lockhart Shire and as such, the plant must be eradicated from the land and that land must be kept free of the plant. Water hyacinth is also declared as a Weed of National Significance. Recently discovered in Albury, rapid notification of the presence of this weed is essential, to eliminate spread and apply control.
