Market Challenge One of the main challenges in every emergency/security/an terror event is the gathering, analysis and distribuon of intelligence and taccal informaon based on the different profiles of the operaonal parcipants in the event (e.g. police, fire brigade, medical teams etc.) each profession requires a different set of informaon in order to complete his tasks. That said, the challenge is to opmize the decision making process by delivering precise relevant informaon to each funcon in the operaonal chain. At present, informaon can be received from mulple sources such as sensors, which can range from cellular devices, to dedicated state of the art informaon gathering systems, real me Human Intelligence and much more. The informaon can be visual, audio, IR etc. Another source of informaon is the organizaonal data warehouse that may contain structural blueprints, photos, license plate numbers, vehicle informaon, persomal files and other data which can be sent in real me to all field operaves and assist them in the descision making process and compleon of their tasks. Having said that, the task of managing mulple flows of informaon based on me, posion and user role (profile) poses a new challenge and opportunity in the field of Command and Control (C&C). the proposed system should have the capability of direcng relevant informaon to the proper C&C operave in order to be analyzed and facilitate a decision on how to act upon receiving this informaon. Informaon security and privacy poses the second major challenge when dealing with security informaon and data. The data should be protected all along the system flow, on the server over the air and at the operaonal endpoint. At any given moment any informaon has to be protected making sure it doesn’t get to the wrong hands. Stage 1:First police of-ficer arrives to the scene. He then makes first contact with the kidnapper. And gathers initial information/intelligence and transfers it to the C&C via the Lomiss end point

On route. Receives through the Lomiss system the area data, house blue-prints, informa-tion regarding the surrounding environment (possible sniper location, possible mobile command post etc.) and the kidnapper crimi-nal and personal data
