Welcome to the Garratt Business Park BID 2 ProposalIn 2009 Garratt Business Park businesses voted overwhelmingly to become one of the early industrial BIDs in the UK. The BID has enabled us to ensure the area is properly managed and maintained, as well as providing a strong voice for all our businesses inside and outside the Business Park.

The appearance of the Park has improved significantly, our infrastructure and drainage system is now properly maintained. We have installed two tranches of CCTV and continue to work on improvements to reduce further break-ins. The BID has a strong voice to lobby the council and others bodies and has practical coordinated services to support businesses on the park.

It is crucial that we now both maintain and build on the improvements made to date to ensure a prosperous future for all businesses in the BID. To enable us to continue our work in the area we are seeking to renew the BID and commence BID 2 in 2014. We want to see the area continue to grow and thrive enjoying a secure and well maintained environment.

In November 2013 you will be asked to vote for the continuation of the Garratt Business Park Business Improvement District. We need businesses in the area to back BID 2, as if not BID services will cease. This will mean that all that has been achieved to date will be lost, along with the potential for further improvements for businesses.

We have been delighted with the positive response we have received from the businesses we have spoken to about BID 2 to-date. You have confirmed that you do not want to lose the regular maintenance and cleansing of the area, the monitoring and rectification of drainage and parking/access issues, CCTV coverage, assistance and representation provided by the

BID. You have also told us what new services you want in addition to existing initiatives, such as additional tree planting, further security measures and better internet connectivity and we have incorporated these into our plans for BID 2.

In this proposal we have set-out the highlights of our achievements to date in the first section and our plans for BID2 in the second section. Finally there are a number of legal requirements for a document of this nature and this essential information can be found in the last section of proposal.

INFO BOX The Garratt Business Park BID was set-up by local businesses in 2009 as a not-for-profit company working to improve the area. The BID is directed by a Board made up of local businesses and provides services and improvements set-out by the business community. The BID has invested over £360,000 in the area – with £50,000 of this coming from external funding bodies.

1. Life before the BIDBefore the BID came into operation, businesses were very concerned about the state of the park, its appearance, and security due to significant drainage issues, pot holes, poorly maintained buildings and areas and a high level of break-ins and vandalism. You were also concerned about the impact of the National Grid works. These concerns were highlighted in the BID’s consultation in 2008, with the overwhelming majority of businesses wanting to see action taken to rectify these problems.

“We have occupied Unit 70 on the Garratt Business Park for over 25 years.  In the first 15 years, the estate had no management in place.   Many of the access roads were unmade, with either no surface water drains, or those that existed, totally silted up.  - No street lighting. - No security gates. - No CCTV. - No crime preventative measure. - No prevention of fly tipping, which was rife. - No police intervention at all. - No prevention against vandalism. - No help or grants from Wandsworth Council. 

 Businesses who have moved in within the last 10 years, have enjoyed the fruits of a massive endeavour by the BID board and have no conception of the problems previously encountered.  

Whether Tennant or Freeholder, all benefits from the funds raised and if in future these services are not maintained, repaired and upgraded when required, then I believe we will soon regret not maintaining the Status Quo”

2. Our AchievementsIn our first BID Proposal we promised to deliver a range of services and improvements to address the concerns of businesses in the area. We are proud to have delivered these and more over the past four years.

Infrastructure and MaintenanceWe promised: Improvements to the roads owned by us and to the main access road which belongs to national grid.We delivered: We resurfaced and maintained Rosemary Road and both Riverside (side) Roads owned by us. We negotiated with National Grid improvements to our main Riverside Road owned by them and will continue to remind them of their duty to maintain the road to a reasonable standard.

We promised: Improvements to flood protectionWe delivered: We had debris removed from the river and involved the Environment Agency and Thames Water in putting measures in place to prevent further issues.

We promised: Improvements to drainageWe delivered: All drains on the business park are thoroughly serviced and maintained. We now have the drains regularly monitored and maintained and/or repaired as necessary.

We promised: Maintenance of any Business Park owned areas or assetsWe delivered: Following a radical clean up in 2011, Eddie Webb, our Maintenance Officer manages a robust programme of road maintenance, sweeping, litter picking, fly-tipping control and drains maintenance.

We have installed and updated signage throughout the Business Park. We liaised with Cappagh, the Environment Agency and the Council to clarify

Cappagh’s licence and limit the effect of their activities on the business park such as air pollution and congestion on our main estate road.

We gave both entrances to the park a major make-over including new palisade fencing, new signs and landscaping.

We have improved parking organisation through weekly monitoring, parking advice and marking out parking spaces.

We marked out and re-marked white parking lines, yellow lines and hashed boxes to better regulate traffic on the business park.

We have worked to reduce traffic congestion on the business park through the installation of white lines, hashed boxes, close communication with business with high road use and the council regarding the roads outside the park.

We have provided and refilled salt bins.

National GridWe promised: Liaison with National Grid regarding their expansion plans to maximise potential benefits and minimise disruption from building of new sub-station and tunnel.We delivered: The BID carried out a pivotal role in ensuring businesses were fully consulted

on and informed about the works.

And more: We achieved ensured collective and individual compensation for companies affected

by the tunnel digging associated with the works. Thanks to our strenuous efforts we managed to secure an additional £24,000 towards Business Park security and maintenance.

Security and SafetyWe promised: To install a barrier and CCTV at the Rosemary Road entrance We delivered: The barrier and CCTV were installed in 2010

We promised: Further CCTV in other areas of the Business ParkWe delivered: We extended the CCTV system throughout the Business Park, as well as on

the exterior of the gates in 2011

We promised: Better recording of incidents and liaison with PoliceWe delivered: The BID sits on the Metropolitan Police Safer Neighbourhoods Panel and ensures

incidents are recorded and sent through to the relevant officers.

We promised: Better safety for those working on the business parkWe delivered: We have marked out the pedestrian walkway as well as providing and maintaining

the lighting.

And more: We manage and maintain both gates and have caught intruders and vandals We reviewed and improved security access at the Riverside Road entrance We have upgraded the gates on Riverside Road, including additional locks We have installed railings along borders and frontages We regularly attend Safer Neighbourhood meetings and receive weekly crime

bulletins.

We have carried out a Health and Safety Risk Awareness Audit and taken consequent action

CongestionWe promised: To ease congestion on and outside the estate and to improve parking arrangementsWe delivered: We worked with the Council to introduce parking controls in Summerstown and significantly reduced congestion for traffic accessing the estate.

CommunicationsWe promised: The redevelopment of our website We delivered: We developed a website with information about our businesses, local transport and our activities: www.garrattbusinesspark.com and are reviewing this again to enable quicker updating.

And more: Judith Roscoe, our Business Park Coordinator provides a monthly update by email, on

display near John’s Diner and published on the website. Judith regularly contacts businesses in person to answer queries and address concerns.

Green projects,We promised: Waste control and recycling initiativesWe delivered: We provided advice to businesses on cost reducing recycling schemes and have investigated estate wide schemes.

We promised: The provision of cycle stands, a business park travel plan and travel guidesWe delivered. We installed cycle stands on the business park and travel information is provided on the website.

And more: We have enabled businesses to access energy and cost reduction advice through the

Council. We have supported businesses considering solar panel installation.

New for BID 2: Exploratory work with the aim of installing effective internet connectivity for the area

Flexible Fund/New ProjectsIt is intended that, as in its first term, for BID 2 the Garratt Business Park BID will build up a reserve or flexible fund. The BID will remain responsive and innovative and this fund would enable the BID to progress new projects, for example resurfacing of estate owned roads.. Any additions or enhancements to the BID programme would be decided on by the business representatives on the BID Board.

It is intended that the budget for this Reserve Fund will come from three sources: Contingency funds – the BID programme budgets include prudent contingency

reserves. It is hoped that these will not be required and can therefore be put in to the flexible fund after each year end.

Grants and public funds – Garratt Business Park BID will apply for grants and other funds to enhance its projects and services as decided by the BID Board.

Sponsorship and other contributions – The BID may also receive additional funds via sponsorship or other contributions, for example from businesses who are not in the BID area.

4. Financials The Garratt Business Park BID will raise approximately £60,000 per annum through its BID levy. The levy payable by each defined rate payer is determined by the banded system set out on page 12. There are approximately 60 eligible businesses in the proposed BID area. The money raised will be spent exclusively in the defined BID area, in line with the wishes of the businesses paying the levy.

If you are not sure what your rateable value is please contact us and we will be happy to tell you what your annual BID Levy will be.

How will the BID levy money be collected?BID levy payments will be due on 1st April each year and will be collected by the London Borough of Wandsworth on behalf of the Garratt Business Park BID. The BID levy moneys will be placed in a ring-fenced BID account by the London Borough of Wandsworth and will be regularly transferred to the BID company.

The Operating Agreement between the Garratt Business Park BID and the London Borough of Wandsworth will be renewed. This sets out how the BID levy is to be collected and administered and how this will be monitored by both parties. This agreement with ensure that the BID levy is collected effectively and efficiently.

How will the money be spent?The budget split has been determined by the priorities of the Garratt Business Park business community:

Managed and Maintained: 60 % Safe and Secure: 7%Represented & Supported:27 %Contingency: 6%

Financial Arrangements

The Garratt Business Park BID Board will approve, in advance, an annual budget for the BID for each financial year.

The Garratt Business Park BID will not be able to operate in deficit or incur liabilities that come into effect after the operational period e.g. after 31st March 2019.

The Garratt Business Park BID will produce annual accounts for each financial year and these will be available to all BID levy payers and the Local Authority. These will be presented at the Garratt Business Park BID’s Annual General Meeting.

The BID Board will decide how any unspent or additional income should be utilised.

All budgets include a 5% contingency reserve to take into account any unexpected shortfall.

Any redistribution of funds among all projects within the total annual programme budget will require BID Board approval

5. The CompanyThe Garratt Business Park BID Ltd is incorporated as a not-for–profit company limited by guarantee. The company’s Memorandum and Articles of Association are available from the Garratt Business Park BID office.

The Board The Garratt Business Park BID Board is made up of representatives of the Garratt Business Park business community, who direct how BID funds are spent to improve the area for businesses.

All BID levy paying businesses have the right to apply to become company members and are encouraged to do so.

Legal AgreementsGarratt Business Park BID does not receive any services from the local authority so a baseline agreement with the London Borough of Wandsworth is not appropriate or in place. The Operating Agreement governing the collection and administration of the BID levy will be reviewed and refreshed,

6. BID levy rulesThe formation of a BID is enabled by Government legislation and regulation. This section defines the BID levy rules, as required by statute. Following a successful ballot, the BID levy becomes mandatory for all those defined businesses or occupiers in the BID area.

The BID Levy will be a fixed sum calculated according to the following table of BID Levy bands (the numbers of bands has been increased from eight to nine for BID2 to ease the burden on smaller units)

The BID levy can only be increased annually, on the 1st April, to allow for inflation. The allowance for inflation shall be decided by the BID Board and shall equal no more than 2% per annum (the Board hopes that an increase will not be necessary as in the first term).

The second term of the BID will be for 5 years from 1st April 2014. Charitable organisations in receipt of mandatory or discretionary charitable relief

from rates will receive the same reduction in the BID levy as provided on NNDR. OR 'Registered charities and other organisations receiving mandatory reduction of business rates - part exempt - Charities and other organisations with a rateable value of £24,000 or less will receive relief of 50% of the levy subject to the minimum charge.  Charities and other organisations with a rateable value of more than £24,000 will receive relief of 25% of the levy

The BID levy will be based upon the rateable value in effect on 1st April 2013. Properties that come into the Rating List during the BID term will be subject to the

BID levy from the effective date that the property is brought into the rating list and the rateable value effective at that time.

The owners of empty properties shall be liable for the BID levy although the BID will apply the same relief as any offered on business rates

There will be no VAT charged on the BID levy. The BID board will be able to alter the BID arrangements without an alteration

7. The Garratt Business Park BID area The Garratt Business Park BID area will not change in BID 2 and is as shown on this map.

Vote Yes and don’t lose outWe hope we can count on your support to ensure the continuation of the Garratt Business Park BID - to ensure the continued upkeep and representation of our Business Park as well as services to make running your business easier and more profitable.

You will have the chance to vote to renew the Garratt Business Park BID between 14th

November and 13th December 2013. This will be a formal ballot carried out by the London Borough of Wandsworth.

As with our last vote, all defined ratepayers will be entitled to one vote per hereditament. It will be possible to appoint a proxy to vote on your behalf and information on how to do so will be included with the ballot information sent to you. To implement these proposals we must win the BID ballot on two counts:

1) A straight majority by the number of those voting2) By a majority in the Rateable Value of those voting
