Administrative approval provided by Statewide Rule 104 F (II) is requested to permit drilling the unorthodox location of subject well. The Anderson (Pennsylvanian) Field was established in 1956, and in accordance with Statewide Rule 104 C I I (a), this well will have a 160 acre proration unit. There are no offset operators to this proration unit other than Phillips Petroleum Company.

Please find attached a project plat identifying all wells therein, a statement explaining the necessity for this location, and a copy of application to d r i l l on federal lands.

Proposed Mud Program -- Grayburg Deep Unit #10, Anderson (Penn) Field, 11,200' T.D. Section 19, T-17-S, R-30-E, Eddy County, New Mexico.

Surface - 375' of 13-3/8" Casinq Spud with fresh water, bentonite, and lime mixed to a high viscosity. Use paper for seepage. (Possible lost circulation at 100' to 200'.) Maintain sufficient viscosity to clean the hole for drilling, and running casing.

Intermediate - 3500' of 8-5/8" Casinq Drill out from under surface casing with 10 lb. brine water. Circulate through the reserve pit. Use minimum volume necessary to circulate the hole. (Possible water flow at 2100'+.) Use paper for seepage. Mix one or two sacks of Magma Fiber in suction pit , or 1/2-1 sack Magma Fiber at a time through pump suction, as necessary for additional hole cleaning. The saturated brine may be adequate to run casing. However, if a water flow is not encountered, and mud is desired to run casing, return to steel pits. Mud up with salt gel and starch (Viscosity - 34 to 36 sec./lOOOcc & W.L. - 15 to 20cc). If water flow is encountered, sweep hole good at casing depth, and spot high viscosity mud in hole below water flow before coining out of hole to run casing.

Below Intermediate to 8700' Jet and clean suction pit. Drill out from under intermediate casing with fresh water. (Utilize brine water from the hole.) Circulate thru the brine free portion of the reserve pit. Maintain 35,000 to 45,000ppm chlorides with brine water. Use Magma Fiber & L.C.M., as needed, for seepage and/or lost circulation.

From 8700' to 10.000' At 8700' return to clean steel pits. Add Drispac*, and reduce the Fluid Loss to 20cc. (Some d r i l l solids will be required for Drispac to build the f i l t e r cake.) Add, and maintain, 3%+ KCI, or equivalent with Potash brine (3% KCI will provide about 14,500 ppm chloride). Maintain minimum weight possible, having 35,000 ppm chlorides, as severe seepage losses are likely. Mix Magma Fiber and L.C.M. as needed. Run Magma Fiber sweeps i f additional hole cleaning is required.

From 10.000' to 11.200' T.O. At 10,000' reduce Fluid Loss to lOcc, or less. Maintain the following mud properties to T.D.: Viscosity - 32 to 36 sec./lOOOcc; Fluid Loss - lOcc, or less; Weight - minimum weight practical; KCI - 3%+; Chlorides - 35,000 ppm minimum. If hole conditions dictate, prior to reaching T.D., adjust mud properties as necessary to insure running open hole logs and casing.

The mud engineer shall include on each test report: Daily cost and materials used for the previous 24-hour period. Twice weekly mail a copy of the test reports to: D. G. Slemmons

8. Full opening d r i l l string safety valve (I.D. equal or larger than I.D. of tool joint in use). Working pressure to equal or exceed specified BOP working pressure. O.D. and configuration such that valve can be run in the hole with adequate clearance.

assembly, including l ines and valves, is disturbed, the disturbed por t ion is to be tested to working pressure speci f ied in Item I I .

This plan is to accompany "Application for Permit to D r i l l " the subject well which is located approximately two miles NW from Loco Hills ' New Mexico. The following is a discussion of pertinent information concerning the possible effect which the proposed drilling well may have on the environ­ment of the well and road sites and surrounding acreage. A copy will be posted on the derrick floor so that all contractors and sub-contractors will be aware of all items of this plan.

New Mexico Archaeological Services, Inc., representing

PHILLIPS PETROLEUM COMPANY, Odessa, undertook a Class I I I

survey of Bureau of Land Management lands scheduled t o be im­

pacted by the c o n s t r u c t i o n of a d r i l l l o c a t i o n and i t s associ­

ated access road. F i e l d work was conducted under p a r t l y cloudy

and calm c o n d i t i o n s during mid-afternoon. The proposed l o c a t i o n

w i l l measure 400 X 400 f e e t ( a c t u a l area surveyed 4.44 acres).

The access road w i l l measure 100 X 250 f e e t ( a c t u a l area surveyed

0.57 a c r e ) . T o t a l acreage 5.01 acres. They w i l l be s i t u a t e d

I n t r o d u c t i o n

On 15 Jul y 1987, New Mexico Archaeological Services, Inc.,

(NMAS), Carlsbad, (Permit Number 14-2920-87-G), undertook f o r

PHILLIPS PETROLEUM COMPANY, Hobbs, an archaeological survey of

fe d e r a l lands administered by the Bureau of Land Management

i n Eddy County, New Mexico. The reconnoitered area w i l l be im­

pacted by the c o n s t r u c t i o n of a d r i l l l o c a t i o n and i t s associ­

ated access road. This p r o j e c t was advanced by Mr. Wes Stinson,

S t a f f D r i l l i n g Superintendent, PHILLIPS PETROLEUM COMPANY and

administered by Dr. J. Lo r i n g Haskell, P r i n c i p a l I n v e s t i g a t o r ,

NMAS, Inc. This survey was undertaken by Dr. Haskell.

Survey Technique

For t h i s i n v e s t i g a t i o n , PHILLIPS PETROLEUM COMPANY'S pro­

posed l o c a t i o n was reconnoitered f o r evidence of man's past

a c t i v i t i e s by walking i t i n a series of 8.0 m wide, close i n ­

t e r v a l (15° or l e s s ) , zigzag t r a n s e c t s . I n a d d i t i o n , an added

zone extending 6m on each side of the staked 400 X 400 f o o t

l o c a t i o n , and l y i n g outside the bounds of the proposed work area,

was reconnoitered by a s i m i l a r means. The access road was walked

i n two, 15 m wide t r a n s e c t s . At i t s j u n c t u r e w i t h the e x i s t i n g

lease road, the surveyed area was broadened t o embrace an area

measuring 100 X 150 f e e t . Lathe i s considered t o be the center

of the proposed road. F i e l d work was conducted under p a r t l y

cloudy and calm c o n d i t i o n s during mid-afternoon. Ground

v i s i b i l i t y ranges between 75 and 85%. F i e l d time one hour.

Environmental S e t t i n g

PHILLIPS PETROLEUM COMPANY'S proposed l o c a t i o n w i l l be s i t u ­

ated w i t h i n a subsidence basin whose surface i s d i s t i n g u i s h e d

by a continuous system of coppice dunes and an in t e r c o n n e c t i n g

web of i n t e r d u n a l areas. M i c r o r e l i e f ranges between 0.50 and

1.0 m i n height. E l e v a t i o n i s approximately 1108 m. The

l o c a t i o n i s d i s t i n g u i s h e d by m u l t i p l e aspect. Nearest permanent

water i s , of course, the Pecos River l y i n g some 17 miles t o the

west. Seasonal sources occur i n the form of r u n o f f c o l l e c t i n g

i n a r e a l d o l i n e s . Seeps and springs occur w i t h i n the Bear Grass

catchment l y i n g three miles t o the west. Areal s o i l i n d i v i d u a l s

are composed of loose noncalcareous, sandy clay loams

and loamy sands. Taxonomically, pedons f a l l w i t h i n the Typic

Torripsamment subgroup/Kermit-Berino Series. L i t h i c i n c l u s i o n s

are l i m i t e d t o c a l i c h e and occasional cherty gravels. I n c l u s i o n s

increase i n frequency toward the southeast where they c o n s t i t u t e

a l i g h t - and broken-scree. Croute c a l c a i r e u n d e r l i e s s u r f i c i a l

deposits at v a r i a b l e depths. Areal s o i l s are supportive of a

mesquite- dominated scrub land. Being a subsidence b a s i n , the

e f f e c t s of ephemeral sheetwash, along w i t h aeolian processes,

are combining to degrade the coeval surface. The s u r f i c i a l stratum

thickens toward the east t o east-southeast, i . e . , i n the d i r e c t i o n

of the basal p o r t i o n of the subsidence s t r u c t u r e .

C u l t u r a l Resources

Prefield 14 July 1987, Arita K. Slate, no archaeological sites.

No c u l t u r a l p r o p e r t i e s were recorded during the course of

t h i s survey. The primary reason c i t e d f o r t h e i r absence i s the

o v e r a l l dearth o f s i l i c e o u s l i t h i c m a t e r i a l o f a size needed f o r

e f f e c t i v e , chipped stone manufacture. A d d i t i o n a l l y , s h e l t e r i s

less than adequate as i s the l o c a l a v a i l a b i l i t y of water. Land

usage should have centered on hunting- and h u n t i n g - r e l a t e d tasks

throughout p r e h i s t o r y . Expected c u l t u r a l p r o p e r t i e s , should

they occur, should be of the i s o l a t e d v a r i e t y and hence should

occur on a random, non-patterned basis. A r t i f a c t s , o f t h i s type

include p r o j e c t i l e p o i n t s , scrapers, gravers, debitage, e t c .

Recommendations

NMAS recommends clearance f o r PHILLIPS PETROLEUM COMPANY'S

proposed Grayburg Deep Uni t Well No. 10 and i t s access road and

suggests t h a t work-related a c t i v i t i e s proceed i n accordance w i t h

The Grayburg Deep #10 has been proposed at 660' FNL & 2480' FWL of the above section due to the f o l l o w i n g g e o l o g i c a l c o n d i t i o n s . P h i l l i p s has two seismic l i n e s i n the se c t i o n t h a t d e f i n e an a e r i a l l y r e s t r i c t e d M i s s i s s i p p i a n s t r u c t u r a l low at the proposed l o c a t i o n . These p r e -Pennsylvanian lows tend t o be favorable d e p o s i t i o n a l l o c a l s f o r the middle and lower Morrow sands. Therefore i t i s important f o r Morrow sand development t h a t the w e l l be located at the above l o c a t i o n .
